In 1798, the National Institute and the French minister of foreign relations invited European countries to send delegations of science practitioners to Paris to finalise the values of the metre and the kilogram. This article reads the event as part of a wider attempt to establish the political relevance of international scientific consensus and include scientific exchanges in the diplomatic culture of post-revolutionary Europe. At the end of the 18th century, the scope and methods of (...) both the sciences and diplomacy were being renegotiated. French academicians hoped that the new system of weights and measures would at once facilitate international scientific exchanges and advertise that new authority should be politically invested in savants. During the Directory, part of the political elite hoped to stabilise the Revolution and forge an international order where the Republic could coexist with old regime monarchies. This entailed focusing diplomatic negotiations on commercial development, something a shared metrological system could foster. The conference was the product of the alliance between the two groups. Foreign responses to the project reveal the novelty of the association between scientific discussions and diplomatic negotiations. Furthermore, European savants and governments did not agree that metrological reforms fell primarily under the expertise of science practitioners, rather than under that of trading actors or administrators. The conference did not produce consensus on the suitability of the metric system or on the feasibility of programmes for the unification of weights and measures. It was more successful at promoting precision and rationality as key parameters to assess metrological systems and science practitioners as main experts in the matter. (shrink)

The confession quoted above by way of introduction reveals with tragic sincerity the fatal passion of an overly avid reader, unlimited in curiosity certainly but fully conscious of the demanding finality of the work he had to accomplish: the scientific critique of an international system of social organization, “in which man is a humiliated, enslaved, abandoned and scornful being” (1844). Cultivating poetry and philosophy in a world felt to be unlivable meant becoming an accomplice of those individuals and (...) institutions principally responsible for the barbarity called modern civilization. But to combat this, it was necessary to scour the murky historical horizon issued from a distant past where only great social revolutions marked the stages of a progression seen as ambiguous because realized by means of unspeakable phenomena of regression. Only one revolution took place under the contradictory sign of an emancipation with universal ambitions and of a decline with indelible consequences: the French Revolution. Conclusion as well as beginning, it was studied by Marx as a unique event, both in relation to its antecedents as well as its liberating promises. Although it is true that Marx “never wrote a history of the ancien régime”, a hardly significant remark, it is no less true that he studied and compiled, with the eagerness of a schoolboy enthralled by history, an enormous mass of documentation that can “help understand how (the ancien regime) gave birth to the Revolution”, despite what François Furet might think (Marx et la Révolution française, Paris, 1986, p. 79). Moreover, the author of Das Kapital drew from the revolutionary history of France the inspiration for a “poetry of the future” in which the following vision was designed:“The old bourgeois society, with its classes and its class antagonism, gave way to an association in which the free development of each individual is the condition for the free development of the whole” (1848). This paper takes an embodied and extended cognition perspective to ER integration – a cognitive process through which a learner integrates external representations (ERs) in a domain, with her internal (mental) model, as she interacts with, uses, understands and transforms between those ERs. In the paper, I argue for a theoretical as well as empirical shift in future investigations of ER integration, by proposing a model of cognitive mechanisms underlying the process, based on recent advances in extended and embodied cognition. I present this new model in contrast to the still dominant classical cognitivist (information processing) approaches to ER integration, and the educational technology intervention designs such approaches inspire. I then exemplify this distinction between the information processing model and the new model through a case of arithmetic problem solving. Corroborative neuroscience evidence presented in relation to this case provides empirical support for the new model by showing how bodily actions (sensorimotor mechanisms) are critical to ER integration and learning. Finally, as educational implications of the new model, I demonstrate the need for: (i) re-viewing the development of ER integration and expertise as fine-tuning of the learner's action or sensorimotor system, and (ii) a shift of focus in new-media intervention design principles based on this newer understanding of ER integration in science, technology, engineering and mathematics. Resumen: Este artículo busca observar las diferencias entre el modelo sistémico funcional y el modelo pragmático-formal en su comprensión de la experticia científica y su rol en las sociedades modernas. Se elaborará un breve diagnóstico acerca de la importancia de la confianza en experticia científica en la sociedad contemporánea y cómo este proceso ha sido analizado. Luego, se analizará la descripción del conocimiento científico en la sociedad contemporánea desde el modelo sistémico funcional. Utilizando los conceptos de diferenciación funcional y acoplamiento (...) estructural, se sugerirá que, desde este modelo, el conocimiento científico es una forma de comunicación especializada propia de un sistema funcional de la sociedad. A continuación, se describirá la aproximación del modelo pragmático formal. Especial importancia tienen aquí las ideas de mundo de la vida y esfera pública. Sobre la base de estas caracterizaciones, se comparan las visiones de estos autores y se analizan las diferencias en su conceptualización de la experticia. Se argumenta que las diferencias de estos dos modelos en relación con el estatus ontológico del mundo de la vida marcan sus visiones de la experticia y los debates actuales acerca de sus posibilidades de convertibilidad en la literatura especializada. El artículo finaliza con un resumen y posibles líneas futuras de investigación.: This article seeks to observe the differences between the functional-systemic model and the pragmatic-formal model in their understanding of scientific expertise and its role in modern societies. First, a brief diagnosis about the importance of trust in scientific expertise in contemporary society and how this process has been analyzed in the specialized literature will be made. Then, the description of scientific knowledge will be analyzed from the point of view of the functional systemic model. Using the concepts of functional differentiation and structural coupling, it will be argued that scientific knowledge is here considered a specialized form of communication characteristic of a functional system. Next, the approximation of the formal-pragmatic model is described. Of special importance here are the ideas of lifeworld and public sphere. On the basis of these characterizations, the visions of these authors are compared and the differences are analyzed in relation to their conceptualization of expertise. It is then suggested that the differences between these two models in relation to the ontological status of the lifeworld shape their views of scientific expertise as well as current debates on this topic. This dissertation reassesses the chemical revolution that occurred in eighteenth-century France from the pharmacists' perspective. I use French pharmacy to place the event in historical context, understanding this revolution as constituted by more than simply a change in theory. The consolidation of a new scientific community of chemists, professing an importantly changed science of chemistry, is elucidated by examining the changing relationship between the communities of pharmacists and chemists across the eighteenth century. This entails an understanding of the (...) chemical revolution that takes into account social and institutional transformations as well as theoretical change, and hence incorporates the reforms brought about during and after the French Revolution. First, I examine the social rise of philosophical chemistry as a scientific pursuit increasingly independent of its practical applications, including pharmacy, and then relate this to the theoretical change brought about by Lavoisier and his oxygenic system of chemistry. Then, I consider the institutional reforms that placed Lavoisier's chemistry in French higher education. ;During the seventeenth century, chemistry was intimately entwined with pharmacy, and chemical manipulations were primarily intended to enhance the medicinal properties of a substance. An independent philosophical chemistry gained ground during the eighteenth century, and this development culminated in the work of Lavoisier who cast pharmacy out of his chemistry altogether. Fourcroy, one of Lavoisier's disciples, brought the new chemistry to the pharmacists in both his textbooks and his legislation. Under Napoleon, Fourcroy instituted a new system of education for pharmacists that placed a premium on formal scientific education. Fourcroy's successors, Vauquelin and Bouillon-Lagrange, taught the new chemistry to the elite pharmacists in the School of Pharmacy in Paris. These pharmacists also developed new analytical techniques that combined the aims of the new chemistry with traditional pharmaceutical extractive practices. The scientific pharmacist was created, who, although a respected member of the community of pharmacists, helped to define the new chemistry precisely by not being a true chemist. (shrink)

