Purpose This study investigates the impact of open-source software (OSS) on the sustainability of academic library services in Bangladesh. It aims to understand how OSS can address budget constraints, technological demands and the need for enhanced service delivery in these libraries. Design/methodology/approach An in-depth qualitative research approach was used, involving semi-structured interviews with library administrators, IT staff and librarians from various academic institutions across Bangladesh. Findings The study reveals that OSS adoption is primarily driven by financial imperatives (...) and the need for flexible, customizable solutions tailored to specific institutional needs. Key benefits identified include significant cost savings, improved customization and flexibility of services and enhanced community support and collaboration. However, challenges such as a lack of in-house technical expertise, resistance to change among staff and stakeholders and inadequate IT infrastructure impede successful OSS implementation. Practical implications To harness the full potential of OSS, academic libraries must invest in capacity building through targeted training programs, improve IT infrastructure and foster a culture of collaboration and knowledge-sharing within the library community. These strategies are essential to overcoming existing barriers and ensuring long-term sustainability. Originality/value This research contributes to the understanding of OSS’s role in enhancing the sustainability of academic library services. Purpose This research aims to develop a conceptual framework that explores the influence of open-source software (OSS) on the sustainability of library services within the context of academic libraries in Bangladesh. The study aimed to identify the concept of sustainable development, and to explore the role of digital libraries in achieving SDGs, by shedding light on the reality of the SDL in terms of financial, technical and human capabilities to achieve the Kingdom’s 2030 vision for sustainable development. The study revealed that digital libraries play an active role in achieving SDGs through secure and diverse technical infrastructure, and a variety of digital information sources. Digital libraries enhance the level of information awareness (...) among users. Among digital libraries worldwide, SDL is distinguished in terms of knowledge resources acquired, its platforms, and through the large number of beneficiaries of its services, representing all segments of the academic community in Saudi Arabia's higher education institutions. Based on a solid network, and Saudi Arabia vision 2030, SDL succeeded to link higher education institutions through a huge amount of information sources, and facilitated their access, and provided equal opportunities for all. The study recommended that in order to be the national digital platform and effective development partner, SDL must expand the scope of services to include trade and industrial private and public sectors, and raise the level of research awareness and ethics among Arab scholars and researchers. As there are changes in today's needs of the information society, the development of information technologies, the information behavior of scientists, the habits of information processing and its management in modern scientific libraries form their unique, atypical and constantly changing functions. This forces scientific libraries to take on new roles while ensuring the stability of their traditional roles. The vision for the future of the academic library is to become an academic partner from the service provider [1]. Preparation of employees (...) for doing the right job is becoming more and more important and challenging. The combination of individual self-expression, knowledge and skills undoubtedly contributes to the successful implementation of changes, therefore it is important to focus on and distinguish significant employee competencies to ensure organizational goals.In recent decades academic libraries conditioned by the changes happening in information society have fundamentally changed their activities: reorganize structures, carry out reorganization in collections, improve information search systems, organize open access to scientific resources, redistribute budget priorities, expand collaboration with academic community, organize the training and participate in the training process, focus on employee learning, implementation and adaptation of new technologies, conduct scientific research, constantly improve services.The role of today's scientific libraries is not limited to the diversity of book collections and the ways in which they are stored, they play an active role in building technology and knowledge infrastructures. It is now more evident that the functions of libraries' dissemination of information, accessibility, storage and social functions are crucial. "In the age of technology, the availability of information streams and the efficiency of their processing are becoming critical criteria for determining the quality and attractiveness of libraries" [2]. The abundance and variety of exploring scientific research sources are equally important for their availability and presentation. Therefore, the transformation of library staff from a curator of publications to a high-tech specialist or IT consultant in modern scientific libraries is an inevitable phenomenon.Having done the systematic analysis of scientific literature [3-7], the article presents the refined competencies of library employees as a result of changes in library activities and necessary for their successful implementation (see Table). Taking into account that organizational intelligence is one of the main guarantees of the quality of activities, which ensures the possibility to implement organizational changes, such competencies as personal knowledge, skills (abilities) and personal qualities (internal readiness) are necessary for implementing library changes. It can be noted that the greatest success of change implementation is determined by the skills (abilities) and personal qualities of the employees. This demonstrates that the library staff should be flexible, operational, tolerant, able to successfully develop their skills, and effectively apply other personal qualities to prepare for changes in the organization.Table 1. The knowledge of the library staff was detailed based on the main knowledge groups, i.e. professional, theoretical, technological, management, scientific communication, digital systems. It is almost certain that in recent decades changes in libraries have created new concepts of librarians' erudition.Knowledge such as technological, digital systems and, to some extent, scientific communication were certainly not on the list of key competencies of the traditional library staff. This proves the fundamental transformation of library staff competence in an inclusive digital environment.In conclusion, it could be stated that changes of activities in academic libraries initiate changes in staff competences - in the context of changes, there is a need for the staff to develop new or existing competences that are attributed to skill and knowledge, and personal qualities groups. Our entire political and economic systems are based upon structures of symbolic representation that many times seem not only to embody monetary value but also to determine it. Creative experimentation and design of digital systems of value exchange are blossoming on the web. Renata Lemos-Morais: You have recently produced and directed a short documentary about Creative Currencies in Latin America. Could you tell us a bit about its process and its findings? Gilson Schwartz: The “Creative Currencies” project is a work-in-progress platform which unfolds as an action research agenda connected both to the production of audiovisual content and the development of social currency software. The initiative dates back to 2003 when I led an experimental project supported by the Presidency of Brazil. At that time, we issued paper currency in a small, touristic village in the Northeast Region which stimulated local cultural projects. But it was only in 2009 that the Central Bank of Brazil acknowledged “social currencies” as a legitimate economic agenda, calling for more debate at the I Financial Inclusion Forum. This year, the monetary authorities organized a second forum that also opened the room to discussions on mobile payment systems and new perspectives on poverty alleviation via State subsidies. The Ministry of Culture funded the “Creative Currencies” project in 2009-2010 and our next stage in this discovery process is to be supported by the National Social and Economic Development Bank (BNDES). In short, there is genuine interest among public officials in different areas and public funding for social currencies is on the rise in Brazil. However, after all these years we are still at a very early stage of research and practice. Some of the most successful initiatives (such as Banco Palmas) actually evolved out of local monetary creation to become correspondent banking operations for commercial banks and other financial groups. After eight years of price stability and social inclusion, Brazil stands out as a major opportunity for social experimentation, even the Grameen Bank is now entering the Brazilian market and many NGOs are geared towards different forms of entrepreneurialism in the base of the pyramid, riding solidarity economic models, microfinance and microcredit for local development. It is yet to be seen, however, whether these developments are just one more stage of “bankarization”, that is to say, an extension of regular banking services or actually a new form of social and symbolic self-determination at the local level. So far, the Central Bank of Brazil is open to new forms of credit and local finance as long as they are strictly territorial and very close to barter among the poor. In other words, whether the process of monetary creation could be made to fit an open source paradigm is yet to be seen. Community banking and social currencies might as well end up as just another channel for access to and use of banking services. The “Creative Currencies” project aims at promoting the discussion of more fundamental issues, such as the limits of central banking, the prospects for local financial development and the possibility of creating and managing financial icons as cultural assets. The purpose of this project is to produce short documentaries that will bear testimony to this evolving regulatory framework while inducing more discussion about the fundamental iconomic issues concealed in the process of money and wealth creation. RLM: What new potential is there in applying digital technologies to currency creation? GS: Globalization is a result of the virtualization of money, that is, the overcoming of illusions such as the “gold standard”. Money is an icon created by institutions, not on supposedly natural or material foundations but out of political and financial interests. The “dollar standard” is an outstanding evidence of this phenomenon and Kaplan´s paper, the first to use the expression “iconomics”, insists on the rhetoric and semiotic effects associated to a supposedly scientific model of money creation and management. This is a fundamental change that was perceived and discussed much before the digitalization of the world by unorthodox economists such as John Maynard Keynes since the early 20th century. The digitalization of global financial flows accelerated this immateriality and the creation of the Euro was yet another evidence of the political foundations of currencies. The banking establishment, however, is keen on the idea that scientific formulae hold the key to sound money creation. Keynesianism has been repeatedly associated to “inflationism” while the supposedly sound monetary policies of the Orthodoxy serve well the political and financial interests of a technocratic elite. Corporate media also serve this fictitious depiction of the monetary process despite the cyclical bust of monetary rules and financial regulations. The internet, however, has created numerous opportunities for the disintermediation in industries such as film, music and commodities. There is no reason to doubt that the financial industry can also be transformed