‘Food sovereignty’ plays an increasingly important political role as a focus for grassroots agri-food organisations, such as La Via Campesina, in their attempts to contest the social injustices, health impacts and ecological damage resulting from the increasing global dominance of corporate/industrial agriculture. While not seeking to detract from the successes of such movements, there remain ethical, political and ecological concerns about just how the ‘sovereignty’ in food sovereignty is to be interpreted and what, if any, its relation to previous histories, (...) definitions and applications of political sovereignty might be. Sovereignty's role, for example, in settler colonialism and environmental destruction is rarely addressed in the food sovereignty literature, with advocates focusing instead on its definitional malleability and contemporary political utility. Yet critical appropriations of Schmitt's infamous definition of sovereignty help to specify its colonial, anti-political and anti-ecological modus operandi, and make clear certain dangers inherent in uncritically adopting the term. Physicist David Bohm and biochemist Ilya Prigogine began a dialogue that implied a deep, structuring, primordial harmony within life. In classical Chinese this harmony is referred to as Li, which also designates the elegant, natural pattern found in jade. This article emphasizes the ways that perception of primordial harmony gives way to a vision of possibility and to the creative intelligence and action necessary for meeting the challenges we face. Insights from Bohm, Prigogine, and others on releasing outmoded thinking (...) and actions are integrated with contemplative traditions, Eastern and Western philosophy, and pragmatic strategy making. In this paper we discuss three different kinds of disagreement that have been, or could reasonably be, characterized as deep disagreements. Principle level disagreements are disagreements over the truth of epistemic principles. Sub-principle level deep disagreements are disagreements over how to assign content to schematic norms. Finally, framework-level disagreements are holistic disagreements over meaning not truth, that is over how to understand networks of epistemic concepts and the beliefs those concepts compose. Within the context of each of these kinds of (...) disagreement it is not possible for the parties to the dispute to rationally persuade one another through only offering epistemic reasons for their conflicting points of view. However, in spite of the inability to rationally persuade, we explore how it may nevertheless be possible to rationally navigate each of these varieties of deep disagreement. (shrink)

Active inference offers a unified theory of perception, learning, and decision-making at computational and neural levels of description. In this article, we address the worry that active inference may be in tension with the belief–desire–intention model within folk psychology because it does not include terms for desires at the mathematical level of description. To resolve this concern, we first provide a brief review of the historical progression from predictive coding to active inference, enabling us to distinguish between active inference formulations (...) of motor control and active inference formulations of decision processes. We then show that, despite a superficial tension when viewed at the mathematical level of description, the active inference formalism contains terms that are readily identifiable as encoding both the objects of desire and the strength of desire at the psychological level of description. We demonstrate this with simple simulations of an active inference agent motivated to leave a dark room for different reasons. Despite their consistency, we further show how active inference may increase the granularity of folk-psychological descriptions by highlighting distinctions between drives to seek information versus reward—and how it may also offer more precise, quantitative folk-psychological predictions. Finally, we consider how the implicitly conative components of active inference may have partial analogues in other systems describable by the broader free energy principle to which it conforms. In a recent paper, Björn Lundgren and H. Orri Stefánsson (forthcoming) present three objections to normic de minimis expected utility theory (NDEUT) – a decision theoretic framework defended in Smith (2024). In this paper, I respond to these objections and outline some possible ways in which NDEUT might be modified or further developed. Like any de minimis framework, NDEUT employs a risk threshold to sort possibilities into those that must be considered when making a decision, and those that can (...) be legitimately ignored – the so-called ‘de minimis risks’. While this threshold would usually take the form of a probability value, in NDEUT the de minimis risks are identified instead on the basis of their abnormality. In the first section I will set up some of the formalism used in NDEUT and consider Lundgren and Stefánsson’s first objection – which is essentially formal in nature. In the second section I will delve further into the interpretation of NDEUT and consider the second and third objections, which turn on particular examples. (shrink)

The most powerful lesson learned from the 2013-2016 outbreak of Ebola in West Africa was that we do not learn our lessons. A common sentiment at the time was that Ebola served as a “wake-up call”—an alarm which signalled that an outbreak of that magnitude should never have occurred and that we are ill-prepared globally to prevent and respond to them when they do. Pledges were made that we must learn from the outbreak before we were faced with another. Nearly (...) five years later the world is in the grips of a pandemic of the severe acute respiratory syndrome coronavirus 2 that causes coronavirus disease 2019. It is therefore of no surprise that we are now yet again hearing that the COVID-19 pandemic serves as the “wake-up call” we need and that there are many lessons to be learned to better prepare us for future outbreaks. Will anything be different this time around? We argue that nothing will fundamentally change unless we truly understand and appreciate the nature of the lessons we should learn from these outbreaks. Our past failures must be understood as moral failures that offer moral lessons. Unless we appreciate that we have a defect in our collective moral attitude toward remediating the conditions that precipitate the emergence of outbreaks, we will never truly learn. (shrink)