Three of them are epistemic and three are ethical. In this commentary I consider how service users might relate to values if significant levels of scientific knowledge are required to understand those values. I specifically consider the traditional theoretical virtues discussed by philosophers of (...) science (Psillos, 1999; Solomon, 2001) whereby we might judge scientific concepts based upon their simplicity, consistency or coverage. This raises questions of how democratic approaches should function when expertise is important.There is a general problem of how democratic institutes should function when members lack understanding. For example, most voters in current European democracies have limited understanding of economics. They may understand some broad principles but would not understand how to actually manage an economy on a daily basis. A simple solution to this is that political parties outline a broad framework and then are given consent to run the economy once elected. Our elected representatives or members of an unelected bureaucracy actually then make the "on the ground" decisions about how to run the economy given the broad framework which the political party was voted in on. This hopefully then means that, with varying degrees of success, people who have some understanding of economies are playing a key role. We can certainly ask important questions about this system, such as what level of economic understanding do citizens have and what level they need, who should constitute the unelected bureaucracy and whether the bureaucracy could actually be elected. My simple point is that this is one approach to limiting the decision-making of people who may lack economic expertise. In relation to democratizing psychiatric research, I consider whether Friesen's approach might mean service users require a level of expertise that they typically lack.Friesen outlines how there is a very high level of value decision involved in psychiatry given the gap between data and theories. Friesen thinks service users should be included in decisions over what values to use. I now provide an example of where making good value decisions might require [End Page 135] significant levels of scientific knowledge. I consider a specific type of value applied to a specific area. There has been recent discussion of service users being involved in decision-making over modifying psychiatric diagnoses, whereby they might play a role in deciding what psychiatric diagnoses there are and what their diagnostic criteria should be (Bueter, 2019; Fellowes, 2023; Tekin, 2022). I consider how we can assess psychiatric diagnoses using theoretical virtues. It should be emphasized that this problem may or may not have applicability to other areas of service user involvement, that theoretical virtues are not the only values which are important for assessing psychiatric diagnoses and that scientists might themselves make bad decisions in relation to theoretical virtues. I now outline five theoretical virtues.First, simplicity. There are lots of different ways to understand simplicity but here I consider how simple a system of psychiatric diagnoses (i.e., the Diagnostic and Statistical Manual of Mental Disorders [DSM]) is. We can ask if the system of psychiatric diagnoses is too simple because it contains too few diagnoses or too complicated because it contains too many diagnoses. Simplicity and complexity might also depend on the degree different diagnoses have overlapping symptoms. We can judge a particular psychiatric diagnosis on the degree it adds to simplicity or complexity. Establishing the strength of this theoretical virtue requires knowledge of many different psychiatric diagnoses.Second, coverage. This relates to the degree that all the phenomena that we desire covered are being covered. We can ask whether a system of psychiatric diagnoses is or is not covering all the symptoms that we think need covering by psychiatry. We can judge particular diagnoses on how they contribute to coverage. Assessing this requires knowledge of a vast range of symptoms.Third, embedded within a theoretical network. Scientific concepts can be connected to other scientific concepts. Modern societies depend on a growing production of scientific knowledge, which is based on the functional differentiation of science into still more specialised scientific disciplines and subdisciplines. This is the basis for the paradox of scientific expertise: The growth of science leads to a fragmentation of scientific expertise. To resolve this paradox, the present paper investigates three hypotheses: 1) All scientific knowledge is perspectival. 2) The perspectival structure of science leads to specific forms of knowledge (...) asymmetries. 3) Such perspectival knowledge asymmetries must be handled through second order perspectives. We substantiate these hypotheses on the basis of a perspectivist philosophy of science grounded in Peircean semiotics and autopoietic systems theory. Perspectival knowledge asymmetries are an unavoidable and necessary part of the growth of scientific knowledge, and more awareness of this fact can help avoid blind and futile struggles between scientific perspectives, and direct efforts toward more appropriate ways of handling these fundamental knowledge asymmetries. Concretely, we show how different kinds of scientific knowledge, expertise, disagreement and learning can be correlated to the perspectival structure of science, and propose how polyocular communication based on observations of the observations made by specialised perspectives can be used to handle such perspectival knowledge asymmetries. This can help overcome the observed problems in carrying out cross-disciplinary research and in the collective use of different kinds of scientific expertise, and thereby make society better able to solve complex, real-world problems. An unresolved debate in Bentham scholarship concerns the question of the timing and circumstances which led to Bentham's ‘conversion’ to democracy, and thus to political radicalism. In the early stages of the French Revolution, Bentham composed material which appeared to justify equality of suffrage on utilitarian grounds, but there are differing interpretations concerning the extent and depth of Bentham's commitment to democracy at this time. The appearance of Rights, Representation, and Reform: Nonsense upon Stilts and other essays on the (...) French Revolution, a new volume in The Collected Works of Jeremy Bentham, containing definitive texts of Bentham's writings at this crucial period, offers an opportunity to reassess this debate. First, Bentham's most radical proposals for political reform came not in the so-called ‘Essay on Representation’ composed in late 1788 and early 1789, as has traditionally been assumed, but in his ‘Projet of a Constitutional Code for France’ composed in the autumn of 1789, where he advocated universal adult suffrage, subject to a literacy test. Second, it may be doubted if the very question as to whether Bentham was or was not a sincere convert to democracy is particularly helpful. Rather, it may be better to see Bentham as a ‘projector’ during this period of his life. Third, the nature of Bentham's radicalism was very different at this period from what it would become in the 1810s and 1820s, for instance in relation to his commitment to the traditional structures of the British Constitution. Having said that, his attitude to the British Constitution remained complex and ambivalent. At his most radical phase, in the autumn of 1789, he advocated wide-ranging measures of electoral reform while at the same time harbouring aspirations to be returned to Parliament for one of the Marquis of Lansdowne's pocket boroughs. To conclude, it was, arguably, the internal dynamic of Bentham's critical utilitarianism, rather than the events of the French Revolution, which was ultimately responsible for pushing him into a novel form of radical politics. The agenda informing this compact book has the transparency of crystal. Against the widely repeated claim that the so‐called Information Age began with the invention of the transistor in 1947, a claim trumpeted both by the knowledgeable and the ignorant , Daniel Headrick seeks a more distant source for the information‐saturated environment in which we now live. He sensibly points out that human demand for information is as old as humanity itself, and consequently we should not look to name any (...) single moment as the “dawn” of the Information Age. Instead we should be attentive to historical periods during which the availability of information accelerates sharply. Often such moments are associated with particular technical innovations, such as the appearance of double‐entry bookkeeping, printing, the telegraph, and, yes, the computer. But Headrick wants to direct attention away from particular machines and technologies as accelerators of information and toward the eighteenth and early nineteenth centuries as a period during which a host of novel information systems were introduced.On this basis the book discusses a series of developments in information systems under five headings. The first, “Organizing Information,” describes how Linnaeus and Lavoisier and Guyton de Morveau created new languages to process and communicate scientific information. The creation of the metric system finds a niche in this chapter as well. Headrick's second heading, “Transforming Information,” discusses the attempt by governments to collect statistics about populations, culminating in the specification of a decennial census in the American Constitution and the repeated attempts by French revolutionary regimes to conduct a census during the 1790s. The third heading, “Displaying Information,” turns to innovations in mapmaking during the eighteenth century and the invention of graphical representation. Under the fourth heading, “Storing Information,” Headrick describes eighteenth‐century encyclopedias and dictionaries, an overview that thankfully ranges considerably more widely than Diderot's Encyclopédie. Finally, the heading “Communicating Information” discusses the development of postal systems in various European countries and North America, as well as the invention of telegraphy. Of particular interest here is the extensive network of visual telegraphs established in France during the 1790s and then elsewhere in Europe.This breadth of coverage is impressive and suggests the comprehensiveness and significance of Headrick's story, but it also betrays certain weaknesses. First, the treatment of topics is highly uneven. The discussion of encyclopedias and dictionaries, for example, is deep and well informed by the primary sources. The treatment of Linnaeus's taxonomy, Lavoisier's chemical nomenclature, and the metric system is far more superficial, as is the analysis of postal systems. Second, this same breadth causes one to wonder just what the phenomenon is that Headrick means to describe. Such concerns are certainly not diminished by the wholly unsatisfactory definition provided for the book's central concept, information. As the book defines it, information is “the patterns of energy and matter that humans understand” . That somewhat underdetermines the object, I should say.Disappointing too was the book's failure to engage very deeply with an explanation of why these changes occurred. Leaving aside the question of whether all of the changes described really constitute changes in information systems , and also the question of whether all of these eighteenth‐century novelties could not be traced farther back in time, as several surely could, we can still ask what brought such developments together. A book of such synthetic reach ought to be ideal for such ruminations. As one might expect, Headrick does attribute the rising demand for information to the attempt by enlightened absolutist governments and later revolutionary regimes to develop policies to stimulate economic growth, along with the needs of actors in an increasingly complex and robust economic system. But all too often the book simply asserts that because this was the Age of Reason, the innovations occurred because they were inherently more rational. Linnaeus's nomenclature appealed to the “orderly minds of mid‐eighteenth‐century rationalists” , while the physician William Farr's statistical compilation of disease data for the English General Register Office gave “a more scientific basis to the classification of diseases” , and so on. By tackling deep theoretical issues with lucidity and verve this book will excite debate among theorists and students of international relations while also engaging thought about the philosophical character of the social sciences. International Scientific Relations offers a holistic analysis of the role and impact of science, technology, and innovation in the international system of the twenty-first century.