by Peer-to-Peer (P2P) infrastructures. Money is media as well. Credit is but confidence. Once people realize that the distributed computing power of networks can also be the platform to weave new monetary and credit operations, there is room for grassroots emancipation out of the established owners of monetary institutions. So far, however, there has been a privatization of monetary management and there is not a clear path or model for the emergent (P2P) property democratization that is inherent to the internet. Digital assets, however, clearly have an inherent potential to escape central control and proprietary regulatory frameworks. RLM: How are social networks transforming the ways in which we exchange value? Do you believe that online influence and reputation might be translated into a new kind of currency? GS: The foundation for social currencies as envisaged by solidarity economics is the territory. Authorities are willing to concede local monetary creation as long as it is restricted to poor neighborhoods, as a proxy to barter. In this relevant but limited context, reputation, personal knowledge and informal ties form the matrix of local or “proximity” finance which are expected to keep credit and leverage to a sustainable level. Anything beyond that should and would lead to an integration of local finance into the established banking system. However, inasmuch as the internet promotes virtual territories and reputation is now subject to all sorts of digital manipulation and stardom becomes an everyday cultural process among teenagers and elders alike, the territorial “foundation” is substituted for more complex patterns of solidarity, cooperation and exchange that reach beyond the physical territory and even the “human.” Digital assets embody knowledge, technology, cultural and educational values that are exchanged at a global scale beyond the control of democratic States (Chinese-like intervention is the exception, not the rule). Hacktivism is unstoppable and so is monetary hacktivism. Especially in the Third World, mobile communications fast became conveyors of money transfers and other appropriation strategies. Banking and telecom sectors already battle for the control of these emerging markets and, as a matter of fact, have so far contributed to the containment of these processes. Governments serve these moguls and have usually adopted a wait-and-see attitude. If open source hardware and grassroots social movements combine to challenge these proprietary battles, then social networks may evolve into new forms of social capital and thus form the ground on which to design and implement social currencies. The global financial crisis, as well as the dollar demise, are an event of such a proportion that social networks may open the path for emancipator subjects to seize the opportunity. RLM: What are some of the social experiments that you think are revolutionizing the way in which value is exchanged? GS: There is a broad evolution of economic systems towards the valuation of intangible assets such as knowledge, reputation and sustainability. There are many examples of local as well as global events that call the traditional systems of exchange into question, from carbon credits to educational bonuses, digital barter frameworks and locally based solidarity and fair trade networks. These emerging examples, no matter how different in nature or scale, represent a challenge to the traditional value creation schemes and theories which are based on use and exchange value, supply and demand. This is not to say that utility and labour or scarcity are to be totally dismissed, but there is now an emerging perception that value is also a function of behavioral codes, symbolic patterns and the energy of institutional frameworks. The plasticity of digital platforms is relevant insofar as intellectual property becomes the central source of value creation. But when you discuss the property rights of public goods such as the environment or basic social rights (of minorities or localities), then a new paradigm seems to emerge. RLM: Are gaming and online storytelling digital practices that might have an impact on the way new currencies are created and developed? GS: “Play money” has been one of the early and most intriguing phenomena associated to the diffusion of virtual worlds. These virtual currencies have also been prone to “boom and bust” dynamics, speculation and pure theft (Second Life scams were common and led to “intervention” by the owners of the game). Storytelling is a major source of value, that is, the value of attention and the markets for audience. There are plenty of private monies created and managed by corporate entertainment groups, telecom operators (via mobile virtual network operators) and marketing frameworks. The casino economy, as already depicted by Keynes and other unorthodox economists, is always storytelling about future states of the world, confidence building and leverage of animal spirits. The novelty of current events is not the fictitious nature of any form of capital, but the potential for digital democratization of controls over the imaginary nature of value creation. But this is just a potential, a possibility, a figment that more often than not is appropriated by centralized and opaque private powers. The game industry is a testbed for new connections between storytelling and money creation. RLM: Monetary value was originally connected to the scarcity of precious metals, such as gold. Our entire monetary system seems therefore to function according to a logic of scarcity. Do you believe it is possible to reverse this logic into a logic of abundance? GS: The gold standard was a fiction itself, the “scarcity” is always produced by institutions that regulate confidence and access to credit. The key issue is not to fabricate abundance, but to question the institutions which produce scarcity out of any standard, gold or whatever. Central banks are at the service of private banks in the creation and management of scarcity. RLM: The promise that nanotechnology holds for our future is one of radical abundance (or so say transhumanists). The possibility of creating any kind of material substance through nanoengineering seems each day more feasible. What would this possibility entail in terms of systems of value exchange? GS: Nanotechnology, environmental concerns and grassroots appropriation of distributed knowledge are the frontiers of a new horizon of energy creation and management. Social groups in charge of managing scarcity for the sake of wealth and power concentration must be held accountable for the destruction of our future. Once this key political conundrum is accounted for, new systems of value exchange and even a non-mercantile society will come into existence. Revolutionary theorists such as Marx envisaged transformation via the extreme clash of contradictions between capital and labour. This approach has never led to a change in the systemic logic of scarcity for the sake of social control. We are once again facing the threshold of large scale societal change, but the outcome of the current crisis should come from our imagination, not from yet another paradox of abundance and scarcity. As long as we remain attached to the materiality of value, the illusion of freedom will but reinforce the massive manipulation of necessity. RLM: What do you think is the role of crowdfunding in this context? GS: Crowdsourcing as well as crowdfunding are examples of the peer to peer opportunities that come along with distributed computer power. However, the power structure behind wealth and scarcity creation may or may not be changed by crowd management. But it should not be taken at face value, so to speak. The stock market of course is an early form of crowdfunding without calling into question the proprietary framework of the companies offering their investment projects to the market. Any market is a form of crowdsourcing, that is to say, of distributed forms of supply and demand matchmaking. The wealth of networks, however, depends on the contractual ecosystem, the institutional framework, the channeling of social imagination, not on the purely quantitative distribution of bids and offers. I see economics as supply, demand and code. Once you have access to the code, once openness becomes part of the game, then there is a chance of crowd behavior becoming collective intelligence and sustainable imagination. RLM: Is the development of digital currencies headed towards a pluralistic ecology in which many micro currency systems co-exist, or is it penetrating the mainstream monetary system? If it is affecting the mainstream financial system, what would be its effect in the long-term? GS: The same issue is at stake both at local and global levels. The global system is, as a matter of fact, an unstable ecosystem of “micro currencies” whereas the dollar has so far exerted an overwhelming influence. Local currencies and private monies coexist with national currencies only to the extent that the Central Bank admits, for instance, that grassroots monetary emissions remain territorial and strictly connected to poverty. However, the question of how new developments in digital technologies and nanotechnologies might alter not only our current monetary systems but also our understanding of value in itself, is still an open question. The aim of this study is to analyze the use of the Automation and networking among the faculty members and the students of engineering college libraries in Sri Venkateswara University Area. A well structured questionnaire was distributed among the 1314 faculty members and the students under study. The present study demonstrates and elaborates the various aspects of the Automation status, Categories of software used, Areas of Computerization, Source finance for their library automation work, automated services, topology of computer (...) networking is used, to know the types of networks used, satisfaction with digital library services. It was found that the Automation and Networking has become a vital instrument for teaching, research and learning process for these respondents. Cognitive test batteries are widely used in diverse research fields, such as cognitive training, cognitive disorder assessment, or brain mechanism understanding. Although they need flexibility according to their usage objectives, most test batteries are not available as open-source software and are not be tuned by researchers in detail. The present study introduces an open-source cognitive test battery to assess attention and memory, using a javascript library, p5.js. Because of the ubiquitous nature of dynamic attention in our (...) daily lives, it is crucial to have tools for its assessment or training. For that purpose, our test battery includes seven cognitive tasks, common in cognitive science literature. By using the test battery, we conducted an online experiment to collect the benchmark data. Results conducted on 2 separate days showed the high cross-day reliability. Specifically, the task performance did not largely change with the different days. Besides, our test battery captures diverse individual differences and can evaluate them based on the cognitive factors extracted from latent factor analysis. Since we share our source code as open-source software, users can expand and manipulate experimental conditions flexibly. Our test battery is also flexible in terms of the experimental environment, i.e., it is possible to experiment either online or in a laboratory environment. (shrink)

