New data-driven technologies yield benefits and potentials, but also confront different agents and stakeholders with challenges in retaining control over their data. Our goal in this study is to arrive at a clear picture of what is meant by data sovereignty in such problem settings. To this end, we review 341 publications and analyze the frequency of different notions such as data sovereignty, digital sovereignty, and cyber sovereignty. We go on to map agents they concern, in which context they appear, (...) and which values they allude to. While our sample reveals a considerable degree of divergence and an occasional lack of clarity about intended meanings of data sovereignty, we propose a conceptual grid to systematize different dimensions and connotations. Each of them relates in some way to meaningful control, ownership, and other claims to data articulated by a variety of agents ranging from individuals to countries. Data sovereignty alludes to a nuanced mixture of normative concepts such as inclusive deliberation and recognition of the fundamental rights of data subjects. (shrink)

Inferentialists about scientific representation hold that an apparatus’s representing a target system consists in the apparatus allowing “surrogative inferences” about the target. I argue that a serious problem for inferentialism arises from the fact that many scientific theories and models contain internal inconsistencies. Inferentialism, left unamended, implies that inconsistent scientific models have unlimited representational power, since an inconsistency permits any conclusion to be inferred. I consider a number of ways that inferentialists can respond to this challenge before suggesting my own (...) solution. I develop an analogy to exploitable glitches in a game. Even though inconsistent representational apparatuses may in some sense allow for contradictions to be generated within them, doing so violates the intended function of the apparatus’s parts and hence violates representational “gameplay.”. Normative ethical theories owe us an account of how to evaluate decisions under risk and uncertainty. Deontologists seem at a disadvantage here: our best decision theories seem tailor-made for consequentialism. For example, decision theory enjoins us to always perform our best option; deontology is more permissive. In this paper, we discuss and defend the idea that, when some pro-tanto wrongful act is all-things considered permissible, because it is a ‘lesser evil’, it is often merely permissible, by the lights of deontology. We show that this raises new problems for deontological decision theory, and we show that to resolve them, we need to take a more innovative approach to morally evaluating decision-making under risk and uncertainty. At least since Aristotle, practical skill has been thought to be a possible model for individual ethical development and action. Jonathan Birch’s ambitious proposal is that practical skill and tool-use might also have played a central role in the historical emergence and evolution of our very capacity for normative guidance. Birch argues that human acquisition of motor skill, for example in making and using tools, involves formation of an internal standard of correct performance, which serves as a basis for normative (...) guidance in skilled thought and action, and in the social transfer of skills. I suggest that evaluativemodeling, guidance, and learning play a more basic role in motor skill than standards of correctness as such-indeed, such standards can provide effective normative guidance thanks to being embedded within evaluative modeling and guidance. This picture better fits the evidence Birch cites of the flexibility, adaptability, and creativity of skills, and can support a generalized version of Birch’s ‘skill hypothesis’. (shrink)

Biometric technologies are becoming more pervasive in the workplace, augmenting managerial processes such as hiring, monitoring and terminating employees. Until recently, these devices consisted mainly of GPS tools that track location, software that scrutinizes browser activity and keyboard strokes, and heat/motion sensors that monitor workstation presence. Today, however, a new generation of biometric devices has emerged that can sense, read, monitor and evaluate the affective state of a worker. More popularly known by its commercial moniker, Emotional AI, the technology stems (...) from advancements in affective computing. But whereas previous generations of biometric monitoring targeted the exterior physical body of the worker, concurrent with the writings of Foucault and Hardt, we argue that emotion-recognition tools signal a far more invasive disciplinary gaze that exposes and makes vulnerable the inner regions of the worker-self. Our paper explores attitudes towards empathic surveillance by analyzing a survey of 1015 responses of future job-seekers from 48 countries with Bayesian statistics. Our findings reveal affect tools, left unregulated in the workplace, may lead to heightened stress and anxiety among disadvantaged ethnicities, gender and income class. We also discuss a stark cross-cultural discrepancy whereby East Asians, compared to Western subjects, are more likely to profess a trusting attitude toward EAI-enabled automated management. While this emerging technology is driven by neoliberal incentives to optimize the worksite and increase productivity, ultimately, empathic surveillance may create more problems in terms of algorithmic bias, opaque decisionism, and the erosion of employment relations. Thus, this paper nuances and extends emerging literature on emotion-sensing technologies in the workplace, particularly through its highly original cross-cultural study. (shrink)