The interrelation between the development of political institutions and the processes of scientific-technical revolution is twofold. On the one hand, there must exist the political preconditions of the rapid change in science and technology. On the other hand, the processes of rapid scientific and technical change produce important consequences in the politica life.From the point of view of the economic structure of the country, Poland has reached the threshold of scientific-technical revolution ; it now depends on the (...) political conditions whether the country wilt be able to achieve the stage of high technological development in reasonably short time.Three changes in the functioning of political institutions are directly related to the processes of scientific-technical revolution : they are changes in the system of management on all levels of authority, changes in the circulation of informations and development of autonomic structures of decision-making. Indirectly, however, other changes in the system of political institutions influence the processes of scientific and technological change. Two variants of future developments of the political institutions are discussed in this context : that of a rationalized centralism and the one of democratic self-management. The author expresses the opinion thatboth these variants would constitute conditions for rapid scientific and technological transformations but he favours the strategy of combining the strong elements of both and eliminating their weaknesses.In the second part of the paper, the author discusses the consequences of scientific-technological revolution for the political institutions. Five major factors could be hypothetically identified : 1° changes in classstructure and social stratification, particularly in the direction of increased role of the professional stratum and the increase of educational level of the working class ; 2° further political integration of the nation; 3° changesin the culture of work, increase of social discipline, and higher assessment of collective and individual efficacy of the Poles ; 4° achievement of the higher standard of living and on the basis of it leveling of economicinequalities; 5° increase of the amount of leisure time. All these changes wilt result in the formation of better and more harmonious society, which in its turn wilt make it both possible and necessary to considerablyincrease the scope of democratic self-management in all spheres of sociopolitical life. Potential restraints to this process may result from the inertia of old politica! institutions and/or from technocratic tendenciesamong some segments of the aparatus. Neither, however, is likely to become strong enough to stop the processes of democratic self-management.The main changes in the direction of greater self-management will include: 1° development of various forms of direct democracy on local levels ; 2° development of organizations which represent interests of varioussegments of the society; 3° bettering of the representative institutions ; 4° further differentiation between administrative and political authorities and further democratization of thelatter; 5° deepening of the leading role of the Communist party combined with development of its internal democracy. Rarely is the problem of the diversity of languages taken into account whenever population groups are formed into States. When the problem does come up, it is later, in a primarily political context which tries to find political solutions, such as we may presently see them in Canada or in Belgium for instance. These solutions are few and they deal with situations that may contain a host of nuances.Certain countries have chosen a vehicular language while keeping their local languages: the (...) common language in the USSR is the language of one of its republics. In Senegal it is French, which is of a totally foreign origin but has the advantage of avoiding the rivalry existing among the native languages, and it also has a place within the international community. Other countries have accepted as official languages the different languages spoken within its borders. Thus Switzerland is officially tri-lingual (French, German, Italian), giving legal status to what somewhere else may simply be an accepted fact. Many Alsatians speak three languages (Alsatian, French, German). As far as it concerns countries with a strong linguistic heterogeneity, whether it be their history or their size making for a centralizing policy, they have adopted, with the resulting neglect of all others, the language or the idiom of the region which was politically or culturally the dominant one at the time of their unification. Pekinese has been extended to all of China, Florentine to Italy, Hindi to India. Some original combinations can be found: in Israel Jewish immigrants who came from more than seventy different countries, have again taken up the nation's old cultural and religious language, which had been out of use for two thousand years, and have placed it on equal footing with Arabic spoken by the local population, while English is being used for international relations. This book is the first translation into English of the Reflections which Kant wrote whilst formulating his ideas in political philosophy: the preparatory drafts for Theory and Practice, Toward Perpetual Peace, the Doctrine of Right, and Conflict of the Faculties; and the only surviving student transcription of his course on Natural Right. Through these texts one can trace the development of his political thought, from his first exposure to Rousseau in the mid 1760s through to his last musings in the (...) late 1790s after his final system of Right was published. The material covers such topics as the central role of freedom, the social contract, the nature of sovereignty, the means for achieving international peace, property rights in relation to the very possibility of human agency, the general prohibition of rebellion, and Kant's philosophical defense of the French Revolution. Given the beginnings of the United States of America, its sympathy with the French revolution and its rationalist attitude towards the institutions of society, one would have expected that it would have been one of the first nations to adopt the new metric system that was introduced in France in 1800. But the history of the attempts to do so is decidedly mixed. American Congress authorized the use of the metric system in 1866. In 1959, American measurements (...) were defined in relation to the metric system. In 1968, the government ordered a study which was published three years later under the title “A Metric America: A Decision Whose Time Has Come”. The year 1975 then saw the Metric Conversion Act, leading to the establishment of the US Metric Board. Amended in 1988, it resulted in the Metric Program, an organization founded to support the various federal agencies, which are required since 1991 to file an annual report on their efforts to change to the metric system. It has been claimed that Massimi’s recent perspectival approach to science sits in tension with a realist stance. I shall argue that this tension can be defused in the quantum context by recasting Massimi’s perspectivalism within a phenomenological framework. I shall begin by indicating how the different but complementary forms of the former are manifested in the distinction between certain so-called ‘-epistemic’ and ‘-ontic’ understandings of quantum mechanics, namely QBism and Relational Quantum Mechanics, respectively. A brief consideration of Dieks’ perspectivism (...) will then lead to a consideration of the much-maligned and typically dismissed role of the observer in the measurement process. This opens the door to London and Bauer’s presentation of a form of ‘phenomenological quantum perspectivalism’ that brings together Massimi’s two forms and explicitly eschews the ‘naïve’ realism that creates the above tension. I shall conclude with some reflections on how intersubjectivity can still be established within this framework, focusing in particular on how Massimi’s idea of ‘interlacing’ scientific perspectives can be accommodated, using the example of a ‘new cosmopolitanism’ that gave rise to Bose-Einstein statistics. This review essay contains four parts. The first briefly recounts the contours of Rafe Blaufarb’s thesis in The Great Demarcation: The French Revolution and the Invention of Modern Property. The review is not intended to be a full assessment of the book; rather, Blaufarb’s work sets the stage for the focus of my reflections, which begin in Part 3. Using Louis Althusser’s understanding of law, we can see how the demarcation identified by Blaufarb made possible a further deployment of (...) bourgeois law, which perpetuates the dominant ideology ensuring the concentration of resources in a small number of people, seemingly without obligation to the great majority who hold no power in relation to any resources. Part 4 explains the true inequity which this demarcation has wrought, establishing and perpetuating deep divisions between those who hold the ‘social function’ inherent in property—the power unilaterally to alter social relationships—and those who do not—those who suffer the alteration of social relationships to their detriment. In short, property itself is an ideology of power, the legacy of which is not equality, but exploitation. Part 5 concludes that the great demarcation, which Blaufarb so skilfully explicates, turns out to be nothing in which humankind ought to take any pride. Rather, it has served and serves the purposes of the few to work untold misery and hardship upon the many. (shrink)

Joseph Priestley was a man of many and varied intellectual interests. This thesis surveys his philosophical thought, with a central focus on his philosophical theology. The subject can be divided into two parts, natural theology and moral theology. Priestley's natural theology is a perhaps unique attempt to combine and harmonize materialism, determinism and theism, under the auspices of Newtonian methodology. His materialism is based on three arguments: that interaction between matter and spirit is impossible; that a dynamic theory of matter (...) breaks down the active/passive dichotomy assumed by many dualists; and that Newton's "Rules of Reasoning in Philosophy" require the rejection of the "hypothesis" of the soul. His determinism arises from his theory of causation. He attempts to show that the only acceptable account of causation is one in which every cause is invariably followed by the same effect, and that libertarianism violates this central assumption of scientific thought. His theism rests on the Argument from Design. He defends the Argument by trying to show that none of the alternatives to Design advanced in Hume's Dialogues concerning Natural Religion constitute a plausible scientific hypothesis. His critics accused his synthesis of materialism, determinism and theism of leading to atheism or pantheism. His defence against these charges is that his system is essentially theistic, and that its ontology is determined by the Argument from Design. Priestley's moral theology is also in part a response to Hume's Dialogues. He offers a number of replies to the "problem of evil". Evil and adversity heighten our appreciation of good; they are a consequence of the finitude of the creation; they follow from the desirability of having a world governed by general laws; and they make possible the achievement of moral character. Character-formation is his main defence, and his methodology requires him to show that adversity leads more often than not to positive results. This requirement is embodied in his progressivist philosophy of history. History, he holds, exhibits temporal purpose and Design, just as nature exhibits atemporal purpose and Design. Priestley's political thought can be seen as arising from his moral theology, mediated by the notions of "luxury", which he regards as morally harmless, and "idleness", which is the main source of moral evil. His combination of liberalism and radicalism is examined both for internal consistency and as a response to the events of his day, ending with the French Revolution. Priestley is interesting partly for his unorthodoxy, partly for the inter-connectedness of his diverse concerns, and partly because he debated with distinguished contemporaries. Throughout the thesis his views are juxtaposed with those of Hume, Reid, Price, Boscovich, Burke and a number of other thinkers. (shrink)