BackgroundInformed consent forms for clinical research are several and variable at international, national and local levels. According to the literature, they are often unclear and poorly understood by participants. Within the H2020 project CORBEL—Coordinated Research Infrastructures Building Enduring Life-science Services—clinical researchers, researchers in ethical, social, and legal issues, experts in planning and management of clinical studies, clinicians, researchers in citizen involvement and public engagement worked together to provide a minimum set of requirements for informed consent in clinical studies.MethodsThe template (...) was based on a literature review including systematic reviews and guidelines searched on PubMed, Embase, Cochrane Library, NICE, SIGN, GIN, and Clearinghouse databases, and on comparison of templates gathered through an extensive search on the websites of research institutes, national and international agencies, and international initiatives. We discussed the draft versions step-by-step and then we referred to it as the “matrix” to underline its modular character and indicate that it allows adaptation to the context in which it will be used. The matrix was revised by representatives of two international patient groups.ResultsThe matrix covers the process of ensuring that the appropriate information, context and setting are provided so that the participant can give truly informed consent. It addresses the key topics and proposes wording on how to clarify the meaning of placebo and of non-inferiority studies, the importance of individual participants’ data sharing, and the impossibility of knowing in advance how the data might be used in future studies. Finally, it presents general suggestions on wording, format, and length of the information sheet.ConclusionsThe matrix underlines the importance of improving the process of communication, its proper conditions (space, time, setting), and addresses the participants’ lack of knowledge on how clinical research is conducted. It can be easily applied to a specific setting and could be a useful tool to identify the appropriate informed consent format for any study. The matrix is mainly intended to support multicentre interventional randomized clinical studies, but several suggestions also apply to non-interventional research. (shrink)

PurposeOriginating in the USA and Northern Europe, Free and Open Source Software (FOSS) found on the internet its fertile environment. In more recent years, FOSS is becoming an increasingly important element in strategies for development and implementation of information and communication technologies also in developing countries. Mainstream research on FOSS has catered to the underlying principles or freedom, open organizational forms, and on its economical aspects. The purpose of this paper is to shed new light on the (...) actual consequences of FOSS, often left in the background.Design/methodology/approachThe paper examines where FOSS principles' assumptions are likely to be more evident: in contexts of developing countries, which are geographically and organizationally far from the original environment of FOSS. A mixed methodology characterizes this work: quantitative and qualitative methods bring readers' attention to unusual empirical settings and downplayed organizational processes of information technology (IT) implementation and adoption.FindingsThe consequences of FOSS on IT implementation and actual use are ambivalent. It is argued that FOSS adoption does not happen spontaneously, neither by decree, and that the relevance of open technologies as public goods remains in the different role of local actual technical and organizational capabilities, and environment conditions.Originality/valueSuch a focus complements existing studies on the economical relevance of FOSS, which are not the focus of this paper. The paper explores the possibilities of using applied qualitative research to help to achieve changes in the context of education. It presents three case studies: an evaluation of an educational software package which may be implemented nationally; an assessment of the impact of a 1:1 Technology Rich Learning Environment experimental project conducted in two Slovak elementary schools; and international comparative research on the curricula of psychology courses in secondary schools. The authors ask three questions: 1. does qualitative research have the (...) potential/resources/capacity to guide us in the process of making policy related decisions? 2. Does it have enough credibility in the eyes of the consumers—whether these are decision-makers themselves or a wider community that often plays a role in public decisions? 3. Could this type of work still count as academic inquiry? The discussion evolves around the reflection of the position of researchers in this type of research design, and the authors conclude that applied qualitative research could be the source of solid evidence for making decisions related to education—although this evidence is different to that provided by quantitative research. Galleries, libraries, archives and museums are striving to retain audience attention to issues related to cultural heritage, by implementing various novel opportunities for audience engagement through technological means online. Although born-digital assets for cultural heritage may have inundated the Internet in some areas, most of the time they are stored in “digital warehouses,” and the questions of the digital ecosystem’s sustainability, meaningful public participation and creative reuse of data still remain. Emerging technologies, such as artificial intelligence, are used to bring (...) born-digital archives to light, aiming to enhance the public’s engagement and participation. At the core of this debate lies both the openness of data and issues of privacy. How open to the public should born-digital archives be? Should everything be open and available online, and what does it take to achieve balance between openness and privacy, especially through AI initiatives? The study is qualitative and builds on the rationale of grounded theory. The role of AI development is critically investigated in relation to opening up born-digital archives online, by considering privacy and ethics issues. Grounded in the context of the author’s PhD research, the paper proposes a human-centred approach to AI development for democratising its development towards fairness and social inclusion, contrary to the stereotypical cliché of blackboxing, allowing space for the plurality of born-digital archives to flourish. This paper draws on several projects over sixteen years which attempted to develop capacity in educational research at Addis Ababa University. It identifies what might be considered indicators of a thriving research environment as defined from a UK perspective, not simply the necessary skills and infrastructure requirements but also what might be considered 'academic' or 'intellectual' virtues. Having outlined specific project activities, our responses and mutual learning, the paper goes on to consider how such qualities might relate to an Ethiopian (...) academic setting where cultural norms and political contexts have tended to encourage silence and caution rather than critique and argument. Thus through these comparisons, I argue that research capacity building is not just a body of knowledge or set of techniques to be delivered through workshops, but is about the importance of developing a research culture which engages with the underlying attitudes that derive from the country context. This paper presents a critical appraisal of the case of MAiD for individuals with mental illness as the (...) sole underlying medical condition through the analysis of three ethical theories: principlism, deontology, and utilitarianism. Through evidence and discussion, it will be demonstrated that MAiD, in this context, may be ethically justifiable on the grounds of upholding human rights, protecting dignity, and minimizing suffering. Introduction In June of 2016, Medical Assistance in Dying (MAiD) was legalized in Canada.[1] Throughout the first six years, a temporary exclusion of eligibility for persons suffering solely from mental illness was extended.[2] The exclusion of mental illness as a sole underlying medical condition was set to expire on March 17, 2024.[3] However, on February 1, 2024, just over a month before the set expiration, the Government of Canada once again extended the exclusion, this time setting it back three years to March 17, 2027. There are currently several countries that allow MAiD for mental illness, including Belgium, the Netherlands, and Luxembourg.[4] Some countries, like Spain,[5] do not give specific guidance, leaving the matter under discussion by ethicists and courts. In these countries, there are specific (although different) requirements for the process; overall, for mental illness, the illness must be verifiable and not simply related to a perception of satisfaction with the length of life. This extension ignited discussion on whether MAiD for persons who have mental illness as a sole underlying medical condition in Canada is ethically acceptable. As a complex, multi-faceted, and interdisciplinary issue, ethicists assessing MAiD must take into account various moral obligations and considerations. This paper analyses MAiD in this context through the application of three ethical theories: principlism, deontology, and utilitarianism. This paper concludes that, based on the current evidence and knowledge of this developing situation, MAiD for persons with mental illness in Canada may be ethically justified on the grounds of upholding human rights, labour obligations, and dignity. Through the exploration of research and discussions, it will be demonstrated that society at large ought to protect liberty and act towards relieving suffering, thereby supporting the potential eligibility of MAiD for persons who have mental illness. Principlism: The Capacity and Ability to Assess and Decide for One’s Own Life Principlism is the application of four principles: autonomy, beneficence, non-maleficence, and justice. Principlism supports permitting MAiD for mental illness due to the importance of autonomy in decision-making, equitable and just practices for MAiD assessors, and reducing suffering for patients and their family member(s) and/or friend(s). Carter v. Canada, the Canadian Supreme Court ruling of 2015—which changed Canadian law to allow for MAiD—held that the prohibition of MAiD infringed on Canadians’ right to “life, liberty, and the security of the person.” In a unanimous decision, the Supreme Court of Canada decided that the criminal prohibition of MAiD violates the Canadian Charter of Rights and Freedoms.[6] The Court concluded that the criminal law prohibiting MAiD interfered with people’s autonomy and dignity, which are protected by the rights of liberty and security of the person.[7] The ruling emphasized that Canada’s constitution reflects the fundamental importance of individual autonomy in personal decision-making. Research provides evidence that MAiD improves autonomy: A study among psychiatric patients found that 8 of 48 psychiatric patients said the mere option of accessing MAiD was enough to assess their future options for living wholly.[8] These findings complement a study entailing interviews with 30 adults who have mental illness, which emphasized that the ability to access MAiD allows individuals to analyze their quality of life, envision their desired future, and make decisions accordingly.[9] Although not all participants agreed that mental illness as the only underlying medical condition was appropriate for MAiD eligibility, many participants agreed that patient autonomy in decision-making was paramount and should be respected. However, autonomy as an ethical principle does not immediately grant all persons with mental illness the option to access MAiD. There are multiple eligibility criteria for those who wish to receive MAiD, which still must be approved and assessed. Currently, eligibility criteria for MAiD states that individuals must “give informed consent to receive MAiD, meaning that the person has consented to receiving MAiD after they have received all information needed to make this decision.”[10] Consent requires capability or capacity, which is the ability to understand relevant information, appreciate its potential consequences, and make an informed decision for oneself.[11] Like for many other diseases, disabilities, and conditions, patient capability is determined on a case-by-case basis.[12] Given the stigma surrounding those struggling with mental health, this thorough case-by-case examination of an individual patient’s capability and capacity without prejudice or partiality should lead to equitable and fair treatment. Without appropriate testing, those with mental illness could be wrongly stripped of their decision-making power. Arguments against MAiD for those with mental illness have raised concerns about the potential for individuals to harm themselves and others. A survey of MAiD providers demonstrated that physicians believed that the bereavement experience following MAiD is challenging and profoundly distinct and that bereavement support for all members involved should be required.