The societal and ethical impacts of emerging technological and business systems cannot entirely be foreseen; therefore, management of these innovations will require at least some ethicists to work closely with researchers. This is particularly critical in the development of new systems because the maximum degrees of freedom for changing technological direction occurs at or just after the point of breakthrough; that is also the point where the long-term implications are hardest to visualize. Recent work on shared expertise in Science & (...) Technology Studies (STS) can help create productive collaborations among scientists, engineers, ethicists and other stakeholders as these new systems are designed and implemented. But collaboration across these disciplines will be successful only if scientists, engineers, and ethicists can communicate meaningfully with each other. The establishment of a trading zone coupled with moral imagination present one method for such collaborative communication. (shrink)

This article introduces a method to identify risks through expert elicitation, using silver nanotechnology as a case study. Unique features of the method include supplying experts with a list of silver nanotechnology products, and conducting the elicitation in an extended interview format that captures the experts' reasoning. The end result is a series of graphical representations of expert thinking from which high-risk scenarios and knowledge gaps can be reliably inferred. This methodology, combined with other approaches to expert elicitation, can help (...) identify knowledge and oversight gaps, and can be used as part of an adaptive management strategy. (shrink)

This research explored how engineering student views of their responsibility toward helping individuals and society through their profession, so-called social responsibility, change over time. A survey instrument was administered to students initially primarily in their first year, senior year, or graduate studies majoring in mechanical, civil, or environmental engineering at five institutions in September 2012, April 2013, and March 2014. The majority of the students did not change significantly in their social responsibility attitudes, but 23 % decreased and 20 % (...) increased. The students who increased, decreased, or remained the same in their social responsibility attitudes over time did not differ significantly in terms of gender, academic rank, or major. Some differences were found between institutions. Students who decreased in social responsibility initially possessed more positive social responsibility attitudes, were less likely to indicate that college courses impacted their views of social responsibility, and were more likely to have decreased in the frequency that they participated in volunteer activities, compared to students who did not change or increased their social responsibility. Although the large percentage of engineering students who decreased their social responsibility during college was disappointing, it is encouraging that courses and participation in volunteer activities may combat this trend. The ArgumentOver the years national styles have been invoked or denigrated in the writing of the history of science. This paper is an attempt to give the concept of national style a degree of precision and clarity enabling scholars to understand when and how it may be invoked and when and how its use would be dubious or even forbidden. The example of the United States of America is used because the history of the sciences in the United States was (...) often written loosely in terms supposedly conducive to national style analyses. We first discuss the problem of commonalities, factors widely present within all countries in the Western tradition, which, by definition, cannot be exclusive national attributes. Here the problem is to somehow determine whether the supposed national style attribute is a case of a significantly different degree of intensity than some presumed norm in the Western tradition.The principal thesis advanced is that pre-existing historiographic assumptions largely determine whether or not a scholar finds or does not find a national style. This is discussed in terms of some examples for the U.S. case. More particularly, a number of examples are discussed from the three principal genres or schools in current writing in the history of science: the knowledge-centered; the doing-science; and the context-oriented. Based on the analysis of the examples, an attempt is made to sketch an approach to a more rigorous use of the concept of national style. (shrink)

Wolterstorff defends the claim not only that ‘God speaks’ through the Bible but also that the reader gains ever new insights upon subsequent readings of it. I qualify this project with the philosophical hermeneutics he rejects—namely that of Gadamer and Ricoeur. Wolterstorff thinks what he calls ‘authorial discourse interpretation’ provides warrant for religious communities believing that ‘God speaks’ to them through a text. In developing this hermeneutic, he dismisses the viability of Gadamer and Ricoeur's approach because, Wolterstorff asserts, their form (...) of interpretation is merely an operation performed on an artifact. While a cursory study of Gadamer and Ricoeur might support such dismissal, particularly Ricoeur's emphasis on writing's obliteration of dialogue, a closer study guided by the hermeneutic priority of questioning complicates Wolterstorff's caricature. If writing obliterates dialogue, what happens to questions and responses? My thesis is that dialogue with another is preserved through the hermeneutical arc. I demonstrate this through specifying distinct logics of question and answer that occur in the reading process, and I delimit these logics by way of appeal to contemporary literacy pedagogy and its taxonomies of questions. A voice does speak with and listen to a reader in the event of reading, in this case a God who is not behind but before the text. Isolating this other who speaks and listens provides reinforcement for constructive theological work aligned with Gadamer and Ricoeur's hermeneutics, and answers for the experience of hearing ‘God speak’ differently through sacred texts. This essay responds to an article, ‘Variation in university research ethics review’, published in this issue. It argues that the authors of that paper do not fully distinguish the usual function of university research ethics committees from that of a gatekeeper. The latter term more accurately describes the task they happen to have asked them to fulfil in the course of conducting some empirical research. Whilst they are not alone in making it, the result of this conflation is that the (...) reflections they offer are misguided. In this short comment I briefly discuss the distinction between a REC and a gatekeeper, and indicate how it impacts on the proposals sketched by Vadeboncoeur et al. (shrink)