This book is the first translation into English of the Reflections which Kant wrote whilst formulating his ideas in political philosophy: the preparatory drafts for Theory and Practice, Toward Perpetual Peace, the Doctrine of Right, and Conflict of the Faculties; and the only surviving student transcription of his course on Natural Right. Through these texts one can trace the development of his political thought, from his first exposure to Rousseau in the mid 1760s through to his last musings in the (...) late 1790s after his final system of Right was published. The material covers such topics as the central role of freedom, the social contract, the nature of sovereignty, the means for achieving international peace, property rights in relation to the very possibility of human agency, the general prohibition of rebellion, and Kant's philosophical defense of the French Revolution. Turning to history has always been an important tool for understanding international relations, and this trend remains relevant today. However, if earlier researchers mainly focused on individual events and their possible interpretations, now the main attention is focused on determining the historical characteristics of systems and reflecting this legacy in modern international relations. That is why the postcolonial approach, focused on the gradual evolution of colonial relations into the modern system of international relations, (...) has become especially important; postmodernism is used to explain the concept of postcolonialism. In these concepts, an important place is occupied by the terms colonialism and postcolonialism, which seem to be a continuation of each other, despite the fact that they oppose each other. This article explains some of these concepts. Looking at the development and theoretical history of the concept of postcolonialism, it can be concluded that the concept was first used by Edward Said in his work entitled “Orientalism”. In Edward Said's “Orientalism” (1978) [Said, 1978], although many derivative terms from the concepts of colonialism and imperialism are used, the word postcolonialism does not appear even once in this work. No less important than Edward Said's research into the consolidation of postcolonialism as a concept is Subaltern Studies, first developed by Indian Marxist historians in 1982. Thus, although postcolonialism has not yet reached its final form in terms of naming, thanks to the book "The Empire Writes Back" [Ashcroft, Griffiths, & Tiffin, 1989] published in 1989, today both the term and the theoretical concept are used in modern scientific circles. JorgensenSince music education straddles theory and practice, my purpose is to sketch the strengths and weaknesses of four philosophical models of the relationship between theory and practice. I demonstrate that none of them suffices when taken alone; each has something to offer and its own detractions. And I conclude with four suggested ways in which the analysis can (...) be helpful to music teachers and those interested in their work.Clarifying what is meant by theory and practice raises a nest of conceptual problems. Concerning theory, it may be tempting to equate the terms "theory" and "philosophy." Among their shared properties, these terms deal with conceptual and abstract entities that, from the Enlightenment at least, have been held to be distinct from the phenomenal world. They also clarify ideas and distinguish one concept from another. Among their different purposes, the object of philosophy is the asking of questions in a search for wisdom or truth whereas theory is formulated for explanatory purposes, especially within the frame of scientific propositions that can be refuted through empirical observations. The tests of philosophy are, therefore, those of symbolic logic evidenced in principles such as [End Page 21] internal consistency, correspondence with evidence (deductive, inductive, or analogical), and coherence within a unity or whole. Although logical criteria may also be important in formulating and testing theory,1 it is tested and refuted primarily through means of qualitative descriptions and quantitative assessments of observable phenomena.Regarding practice, one is also confronted with an ambiguous construct that may be interpreted descriptively (what is done in the phenomenal world or taken to be the general state of affairs) or normatively (what is desirable or ideal). There is also the distinction between the practice of a seasoned performer and practice in the sense of striving towards the mastery of a competent and expert practice. In this regard, Vernon Howard distinguishes between "practice" (or the skills exemplified by proficient or expert performers) and "practise (or acquiring the level of mastery of proficient or expert performance)."2 For him, the ambiguous and paradoxical nature of artistic practice highlights the complexity of degrees of attaining mastery of skills or exemplary practice and the diverse array of skills ranging from habit to critical thinking involved in the practice of any art. Although each practice is distinguished by its own belief systems, rituals, expectations, and commonsense, boundaries between differing practices are sometimes "soft" or fuzzy, as one seeps into another.3 Consequently, it is often difficult to distinguish one from another at the margins where one practice becomes another.DichotomyThe notion of theory and practice as independent or a dichotomous relationship between the phenomenal world on the one hand and the mind and spirit on the other has its roots in the ancient world. For Plato, the world of "appearances," referring to the phenomenal world understood by imagination (eikasia) and belief (pistis), should be distinguished from the higher, abstract "intelligible world" grasped through thinking (dianoia), knowledge (episteme), and intelligence (noesis).4 René Descartes' later bifurcation of the inner and outer worlds and inversion of Platonic values and understandings resulted in the ascendancy of careful and deliberate observation of the phenomenal world over philosophical reflection.5 His ideas helped to set the stage for the Enlightenment and the Industrial, Scientific, and Information Revolutions. Empiricism, science, and technology gradually displaced philosophy as primary ways of knowing the phenomenal world and understanding the nature of mind, human cognition, feeling, and being. Making hard-boundaried distinctions between within and without one's self, the phenomenal world and the world of spiritual things, and theory and practice were important insights. These distinctions provided for limits on the sorts of ways in which truth could be known. Reasoned deliberation [End Page 22] and imaginative thought have particular usefulness in the world of theory while sensory perception and careful observation are especially useful in the phenomenal world of practice. So while the scholar might speculate about phenomena, observational tools are also useful in coming to know and understand them. Cosmopolis A Review of Cosmopolitics -/- 2015/3-4 -/- Editorial Dominique de Courcelles & Paul Ghils -/- This issue addresses the general concept of “spirituality” as it appears in various cultural contexts and timeframes, through contrasting ideological views. Without necessarily going back to artistic and religious remains of primitive men, which unquestionably show pursuits beyond the biophysical dimension and illustrate practices seeking to unveil the hidden significance of life and death, the following papers deal with a number of interpretations covering a (...) wide field extending from belief to theory, from emotions to concepts, from the wisdom of personal experience to the most sophisticated doctrines. Spirit and spirituality are indeed many-faceted notions. They may refer to the intricate world of the interacting spirits which inhabit living beings in animistic traditions, without excluding a “grand force” linking human beings within a dynamic whole on which their very existence rely . They also bear upon more atomistic and either/or approaches of Western philosophy, which have become embodied in Cartesian dualism against a monotheist background, to the point of freezing the essence of individuals and culminating in the extreme individualism that characterizes our contemporaries. However, this equally refers to the opposite conception of materialism, across times and cultures, from ancient India and Greece (Cārvāka, originally known as Lokāyata, or some Buddhist doctrines for the former, Democritus or Lucretius for the latter) to more contemporary materialistic schools, whether modern or postmodern. -/- The following papers look at the contrasting forms of the philosophy and spirit of the human factor set into a whole, with no artificial disjoint between the psychical and the physical levels, as Wittgenstein put it: “And how can a body have a soul?”. This would consist in recognizing a common loyalty of all towards one interhuman, not only interstate community, to protect it from both the autonomy demanded by individuals and the instrumental use of minorities. -/- Considering the fact of diversity, so important today in terms of both politics and religion, Abdelhai Azarkan looks at the conditions under which tolerance could obtain the double status of right and duty. He revisits to two philosophers, John Locke and Voltaire, who thought about it from the historical reality of religious wars. The former made tolerance into a right, basing his analysis on the political-legal level, while the latter saw tolerance as a duty, from an analysis based on ethical-political criteria. -/- Mathieu Guidère examines what he calls semantic denominationalism, a term which implies religious attributes and identities, whichever national loyalties or personal belonging they may have at the same time. Since the early 2000s, thie phenomenon has expanded tremendously, compounded by the “war on terror” and the over media-oriented terrorist actions. Denominational expressions act as formal names for ordinary and high-profile players in domestic and foreign policies of democratic states. These systems reveal a receding secularization, while the powerful comeback of religious identities signals the failure of nation-states and the weakening of the humanist spirit. -/- Barbara De Poli retraces the history of a contemporary jihadism claiming its Islamic essence and asserting the truth of genuine coranic principles via the war on infidels, with a view to restoring the Caliphate. After defining the term jihad, she shows that even if this contemporary jiadism is spreading in the Muslim world, it radically departs from Islamic law and the received use of the term jihad, in so far as it is rooted in the early radical thinking of Islamic ideologues in the 20th century, starting with with Hassan al-Banna, the founder of the Muslim Brotherhood. This current has been fueled by by international conflicts since the outbreak of the war in Afghanistan, in which the so-called Western countries bear a major responsibility. -/- Abderrazak Sayadi starts from the Tunisian experience to ask the question of humanist values and democracy within the relationships between the religious and political spheres. As a historian of religion, he is brought to demystify certain islamic principles and to paying attention to the reform of law, seeing the separation of religion and politics as a precondition to a successful democratic gamble and the establishment of a renewed humanism. -/- Dominique de Courcelles reminds us that getting a better knowledge of narrations and words makes it possible to better understand how logical and rhetorical thinking works for those who wage an asymetriccal war, re-enchanting and mystifying the world to better take control. As soon as 1932, an exchange of letters between Einstein and Freud made it clear that, in order to free man from fatality and war, education understood as culture was fundamental. Such illustrations as the exécution of Oussama ben Laden and the Caliph’s speech in Mossoul show that a premiminary analysis of images and words is essential to a fair diplomacy conducted by people from civil society, whose culture and wisdom allow justice and force to speak together and better resist war. -/- Marcel Boisard thinks that on the day the guns fall silent, exhausted by war, we will not return to the state borders that have prevailed for a century as an outcome of the Sykes-Picot agreement of 1916. It is time to prepare the “day after”, which will be a huge challenge. To this end, a summit of Middle-East nations is urgently needed to globally decide the fate of those peoples. On the condition that we know who the enemy is and accept to name it, to understand the history of the countries, groups and alliances, and to question any false or self-interested sense of certainty. -/- *** In the second section, Paul Schafer provides the author’s experiences to explain how culture, from the artistic to the biological, has the power to to open the doors to spirituality, from the inner self to the global environment. He asks himself whether a relative permanence of spirituality can arise from the specific moments that characterize it. Laurent Ledoux synthesizes the conclusion of a symposium held on 22 January 2015 on the links between philosophy and management, on the basis of the