[13] However, while watching one die (of MAiD) may cause harm to their families, friends, and support system at large, it is also important to recognize that watching someone suffer and struggle through their mental health journey also poses significant harm. Qualitative studies in Ontario, Canada, have interviewed family members of persons with mental illness as a sole medical condition, and interviewees shared that witnessing the illness and its impacts on their close one's lives was a very difficult experience.[14] As it relates to MAiD, participants emphasized that those living with mental illness are in the best position to understand their own pain and suffering and, in turn, make their own decisions about relief.[15] In an interview, a MAiD provider stated that MAiD may provide less suffering and more peace, and that, although it “depends on the family,... usually the family is more prepared and at peace.”[16] On the contrary, a person who has mental illness may perceive choosing MAiD as beneficial to their family member(s) and/or friend(s). Among those who died by MAiD in 2021, 35.7 percent reported that they perceived themselves as a burden on their family and friends.[17] While some authors report their concerns regarding such social burden as a potential driving factor for MAiD requests, others report that there are other additional burdens associated with requesting MAiD that may be financial, societal, and personal.[18] As such, the extension of MAiD eligibility to those with mental illness will likely only allow a small number of people to be granted MAiD.[19] Many others will be diverted to appropriate services and treatments. Patients’ decision to choose MAID noted their ability to make choices about their own care, reflecting the value of autonomy.[20] Although it is difficult to determine what is good for families in individual cases, MAiD presents an option that is both beneficent and non-maleficent. Therefore, these arguments satisfy the principles which do not necessarily conflict with MAiD. Deontology: The Duty to Recognize Vulnerability and Relieve Suffering The argument here begins with the fundamental focus of deontology—that moral duty lies in an action rather than in its consequences. Further discussion is required to analyze the impact of MAiD on healthcare workers. The Canadian Medical Association (CMA) Code of Ethics and Professionalism requires physicians to abide by virtues, commitments, and responsibilities in delivering health care and service.[21] The code states that “a compassionate physician recognizes suffering and vulnerability, … and alleviate[s] the patient’s suffering.”[22] In the context of MAiD for persons with mental illness as a sole underlying medical condition, vulnerabilities could be wide in range. Many Canadians are concerned with the interaction between mental health and other social determinants of health, such as the lack of medical, disability, financial, housing, and social support and resources.[23] As a result, another layer to the ethical issue arises: Does permitting MAiD for mental illness treat the symptoms of the issue rather than the root problem itself (social, economic, and systemic inequities)? Some argue against MAiD, stating that the nation should first focus on developing better quality care and service.[24] Others support MAiD as a potential harm reduction approach, given that most of these unjust conditions require a higher level of long-term structural and public policy overhaul.[25] The CMA Code also calls upon physicians to recognize and alleviate patients’ suffering. Some argue that while physicians and medical professionals do work to relieve suffering, they are trained to do so through a primary care-based diagnose-and-treat approach.[26] Studies that have captured Canadian physicians’ experiences providing MAiD report that, although physicians stated that the work was rewarding, it came with many challenges, including strained relationships with coworkers, increased workload, and inadequate compensation.[27] Physicians report that a part of the problem is that MAiD rules are written by lawyers and experts who are removed from its reality in medical practice. As a result, there is a lack of clarity surrounding practice norms and a lack of support for physicians.[28] Thus, while healthcare practitioners have a duty to relieve patients’ suffering, they should feel adequately trained and supported in doing so. If physicians and healthcare professionals recognize vulnerability and relieve suffering, then they should act accordingly, regardless of potential associations or outcomes. Making persons with mental illness eligible for MAiD ensures that treatment to relieve their suffering is available. However, it is imperative that there are sufficient resources and support available to healthcare professionals to ensure that they feel prepared and supported to provide MAiD, should they wish to do so. Utilitarianism: Minimizing Intolerable Suffering and Dying with Dignity Overall, utilitarianism is largely concerned with the greatest happiness principle—to increase the amount of happiness for the greatest number of people. So far, this paper has analyzed individual, family, and practitioner-based ethical considerations. But if MAiD were to be extended to those with mental illness as a singular underlying medical condition, what implications would this have for the world and society at large? There is a global drive toward authorizing organized ending of life, with an increasing number of countries legalizing MAiD.[29] The medical system is generally seen as a safe and appropriate system to carry out MAiD, especially when suicide and self-harm are regarded as “alternatives.” Yet despite these worldwide efforts, many argue through the theory of utilitarianism that the inability to see long-term consequences renders MAiD a premature solution, particularly for those who are unable or unwilling to seek other forms of potentially healing treatment or for those who may undergo MAiD only for a technological innovation or biomedical advancement to later come along as a potential cure.[30] While it is true that MAiD does not prevent these “premature deaths,” it is also true that it does not claim to.[31] MAiD provides an option to alleviate intolerable suffering. Some individuals with severe mental illness do describe their condition as intolerable suffering. MAiD is seen as an option to minimize suffering. It can also be seen as a way to die with dignity and relief.[32] While predicting outcomes is difficult, extending MAiD eligibility for persons experiencing mental illness does not undermine its ability to end suffering. It allows eligible individuals to take charge of their health, their life, and their future. Conclusion Based on the current evidence, allowing MAiD for persons with mental illness as their sole underlying medical condition presents as an ethically justifiable action. The right to self-determination and fair accessibility demonstrates that there is more harm done by prohibiting MAiD for mental illness than allowing it. Such liberty is a right, and in the context of relieving suffering, it is a duty that healthcare workers must uphold, although the ability to opt out of providing MAiD is well established. Thus, to recognize vulnerability and relieve suffering means to provide methods, such as MAiD, for those deeply impacted by mental illness. These justifications stand at both the individual level and for society at large. The research examines the impact of Marxist praxis on Library Science and Information Science through a methodological approach that combines bibliographic research and content analysis. The bibliographic research methodology involved systematic and critical consultation of sources such as specialized journals, reference works, and relevant studies available in academic databases like Brapci, Scielo, and Capes, as well as publications by renowned authors in Philosophy and Social Sciences. The research findings highlight the significance of Marxist praxis in transforming information services and (...) managing information units, particularly in the library context, emphasizing the democratization of knowledge and the promotion of equal access to information. Additionally, they underscore the role of information professionals in fostering cultural democracy and mitigating social disparities, reinforcing the need for a critical approach that not only facilitates access to information but also recognizes and addresses underlying power dynamics. It is concluded that Marxist praxis provides a robust theoretical framework for the critical understanding and transformation of professional practices in Library Science and Information Science, enhancing the role of information professionals as agents of social change. In this sense, the research contributes not only to the theoretical development of these fields but also to professional practice aimed at broader social goals aligned with principles of justice and equity in the dissemination and access to information in contemporary society. Purpose– This paper aims to consider selected results from the Arts and Humanities Research Council -funded “Managing Access to the internet in Public Libraries” project, from 2012-2014. MAIPLE has explored the ways in which public library services manage use of the internet connections that they provide for the public. This included the how public library services balance their legal obligations and the needs of their communities in a public space and the ethical dilemmas that arise.Design/methodology/approach– The researchers used (...) a mixed-method approach involving a review of the literature, legal analysis, a questionnaire survey and case studies in five public library authorities.Findings– UK public library services use a range of methods to regulate internet access. The research also confirms previous findings that filtering software is an ubiquitous tool for controlling access to and protecting library users from “inappropriate”, illegal and harmful internet content. There is a general, if sometimes reluctant, acceptance of filtering software as a practical tool by library staff, which seems to contrast with professional codes of ethics and attitudes in other countries. The research indicates that public library internet access will be a valued service for some time to come, but that some aspects of how public library services regulate internet access is currently managed can have socially undesirable consequences, including blocking legitimate sites and preventing users from accessing government services. Education could play a greater part in helping the general population to exercise judgement in selection of materials to view and use. This does not preclude implementing stricter controls to protect children, whilst allowing public libraries to continue providing a social good to those who are unable to otherwise participate in the digital age.Research limitations/implications– The response to the survey was 39 per cent meaning that findings may not apply across the whole of the UK. The findings of this study are compared with and supplemented by other quantitative sources, but a strength of this study is the depth of understanding afforded by the use of case studies.Originality/value– This paper provides both a quantitative and qualitative analysis of how internet access is managed in UK public libraries, including how library services fulfil their legal obligations and the ethical implications of how they balance their role in facilitating access to information with their perceived role as a safe and trusted environment for all members of their communities. The findings add to the international discussion on this issue and stimulate debate and policy making in the UK. (shrink)

