Rome and the Enemy: Imperial Strategy in the Principate. Berkeley and Los Angeles: University of California Press, 1999. xxi + 259 pp. Cloth, $35.00. This well-written book is nothing if not bold. Its time frame is, broadly speaking, the first two and a half centuries A.D. Its basis is the view that has met (...) increasingly wide acceptance over the past quarter-century, that the Romans' conduct of foreign relations was altogether different from what we assume of modern states. The Roman mindset, motivation, intelligence, and strategy are all alien to us and thus require evaluation on their own terms. Consequently, in five chapters Mattern first examines the character and education of Rome's small decision-making elite. She next moves to their "image of the world," variously gained through campaigning, geographical knowledge, intelligence, and ethnology. A chapter on strategy follows, treating the size and deployment of the Roman army and the different means by which the empire was defined and defended. Income and expenditure are the focus of the fourth chapter, with particular reference to the expense of maintaining the army, the cost of warfare, and the economic gain to be made from conquests. Finally a chapter on "values" concludes the book--the unashamed glorification of conquest, the prestige accruing to the Romans in general and to the emperor in particular, and reinforcement of the sense that it was discipline, both moral and organizational, that made Rome supreme over other peoples. [End Page 451]The discussion of all these aspects displays insight and balanced judgment, and the accompanying bibliography is valuable (some notes are repetitious, however: cf. 117 n. 163 with 172 n. 36). The work of Ampelius (ed. Budé 1993) might have been cited (25) as another example of how weak even a schoolmaster's geographical knowledge could be. Although, to be sure, it is true that "bird's-eye view" was hardly an option for Roman representations of the world (26), we might still recall Artemidorus' (Oneirocritica 2.68) vision of dreamers flying along and looking down at the landscape below, while the presentation of Rome's Marble Plan is large-scale and ichnographic. The Tabula Banasitana (AE 1971.534) merits citing as a prime example of Marcus Aurelius' pondering with care the bestowal of benefits upon people on a remote fringe of the empire (180). In stating that we shall never know where the Teutoburg Forest was, let alone the site of Varus' defeat (167), Mattern seems to overlook the finds made at Kalkriese (see now W. Schlüter in J. D. Creighton and R. J. A. Wilson, eds., Roman Germany: Studies in Cultural Interaction [1999] 125-59); equally, she shows no awareness of a kernel of truth in the tradition that Hadrian abandoned Dacia, at least in part (104; cf. Barrington Atlas, Directory, 1376). In treating the Roman concern to save "face" (177), there is more to be made of L. Caesennius Paetus as scapegoat. The major step of annexing Armenia must surely reflect instructions he brought with him from Rome, rather than just a personal preference (cf. 92 n. 46), but all the blame for the rapid, catastrophic failure of the annexation attempt is then heaped upon him alone. Tacitus grasped Rome's vulnerability in this region. He has the Parthian cavalry commander Vasaces coolly dismiss Paetus' bluster about long-standing Roman control there: "imaginem retinendi largiendive penes nos, vim penes Parthos" (Ann. 15.14). Later, after Corbulo's diplomatic victory, Tacitus can detail the official tokens of respect insisted upon by Tiridates during his journey to Rome and conclude ironically: "scilicet externae superbiae sueto non inerat notitia nostri apud quos vis imperii valet, inania tramittuntur" (Ann. 15.31).These and other sundry observations aside, it is the book's principal thesis that invites comment, namely Mattern's sweeping claim: "I would argue that Rome's real strategy lay in the realm of psychology. I discuss the social dimension of musical experience. I focus on the question of whether there is joint musical listening. One reason for this focus is that Adorno and those in his tradition give us little in the way of an understanding of what the social dimension of musical experience might be. We need a proper clear conception of the issue, which the issue of joint experience yields. I defend a radically individualistic view, while conceding that such a view, inspired (...) by Hanslick, may have political ramifications. I have two arguments. The first is a principled argument against joint musical listening from the impossibility of perceiving the aesthetic properties of music. I connect this with the privacy of our grounds for aesthetic judgements about music. The second argument accepts that joint listening could in principle span different sense modalities, but draws attention to the fact that the experiences on which aesthetic judgements are based cannot be willed in a way they would have to be if there was joint listening. Lastly, I consider two phenomena, of making music together and dancing together, which seem to involve joint listening, but in fact do not. I end by drawing an individualist conclusion about the nature of musical experience. (shrink)