I want to know whether Chan masters and students depicted in classical Chan transmission literature can be interpreted as asking open (or what I will call “genuine”) questions. My task is significant because asking genuine questions appears to be a decisive factor in ascertaining whether these figures represent models for dialogue—the kind of dialogue championed in democratic society and valued by promoters of interreligious exchange. My study also contributes to a more comprehensive understanding of early Chan not only by detailing (...) contrasts between contemporary interests and classical Chan, but more importantly by paying greater attention to the role language and rhetoric play in classical Chan. What roles do questions play in Chan encounter dialogues, and are any of the questions genuine? Is there anything about the conventions of the genre that keeps readers from interpreting some questions in this way? To address these topics, I will proceed as follows. First, on a global level and for critical-historical context, I survey Chan transmission literature of the Song dynasty in which encounter dialogues appear, and their role in developments of Chan/Zen traditions. Second, I zoom in on structural elements of encounter dialogues in particular as a genre. Third, aligning with the trajectory of performative analyses of Chan literature called for by Sharf and Faure, I turn to develop and criticize a performative model of questions from resources in recent analytic and continental philosophy of language and I apply that model to some questions in encounter dialogue literature. It has become a standard for researchers carrying out biotechnology projects to do a life cycle assessment. This is a process for assessing the environmental impact of a technology, product or policy. Doing so is no simple matter, and in the last decades, a rich set of methodologies has developed around LCA. However, the proper methods and meanings of the process remain contested. Preceding the development of the international standard that now governs LCA, there was a lively debate in the (...) academic community about the inclusion of ‘values’ within the process. We revisit this debate and reconsider the way forward for LCA. We set out ways in which those outside of science can provide input into LCAs by informing the value assumptions at stake. At the same time, we will emphasize that the role of those within the scientific community need not involve value-free inquiry. We carry out this exploration through a case study of a particular technology project that sought ways to produce industrial and consumer products from algal oils. (shrink)

The coming of mathematicians to the United States fleeing the spread of Nazism presented a serious problem to the American mathematical community. The persistence of the Depression had endangered the promising growth of mathematics in the United States. Leading mathematicians were concerned about the career prospects of their students. They feared that placing large numbers of refugees would exacerbate already present nationalistic and anti-Semitic sentiments. The paper surveys a sequence of events in which the leading mathematicians reacted to the foreign-born (...) and to the spread of Nazism, culminating in the decisions by the American Mathematical Society to found the journal Mathematical reviews and to form a War Preparedness Committee in September 1939. This essay comments on the British Medical Association's recent suggestion that protocols for Elective Ventilation (EV) might be revived in order to increase the number of viable organs available for transplant. I suggest that the proposed revival results, at least in part, from developments in the contemporary political landscape, notably the decreasing likelihood of an opt-out system for the UK's Organ Donor Register. I go on to suggest that EV is unavoidably situated within complex debates surrounding the epistemology and ontology (...) of death. Such questions cannot be settled a priori by medical science, bioethics or philosophical reflection. As Radcliffe-Richards suggests, the determination of death has become a moral question, and therefore, now extends into the political arena. I argue for the conclusion that EV, and wider debates about organ donation and the constitution of the organ donation register, are matters of ‘biocitizenship’ and must, therefore, be addressed as ‘biopolitical’ questions. This paper follows Francois Laruelle’s non-philosophy and his non-religion and non-theology to suggest anon-philosophical approach to the sociology of religious pluralism. The entanglements of experiences of the religious end-user are analysed vis-a-vis Laruelle’s thought and a dogma free inclusive approach to religion is envisaged.