spiritual dimension conceived as “natural” and the answers it may suggest to the issues that face the organizations in a “contemporaniversal” world. Jacques Rifflet makes that question in a secular perspective, based on the wellsprings of personal commitment before it can be caught by any religious creed or scientific theory. In this sense spirituality, in alliance with reason, both inspires human consciousness and illuminates its destiny. Sami Aldeeb asks himself whether Islam can be reconciled with human rights. Caught between the belief in an absolute and final Word descended from the sky, and evidence showing that any religion is the creation of a given culture and a society situated in time and space, the Makkan and … contexts et médinois call for differentiated, if not opposite answers and exegeses. Bernard Carmona provides the outline of a dialogical framework, which is known to be a feature of debates between the various philosophical schools of classical India, exemplified here by the transdisciplinary perspective of debates within a Buddhist context. *** The articles not focused on the previous topic include a study by Landry Signé on China’s strategy, competing with the United States to control African resources. The author deals with the specific case of China’s rapprochement with Southern Sudan since Sudan was broken up. In the last paper, Goran Fejić and Rada Iveković, return to the essential role that women should play, and comments upon the role of some international legal instruments related in particular to the elimination of all forms of discrimination. The perspective is transnational and transethnic and is based on secular criteria, as regards nation-building and more generally society-building. Considering the persistence of widespread violence, whether in times of armed conflict or in times of peace, the question remains whether it is possible to fully implement rights and justice instruments. The COVID-19 crisis has not only ontological roots but also epistemic ones too; its cause lies in the main evolutionary trends in the development of science as a social institution. And only then the epistemic factors were transformed into existential-ontological ones, connected with the very existence of civilization and our biosocial nature. The way out of the crisis is the unalterable development of all sectors of technologies of controlled evolution. As a result, biopolitics extends the sphere of competence to interstate (...) and interethnic relations, becomes transbiopolitics, ie a global geopolitical factor responsible for the preservation of humanity and its self-identity. The coronavirus pandemic, like other manifestations of the civilization crisis, is politically generated by globalization. The same consequences of globalization contribute to the fragmentation of the geopolitical space and the inhibition of the actual globalization process. the pandemic scale of the crisis immediately brought biopolitics to the level of a systemic factor in interstate relations in both formal and substantive aspects. Since representation and democracy were reconciled and combined, there has been constant tension and debate over whether representation enables, limits or prevents democracy. If one leaves aside questions over principles and turns to history, the democratic credentials of representation immediately become much clearer. Until democracy was reformulated to mean a representative system of government, it was dismissed as an antiquarian form of rule, inappropriate, if not impossible, for modern states. This article seeks to demonstrate the `democratic-ness' of representation through historical (...) argument. This focus leads to the revisions and challenges to `democracy' that occurred during the French Revolution, where crucial developments can be seen in the bringing together of the two previously antithetical concepts of democracy and representation. It is argued that this is when the conceptual and theoretical framework for modern democracy starts to be built in earnest. This is shown through a close reading of two key revisions in how democracy is understood in relation to representative rule, provided by a pair of political actors at the very heart of the Revolution: Thomas Paine and Maximilen Robespierre. What makes these two protagonists so important is that they offer bold and particularly modern revaluations of democracy, which simultaneously challenge both the `evaluative' and the `descriptive' sides of the concept. In so doing, Paine and Robespierre conceive of democracy as including representation and, at the same time, paint democracy as something positive and valuable. The reflections and innovations of democracy found in these two central and polarizing figures are exemplary in the unique combination of reconfiguring of democracy and representation — a pairing that may now seem very normal, but in the 18th century was nothing short of oxymoronic. Modern society is characterised by rapid technological development that is often socially controversial and plagued by extensive scientific uncertainty concerning its socio-ecological impacts. Within this context, the concept of ‘responsible research and innovation’ is currently rising to prominence in international discourse concerning science and technology governance. As this emerging concept of RRI begins to be enacted through instruments, approaches, and initiatives, it is valuable to explore what it is coming to mean for and in practice. In this paper (...) we draw attention to a realm that is often backgrounded in the current discussions of RRI but which has a highly significant impact on scientific research, innovation and policy—namely, the interstitial space of international standardization. Drawing on the case of nanoscale sciences and technologies to make our argument, we present examples of how international standards are already entangled in the development of RRI and yet, how the process of international standardization itself largely fails to embody the norms proposed as characterizing RRI. We suggest that although current models for RRI provide a promising attempt to make research and innovation more responsive to societal needs, ethical values and environmental challenges, such approaches will need to encompass and address a greater diversity of innovation system agents and spaces if they are to prove successful in their aims. In response to the unsettled state of modern intellectual history, a model is offered for categorizing its subject matter. Two challenges to intellectual history are first examined: the relation of intellectual to social history and the relation of intellectual history to other disciplines which purport to deal with thought. The model proposed breaks down the "ideas" of intellectual historians into two sorts: 1) systems, complex bodies of thought related in a coherent fashion; and 2) embodiments, a way of fixating or (...) condensing a complex of meanings into a single expression. Each entails a distinct mode of communication, the former by processes of education or socialization, the latter by single symbols or slogans. The distinction between systems and embodiments is clarified by comparison to the abstract-concrete and the discursive-mythical thought distinctions. The "ideas" of intellectual history should ideally include both systems and embodiments as their components, as in the case of the Lutheran Reformation and the French Revolution. By showing their relation to other disciplines, these distinctions can be seen to demarcate the space in which intellectual history can operate. (shrink)

The physical and relational structure of the biologic continuum (both internal and external to the organism) creates the information signature that is the basis for the origination of meaning in the living system. A meaning metric can be grounded in the significance of that information to the stability of the system during the process of adaptive reconciliation of divergences from the steady state condition. From this perspective, an information-theoretic formulation of the process for translating incident information into adaptive action (...) is proposed that can be practically used in defining and quantifying the meaning of that information for the living system. The paper presents the most general aspects of scientific modeling and shows that social systems naturally include different belief systems. Belief systems differ in a variety of respects, most notably in the selection of suitable qualities to encode and the internal structure of the observables. The following results emerge from the analysis: conflict is explained by showing that different models encode different qualities, which implies that they model different realities; explicitly connecting models to the realities that they encode makes (...) it possible to clarify the relations among models; by understanding that social systems are complex one knows that there is no chance of developing a maximal model of the system; the distinction among different levels of depth implicitly includes a strategy for inducing change; identity-preserving models are among the most difficult to modify; since models do not customarily generate internal signals of error, strategies with which to determine when models are out of synch with their situations are especially valuable; changing the form of power from a zero sum game to a positive sum game helps transform the nature of conflicts. Slovenian epistemology is characterised by an idiosyncratic canon, based on three fundamental authors: Gaston Bachelard, Alexandre Koyré, and Thomas Kuhn. What binds this canon together is the attitude that the history of science should be viewed as a history of radical breaks or revolutions in scientific thought. The drawback of such an anthology of authors is not only that it is outdated, but that, from the position of this canon, it is difficult to discern the problems stemming from the (...) approach to history of science it endorses. In order to highlight the blind spots of Slovenian epistemology, I examine a different interpretative trajectory of the notion of scientific revolution in the United Kingdom and the United States. The methodological program, which focuses on revolutionary breakthroughs in scientific ideas, is thus re-evaluated by considering its strategic role in the institutionalisation of the history of science as a discipline. The event that marked the translation of French epistemology into English history of science were the lectures of the delegates from the Soviet Union at the Second International Congress of the History of Science and Technology in 1931. In post-war Anglo-American history of science, the concept of scientific revolution was adopted as a means of excluding Marxist studies of science – which had spread under the influence of the Soviet delegation – from the realm of acceptable discourse. I demonstrate how the Cold War historiography of science introduced a divide between the “internal” and “external” factors of scientific development, and their supposed synthesis in the work of Thomas Kuhn. Finally, I review the critiques that the sociology of scientific knowledge levelled at the story of the Scientific Revolution and point out the importance of these controversies for current epistemological research. Unnatural States is a radical critique of international theory, in particular, of the assumption of state agency--that states act in the world in their own right. Peter Lomas argues that since the universal states system is inequitable and rigid, and not all states are democracies anyway, this assumption is unreal, and to adopt it means reinforcing an unjust status quo. Looking at the concepts of state, nation, and agency, Lomas sees populations struggling to find an agreed model of the (...) state, owing to inherited material differences; and unsurprisingly, among theorists of the nation, only controversy and a great confusion of terms. Meanwhile, the functional incarnations of the state agent are caricatures: the mandarin state, the lawyer state, the landlord state, the heir-to-history state, and the patriot state. Yet recent developments in international theory (constructivism, scientific realism, postmodernism) sacrifice state agency only at the price of an unhelpful abstraction. The states system is dysfunctional and obsolete, Lomas contends, and international theory must be recast, with morality as central, to inspire and to guide historic change. He focuses in his conclusion on prescriptions for change, led by four moral concerns: human rights, weapons of mass destruction, relations between rich and poor societies, and the environment. "I begin this book," writes Lomas, "with the commonest commonplace of international theory, to expose it as a meaningless cliche. In the masterly hands of Hobbes, it was elaborated into a shock formula for organized society, a reading of history as civilization's failure. Kant sought to rescue morality from Hobbes and create the structures of modernity, but Kant's influence is coming to an end. In the Cold War, politicians disagreeing over another philosopher almost brought the world to an end. Hence the challenges of our time. These are primary and profound. Philosophers have done much to define the modern world. The point of international theory is to change it.". (shrink)

