Serious discourse is regularly opposed to fictional discourse. But what is serious discourse? Fictional discourse is ubiquitous and raises challenging questions to philosophical semantics. How to define serious discourse in a non-circular way? I use action theory and speech acts theory to propose an analysis of what a serious discourse is. The notion of expectation is central, as well as that of satisfaction: in serious discourse, we expect the satisfaction of illocutionary act and of perlocutionary plans.

I first present a conception of the relata involved in the dialogic relation. I and thou are persons endowed with a first-person perspective and concepts through which they can represent themselves as distinct of anyone or anything else. Then I briefly discuss the epistemology and metaphysics of persons as agents. I adopt a realist view against any epistemological projects denying (or feigning to deny) the existence of the second person. Then I expose the complementary view of the secondperson perspective, which (...) close the gap between the first- and third-person perspectives. I expose some historical milestones recognizing the importance of the second-person perspective in dialogue. After an examination of the conditions for the use of mental terms, I propose an analysis of dialogue in sequences of illocutionary acts, stressing the importance of perlocutionary plans. Any dialogue worthy of the name involves mutual understanding. In my reconstruction, I use distinctions proposed by Burge, Dummett and Austin. There are degrees of understanding in dialogue. In the highest degree, we have a real “meeting of minds.” Finally, a genuine dialogue is different from a fictional dialogue. I also suggest, taking side with Descartes, that the interaction man-machine cannot be classified as genuine dialogue. (shrink)

The article discusses mechanisms of manipulative influence on a theoretical basis of suggestion and on the actual material of Bulgarian press. The author supposes that adequate research requires integrated approach with symbiosis of techniques of cognitive science, linguistic pragmatics, psycholinguistics and the theory of speech activity. Manipulative action takes place not only through language (explicit and implicit), but also non-verbal instruments that have different range, different pragmatic potential, etc. The necessity of a comprehensive analysis of the hidden manipulative influence on (...) psyche which is implemented through a flexible system of complex-integrated manipulative pragmatic acts is stated. This system is projected to complete, hierarchically organized and fast changing communication technology which has the following form: cognitive and psychological basis of audience → intention of the adresser → communication strategy → verbal tactics → instruments → perlocutionary effect. Herewith the form of speech is one of the pragmatic factors having great value for actualizing manipulative potential. Communication in form of direct dialog, typical only for oral speech, has a significant resources to counter planned suggestion. Furthermore the author compares the usage of the same suggestive influence patterns in oral and written speech. So the monologue tactic is supposed to be optimal for planning and control of communicative intention, which may include the use of instruments and mechanisms with manipulative potential. Addresser has sufficient time for careful selection of communication strategies and tactics of speech, as well as for creative combination and skillful concealing of manipulativeness manifestations. The author concludes that the regularity, according to which one monologue makes manipulativeness ''tolerant'' and dialogue ''discredit'' it, reflects differently in different monologue and dialogue tactics that are relevant to different types of communicative interaction. Se analiza el debate actual sobre el concepto de Escuela de Salamanca. Se muestran las nuevas propuestas de los estudiosos: su carácter global (no solo Salamanca); su alcance interdisciplinar (no solo teológico, también jurídico, económico, sociopolítico, etc); la cuestión de los miembros también experimenta una ampliación, aunque siempre se señala un cierto cordón umbilical con los Maestros salmantinos; todo ello dentro de un marco temporal que se extiende durante el siglo XVI y primera mitad del XVII. Estas nuevas perspectivas no (...) excluyen los elementos tradicionales, sino que amplían y desarrollan el concepto primitivo, pero con carácter inclusivo. Por último, se aborda el tema de las condiciones de posibilidad de la Escuela, que se contextualiza en un ámbito histórico que la hace posible. La psiquiatría nace con el siglo XIX, la fenomenología con el XX. Desde el advenimiento de la segunda ha querido la primera ver en ella una vía para la superación del positivismo que la atenazaba desde su mismo origen. Uno de sus intentos más logrados fue el del psiquiatra Ludwig Binswanger a lo largo de los años veinte del pasado siglo. Recorrió en ese tiempo las Investigaciones lógicas de Husserl y ensayó su acercamiento a la psicología estructural. Proponemos que una (...) deficiente lectura de las posibilidades de la fenomenología ―comprensible en su prematuridad, desgraciada en su ímpetu anti-(neo)kantiano― impidió que reconociera su horizonte trascendental y así pudiera entrever caminos de acceso al mundo, a la persona y a su concreto sufrimiento. Para concluir presentamos el intento que supone el proyecto La mirada filosófica como mirada médica por recuperar aquella problematicidad y ahondar en una aproximación respetuosa al padecer, tal como aparece, sin violentarlo por el concepto. The European Union Commission’s whitepaper on Artificial Intelligence proposes shaping the emerging AI market so that it better reflects common European values. It is a master plan that builds upon the EU AI High-Level Expert Group guidelines. This article reviews the masterplan, from a culture cycle perspective, to reflect on its potential clashes with current societal, technical, and methodological constraints. We identify two main obstacles in the implementation of this plan: the lack of a coherent EU vision to (...) drive future decision-making processes at state and local levels and the lack of methods to support a sustainable diffusion of AI in our society. The lack of a coherent vision stems from not considering societal differences across the EU member states. We suggest that these differences may lead to a fractured market and an AI crisis in which different members of the EU will adopt nation-centric strategies to exploit AI, thus preventing the development of a frictionless market as envisaged by the EU. Moreover, the Commission aims at changing the AI development culture proposing a human-centred and safety-first perspective that is not supported by methodological advancements, thus taking the risks of unforeseen social and societal impacts of AI. We discuss potential societal, technical, and methodological gaps that should be filled to avoid the risks of developing AI systems at the expense of society. Our analysis results in the recommendation that the EU regulators and policymakers consider how to complement the EC programme with rules and compensatory mechanisms to avoid market fragmentation due to local and global ambitions. Moreover, regulators should go beyond the human-centred approach establishing a research agenda seeking answers to the technical and methodological open questions regarding the development and assessment of human-AI co-action aiming for a sustainable AI diffusion in the society. This article applies a constructivist perspective to the analysis of a town-planning innovation. The so-called Cerdà Plan for the extension of Barcelona was launched in the 1860s and gave this city one of its most characteristic present features. For different reasons it can be considered an extraordinary case in town-planing history, though almost unknown to international scholars. The authors analyze the intense controversy that developed around the extension plan and the three technological frames involved. Finally, the relationship between (...) power and technology is discussed. The sociohistorical account is used to illustrate a specific concept of power, to be used in a politics of technology. We observe that Jc Beall’s shrieking and shrugging strategy gives us an opportunity to reflect on the Australian plan for negation in FDE, a basic subclassical logic that is used in Beall’s argument for subclassical logics. An implication of our observation is applied to a recent defense of the Australian plan for negation by Francesco Berto and Greg Restall.