BackgroundObtaining informed consent for participation in genomic research in low-income settings presents specific ethical issues requiring attention. These include the challenges that arise when providing information about unfamiliar and technical research methods, the implications of complicated infrastructure and data sharing requirements, and the potential consequences of future research with samples and data. This study investigated researchers’ and participants’ parents’ experiences of a consent process and understandings of a genome-wide association study of malaria involving children aged five and under in Mali. (...) It aimed to inform best practices in recruiting participants into genomic research.MethodsA qualitative rapid ethical assessment was undertaken. Fifty-five semi-structured interviews were conducted with the parents of research participants. An additional nine semi-structured interviews were conducted with senior research scientists, research assistants and with a member of an ethics committee. A focus group with five parents of research participants and direct observations of four consent processes were also conducted. French and translated English transcripts were descriptively and thematically coded using OpenCode software.ResultsParticipants’ parents in the MalariaGEN study had differing understandings of the causes of malaria, the rationale for collecting blood samples, the purposes of the study and the kinds of information the study would generate. Genomic aspects of the research, including the gene/environment interaction underlying susceptibility or resistance to severe malaria, proved particularly challenging to explain and understand.ConclusionsThis study identifies a number of areas to be addressed in the design of consent processes for genomic research, some of which require careful ethical analysis. These include determining how much information should be provided about differing aspects of the research and how best to promote understandings of genomic research. We conclude that it is important to build capacity in the design and conduct of effective and appropriate consent processes for genomic research in low and middle-income settings. Additionally, consideration should be given to the role of review committees and community consultation activities in protecting the interests of participants in genomic research. (shrink)

BackgroundThe trend toward open science increases the pressure on authors to provide access to the source code and data they used to compute the results reported in their scientific papers. Since sharing materials reproducibly is challenging, several projects have developed solutions to support the release of executable analyses alongside articles.MethodsWe reviewed 11 applications that can assist researchers in adhering to reproducibility principles. The applications were found through a literature search and interactions with the reproducible research community. An application (...) was included in our analysis if it was actively maintained at the time the data for this paper was collected, supports the publication of executable code and data, is connected to the scholarly publication process. By investigating the software documentation and published articles, we compared the applications across 19 criteria, such as deployment options and features that support authors in creating and readers in studying executable papers.ResultsFrom the 11 applications, eight allow publishers to self-host the system for free, whereas three provide paid services. Authors can submit an executable analysis using Jupyter Notebooks or R Markdown documents. All approaches provide features to assist readers in studying the materials, e.g., one-click reproducible results or tools for manipulating the analysis parameters. Six applications allow for modifying materials after publication.ConclusionsThe applications support authors to publish reproducible research predominantly with literate programming. Concerning readers, most applications provide user interfaces to inspect and manipulate the computational analysis. The next step is to investigate the gaps identified in this review, such as the costs publishers have to expect when hosting an application, the consideration of sensitive data, and impacts on the review process. Open-content communities that focus on co-creation without requirements for entry have to face the issue of institutional trust in contributors. This research investigates the various ways in which these communities manage this issue. It is shown that communities of open-source software—continue to—rely mainly on hierarchy (reserving write-access for higher echelons), which substitutes (the need for) trust. Encyclopedic communities, though, largely avoid this solution. In the particular case of Wikipedia, which is confronted with persistent vandalism, another arrangement has (...) been pioneered instead. Trust (i.e. full write-access) is ‘backgrounded’ by means of a permanent mobilization of Wikipedians to monitor incoming edits. Computational approaches have been developed for the purpose, yielding both sophisticated monitoring tools that are used by human patrollers, and bots that operate autonomously. Measures of reputation are also under investigation within Wikipedia; their incorporation in monitoring efforts, as an indicator of the trustworthiness of editors, is envisaged. These collective monitoring efforts are interpreted as focusing on avoiding possible damage being inflicted on Wikipedian spaces, thereby being allowed to keep the discretionary powers of editing intact for all users. Further, the essential differences between backgrounding and substituting trust are elaborated. Finally it is argued that the Wikipedian monitoring of new edits, especially by its heavy reliance on computational tools, raises a number of moral questions that need to be answered urgently. Today, open source intelligence (OSINT), i.e., information derived from publicly available sources, makes up between 80 and 90 percent of all intelligence activities carried out by Law Enforcement Agencies (LEAs) and intelligence services in the West. Developments in data mining, machine learning, visual forensics and, most importantly, the growing computing power available for commercial use, have enabled OSINT practitioners to speed up, and sometimes even automate, intelligence collection and analysis, obtaining more accurate results more quickly. As the (...) infosphere expands to accommodate ever-increasing online presence, so does the pool of actionable OSINT. These developments raise important concerns in terms of governance, ethical, legal, and social implications (GELSI). New and crucial oversight concerns emerge alongside standard privacy concerns, as some of the more advanced data analysis tools require little to no supervision. This article offers a systematic review of the relevant literature. It analyzes 571 publications to assess the current state of the literature on the use of AI-powered OSINT (and the development of OSINT software) as it relates to the GELSI framework, highlighting potential gaps and suggesting new research directions. Open-source communities that focus on content rely squarely on the contributions of invisible strangers in cyberspace. How do such communities handle the problem of trusting that strangers have good intentions and adequate competence? This question is explored in relation to communities in which such trust is a vital issue: peer production of software (FreeBSD and Mozilla in particular) and encyclopaedia entries (Wikipedia in particular). In the context of open-source software, it is argued that trust was inferred (...) from an underlying ‘hacker ethic’, which already existed. The Wikipedian project, by contrast, had to create an appropriate ethic along the way. In the interim, the assumption simply had to be that potential contributors were trustworthy; they were granted ‘substantial trust’. Subsequently, projects from both communities introduced rules and regulations which partly substituted for the need to perceive contributors as trustworthy. They faced a design choice in the continuum between a high-discretion design (granting a large amount of trust to contributors) and a low-discretion design (leaving only a small amount of trust to contributors). It is found that open-source designs for software and encyclopaedias are likely to converge in the future towards a mid-level of discretion. In such a design the anonymous user is no longer invested with unquestioning trust. (shrink)

The authors present their experience and practices of introducing cloud services, as a means to simplify the adoption of ICT in education, using Free/Open Source Software. The solution creates a hybrid cloud infrastructure, in order to provide a pre-installed virtual machine, acting as a server inside the school, providing desktop environment based on the Software as a Service cloud model, where legacy PCs act as stateless devices. Classroom management is accomplished using the application “Epoptes.” To minimize administration (...) tasks, educational software is provided accordingly, either on-line or through repositories to automate software installation. The advantages of the hybrid cloud implementation, include services that are not completely dependent on broadband connections’ state, minimal cost, reusability of obsolete equipment, ease of administration, centralized management, patches and educational software provisioning and, above all, facilitation of the educational procedure. Hacker communities of the 1970s and 1980s developed a quite characteristic work ethos. Its norms are explored and shown to be quite similar to those which Robert Merton suggested govern academic life: communism, universalism, disinterestedness, and organized scepticism. In the 1990s the Internet multiplied the scale of these communities, allowing them to create successful software programs like Linux and Apache. After renaming themselves the `open source software' movement, with an emphasis on software quality, they succeeded in gaining corporate (...) interest. As one of the main results, their `open' practices have entered industrial software production. The resulting clash of cultures, between the more academic CUDOS norms and their corporate counterparts, is discussed and assessed. In all, the article shows that software practices are a fascinating seedbed for the genesis of work ethics of various kinds, depending on their societal context. (shrink)

The step to e-research in philosophy depends on the availability of high quality, easily and freely accessible corpora in a sustainable format composed from multi-language, multi-script books from different historical periods. Corpora matching these needs are at the moment virtually non-existing. Within @PhilosTei, we have addressed this corpus building problem by developing an open source, web-based, user-friendly workflow from textual images to TEI, based on state-of-the-art open source OCR software, to wit Tesseract, and a multi-language version (...) of TICCL, a powerful OCR post-correction tool. We have demonstrated the utility of the tool by applying it to a multilingual, multi-script corpus of important eighteenth to twentieth-century European philosophical texts. (shrink)