White progressives in the U.S. are currently experiencing two profound reckonings that typically are assumed to be unrelated. On the one hand, the Dobbs verdict overturned the assumption that the right to choose with respect to abortion is too socially entrenched, juridically settled, or politically sacred to be denied. On the other hand, climatological conditions of possibility for comfortable existence are increasingly under threat in locales in which residents have come to expect to enjoy secure lives and livelihoods. This essay (...) highlights what Indigenous communities across the U.S. already know well. Namely, threats to reproductive freedom and climate crisis are neither new nor separable. Both phenomena have common colonial roots that continue to proliferate. Each is a result of the disruption and destruction of Indigenous kinship assemblages. Indeed, in aiming to remediate their current reckonings, white progressives routinely (if unthinkingly) support forms of settler state violence that perpetuate reproductive and climate injustice in Indigenous communities. We appeal to white progressives, notably including white feminists, to embrace the proposition that their reckonings cannot be properly understood, nor successfully addressed without prioritizing Indigenous futurity. We call for centering forms of Indigenous feminist praxis that facilitate robust Indigenous coalitions of anti-colonial resistance. (shrink)

This paper develops a novel, neo-republican account of just state surveillance in the information age. The goal of state surveillance should be to avoid and prevent domination, both public and private. In light of that conception of justice, the paper makes three substantive points. First, it argues that modern state surveillance based upon information technology and predicated upon a close partnership with the tech sector gives the state significant power and represents a serious potential source of domination. Second, it argues (...) that, nonetheless, state surveillance can serve legitimate republican ends and so unilateral and private technological attempts to block it may be wrongful. Third, it argues that, despite the serious normative failings of current institutions, state surveillance can be justly regulated and made accountable through a legal liability regime that incentivizes tech company intermediaries to ally with civil society groups in order to safeguard the privacy rights of potential subjects of state surveillance. Some random processes, like a series of coin flips, can produce outcomes that seem particularly remarkable or striking. This paper explores an epistemic puzzle that arises when thinking about these outcomes and asking what, if anything, we can justifiably believe about them. The puzzle has no obvious solution, and any theory of epistemic justification will need to contend with it sooner or later. The puzzle proves especially useful for bringing out the differences between three prominent theories; the probabilist theory, the (...) normic theory and a theory recently defended by Goodman and Salow. This article argues that our attention is pervasively biased by embodied affects and that we are normatively assessable in light of this. From a contemporary perspective, normative theorizing about attention is a relatively new trend (Siegel 2017: Ch. 9, Irving 2019, Bommarito 2018: Ch. 5). However, Buddhist philosophy has provided us with a well-spring of normatively rich theorizing about attention from its inception. This article will address how norms of attention are dealt with in Buddhaghosa’s (5th-6th CE) claims about how (...) wholesome forms of empathy can go wrong. Through this analysis, I will show that Buddhist philosophers like Buddhaghosa think there is an existential norm of attention, one that commands us not just to pay attention to ourselves and the world properly, but one whereby we are exhorted to attend to ourselves in a way that gradually transforms our cognitive-emotional constitution so that we become liberated from suffering. As artificial intelligence becomes ubiquitous, it will be increasingly involved in novel, morally significant situations. Thus, understanding what it means for a machine to be morally responsible is important for machine ethics. Any method for ascribing moral responsibility to AI must be intelligible and intuitive to the humans who interact with it. We argue that the appropriate approach is to determine how AIs might fare on a standard account of human moral responsibility: a Strawsonian account. We make no claim that (...) our Strawsonian approach is either the only one worthy of consideration or the obviously correct approach, but we think it is preferable to trying to marry fundamentally different ideas of moral responsibility into a single cohesive account. Under a Strawsonian framework, people are morally responsible when they are appropriately subject to a particular set of attitudes—reactive attitudes—and determine under what conditions it might be appropriate to subject machines to this same set of attitudes. Although the Strawsonian account traditionally applies to individual humans, it is plausible that entities that are not individual humans but possess these attitudes are candidates for moral responsibility under a Strawsonian framework. We conclude that weak AI is never morally responsible, while a strong AI with the right emotional capacities may be morally responsible. (shrink)