Smajdor addresses the problem of inferior clinical outcomes among adults with impairments of capacity to give informed consent (AWIC). She notes that AWIC are generally excluded from clinical trials to protect them against harms and avoid exploitation and claims there is a causal link between involvement in clinical trials and favourable outcomes. She argues, given this link, that we should increase AWIC representation in clinical trials and can justifiably do so by recognising the capacity of AWIC to assent. AWIC form (...) a diverse group, with multiple aetiologies, including, for example, Down syndrome, traumatic brain injury and dementia. In some cases, the inability to consent may fluctuate so that the same person could be AWIC only at certain times. Yet despite these differences, the group has a shared unmet need. We agree with Smajdor that AWIC outcomes should be improved, but question whether simply increasing representation in clinical trials is sufficient to achieve this. We identify the following points: 1. AWIC are under-represented in clinical trials. There is evidence of widespread exclusion of AWIC in clinical trials within the UK and abroad and it is often a specific exclusion criterion.1 2. This paper sets out a framework for understanding the impacts of the financial crisis and its aftermath that is based on the idea of three interacting spheres: finance, production and reproduction. All of these spheres are gendered and globalised. The gendered impact of the current crisis is discussed in terms of the impact on unemployment, employment protection and security, public sector services, social security benefits, pensions, and the real value of wages and living standards. Drawing on the analysis of the (...) UK Women's Budget Group, the paper demonstrates that the biggest falls in disposable income as the result of austerity policies by the Conservative-led government since 2010 have been borne by the most vulnerable women—lone mothers, single women pensioners and single women without children. Working-age couples without children have been least affected. The paper then goes on to discuss what an alternative economic strategy, based on feminist political economy, might look like. It utilises the notion of the ‘reproductive bargain’, first developed to understand the transition in Cuba in the 1990s. It sets out a possible feminist economic strategy that insists on the incorporation of reproductive and care work into the analysis of alternative economic policies and links employment, wages and social security payments to public provisioning of trans-generational reproductive services. It suggests feasible strategies to finance the proposed Plan F—a feminist economic strategy. (shrink)