With the number of patents on software algorithms predicted to exceed 100,000 this year, it is now virtually impossible to write any computer program, however trivial, that does not violate one or more patents. This paper argues that this situation is not only ludicrous, but it is contrary to any reasonable reading of the Constitution’s intentions with respect to the protection of intellectual property. In addition, the patentability of software algorithms stems from the U.S. Supreme Court’s failure to grasp one of the most fundamental concepts of computer science. From this error stems a long, dysfunctional chain of legal reasoning and patent policies, the effect of which has been to transform the mental reasoning processes, abstract knowledge, and scientific truths of computing into patentable subject matter. The result poses a potentially catastrophic threat not only to the open source software movement and the emerging industry of electronic commerce, but more fundamentally, to the very existence of the sciences of computing, without which further U.S. technological leadership will be impossible to sustain. Over the last 30 years, colleges of education across the nation have examined and deliberated how best to educate pre-service history teachers for the challenges of the modern classroom. Specifically, they sought to create and refine teacher preparation programs that foster within the pre-service history teacher the propensity to use authentic teaching practices once they are licensed and instructing independently in the classroom. Using a situated learning theoretical framework, this research study adds to the literature on this topic by examining (...) how a semester-long pre-service residency at a historic site, archive, library, or museum influences in-service history teacher pedagogy. Utilizing an ex post facto qualitative research methodology with a questionnaire, interviews, and analysis of lesson plans, this study pursued the objective of evaluating the nuances of a residency and how those experiences influence in-service pedagogical dispositions. The findings of the study conclude pre-service history teacher residencies offer valuable and unique learning spaces for the pedagogical development of pre-service history teachers by promoting authentic-based teaching models that participants carry into their in-service teaching. Ns2 is an open-source communications network simulator primarily used in research and teaching. Ns2 provides substantial support for simulation of TCP, routing, and multicast protocols over wired and wireless networks. Although Ns2 is a widely used powerful simulator, it lacks a way to measure networks that are used to assess reliability and performance metrics and it does not analyse the trace files it produces. The data obtained from the simulations are not straightforward to analyse. Ns2 is still unable (...) to provide any data analysis statistics or graphics as requested. Moreover, the analysis of the Ns2 trace file using any software scripts requires further steps by a developer to do data processing and then produce graphical outputs. Lack of standardisation of tools means that results from different users may not be strictly comparable. There are alternative tools; however, most of them are not standalone applications, requiring some additional libraries. Also, they lack a user-friendly interface. This article presents the architecture and development considerations for the NsGTFA tool, which intends to simplify the management and enable the statistical analysis of trace files generated during network simulations. NsGTFA runs under Windows and has a friendly graphical user interface. This tool is a very fast standalone application implemented in VC++, taking as input an Ns2 trace file. It can output two-dimensional and 3D graphs or data sets, whatever the trace file format. It is also possible to specify the output of standard network performance metrics. NsGTFA satisfies most user needs. There is no complex installation process, and no external libraries are needed. (shrink)

While it seems unlikely that any method of guaranteeing human-friendliness on the part of advanced Artificial General Intelligence systems will be possible, this doesn’t mean the only alternatives are throttling AGI development to safeguard humanity, or plunging recklessly into the complete unknown. Without denying the presence of a certain irreducible uncertainty in such matters, it is still sensible to explore ways of biasing the odds in a favorable way, such that newly created AI systems are significantly more likely than not (...) to be Friendly. Several potential methods of effecting such biasing are explored here, with a particular but non-exclusive focus on those that are relevant to open-source AGI projects, and with illustrative examples drawn from the OpenCog open-source AGI project. Issues regarding the relative safety of open versus closed approaches to AGI are discussed and then nine techniques for biasing AGIs in favor of Friendliness are presented: 1. Engineer the capability to acquire integrated ethical knowledge.2. Provide rich ethical interaction and instruction, respecting developmental stages.3. Develop stable, hierarchical goal systems.4. Ensure that the early stages of recursive self-improvement occur relatively slowly and with rich human involvement.5. Tightly link AGI with the Global Brain.6. Foster deep, consensus-building interactions between divergent viewpoints.7. Create a mutually supportive community of AGIs.8. Encourage measured co-advancement of AGI software and AGI ethics theory.9. Develop advanced AGI sooner not later. In conclusion, and related to the final point, we advise the serious co-evolution of functional AGI systems and AGI-related ethical theory as soon as possible, before we have so much technical infrastructure that parties relatively unconcerned with ethics are able to rush ahead with brute force approaches to AGI development. This paper presents the results of qualitative research on academic inbreeding in Czech higher education, the first of its kind. Its focus is on exploring the significance of academic inbreeding, its types, practices, and possible solutions. The research for this paper was done among academic staff at eight institutions of higher education in the Czech Republic. It was conceptually informed by ideas about different types of inbred employees (immobile, mobile, silver-corded, and adherent) and available policy tools. The results show that (...) academic inbreeding has long flown under the radar as an issue. Its impact is perceived ambivalently, as both positive and negative, by academics and experts alike. Generally, its avoidance has not been taken into account in staff recruitment, which has allowed it to become widespread among Czech higher education institutions. The policy tools for combatting academic inbreeding include nodality (open recruitment), reorganization of recruitment procedures, capacity-building (including stays abroad), and hortatory proclamations (paying attention to the issue). Overall, the evidence gathered in the course of research suggests that some progress has been made in limiting academic inbreeding at some workplaces, and that what we would call purely immobile inbred employees are giving way to mobile and “silver-corded” inbred academic staff. Finally, Czech higher education institutions register few cases of pseudo-inbreeding, combining work at the same institution where a PhD was taken with an academically relevant position in a state research institute or the Academy of Sciences. In large and small villages, regardless of tourist attraction, cultural life is faded; people's initiative is low as urban migration is extremely high. Many ethnographic villagers do not realize that they live in a significant for the state areas. The younger generation is embarrassed by local traditions, folklore. The low level of aesthetic education, and the poor possibilities of organizing artistic celebrations for the younger generation make them the users of the lowest level of urban culture. The relevance of the (...) research: employees of Lithuanian rural culture centers - a group uniting almost three thousand people, invited to make sense of rural people's leisure time, to create conditions for the development of amateurism in small villages. 882 country cultural centers in villages, towns and cities are institutions of universal use or specific activities. Their work varies, depending on what traditions have formed, the ambitions of the district or eldership that local cultural and sports departments seek. You will not find a cultural center where they would not sing, dance, play, perform, or celebrate. Also, exhibitions are regularly opened. Obviously, more intensive activity takes place in metropolitan areas, district centers, and in resorts during the summer. As here there is more space, more culture and more communities. Village and town culture institutions that are constantly communicating with schools, libraries, religious communities, neighborhoods, and sports clubs are also gaining significant results. However, it is appropriate to move to specific data from the theoretical point of view. Those members of rural communities who go in for sport individually face health supervision problems. Inadequate attention is paid to the development of personal responsibility for one's health and the promotion of a healthy life: proper nutrition, active rest, less health-hazardous environment, abandoning harmful habits and etc. in an environment contrary to life in the countryside. It is important to develop a physically active and healthy society, consciously aware of the importance of a healthy lifestyle, to create a favorable environment for leisure time and sport and for the improvement of health of rural population, moreover, to increase the development of physical education and sports services in rural districts of Lithuania, to increase the quality of sports services, giving rural residents wider opportunities to meet their needs. The problem of the research: the lack of cultural and sporting services in rural communities. The analysis of the problem is based on scientific data of Aleksandravičius and Žukovskis, Baršauskienė, Leliūgienė, Kroeber A., Kluckhohn, Nefas, Paulikas, Adomonis, Putnam, Biologur, documents regulating the activities of rural communities. Methodology of the research: In order to achieve the goal, the analysis and synthesis of scientific literature, legal documents and other information sources and statistical data are used. The aim of the research: to reveal the factors of cultural and sports development in rural communities. Research objectives: to describe the development of cultural and sports services in the context of rural communities' activities; to identify the most significant factors in the development of cultural and sporting services in rural communities. Conclusion. Activities carried out by organizations of rural communities include a wide range of community needs, including the organization of cultural and sporting events, improvement of environmental management assistance, and others. As the main problems of rural community activities, the poor condition of rural social infrastructure objects are mentioned, therefore the process of establishment of community centers for the establishment of universal multifunctional centers is one of the significant tools for the development of rural communities and thus the development of cultural and sports activities. This paper asserts that the software engineering (SE) research literature describes open source software development (OSSD) as a homogenous phenomenon. Through a discourse analysis of the SE research literature on OSSD, it is argued that the view of OSSD as a homogenous phenomenon is not grounded in empirical evidence. Rather, it emerges from key assumptions held within the SE research discipline about its identity and how to do SE research. As such, it is argued that the view of (...) This scoping review synthesized evidence on research ethics capacity development in Anglophone West Africa, aimed at evaluating approaches, achievements, and challenges, offering recommendations for future research ethics training in the sub-region. The “Population-Concept-Context” Framework guided eligibility criteria with searches conducted in EBSCOhost, Medline, PubMed, CINAHL, Cochrane Library, JBI Database of Systematic Review, and Google Scholar. Records available from 2000 to July 2024 were screened and abstracted in COVIDENCE. The review was conducted and reported per JBI methodology for scoping reviews and (...) PRISMA-ScR. Sixteen sources describing eight research ethics training programs in Anglophone West Africa were identified. Stakeholders involved in these capacity development programs included local institutions and organizations collaborating with institutions from the Global North. Funding was mainly from the Global North. Training programs were either degrees, fellowships, or workshops and contents were on research ethics, research integrity, research methods, community engagement, and protocol review. Challenges reported include trainees’ untimely completion of research projects, high cost of fees, and internet connectivity. Achievements were an increase in participants’ knowledge, their involvement in the entire research system, and the introduction of degree programs in local universities. Future research ethics capacity development should pay attention to local funding and South-South collaboration. There is a need to increase capacity development activity in the region. Such training activities will need to be reported, and lessons shared through open-access journals and databases thus reaching a wider audience. (shrink)