A number of authors have noted that vagueness engenders degrees of belief, but that these degrees of belief do not behave like subjective probabilities. So should we countenance two different kinds of degree of belief: the kind arising from vagueness, and the familiar kind arising from uncertainty, which obey the laws of probability? I argue that we cannot coherently countenance two different kinds of degree of belief. Instead, I present a framework in which there is a single notion of degree (...) of belief, which in certain circumstances behaves like a subjective probability assignment and in other circumstances does not. Elon Musk famously predicted that an artificial intelligence superior to the smartest individual human would arrive by the year 2025. In response, Gary Marcus offered Musk a $1 million bet to the effect that he would be proved wrong. In specifying the conditions of this bet (which Musk did not take) Marcus lists the following ‘tasks that ordinary people can perform’ which, he claimed, AI will not be able to perform by the end of 2025. • Reliably drive a car (...) in a novel location that they haven’t previously encountered, even in the face of unusual circumstances like hand lettered signs, without the assistance of other humans. • Learn to ride a mountain bike off-road through forest trails. • Babysit children in an unfamiliar home and keep them safe. • Tend to the physical and psychological needs of an elderly or infirm person. Each of these tasks involves the application of practical or tacit knowledge, or what is also called ‘knowing how’, which is to say knowledge of a sort that is captured not by means of sentences or propositions or explicit rules, but rather through the expertise demonstrated in human actions. The talk addresses the puzzle that nowhere in the AI literature do we find a discussion of knowing how as a feature of human intelligence. (shrink)

One of the central debates in current analytic philosophy of time is whether time consists only of relations of simultaneity, earlier and later (B-relations), or whether it also consists of properties of futurity, presentness and pastness (A-properties). If time consists only of B-relations, then all temporal determinations are permanent; if at anyone time it is the case that birth is later than Homer's birth, then it is ever after the case that Dante's birth is later than Homer's. The temporal position (...) of Dante's birth vis a vis Homer's is permanently fixed. Moreover, if B-relations are the only temporal determinations possessed by events, then each event, regardless of when it occurs, is equally as real as each other event. Each event sustains B-relations to other events, and thus in respect of its temporal determinations is ontologically undistinguished from each other event. Why should Dante's birth be "more real" than Homer's just because it is later than it? But if time also consists of A-properties, then some events are ontologically distinguished by virtue of their temporal determinations; the events that are or exist in the tensed sense, the events that possess the A-property of present- ness, have a reality not possessed by other events. All other events are no longer (are past) or are not yet (are future), and in this respect are deprived of the being, the presentness, possessed by the events that are. The A-properties possessed by events are impermanent temporal determinations; if an event possesses a certain A-property at one time, then there is another time at which the event will not have that A-property but some other A-property instead. First an event is future, then it is present, and finally it is past. This shows that the issue between the defenders of the B-theory and the defenders of the A-theory is of fundamental ontological importance. But analytic philosophers discuss this issue ,almost exclusively in terms of the language we use to describe the temporal determinations of events. They engage in what Quine calls "semantic ascent", i.e., redirecting their concern from the "things themselves" to the words we use to describe things. Defenders of the A-theory argue that tensed sentences and their tokens, sentences containing tensed copulas like "is", "was" and "will be" and adverbs like "now" and "at present", are untranslatable or unanalyzable into tenseless sentences about B- related events, and therefore that the tensed copulas and ad- verbs refer to A-properties of events. Defenders of the B-theory argue that tensed sentences or their tokens are translatable or analyzable into tenseless sentences about B-related events, and hence that the tensed sentences or tokens refer only to B-related events. While this semantic ascent is not without its advantages, it seems to me that additional light can be thrown on this subject if it is approached from a nonlinguistic phenomenological perspective. This approach is all the more needed since this particular issue in the philosophy of time has not been explicitly addressed by any of the practitioners of "phenomenology" (in the wide sense), such as Husserl, Scheler, Heidegger, Sartre and Merleau-Ponty .Indeed, phenomenologists have generally seemed to be unaware of the debate between the A-theorists and B-theorists. This issue has been a concern exclusively of analytic philosophers (with the exception perhaps of the early 20th century British Idealist John McTaggart.) In this paper, I will point to a number of phenomenological facts that are pertinent to the debate. These facts all favor the A-theory. I shall make the case that the basic phenomenological truths about time simply cannot be accounted for by the B-theory . (shrink)