Various philosophers discuss perlocutionary silencing, but none defend an account of perlocutionary silencing. This gap may exist because perlocutionary success depends on extralinguistic effects, whereas silencing interrupts speech, leaving theorists to rely on extemporary accounts when they discuss perlocutionary silencing. Consequently, scholars assume perlocutionary silencing occurs but neglect to explain how perlocutionary silencing harms speakers as speakers. In relation to that shortcoming, I defend a novel account of perlocutionary silencing. I argue that speakers (...) experience perlocutionary silencing when they are illegitimately deprived of perlocutionary influence on a conversation in which they are active participants, where perlocutionary influence on the conversation relates to speech-related perlocutionary goals meant to influence the conversation or conversational direction. Thus, this account grounds perlocutionary silencing in linguistic phenomena and characterizes perlocutionary silencing in a way that explains why those who experience perlocutionary silencing are harmed as speakers. Moreover, this account explains how perlocutionary silencing harms speakers as conversational participants in a way that cannot be captured by illocutionary or locutionary silencing, for a speaker may be perlocutionarily silenced despite illocutionary success. Consequently, the account explains why “All Lives Matter” silences Black Lives Matter and “Not All Men” silences women sharing experiences of sexual harassment. (shrink)

How should you decide what to do when you’re uncertain about basic normative principles? A natural suggestion is to follow some "second-order:" norm: e.g., obey the most probable norm or maximize expected choiceworthiness. But what if you’re uncertain about second-order norms too—must you then invoke some third-order norm? If so, any norm-guided response to normative uncertainty appears doomed to a vicious regress. This paper aims to rescue second-order norms from the threat of regress. I first elaborate and defend the claim (...) some philosophers have made that the regress problem forces us to accept normative externalism, the view that at least one norm is incumbent on all agents regardless of their normative beliefs. But, I then argue, we need not accept externalism about first-order norms, thus closing off any question of how agents should respond to normative uncertainty. Rather, we can head off the threat of regress by ascribing external force to a single second-order norm: the enkratic principle. (shrink)

Many commentators call for a more ethical approach to planning for influenza pandemics. In the developed world, some pandemic preparedness plans have already been examined from an ethical viewpoint. This paper assesses the attention given to ethics issues by the Ghana National Integrated Strategic Plan for Pandemic Influenza.

This paper seeks to contribute to the discussion on national corporate social responsibility plans from the perspectives of the three logics as articulated in Caritas in Veritate, by using the Irish national CSR plan as an example. Good for Business, Good for the Community: Ireland’s National Plan on Corporate Social Responsibility 2014–2016 maintains that CSR activities can enable organisations to build relationships and trust with communities. One of the consequences of the 2008 financial crisis was the decrease in (...) trust in banking systems and in business more broadly. It is well recognised that relationships of trust are essential to the life of the market, the state and civil society. Pope Emeritus Benedict XVI’s Caritas in Veritate contends that corresponding to the life of the market, the state and civil society are three logics: the logic of exchange, the logic of public obligation and the logic of gift. This paper proposes that the normative framework of the three logics of Caritas in Veritate can be read into the Irish national CSR plan. This paper argues that the examples of CSR initiatives proffered by the plan could point organisations in the direction of the logic of gift and therefore enable the rebuilding of relationships of trust with citizens and communities. Israel Scheffler's ground-breaking essay, On Human Potential, deserves to be more widely known among educational policy analysts, especially in light of the popularity in educationist circles of W.E. Deming's organizational philosophy known as Total Quality Management . In what follows,I argue that the heuristical value of Deming's perscriptions are entailed in Scheffler's On Human Potential. More importantly, I argue, where Deming's work falls short, especially in being naive about the human condition, Scheffler's analysis provides a foundation for management theory in (...) education that insures the flourishing of an optimal number of contributing participants. In fashioning these ideas, Scheffler brings pioneering thinking to the emerging fields of management studies generally and educational policy specifically. (shrink)

My question is: How far into the future is it possible for engineers as such to plan? For example, the Yucca Mountain Nuclear Waste Repository was to have been designed to store nuclear waste safely for between ten thousand and one million years. Is that the sort of planning engineers as such can do? The planning engineers do would not be philosophically interesting were it not in general so often successful, much more successful than the gambles of ordinary life. (...) So, how is such planning possible—and what are its limits. Is one million years beyond the limits of what engineers, as such, can plan? Is a thousand years? Is a hundred years? Is there an nth generation for what engineers can plan? The answer I consider here is that engineers can plan only as far into the future as they can reasonably expect engineers to be present.