Drug discovery traditionally has occurred behind closed doors in for-profit corporations hoping to develop best-selling medicines that recoup initial research investment, sustain marketing infrastructures, and pass on healthy returns to shareholders. Only corporate Pharma has the man- and purchasing-power to synthesize the thousands of molecules needed to find a new drug and to conduct the clinical trials that will make the drug legal. Against this view, individual physician-scientists have suggested that the promise of applied genomics work calls for a new (...) form of social organization in order to speed the generation and understanding of new therapeutics. Recent successes in open source drug discovery show it is possible to produce valuable, empirically adequate, and sustainable collective beliefs without secrecy, proprietary attitudes, initial cooperation from Pharma, or outsized monetary incentives. In free and open source software (FOSS), computer code is made freely accessible and can be modified by anyone. It is a creative domain with many unique features; the FOSS mode of creativity has also influenced many aspects of contemporary cultural production. In this article we identify a number of fundamental but unresolved general issues in the study of creativity, then examine the potential for the study of FOSS to inform these topics. Archival studies of the genesis of (...) FOSS projects, coupled with laboratory studies detailing the psychological processes involved in software creation, can provide converging evidence on the nature of creativity in software design. A recent project at the University of Denver Libraries used handwritten text recognition (HTR) software to create transcriptions of records from the Jewish Consumptives’ Relief Society (JCRS), a tuberculosis sanatorium located in Denver, Colorado from 1904 to 1954. Among a great many other potential uses, these type- and hand-written records give insight into the human experience of disease and epidemic, its treatment, its effect on cultures, and of Jewish immigration to and early life in the American West. Our intent is (...) to provide these transcripts as data so the text may be computationally analyzed, pursuant to a larger effort in developing capacity in services and infrastructure to support digital humanities as a library, and to contribute to the emerging HTR ecosystem in archival work. Just because we can, however, doesn’t always mean we should: the realities of publishing large datasets online that contain medical and personal histories of potentially vulnerable people and communities introduce serious ethical considerations. This paper both underscores the value of HTR and frames ethical considerations related to protecting data derived from it. It suggests a terms-of-use intervention perhaps valuable to similar projects, one that balances meeting the research needs of digital scholars with the care and respect of persons, their communities and inheritors, who lives produced the very data now valuable to those researchers. Self-reliance as an expected outcome of community empowerment can reduce the level of vulnerability and dependence of the community on assistance in the long term. As a form of its social responsibility, the company strives to create sustainable independence in the surrounding community through community empowerment activities. This research will illustrate the independence that occurs in the community on Gag Island through CSR programs implemented by the company. Independence is seen in the implementation of CSR programs. The research method used (...) was a descriptive research with a qualitative approach by involving local communities on Gag Island, Raja Ampat Regency, and Southwest Papua Province as the parties involved. The results showed that the community's activeness, consistency, determination, and trust indicate independence in implementing empowerment programs. In addition, the provision of knowledge, capacity building and community trust, and strengthening community participation based on integrity, consistency, loyalty, and openness, as well as collaboration with the merger of interests between the company itself and the stakeholders involved, are essential aspects in implementing CSR to create independence. However, this independence needs to be maintained and expanded properly and evenly so that CSR programs by the company can impact and benefit the community, not only for the people of Gag Island but also for those living on the surrounding islands. In this paper, faculty librarians at an academic institution explore the ethical dimensions of conducting research with user-generated social networking service (SNS) data. In an effort to guide librarian-researchers, this paper first offers a background discussion of privacy ethics across disciplines and then proposes a library-specific ethical framework for conducting SNS research.,By surveying the literature in other disciplines, three key considerations are identified that can inform ethical practice in the field of library science: context, expectation, and value analysis. Ethical sourcing is a crucial issue for the fashion industry, which is under intense pressure to build ethical and responsible supply chains. Despite its importance, we know little about how individual employees working in the fashion supply chain view ethical sourcing and the ethical considerations they encounter during their work. We adopted the moral agency theory to address these lacunas and conducted a longitudinal qualitative research study. We collected data from a highly heterogenous sample of employees based in the United (...) Kingdom through open-ended essays in three waves (N1 = 50, N2 = 43, N3 = 30) over 9 months that were analyzed using the grounded theory method. The analysis revealed the following themes: a _contemporary outlook on boundaries, external considerations_, and three levels of action for ethical considerations: _Supplier, organization, and employee_ (i.e., individual)_._ We offer a revitalized view of ethical sourcing as a concept from a practice perspective and discuss critical ethical issues that affect employees’ moral agency to enact ethical sourcing decisions. Our findings offer insights into avenues to advance theoretical knowledge through a comprehensive framework derived from our results. This paper outlines a critical, textual approach for the analysis of the relationship between different actors in information technology (IT) production, and further concretizes the approach in the analysis of the role of users in the open source software (OSS) development literature. Central concepts of the approach are outlined. The role of users is conceptualized as reader involvement aiming to contribute to the configuration of the reader (to how users and the parameters for their work practices are defined (...) in OSS texts). Afterwards, OSS literature addressing reader involvement is critically reviewed. In OSS context, the OSS writers as readers configure the reader and other readers are assumed to be capable of and interested in commenting the texts. A lack of OSS research on non-technical reader involvement is identified. Furthermore, not only are the OSS readers configured, but so are OSS writers. In OSS context while writers may be empowered, this clearly does not apply to the non-technical OSS readers. Implication for research and practice are discussed. (shrink)

The ethical governance of the global Internet is an accelerating global phenomenon. A key paradox of the global Internet is that it allows individual and collective decision making to co-exist with each other. Open source software (OSS) communities are a globally accelerating phenomenon. OSS refers to groups of programs that allow the free use of the software and further the code sharing to the general and corporate users of the software. The combination of private provision and public knowledge (...) and software, and the seeming paradox of economic versus social motivations have stimulated a wide debate between researchers and policymakers. In this article, we analyze OSS communities from the viewpoint of "intrinsic motivation," knowledge creation, and collective Internet governance. The informal business sector has made enormous contributions to Nigeria's economic growth and development, but this sector is not given the necessary attention to transforming these businesses toward sustainability. This study explores the depth of informal business sector practices in Nigeria. It underscores the inputs of stakeholders in the transformation of businesses in the Nigerian informal sector to increase tax remittances and employment generation for job security in the Nigerian economy. Also, it underpins value chain performances to transform the informal (...) sector and rescue it from liquidation through voluntary company arrangements, administration, merger, takeover, and acquisition schemes. The study adopts a conceptual review. The research relies on extant literature relating to the antecedence of informal business sector activities in Nigeria. It relies on reports from tertiary data sources such as academic articles, books, newspapers, the Internet, and website sources. It further explores the views of researchers, covering the informal sector development and the support of the provisions of the social services in Nigeria. There is the absence of a model for the transformation and sustainability of the informal sector enterprises in Nigeria. This study recommends a model approach to address informal sector enterprises' issues and challenges necessary to transform the businesses into a formal status while supporting their sustainability and resilience. Science and technology are key to economic and social development, yet the capacity for scientific innovation remains globally unequally distributed. Although a priority for development cooperation, building or developing research capacity is often reduced in practice to promoting knowledge transfers, for example through North–South partnerships. Research capacity building/development tends to focus on developing scientists’ technical competencies through training, without parallel investments to develop and sustain the socioeconomic and political structures that facilitate knowledge creation. Using Charles Taylor’s concept of irreducibly social goods, the paper extends Sen’s Capabilities Approach beyond its traditional focus on individual entitlements to present a view of scientific knowledge as a social good and the capability to produce it as a social capability. Expanding this capability requires going beyond current fragmented approaches to research capacity building to holistically strengthen the different social, political and economic structures that make up a nation’s innovation system. This has implications for the interpretation of human rights instruments beyond their current focus on access to knowledge and for focusing science policy and global research partnerships to design approaches to capacity building/development beyond individual training/skills building. YobIn this article, we reflect on issues that go to the heart of teaching and scholarship in the philosophy of music education. After thirty years of editing Philosophy of Music Education Review, it is a good time to take stock of the philosophical work that has been and is being published and of challenges that remain.Over the (...) years, there has been a growing quality of philosophical articles published in the journal, due in significant part to the efforts of reviewers and the willingness of writers to work with their suggestions. Authors regularly express appreciation for the informed, critical, and constructive reviews their work receives. An exemplary body of philosophical scholarship in music education has been published over this time and PMER is regarded as a premier journal internationally devoted exclusively to the philosophy of music education. In thirty volumes of uninterrupted publication, we have sought to be responsive to important issues in music education. Our writers have engaged relevant subjects of interest to our readers, citations of articles remain strong, and articles are included in [End Page 109] university and college course reading lists. PMER is available in