In this paper I aim to undermine Stoic and Neo-Stoic readings of Benedict de Spinoza by examining the latter’s strong agreements with Epicurus (a notable opponent of the Stoics) on the nature and ethical role of pleasure in living a happy life. Ultimately, I show that Spinoza and Epicurus are committed to three central claims which the Stoics reject: (1) pleasure holds a necessary connection to healthy natural being, (2) pleasure manifests healthy being through positive changes in state and states (...) of healthy being per se, and (3) pleasure is by nature good. The Stoics reject these three claims due to their views on pleasant sensations as preferred moral indifferents and passionate pleasures as diseases of the soul, views which Spinoza (due to the abovementioned commitments) is strongly opposed to, thereby placing him (at least on the subject of pleasure) outside the realm of merely following or improving on Stoic doctrines. From this comparative analysis we also gain deeper insight into both Spinoza’s engagement with ancient Greek philosophy and the value of Epicureanism and Spinozism in helping us achieve and maintain happiness in the present day, particularly with respect to the benefits and harms of bodily and mental pleasures. Are intrinsic desires subject to reasoned criticism, and if they are, what is about them that makes them subject to such criticism? It is argued that though the answer given to this question in The Moral Problem is wrong, a more promising answer can be found if we attend to the metaphysics of agency.

The Food and Drug Administration (FDA) recently issued its first approval of an oral contraceptive medication for access without a clinician’s prescription. One might expect this will lead to fewer people seeking to terminate unplanned pregnancies, including in states that imposed severe restrictions on abortion care following the Supreme Court’s reversal on abortion rights in Dobbs v. Jackson Women’s Health Organization. Despite the clear potential health benefits, increased accessibility of oral contraceptives offers no real solution to ongoing threats to patients’ (...) reproductive health and moral rights created by post-Dobbs abortion restrictions. To secure their patients’ reproductive health and well-being, clinicians must work to maximize the benefits of OTC oral contraceptives without relenting in their advocacy for safe and accessible abortion care. Although Gilles Deleuze never explicitly developed what might be considered a ‘philosophy of technology’, this article nonetheless attempts to outline the rudiments of a Deleuzian approach to technology by proposing a series of interrelated concepts: (1) prosthesis (technological artefacts are externalised organs); (2) proto-technicity, or originary technicity (but this technicity already exists in Nature, all the way down, and precedes any ‘theory’); (3) exodarwinism (the fact that evolutionary time has bifurcated, and technology evolves in a faster and accelerating time scale); (...) (4) de-specialisation or de-differentiation (what conditions the externalisation of organs is their deterritorialisation); (5) motricity (the link between the brain and the hand/mouth is primarily one of movement); (6) inscription, or graphism (the link between mouth and hand takes place through phonetic writing, when the hand reproduces speech in graphic inscriptions); (7) maker's knowledge (we know the organisations of matter found in nature through the organisations of matter that we ourselves have created); and finally, (8) totipotence (like a stem cell, the body is capable of externalising an almost unlimited number of forms and functions; it is itself an abstract and the source of abstractions). Growing nursing workforce maldistributions impede rural healthcare access globally. In‐depth exploration of underlying philosophical ideas about rural health in nursing curricular could support recruitment and retention of nurses who are well positioned to support and advocated for health care and services relevant to their communities. Through a lens of positionality, the purpose of this paper is to explore rural health and nursing within the United States and Australia from the perspective of undergraduate students. Recognizing that both countries have ‘first world’ (...) health services, issues of access to services associated with systemic and structural biases were significant features identified by participants. Their perceptions were supported by discussion with attendees of the 26th International Nursing Philosophy Conference from several countries, during a presentation titled ‘What is different about rural health nursing: A philosophical exploration.’ This international consistency suggests that systemic and structural biases are global phenomena. While exposure to rural health and rural nursing may be beneficial for recruitment, preparing nurses for rural practice requires more than educating students to complete clinical tasks. Uncovering collaboration, advocacy and policy development opportunities for nurses in rural communities could move the dial from recruiting rural nurses to fulfill immediate needs to retention of well‐educated and highly skilled nurses. Building a stronger philosophical base for rural healthcare inclusive of all people, honouring their distinguishing characteristics such as age, gender, ethnicity, is long overdue. Positionality can inform how nurses across the globe relate to other countries' governments, cultures, norms, values, expectations, etc., which can influence the advancement of the profession and address social inequities among rural populations. The aim of this article is to situate Arendt’s account of labour as a critical response to humanisms of labour, or put otherwise, to situate it as an anti-humanism of labour. It compares Arendt’s account of labour with that of the most prominent humanist theorist of labour at the time of the composition of The Human Condition: Georges Friedmann. Arendt’s and Friedmann’s accounts of labour are compared specifically with respect to the range of capacities, social relations, and possibilities of fulfilment (...) at stake in the activity of labour. The comparison provides a previously unexplored context for understanding Arendt’s account of labour and her distinction between labour and work. The relevance of Arendt’s and Friedmann’s theories of labour for the contemporary debate about the meaning of work in an age of automation is also briefly discussed. (shrink)