Can research be studied in a way that is neither logical reconstruction nor empirical psychology or sociology of science? In contemporary philosophy of science this is usually denied—in spite of the recent 'paradigm shift' there. A system-philosophy approach in theory of research is outlined by means of some models : a research enterprise is viewed as a productive, innovative system, the research process as a transformation of complexes of knowledge-problems-instruments (software and hard ware). The direction this development takes is guided (...) by preconceptions about the subject matter and a programmatic conception of the discipline based on them ('internal steering factors'). The dynamics of the research process are schematized as a co-agency of 'theoretical and 'empirical' moments, which is viewed as a flow of problems, information, and conceptual frameworks. Empirically discovered pieces of knowledge may resist all attempts to explain them: the flow is disturbed, and only an extraordinary innovation on the 'theoretical' level can restore the balance. This involves a shift in perspective: a shift in the 'internal steering factors'. (In this way one type of 'scientific revolution' (Kuhn's type) is conceptualized). After a perspectival shift one will ask 'Does it constitute progress ?' Types of criteria are suggested. Although they do not apply to all research situations, they over-arch research-traditions. Eventually the above models are applied in the reflection of Research Theory on itself. Research Theory should improve our knowledge about knowledge-production. This knowledge should contribute to improving our image of science and the researcher's sensitivity—by providing better tools for concept ualizing research situations and for imagining possible alternatives. Maxwellian electrodynamics genesis is considered in the light of the author’s theory change model previously tried on the Copernican and the Einstein revolutions. It is shown that in the case considered a genuine new theory is constructed as a result of the old pre-maxwellian programmes reconciliation: the electrodynamics of Ampere-Weber, the wave theory of Fresnel and Young and Faraday’s programme. The “neutral language” constructed for the comparison of the consequences of the theories from these programmes consisted in the language of (...) hydrodynamics with its rich content of analogous models ranging from the uncompressible fluid up to molecular vortices. The programmes’ meeting led to construction of the whole hierarchy of crossbred objects beginning from the displacement current and up to common hybrids. After that the interpenetration of the pre-maxwellian programmes began that marked the beginning of theoretical schemes of optics and electromagnetism unification. Maxwell’s programme did assimilate some ideas of the Ampere-Weber programme, as well as the presuppositions of the programmes of Fresnel and Faraday; and the significance of this fact for further methodology of scientific research programmes development is discussed. It is argued that the core of Maxwell’s unification strategy was formed by Kantian epistemology looked through the prism of William Whewell and such representatives of Scottish Enlightenment as Thomas Reid and William Hamilton. All these enabled Maxwell to start to unify not only optics and electromagnetism, but British and continental research traditions as well. Maxwell’s programme did supersede the Ampere-Weber one because Maxwell did put forward as a synthetic principle the idea, that differed from that of Ampere-Weber by its flexible and contra-ontological, strictly epistemological, Kantian character. For Maxwell, ether was not the last building block of physical reality, from which fields and charges should be constructed . “Action at a distance”, “incompressible fluid”, “molecular vortices” were only analogies for Maxwell, capable to direct the researcher on the “right” mathematical relations. From the “representational” point of view all this hydrodynamical models were doomed to failure efforts to describe what can not be described in principle – things in themselves, the “nature” of electrical and magnetic phenomena. On the contrary, Maxwell aimed his programme to find empirically meaningful mathematical relations between the electrodynamics basic objects, i.e. the creation of inter - coordinated electromagnetic field equations system. Namely the application of this epistemology enabled Hermann von Helmholtz and his pupil Heinrich Hertz to arrive at such a version of Maxwell’s theory that served a heuristical basis for the radiowaves discovery. Biobanks are precariously situated at the intersection of science, genetics, genomics, society, ethics, the law and politics. This multi-disciplinarity has given rise to a new discourse in health research involving diverse stakeholders. Each stakeholder is embedded in a unique context and articulates his/her biobanking activities differently. To researchers, biobanks carry enormous transformative potential in terms of advancing scientific discovery and knowledge. However, in the context of power asymmetries in Africa and a distrust in science born out of historical exploitation, (...) researchers must balance the scientific imperative of collecting, storing and sharing high quality biological samples with obligations to donors/participants, communities, international collaborators, regulatory and ethics authorities. To date, researcher perspectives on biobanking in South Africa have not been explored and documented. In-depth qualitative interviews were conducted with a purposive sample of 21 researchers – 8 in the Western Cape, 3 in Gauteng and 10 in Kwa-Zulu Natal. Interviews lasted approximately 40–60 min and were audiotaped with consent. Thematic analysis of the transcribed interviews was conducted by the co-authors. Researchers articulated serious concerns over standardised regulatory approaches that failed to consider the heterogeneity of biobanks. Given that biobanks differ considerably, guidelines and RECs need to stratify risk accordingly and governance processes and structures must be flexible. While RECs were regarded as an important component of the governance structure researchers expressed concern about their expertise in biobanking. Operational management of biobanks was regarded as an ethical imperative and a pre-requisite to building trust during consent processes. While broad general consent was preferred, tiered consent was thought to be more consistent with respect for autonomy and building trust. Material Transfer Agreements were often lacking when biosamples were exported and this was perceived to impact negatively on trust. On the other hand, researchers believed that authentic community engagement would help to build trust. Building trust will best be achieved via a system of governance structures and processes that precede the establishment of a biobank and monitor progress from the point of sample collection through to future use, including export. Such governance structures must be robust and must include comprehensive national legislation, policy and contextualised guidelines. Currently such governance infrastructure appears to be lacking in many African countries including South Africa. Capacity development of all stakeholders including REC members will enhance expeditious and efficient review of biobanking protocols which in turn will reinforce trust in the researcher-donor relationship. Science translation and community engagement in biobanking is integral to the success of biobanking in South Africa. (shrink)

In this paper we examine the pattern of conceptual change during scientific revolutions by using methods from cognitive psychology. We show that the changes characteristic of scientific revolutions, especially taxonomic changes, can occur in a continuous manner. Using the frame model of concept representation to capture structural relations within concepts and the direct links between concept and taxonomy, we develop an account of conceptual change in science that more adequately reflects the current understanding that episodes like the (...) Copernican revolution are not always abrupt. When concepts are represented by frames, the transformation from one taxonomy to another can be achieved in a piecemeal fashion not preconditioned by a crisis stage, and a new taxonomy can arise naturally out of the old frame instead of emerging separately from the existing conceptual system. This cognitive mechanism of continuous change demonstrates the constructive roles of anomaly and incommensurability in promoting the progress of science. (shrink)

Institutions in France are not yet well prepared to respond to allegations of scientific misconduct. Following a serious allegation in late 1997. INSERM,* the primary organization for medical and health-related research in France, began to reflect on this subject, aided by scientists and jurists. The conclusions have resulted in establishing a procedure to be followed in cases of alleged misconduct, and also in reinforcing the application of good laboratory practices within each laboratory. Guidelines for authorship practices and scientific (...) assessment must also be considered. Even though each institution must remain responsible for responding to allegations of scientific misconduct within its doors, INSERM would like to see national, European, and international co-ordination about the methods of such response. This book focuses on sovereignty referendums, which have been used throughout different historical periods of democratization, decolonization, devolution, secession and state creation. Referendums on questions of sovereignty and self-determination have been a significant element of the international political and legal landscape since the French Revolution, and have been a central element in the resolution of territorial issues from the referendum in Avignon in 1791 until today. More recent examples include Quebec, East Timor, New Caledonia, Puerto Rico and South (...) Sudan. The global aim of this book is to achieve a better empirical and legal understanding of sovereignty referendums and related problems in international and national law and politics. The article by Academician P. L. Kapitsa published below is devoted to problems of the utmost importance, which have come to be termed "global." The Twenty - fifth Congress of the CPSU pointed to the need to study them scientifically and solve them practically, emphasizing that they touch on the interests of humanity as a whole and will exercise an increasingly marked influence on the lives of every people and on the entire system of international relations. In their (...) social philosophical aspects they have been discussed more than once in the pages of Voprosy filosofii. Discussions of these problems took place at the round tables entitled "Man and His Environment" [See translation in our Fall-Winter 1974 number. — Ed., Soviet Studies in Philosophy], "Social Philosophy Problems of Demography," and "Science and Global Problems of Our Time," and numerous articles have been published in such series as "Science and Social Progress," "The Peace Program and the Dialectics of International Relations" [See translation in our Fall 1975 issue. — Ed., Soviet Studies in Philosophy], and "Man — Society — Nature." The editors of the journal, guided by the directives of the Twenty-fifth Party Congress on the need for further investigation of such global problems of our time, are inclined to continue the discussion of them in the future; another round table devoted to these problems is being planned now. The article by Academician P. L. Kapitsa, it seems to us, will provide fruitful stimuli for discussion at this round table, which will probably be published in several installments. As the author himself emphasizes, certain positions in his article are debatable and require discussion. The journal invites philosophers, demographers, economists, and representatives of the natural sciences to take part in discussions of the problems posed. Certain questions examined in Kapitsa's article are also treated in articles by Howard L. Parsons, A. D. Ado, and Iu. A. Kirshin published in this issue of the journal. (shrink)