Beneath metaphysical problems there often lies a conflict between what we want to be true and what we believe to be true. Nathan provides a general account of the resolution of this conflict as a philosophical objective, showing that there are ways of thinking it through systematically with a view to resolving or alleviating it. The author also studies in detail a set of interrelated conflicts about the freedom and the reality of the will. He shows how difficult it (...) is to find a freedom either of decision or of action which is both an object of reflective desire and an object of rational belief. He also examines conflicts about volition as such, contending that the veridicality of volitional experience is no less easy to doubt than the veridicality of our experience of colors. In this context, arguments emerge for a voluntarist theory of the self. On the one hand, the globalization of markets exerts a powerful pressure toward consumerist and materialist values, which undermine and undercut religious perspectives and sensibilities. On the other hand, the globalization of war heightens (...) the intensity of these religious perspectives and sensibilities, and distorts them in the direction of violence and religious extremism. This dilemma plays itself out in different ways in the developed and developing world, but, as the term "globalization" indicates, it is a problem for all of us. Governments, in developing countries especially, often find themselves forced to choose between one horn of the dilemma or the other, with often disastrous results as they take one or the other side in a "West versus the rest" scenario. In the long run, the only viable solution is one that addresses both horns of the dilemma at the same time, and this is possible only if, in turn, religions themselves become truly global. This will require a large-scale and focused cooperative effort in which the religions of the world actively and jointly engage with both problems, working with governments, NGOs, religious communities, and interfaith groups to harmonize religious life with economics and to promote a culture of peace and justice.Because "globalization" is a familiar term in relation to markets, I'll begin by clarifying what I mean by the globalization of war. There are two main aspects to this phenomenon. First, the term refers to a specific transformation in the nature, purposes, and conditions of warfare brought about by the forces of globalization. By globalization I mean the growing trend of the world's cultural, economic, and political forces to bypass national borders and operate on a world scale. This process creates new possibilities for both integration and conflict. When that conflict passes beyond the possibility of diplomatic negotiation, we have the conditions for globalized war. Globalized war is not necessarily world war. It can be relatively local in its sphere of combat; for example, the U.S. invasion of Afghanistan was a collective response to a worldwide threat of terrorism. What makes it a globalized war, as distinct from international war, is the global nature of the forces that produced it and [End Page 79] are affected by it. Globalized war in this sense has come only lately onto the scene, but its scale and impact is likely to grow in the coming century.The second aspect of the globalization of war is the tendency of conflict to mutate beyond the interests and concerns of nation-states and be taken up by broader civilizational units, even if they were not originally a response to global pressures. The most likely trajectory for this mutation has been well described by Samuel P. Huntington in his influential article "The Clash of Civilizations" (1993) and his book-length treatment of the same subject (1997). Huntington argues that the fault lines of conflict will not be primarily ideological or economic but cultural, where "cultural" is to be understood at its broadest level—the level of civilizations. He divides the world into seven or eight competing civilizations: Western, Sinic, Japanese, Hindu, Islamic, Orthodox, Latin American, and possibly African. Societies sharing cultural affinities will cooperate with one another, and the attempt by the West to universalize its dominant version of consumer capitalism and liberal democracy will be resisted in an increasingly determined way—eventually to the point of outright war: "the next world war, if there is one, will be a war between civilizations."1In Huntington's analysis, then, the globalization of war refers to a coming clash of civilizations. The article revisits two basic questions of political theory posed by Jon Elster. First, should the political process be defined as private or public, and second, should its purpose be understood instrumentally or intrinsically? Having posed these questions, Elster arrives at three views of politics: social choice , republican and discourse theory . I argue for a fourth view , and explain Elster's omission of this model by referring to his underlying paradigm of politics, that is, as will formation. The (...) main thesis in Elster's article is about whether the process of will formation should be relegated to the market mechanism or dealt with via deliberative forums. I reject this paradigm and argue instead for politics as jurisdiction. This notion of politics is concerned with the question of how both market and forum processes of will formation should be institutionalized. Defining politics as jurisdiction strongly improves the plausibility of the missing fourth model of democratic will formation, as a depiction of democratic will formation as private in its process and intrinsic in its purpose illustrates the importance of distinguishing between two levels of democracy: namely, the civil level of will formation and the political level of jurisdiction. [Colour is king in our innate quality space, but undistinguished in cosmic circles.] Most philosophers would agree with at least the second half of Quine's dictum. It is indeed on the general view wrong to believe that, as qualities, colours are extra-mentally actual in even the humblest role. Mind-independent material things have on the general view powers to cause sensations of red or blue, but if, in [sensations of red or blue], [red] and [blue] name qualities, we are not to (...) believe that these qualities are possessed by things causing the sensations. My first thesis, defended in section 2, is that partly because we do count colours as eminent among qualities, we would on reflection want it to be true that some things have such qualities when they are not perceived. It would therefore be sad subsequently to discover the wrongness of believing that this is how things are. My second thesis, defended in sections 3 and 4, is that there is in fact no danger as yet of this kind of disappointment. So far, the philosophers have not shown that, if we believe that colour qualities exist as contents of experience, we ought not also to believe that things have these qualities when they are not perceived. One might of course deny that colour qualities exist even as contents of experience, so that the desire for them to be mind-independently exemplified evaporates on the realization that it lacks an intelligible object.