A physical mechanical sequence is proposed representing measurement interactions ‘hidden' within QM's proverbial ‘black box'. Our ‘beam splitter' pairs share a polar angle, but head in opposite directions, so ‘led' by opposite hemisphere rotations. For orbital ‘ellipticity', we use the inverse value momentum ‘pairs' of Maxwell's ‘linear' and ‘curl' momenta, seen as vectors on the Poincare spherical surface. Values change inversely from 0 to 1 over 90 degrees, then ± inverts.. Detector polarising screens consist of electrons with the same vector (...) distributions, but polar angles set independently by A & B. The absorption/re-emission interaction process is modelled as surface vector additions at the angle of polar latitude of each interaction. This ‘collapse' of characteristic ‘wave values' is really then simply ‘re-polarisation', with new ellipticity. We then obtain the relation Cosθ at polarisers. We may simplify this to new ellipses with major/minor axis values. Considering as spherical orbital angular momentum rotation we invoke the unique quality of spheres to rotate concurrently on three axes! Rotating on y or z axes concurrent with x axis spin can return surface points to starting positions with non-integer x axis rotations, from half to infinity!. Second interactions at photomultiplier/ analysers are identical but at two orthogonal ‘channels'. Vector addition interactions at BOTH channel orientations normally produce a vector value of adequate amplitude to give a *click* from the MAJOR axis direction. At the ‘crossover' points at near circular polarity the orthogonal ‘certainty' is ~ 50:50, so both or neither channels may produce a ‘click'. The apparently unphysical but proved ‘Malus' law' relation; Cos2θ emerges physically from the 2nd set of interactions. The main departure from QM's assumptions are; That the original pair members each actually possessed two inverse momenta sets; ‘curl' and ‘linear'. Also that complex ‘vector additions' of those pairs occurs. Vector quantities allow A & B to reverse their OWN finding by reversing dial setting, reproducing experimental outputs without problematic ‘non-locality'. (shrink)

White a generally acknowledged definition of «right» and «extreme right» does not exist, an external definition was accepted, departing from what the most important authors accepted as being «right and extreme right wing groups» in Belgium.In Flandern the most important ones situate themselves within the «Flemish Movement», although being a small part of this Movement. These groupings are classified into three categories : groups oriented towards the Flemish-Nationalistic past, students- and youth-organizations, and the recently activist groups.In Brussels and Wallonia two (...) initiatives delineate this political field : Le Nouvel Europe Magazine, a well distributed monthly magazine, and the Front de la Jeunesse, initially founded as the youth organization of the magazine.The relevance of these rather small groups must be seen on two levels : that of the global Belgian political context, and on the level of the political Flemish Movement. To analyse strictly the amount of that influence needs more than a systematic review of the groupings that operate on this specific political field in Belgium last year. (shrink)

A central motivation for the type-token model of music works is its ability to explain musical multiplicity—the fact that musical works are capable of having multiple performances through which they can be experienced and which cannot be individually identified with the works themselves. The type-token model explains multiplicity by identifying musical works with structural types and taking performances to be tokens of those types. In this paper, I argue that musical works are flexible in ways which permit performances which are (...) tokens of distinct structural types to be performances of the same musical work. And I argue that various attempts to reconcile the type-token model with musical flexibility are ultimately unsuccessful. (shrink)

The paper considers some of the implications of Coleman Diagrams in the context of the study of social interaction at the microlevel. Such studies cannot be adequately modeled without improved theoretical rigor. The Theory of Comparative Narratives is advanced as one possible analytical framework of the modeling of interactions.

Laudan and Cantor maintain that there exists a methodological gulf between 19th century wave theorists of light, who employed a method of hypothesis, and 18th and 19th century particle theorists, who were inductivists. This paper examines how in fact wave theorists typically argued for their theory, in order to see to what extent their reasoning corresponds to the method of hypothesis or to inductivism in sophisticated versions of these doctrines offered by Whewell and Mill. It also examines how, given the (...) methodology they actually employed, wave theorists could in principle deal with anomalies to their theory, particularly with phenomena, such as dispersion, which their theory could not explain. Experiences that are self-generated and independent of sensory stimulations permeate our whole life. This theme issue examines their similarities and differences, systematizes the literature from an integrative perspective, critically discusses state-of-the-art empirical findings and proposes new theoretical approaches. The aim of the theme issue is to foster interaction between the different disciplines and research directions involved and to explore the prospects of a unificatory account of offline perception in general.

Starmaking brings together a cluster of work published over the past 35 years by Nelson Goodman and two Harvard colleagues, Hilary Putnam and Israel Scheffler, on the conceptual connections between monism and pluralism, absolutism and relativism, and idealism and different notions of realism -- issues that are central to metaphysics and epistemology. The title alludes to Goodman's famous defense of the claim that because all true representations of stars and other objects are human creations, it follows that in an important (...) sense the stars themselves are made by us. More generally, the argument moves from the fact that our right representations are constructed by us to the claim that the world itself is similarly constructed. Starmaking addresses the question of whether this seeming paradox can be turned into a serious philosophical view. Goodman and Putnam are sympathetic; Scheffler is the critic. Although many others continue to write about pluralism, relativism, and constructionalism, Starmaking brings together the protagonists in the debate since its beginnings and follows closely its still developing form and substance, focusing sharply on Goodman's claim that "we make versions, and right versions make worlds.". Philosophical interest in the biological concept of function stems largely from concerns about its teleological associations. Assigning something a function seems akin to assigning it a purpose, and discussion of the purpose of items has long been off-limits to science. Analytic philosophers have attempted to defend ‘function’ by showing that claims about functions do not involve any reference to a problematic notion of purpose. To do this, philosophers offer short lists of necessary and sufficient conditions for the application of the (...) concept—where the conditions involve only acceptable physical or biological notions—and claim that the set of conditions captures the import of function statements.