The article examines and analyzes the state structures of Soviet Ukraine in the 20s and 30s of the twentieth century, which were responsible for the organization, support and control in the field of culture and science of the country. In line with the postmodern transformations of this chronological segment, the system of state structures and their influence on the activities of semi-independent scientific organizations have been reconstructed. In view of postmodernism as a philosophical current, the nonviolent resistance of the (...) scientific intelligentsia to proletarian culture, forced by the Soviet nomenklatura with a mass, uncompromising character, is revealed. The political processes around state structures and scientific organizations are reproduced in historical retrospect. The activity of scientific organizations of the above historical period is investigated and an attempt is made to reproduce their organizational and social network. The article proves that the evolution of modern society is due to the complex influence of a set of important trends and factors that determine the progressive development of its economic, political, social and spiritual spheres. The relevance of the study is due to modern transformation processes in a post-communist society focused on democratic, liberal European values. With the spread and development of liberal views in Ukrainian society, we are increasingly seeing the emergence of private scientific institutions, which are the prototypes of scientific organizations of the previous century. As a result, their internal activities and connections with other organizations are of great interest today, not only among scientists, but also among business representatives. This necessitates a more in-depth development of this problem, taking into account the evolution of the theory and practice of social and public administration of various forms of ownership of organizations and enterprises. Kant’s transcendental philosophy of Kant is the metaphysics of possible experience related to the solution of the [semantic] problem set in his famous letter to M. Hertz (02.21.1772): “What is the ground of the relation of that in us which we call 'representation' to the object?” There are two possible ways to solve it: empiricism and apriorism, – and Kant chooses the second of them, thus making his “Copernican Revolution”. In the Preface to the 2nd ed. Critique Kant correlates his (...) Copernican turn/revolution with "altered method of our way of thinking [in metaphysics]" [BXVIII] and considers it as an analogue of the hypothetico-deductive scientific method of Copernicus – Galileo – Newton. The analysis of structure of the Copernican Revolution shows that it is possible to pick out two vectors: the empirical (from the thing-in-itself to representations) and the noumenal ones (from the transcendental unity of apperception [or transcendental object] to objects of experience). The introduction of an a priori vector (resp. a priori forms) means that Kant's conception is not empirical, but Kant’s keeping empirical vector says that it is compatible with empirical realism [A370–1]. Thus, Kantian transcendentalism is a synthesis of realism (basic level) and transcendental idealism (as a meta-level superstructure above it), whose task is to find out and analyze the transcendental conditions [possibility] of our knowledge of objects. Studies on difficulties in understanding scientific terms have shown that the problem is more serious among non-Western learners. The main reasons for this are the learners' pre-existing knowledge of scientific terms, their native language incommensurability with Western languages, and the polysemy of the words used to denote scientific concepts. The current study is an analysis of the conceptualisation of scientific concepts in two culturally different languages, i.e. Arabic and French, which represent a non-Western language and (...) a Western language respectively. Physics concepts which are considered as some of the most challenging concepts for non-Western languages (Loo 2005; Aranador 2005) were selected for analysis. To this end, the terms that refer to two physics concepts, "weight" and "mass" in Arabic وَزْن (wazn) and كُتْلَة (kutla) and in French poids and masse were semantically analysed. The analysis of the concepts in both languages is informed by the prototype theory by Rosch (1973; 1975), idealised cognitive models (ICMs) by Lakoff (1987), and conceptual metaphor and conceptual metonymy by Lakoff and Johnson (2003). The data for analysis were retrieved from two comparable Arabic and French corpora, namely the ArabiCorpus and the Concordancier-Corpus Français. The results suggest that there are both similarities and differences between the Arabic and French concepts in terms of meanings, prototypes, and metaphorical as well as metonymic semantic extensions. These findings support the argument that the human conceptual system is related to our environmental and cultural experiences and also importantly, validate previous claims on the need for educators to be cognizant of the culturally relevant meanings of scientific words found in everyday language that may impede learners' understanding of scientific concepts. In this essay we collect and put together a number of ideas relevant to the under- standing of the phenomenon of creativity, confining our considerations mostly to the domain of cognitive psychology while we will, on a few occasions, hint at neuropsy- chological underpinnings as well. In this, we will mostly focus on creativity in science, since creativity in other domains of human endeavor have common links with scientific creativity while differing in numerous other specific respects. We begin by (...) briefly introducing a few basic notions relating to cognition, among which the notion of ‘concepts’ is of basic relevance. The myriads of concepts lodged in our mind constitute a ‘conceptual space’ of an enormously complex structure, where con- cepts are correlated by beliefs that are themselves made up of concepts and are as- sociated with emotions. The conceptual space, moreover, is perpetually in a state of dynamic evolution that is once again of a complex nature. A major component of the dynamic evolution is made up of incessant acts of inference, where an inference occurs essentially by means of a succession of correlations among concepts set up with beliefs and heuristics, the latter being beliefs of a special kind, namely, ones relatively free of emotional associations and possessed of a relatively greater degree of justification. Beliefs, along with heuristics, have been described as the ‘mind’s software’, and con- stitute important cognitive components of the self-linked psychological resources of an individual. The self is the psychological engine driving all our mental and physical activity, and is in a state of ceaseless dynamics resulting from one’s most intimate ex- periences of the world accumulating in the course of one’s journey through life. Many of our psychological resources are of a dual character, having both a self-linked and a shared character, the latter being held in common with larger groups of people and imbibed from cultural inputs. We focus on the privately held self-linked beliefs of an individual, since these are presumably of central relevance in making possible inductive inferences – ones in which there arises a fundamental need of adopting a choice or making a decision. Beliefs, decisions, and inferences, all have the common link to the self of an individual and, in this, are fundamentally analogous to free will, where all of these have an aspect of non-determinism inherent in them. Creativity involves a major restructuring of the conceptual space where a sustained inferential process eventually links remote conceptual domains, thereby opening up the possibility of a large number of new correlations between remote concepts by a cascading process. Since the process of inductive inference depends crucially on de- cisions at critical junctures of the inferential chain, it becomes necessary to examine the basic mechanism underlying the making of decisions. In the framework that we attempt to build up for the understanding of scientific creativity, this role of decision making in the inferential process assumes central relevance. With this background in place, we briefly sketch the affect theory of decisions. Affect is an innate system of response to perceptual inputs received either from the exter- nal world or from the internal physiological and psychological environment whereby a positive or negative valence gets associated with a perceptual input. Almost every sit- uation faced by an individual, even one experienced tacitly, i.e., without overt aware-ness, elicits an affective response from him, carrying a positive or negative valence that underlies all sorts of decision making, including ones carried out unconsciously in inferential processes. Referring to the process of inferential exploration of the conceptual space that gener- ates the possibility of correlations being established between remote conceptual do- mains, such exploration is guided and steered at every stage by the affect system, analogous to the way a complex computer program proceeds through junctures where the program ascertains whether specified conditions are met with by way of generating appropriate numerical values – for instance, the program takes different routes, depending on whether some particular numerical value turns out to be positive or negative. The valence generated by the affect system in the process of adoption of a choice plays a similar role which therefore is of crucial relevance in inferential processes, especially in the exploration of the conceptual space where remote domains need to be linked up – the affect system produces a response along a single value dimension, resembling a number with a sign and a magnitude. While the affect system plays a guiding role in the exploration of the conceptual space, the process of exploration itself consists of the establishment of correlations between concepts by means of beliefs and heuristics, the self-linked ones among the latter having a special role in making possible the inferential journey along alternative routes whenever the shared rules of inference become inadequate. A successful access to a remote conceptual domain, necessary for the creative solution of a standing problem or anomaly – one that could not be solved within the limited domain hitherto accessed – requires a phase of relatively slow cumulative search and then, at some stage, a rapid cascading process when a solution is in sight. Representing the conceptual space in the form of a complex network, the overall process can be likened to one of self-organized criticality commonly observed in the dynamical evolution of complex systems. In order that inferential access to remote domains may actually be possible, it is necessary that restrictions on the exploration process – necessary for setting the context in ordinary instances of inductive inference – be relaxed and a relatively free exploration in a larger conceptual terrain be made possible. This is achieved by the mind going into the default mode, where external constraints – ones imposed by shared beliefs and modes of exploration – are made inoperative. While explaining all these various aspects of the creative process, we underline the supremely important role that analogy plays in it. Broadly speaking, analogy is in the nature of a heuristic, establishing correlations between concepts. However, analo- gies are very special in that these are particularly effective in establishing correlations among remote concepts, since analogy works without regard to the contiguity of the concepts in the conceptual space. In establishing links between concepts, analogies have the power to light up entire terrains in the conceptual space when a rapid cas- cading of fresh correlations becomes possible. The creative process occurs within the mind of a single individual or of a few closely collaborating individuals, but is then continued by an entire epistemic community, eventually resulting in a conceptual revolution. Such conceptual revolutions make pos- sible the radical revision of scientific theories whereby the scope of an extant theory is broadened and a new theoretical framework makes its appearance. The emerging theory is characterized by a certain degree of incommensurability when compared with the earlier one – a feature that may appear strange at first sight. But incommen- surability does not mean incompatibility and the apparently contrary features of the relation between the successive theories may be traced to the multi-layered structureof the conceptual space where concepts are correlated not by means of single links but by multiple ones, thereby generating multiple layers of correlation, among which some are retained and some created afresh in a conceptual restructuring. We conclude with the observation that creativity occurs on all scales. Analogous to correlations being set up across domains in the conceptual space and new domains being generated, processes with similar features can occur within the confines of a domain where a new layer of inferential links may be generated, connecting up sub- domains. In this context, insight can be looked upon as an instance of creativity within the confines of a domain of a relatively limited extent. (shrink)