UNESCO World Heritage sites are places of outstanding significance and often key sources of information that influence how people interact with the past today. The process of inscription on the UNESCO list is complicated and intersects with political and commercial controversies. But how well are these controversies known to the public? Wikipedia pages on these sites offer a unique dataset for insights into public understanding of heritage controversies. The unique technicity of Wikipedia, with its bot ecosystem and editing mechanics, shapes (...) how knowledge about cultural heritage is constructed and how controversies are negotiated and communicated. In this article, we investigate the patterns of production, consumption, and spatial and temporal distributions of Wikipedia pages for World Heritage cultural sites. We find that Wikipedia provides a distinctive context for investigating how people experience and relate to the past in the present. The agency of participants is highly constrained, but distinctive, behind-the-scenes expressions of cultural heritage activism are evident. Concerns about state-like actors, violence and destruction, deal-making, etc. in the World Heritage inscription process are present, but rare on Wikipedia’s World Heritage pages. Instead, hyper-local and process issues dominate controversies on Wikipedia. We describe how this kind of research, drawing on Big Data and data science methods, contributes to digital heritage studies and also reveals its limitations. (shrink)

Postgraduate trainee teachers undergo profound ‘shifts’ in their pedagogical understanding and practices through the year that they are taught at a UK Higher Education Institution. This study ‘investigated, in a paired pre–post design, the espoused pedagogical beliefs of three cohorts of PGCE trainees, at two time points – at the onset and toward the end of their studies in a teacher education department in a major HEI in the UK, with corroborative results from a fourth cohort and from a wider (...) set of institutions. Using an adaptation of the ‘practices’ scale of Swan, trainees’ pedagogical beliefs were charted and described on a continuum running from transmissionist to child-centred through answering 25 items, and shifts from pre-course to post course were investigated on two fronts – individually and for each item. Two general principles are represented in the data: trainees seem to either make rather more radical shifts towards child-centeredness or more slight shifts towards a more teacher centred orientation - a significant trend towards a greater learner-centrism across the longitudinal study. Skinner, the American culture in which he lived and worked, and the behaviorist movement that played a leading role in American psychological and social thought during the twentieth century. From a base of research on laboratory animals in the 1930s, Skinner built a committed and influential following as well as a utopian movement for social reform. His radical ideas attracted much public attention and generated heated controversy. By the mid-1970s, he (...) had become the most widely recognized scientist in America, surpassing even Margaret Mead and Linus Pauling. Yet Skinner himself was an unassuming family man from a modest middle-class background, a machine-shop tinkerer whose tastes ran to English and French literature. Drawing on archival research, interviews, and historical styles appropriate to the evidence, the authors assembled in this volume examine Skinner's remarkable rise to prominence in the wider context of America's intellectual, cultural, and social history. Plato’s teaching about the Good is sometimes blamed for denigrating particular goods. By contrast, this article argues that for Plato pleonexia is at the heart of disordered relationships to particular goods. In turn, the psychic root of pleonexia is spiritedness, the aspect of the soul that enables it to love what is “one’s own.” Plato employs Kallipolis as a heuristic device to diagnose these psychic roots of our attraction to pleonexia. Kallipolis’ reforms are ascetic practices that seek to transform his (...) interlocutors’ spiritedness by reorienting the soul’s love away from pleonexia to the good. This love for the good turns out to be the condition for a renewed and healthy devotion to particular goods, rather than the cause of their denigration. (shrink)

National identity is often cited as a contributing factor to many of the world's worst trouble spots, for example the troubles in Israel, Afghanistan and Bangladesh. This book addresses the issue of how national identity differs from racial, ethnic and regional identity.

In ancient times was known two kinds of physics. On one side there was the astronomy , which is characterized by the use of exact mathematical principles, on the other hand, there was the physics in the true sense of the word, a science, which coincides often with what we now call `metaphysics' . While astronomy has to do with the region of celestials and the imperishable, the physics is about the range of the sublunary, terrestrial things that come and (...) go, and from their movements. The physicist is familiar with the nature of things, of which he speaks, and so he also understands the causes of their movements. It was not until Copernicus dared to equate the Earth to other planets that all physical events explain the same system to be dynamic postulates. This is still regarded as a commonplace of both philosophy and science of the natural world.