print and online via subscription; it has a wide digital exposure in search engines and leading indexes, and our readership continues to grow.Despite this progress, although the number of submissions has increased, their quality has sometimes been uneven. Our pedagogical commitment to foster philosophical writing and the philosophical inexperience of some writers has significantly impacted the work required to bring submissions to publication standard. Submissions sometimes evidence a lack of attention to formulating a tight argument, citing relevant sources, and polishing and editing the manuscript. The published style guidelines are too often ignored, creating a poor first impression with reviewers and editors. Writers are occasionally in a hurry to publish and less willing to entertain multiple revisions of their articles required to produce work of lasting value. The growing number of music education journals that publish philosophical work, while opening more fora, in some cases perversely result in ideologically driven, polemical, and philosophically uninformed articles in the name of philosophy. This is a good moment to reconsider the importance of philosophical fundamentals that should undergird our philosophizing in music education and what these mean for our academic responsibilities. To this end, we suggest several principles that need to be central to our philosophizing in music education. These principles also have broader implications for the expectations of scholarship in music education generally.WRITING PHILOSOPHYLike other subject areas in the academy, philosophy has its own intellectual structure, a canon of significant writings, its own interpretative methods, and its distinctive role and purpose. A philosophical paper in music education reads differently from papers in the history of music education, methods of teaching music, sociology of music education, empirical research in music education, multi-cultural, gender, and ethnic studies, music education curriculum building and policy making, and so on. And yet, the boundaries between these disciplines, which are artificial constructions when human knowledge is considered wholistically anyway, are somewhat porous with concepts and ideas and claims seeming to move easily from one discipline to another.To help distinguish between philosophy and other areas of study and research, it may be helpful to consider philosophy as a second-order activity. That is, first-order activity examines the raw data of research and experience and attempts to make sense of them. Using inference, pattern-seeking, deduction, hypotheses, statistical analysis, and so on, these activities result in claims, interpretations, and theories that give meaning to what we see, hear, and feel. [End Page 110]The second-order activity takes a step away from these first-order activities. It does not concern itself so much with raw data or with creating theories about them, but critically analyzes the claims and inferences that are made in regard to them. Where first-order disciplines analyze inputs from observation and experimentation, second-order disciplines analyze these analyses—that is, they function as meta-analyses. Since the Public Library of Science launched its first open-access journals and the Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities has been released in 2003 and found enormous attention, the claim for open access—to make publicly funded journal articles available for the public—started to reach German scientists too. But still no experience has been made with electronic publishing in general and more specifically with open-access publishing. One consequence is that the potential (...) capacity of open access—the (inter) national and (trans) disciplinary visibility and accessibility of scientific output—is not sufficiently used by German researchers. Ways to successfully establish an open-access journal are presented in this article by referring to Forum Qualitative Sozialforschung/Forum: Qualitative Social Research (FQS) as an example: after introducing the current state of FQS traditional and innovative ways of publishing are being discussed which had been employed while developing FQS and which helped FQS to become the most important electronic journal in the field of qualitative research. We are currently witnessing a fundamental structural transformation of the scientific public sphere, characterized by processes of specialization, metrification, internationalization, platformization and visibilization. In contrast to explanations of this structural transformation that invoke a technological determinism, we demonstrate its historical contingency by drawing on analytic concepts from organization theory and the case of the Open Access transformation in Germany. The digitization of academic journals has not broadened access to scientific output but narrowed it down even further in the course (...) of the ‘serials crisis’. For a long time, research institutions were not able to convince large academic publishers to adopt less restrictive forms of access to academic journals. It was only through the emergence of new and in part illegal actors (shadow libraries and preprint servers) that the existing path could be broken, and an Open Access path constituted. Following this analysis, we discuss consequences of the Open Access transformation for the public spheres of science and democracy. We conclude that Open Access publishing can only help to transform both communicative spaces towards the normative ideal of a public sphere when complemented by systematic support for non-profit publication infrastructures. Ethical sourcing is a crucial issue for the fashion industry, which is under intense pressure to build ethical and responsible supply chains. Despite its importance, we know little about how individual employees working in the fashion supply chain view ethical sourcing and the ethical considerations they encounter during their work. We adopted the moral agency theory to address these lacunas and conducted a longitudinal qualitative research study. We collected data from a highly heterogenous sample of employees based in the United (...) Kingdom through open-ended essays in three waves (N1 = 50, N2 = 43, N3 = 30) over 9 months that were analyzed using the grounded theory method. The analysis revealed the following themes: a contemporary outlook on boundaries, external considerations, and three levels of action for ethical considerations: Supplier, organization, and employee (i.e., individual). We offer a revitalized view of ethical sourcing as a concept from a practice perspective and discuss critical ethical issues that affect employees’ moral agency to enact ethical sourcing decisions. Our findings offer insights into avenues to advance theoretical knowledge through a comprehensive framework derived from our results. We also propose significant practical implications to promote the widespread integration of ethical sourcing. (shrink)

This essay explores how mid-twentieth-century mathematicians at New York University envisioned their discipline, cultural identities and social roles, and how these self-constructed identities materialized in the planning of their new academic building, Warren Weaver Hall. These mathematicians considered their research to be a ‘living part of the stream of science’, requiring a mathematics research library which they equated to a scientific laboratory and a complex of computing rooms which served as an interdisciplinary research centre. Identifying as ‘scientists’, they understood their (...) societal value to be that of researchers, outputting mathematics research valuable to the natural sciences, the emerging field of computer science and the United States government and military, as well as educators. When the building opened in 1965, it was touted by the university administration as an ‘example of excellence’; it later, in 1970, became the site of heated negotiations when university student and faculty protestors staged a sit-in rebuking the Atomic Energy Commission's Computing Center housed on the second floor. A close study of the correspondence between the mathematicians and their peers in the university's administration, private foundations, government agencies and an architectural firm not only illuminates the day-to-day work practices of this eminent group of mathematicians, but also sheds light on their own self-constructed academic and social identities within their contemporaneous Cold War culture. The academic journal publishing model is deeply unethical: today, a few major, for-profit conglomerates control more than 50 of all articles in the natural sciences and social sciences, driving subscription and open-access publishing fees above levels that can be sustainably maintained by publicly funded universities, libraries, and research institutions worldwide. About a third of the costs paid for publishing papers is profit for these dominant publishers' shareholders, and about half of them covers costs to keep the system running, including (...) lobbying, marketing fees, and paywalls. The paywalls in turn restrict access of scientific outputs, preventing them from being freely shared with the public and other researchers. Thus, money that the public is told goes into science is actually being funneled away from it, or used to limit access to it. Alternatives to this model exist and have increased in popularity in recent years, including diamond open-access journals and community-driven recommendation models. These are free of charge for authors and minimize costs for institutions and agencies, while making peer-reviewed scientific results publicly accessible. However, for-profit publishing agents have made change difficult, by co-opting open-access schemes and creating journal-driven incentives that prevent an effective collective transition away from profiteering. Here, we give a brief overview of the current state of the academic publishing system, including its most important systemic problems. We then describe alternative systems. We explain the reasons why the move toward them can be perceived as costly to individual researchers, and we demystify common roadblocks to change. Finally, in view of the above, we provide a set of guidelines and recommendations that academics at all levels can implement, in order to enable a more rapid and effective transition toward ethical publishing. Collections are the primary sources of classical Turkish literature research. A significant part of the transfer of knowledge of classical Turkish literature, which spans 600 years, has been thanks to collections. Poetry and lyric collections, whose manuscript collections are discussed, also constitute one of the working areas of literary researchers. Reading this book with academic interest and transferring it to today's alphabet sheds light not only on the field of literature, but also on many areas such as the language characteristics, (...) social life, maqam, rhythm and lyric preferences of the period in which the collection was written. With this feature, collections have an important place in the history of Classical Turkish Poetry and Turkish music. At the same time, the literary and musical tastes of the period, which are dominant in the collections, sometimes enter the space. The Systematic Classification of Collections Project undertakes an important task in reintroducing the collections that contain this versatile knowledge into both the academic database and the present day after they are read. Lyrics collection registered in the National Library number A4724, protected within the scope of this project. Periodic language features were not followed in the transcription method. Where there are letters with vowels and spellings different from the main source of the work, they are converted into main sources in footnotes. The data obtained as a result of examining the lyrics collection, which is the subject of the study, is presented and the collection is introduced. Data such as the maqams specified in the lyrics, the names of the lyrics, the meter of the lyrics, the details recorded in the updated lyrics are statistically presented in tabular form. The lyrics of 50 composers who can be identified in the collection consisting of 105 pages are arranged according to the MESTAP table. (shrink)