This article questions the status of Vattel's Law of Nations as an exemplary illustration of eighteenth-century developments in the history of international law. Recent discussions of the relation between eighteenth-century thinking about the law of nations and the French Revolution have revived Carl Schmitt's contention about the nexus between just war theory and the emergence of total war. This evaluative framework has been used to identify Vattel as a moral critic of absolutism who helped undermine the barriers against (...) total war, as well as an architect and defender of those very barriers. Neither of these opposing readings is corroborated by late-eighteenth-century commentators on Vattel's treatise. To its late-eighteenth-century critics and defenders alike, Vattel's Law of Nations was distinguished by the weakness of its derivation of the law of nations from principles of natural law. Insofar as these readers did link Vattel to justifications of relatively unrestrained forms of warfare, they did so in connection with the perceived weakness of Vattel's moral position rather than with its strength. This late-eighteenth-century consensus on the defining features of Vattel's approach to the law of nations sits uncomfortably with Schmitt's evaluative framework, and indeed with other assessments of Vattel that limit themselves to orienting his treatise along fault lines in the historiography of international law. Kelsen's monistic theory of international law was shaped during his exile in Geneva, but its deep roots are to be found in his Pure Theory of Law, centred on the neo-Kantian notion of “system.” According to this conception, a legal system can only descend from a single principle. Consequently, Kelsen constructed a monistic theory of law, i.e., a legal system incorporating all norms into a pyramidal structure culminating in a single principle: the fundamental norm. This Kelsenian pyramid must also (...) include international law, considering that if international law were a legal system different from national law, the theoretical construction would need two fundamental norms. This dualism is as incompatible with Kelsen's monistic vision as Schmitt's theory of “Great Spaces,” creating a hierarchical system of international relations. In the Kelsenian pyramid, international law occupies a position superior to national law: The consequences of this assumption are discussed in some documents recently published in German and French. A major, but too-little-considered problem for Software Engineering is a lack of consensus concerning Computer Science and how this relates to developing unpredictable computing technology. We consider some implications for SE of computer systems differing scientific basis, exemplified with the International Standard Organisations Open Systems Interconnection layered architectural model. An architectural view allows comparison of computing technology components facilitating a view of computing as a continuum. For example, at one layer of computer architecture, components written in Turing-complete machine (...) language can be seen as deterministic and consistent with a theoretical paradigm of CS. At another layer, components closer to the human sphere have been seen as non-deterministic and inconsistent with theoretical CS. We compare unpredictable development of computing technology against the cyclic legacy of technological advance and scientific discovery, and suggest that SE indicates an enabling cycle, discernible in previous scientific revolution, is stalled or possibly hidden. The CS consequence of divorcing technological advance from scientific consensus is particularly concerning. For example human/computing events could be seen as unpredictable virtual phenomena that somehow extend the ontology of CS. Our approach challenges practical and philosophical boundaries by investigating if applying scientific method resolves any SE/Science dichotomy. (shrink)

The integrity of biomedical research depends heavily on the quality of research data collected. In turn, data quality depends on processes of data collection, a task undertaken by frontline research staff in many research programmes in Africa and elsewhere. These frontline research staff often have additional responsibilities including translating and communicating research in local languages, seeking informed consent for study participation and maintaining supportive relationships between research institutions and study participants and wider communities. The level of skills that fieldworkers need (...) to undertake these responsibilities clearly affects the quality of data collected, the ethics of research ‘on the ground’ and the short and long term acceptability of research.We organised an international workshop in Kenya in July 2014 to discuss the role of frontline staff in scientific research. A total of 25 field managers from 9 African countries and the UK met for 2.5 days to discuss the relationship between data quality and institutional performance management systems and how they affect career progression and supportive supervision policies of research frontline staff.From this workshop, and supporting an expanding literature on the role of fieldworkers in international health research, participants agreed that fieldworkers’ roles present them with practical and ethical challenges that their routine training does not adequately prepare them for. We argue that the common and complex challenges facing fieldworkers should in part be addressed through increased investment and collaborative agreements across types of research institutions in Africa. We call for standardization of core elements of training for this critically important cadre of research staff who perform similar roles and encounter similar challenges in many African settings. Although many valuable training elements are offered in institutions, there is a need to develop broader, more grounded and innovative strategies to address complex realities for fieldworkers, and support the integrity and ethics of health research in these settings. The actuality of the research topic is that for the development of Ukraine it is necessary to take into account the indisputable fact that globalization together with the information revolution has created new conditions for all types of life. Humanity continues to grow quantitatively and increase the number of independent states whose citizens use the national languages. The purpose of the study is a critical analysis of the reasons for the unprecedented complexity of language changes in Ukraine after the collapse (...) of the Soviet Union and the restoration of its independence. Objectives of the study - to identify the deep causes of the loss of the truth of Ukrainians about their linguistic past; to prove on the basis of the latest scientific discoveries the peculiarity of the linguistic contribution of the ancestors of Ukrainians to the emergence of the Indo-European linguistic family thousands of years ago; to fulfill the forecast for the future of international languages. The methodology of the research is the noointegral, systemic and noohistorical methods that allow a newer way to analyze the affinity of the Ukrainian language with English and to make a forecast of changes in the role of the English language in the future. Presenting main material: the result of the study is the discovery of evidence that the Ukrainian language is not just a little branch of the Russian language, but a transformed primary Indo-European language. The scientists from the West were proved that Ukrainians were the part of the inventors of agriculture in Levant. During the movement on the West they chose life on the black earths of Ukraine, joined with the Arians and created the civilization "Trypillya-1". Trypillians domesticated a horse, invented a wheel, created a metallurgy of bronze and formed the economic zone of the Greate Trypillya between the Carpathians and Western Siberia. All the common words of today about 400 Indo-European languages are a cloud of tags spread from the Great Trypillya. The article is devoted to the concept of "international language". The analysis of contemporary world language changes is carried out in order to assess the possibility of converting English into a global international language. Examples of the growth and decline of languages of certain peoples in the past are considered. The data on evolution and changes in the international language ranking in the New Times are given. The facts of the temporary leadership of the French, German and Russian languages are revealed and the main reasons for their retreat and decline are indicated. The reasons for the global use of English in the twentieth century are explained, but the assumption about the impossibility of its transformation into the universal language of humanity in the future is expressed. A forecast of the influence of progress in computer technologies and artificial intelligence on the ways of using English and other languages is made. The fact of the appearance of the first version of the computer multilingual translator Travis-1 is noted and its rapid improvement and inclusion in the software of near-future mobile devices, which spread on the planet in billions of copies, is envisaged. Conclusions - formulated suggestions for plans for the development of the education system in Ukraine. It is proposed to use positive experience in Scandinavian countries - Sweden and Finland in modernizing the teaching of English and other foreign languages. (shrink)

For a long time, the sections of the Philosophy of Right dedicated to the relations among states have been neglected by contemporary International Relations theories. However, especially since the end of the Cold War, this discipline has finally reconsidered Hegel’s theory, in particular by stressing two aspects: the thesis of an ”end of history” implied in it; and, more generally, the primacy of the state in international politics. This paper suggests a different interpretation. It argues that, (...) in order to really understand Hegel’s theory of international relations, it is necessary to consider how it is related to the momentous changes that occurred in the wake of the French Revolution and to previous philosophical developments in the Age of Enlightenment. Indeed, the convergence of these two aspects in his own philosophy of history should suggest that, according to Hegel, by the early nineteenth century international politics had finally entered a new era in which states would still interact as the foremost actors, but would be bound nonetheless by an unprecedented awareness of their historical character. This is an attempt to interpret the history of mechanism vs. vitalism in relation to the changing framework of culture and to show the interrelation between both these views and experimental science. After the scientific revolution of the seventeenth century, causal mechanism of classical physics provided the framework for the study of nature. The teleological and holistic properties of life, however, which are incompatible with this theory yielded — as a result both of internal developments within biology and of (...) a general reaction against dogmatic rationalism — to a vitalistic interpretation of life which ascribed a mysterious force to living organisms. It will be shown that both mechanism and vitalism are related to the experimental climate of the time in which they were popular. The controversy has now lost its raison d'être as a result of the development of the theory of systems and of a better understanding of the chemistry and evolution of life. (shrink)

This report presents the features of the organisation and the main ideas of the international scientific conference “‘No Right of Sedition’. Kant and the Problem of Revolution in the 18th—21st Century Philosophy.” The conference was held at the Immanuel Kant Baltic Federal University (IKBFU) in Kaliningrad on November 9—10, 2017 and was dedicated to the 100th anniversary of the Russian Revolution. The event was organised by the Academia Kantiana — a research unit on comparative studies on Russian and (...) Western philosophy at the IKBFU’s Institute for the Humanities. The reports presented at the conference focused on the analysis of the phenomenon of revolution from Kant to the present day as well as the conceptions of revolution that appeared around the time of the Russian Revolution in 1917. The report summarises all the presentations and discussions that took place at the confe­rence in accordance with the thematic clusters. The conference confirmed that Kant’s ideas on the state and the revolution are still relevant today. (shrink)