It is widely acknowledged that two methods of writing have emerged in the history of usūl literature: Juristic method (usūl al-fuqahā) and theological method (usūl al-mutakallimīn). Although there are some attempts to determine the typical features of these methods, we do not have a comprehensive explanation regarding the criteria of this distinction, the motivation behind it and the period when these methods have become prevalent. This paper aims to shed light to certain dimensions of the issue and focuses especially on (...) the impact of juristic disputations and khilāfiyāt on the emergence of juristic method. The discussions about the sources and methods of religious knowledge were a significant part of the heated intellectual debates in the early period of Islamic scholarships. These discussions made by scholars interested in theological matters in kalām context were the matters of usūl, which would have turned into a separate discipline thereafter. The aforementioned period also witnessed Hanafīs completing the first fiqh compilation by recording the body of masā’il in fiqh that they had developed and codified. Hanafīs then involved in the methodological discussions of theologians in the context of justifying their juristic views. The tradition of scholarly discussion that had widely contributed to the earlier period took a new dimension by the introduction of jadal to the Islamic world. First theologians and later jurists adopted the method of jadal in their debates and scholarly works. By the 4th and 5th centuries AH, fiqh became popular more than ever and promoted the juristic disputations in such a way that those disputations turned into a common and significant performance among Islamic intellectuals. Meanwhile, the khilaf genre, in which the disputed juristic matters have been discussed and justified, improved in those centuries as well. Consequently, a new method of usūl writing, namely the method of fuqahā, which can be applied in the justification of the masā’il and in juristic disputations, emerged. Thus, the first and most typical work of that method, Taqwīm al-Adilla by Dabūsī, perfectly addressed the needs of the disputation tradition in the era, by including many chapters that could be regarded as related to the substantial law and many examples from substantial law, by treating the jadal topics in qiyas and ‘illa chapters in detail and by avoiding the speculative theological disputes. Later, the method developed by Dabūsī attracted attention and many jurisprudents wrote usūl works adopting the method before the end of 5th century AH. Especially the usūl work of Bazdawī served as a model for the later Hanafī usūl literature. However, the juristic method lost its popularity when the Islamic scholarships fell under the influence of philosophy and logic after al-Gazālī and al-Rāzī. Jadal and ‘ilm al-bahth wa’l-munāzara have been treated under the discipline of logic afterwards. Nevertheless, even after the evolution of the usūl perspective, some Hanafīs still wrote usūl works by juristic method and some of them, despite adopting the new philosophical perspective, referred to the usūl of Bazdawī in their “mamzūj” (combined) usūl works. Abstract Most discussions of risk are developed in broadly consequentialist terms, focusing on the outcomes of risks as such. This paper will provide an alternative account of risk from a virtue ethical perspective, shifting the focus to the decision to take the risk. Making ethical decisions about risk is, we will argue, not fundamentally about the actual chain of events that the decision sets in process, but about the reasonableness of the decision to take the risk in the first place. A virtue ethical account of risk is needed because the notion of the ‘reasonableness’ of the decision to take the risk is affected by the complexity of the moral status of particular instances of risk-taking and the risk-taker’s responsiveness to these contextual features. The very idea of ‘reasonable risk’ welcomes judgments about the nature of the risk itself, raises questions about complicity, culpability and responsibility, while at its heart, involves a judgement about the justification of risk which unavoidably focuses our attention on the character of the individuals involved in risk making decisions. Upshot: In my commentary, I focus on the concept of surprise underlying the design of the learning experience presented in Papademetri-Kachrimani’s target article. I treat surprise as a concept that integrates the creative, open and non-predictable characteristics of constructionist teaching and learning. In my analysis, I show that current technological and societal developments have made these ideas of constructionism more relevant than ever. But perestroika, which is proceeding—or, more precisely, is trying to proceed—under the sign of an intellectual renaissance, has naturally aroused interest in the names of Russian philosophers who have undeservedly been forgotten. One of these is N.A. Berdiaev . He was a Russian patriot and was profoundly concerned with Russia's fate. Living in a critical period, Berdiaev reflected a great deal over the (...) past, present, and future of his Motherland, advanced the idea of its transformation, and even used the term "perestroika" in doing so. Marx believed that what most clearly distinguished him and Engels from the nineteenth-century French socialists was that their version of socialism was “scientific” while the latters' was Utopian. What he intended by this contrast is roughly the following: French socialists such as Proudhon and Fourier constructed elaborate visions of a future socialist society without an adequate understanding of existing capitalist society. For Marx, on the other hand, socialism was not an idea or an ideal to be realized, but a natural (...) outgrowth of the existing capitalist order. Marx's historical materialism is a systematic attempt to discover the laws governing the inner dynamics of capitalism and class societies generally. Although this theory issues in a prediction of the ultimate triumph of socialism, it is a commonplace that Marx had little to say about the details of post-capitalist society. Nevertheless, some of its features can be discerned from his critical analysis of capitalism and what its replacement entails. (shrink)
