This book deals with the theme of Christian ministry from historical, systematic, biblical and practical theological perspectives. Its approach is descriptive analytical and constructive. It is provocative in its interpretation of the biblical texts discussed and challenging in the reflections of who may be admitted into the ordained ministry and how this ministry ought to be conducted. Biblical exegesis is utilized while keeping in mind that that the human element in biblical text is both substantial and determinative despite the presupposition (...) that they are divinely inspired. Biblical texts have to be interpreted taking into account that the ordained ministry is for, and is carried out by fallen justified individuals, preparing and assisting human beings to live in a better way in this life and to be accepted by their Savior in the Kingdom of God. It is hoped that readers of this book will not only enjoy it but they will participate in the discussions it has initiated for the good of the ministry in African Christianity. All those who care for the One Holy Catholic Church are duty-bound to contribute in thought, words and deeds towards sound, workable, acceptable and effective teachings and norms on the various forms of Church Ministry. President Barack Obama ordered federal regulatory agencies to engage in a retrospective regulatory review process in early 2011. This paper reports the initial results of an analysis of participation in the notice and comment process by business and public interest groups. The focus of the analysis is on comments given to the Environmental Protection Agency (EPA). Some attention is given to the EPA’s identification of regulations to be reviewed, as a result of this process.

While it is generally assumed that large corporations today give rhetorical support for basic human rights in public relations documents, skepticism continues toarise about the behavior of these firms. Do company actions support their rhetoric? This paper provides the initial analysis of our study of both rhetoric and practice regarding human rights in a small sample of large U.S. firms. At this point in the analysis, UNGC membership does not appear to have much influence on corporate rhetoric, but may be (...) partially correlated with several measures of corporate performance on human rights issues. Drawing from contemporary social science studies on the shifting regime of research governance, this paper extends the literature by utilizing a metaphoric image—research is a game—observed in a field engagement with 82 American, British, and Danish crop and plant scientists. It theorizes respondents’ thinking and practices by placing the rules of the research game in dynamic and interactive tension between the scientific, social, and political-economic contingencies that generate opportunities or setbacks. Scientists who play the game exploit opportunities and surmount setbacks (...) by adopting strategies and reinventing tactics in order to maximize their winnings and to minimize their losses. Urban dwellers’ food and nutritional wellbeing are both dependent on infrastructure and can be indicative of wider wellbeing in urban contexts and societal health. This paper focuses on the multiple relationships that exist between food and infrastructure to provide a thorough theoretical and empirical grounding to urgent work on urban food security and nutrition in the context of rapid urban and nutrition transitions in the South. We argue that urban systems and food systems thinking have not been well aligned, but (...) that such alignment is not only timely and overdue but also fruitful for both thematic areas of research and policy. We draw in particular on work within wider urban political economy and political ecology that can be classified as part of the ‘infrastructural turn’ that is influential with urban studies but little acknowledged within food studies. Drawing on these literatures helps us to better understand the interrelationships between people, things and ideas that make up both infrastructure and food systems. Policy, planning and research relating to both food and urban systems cannot afford to ignore such interlinkages, though much policy still operates on the neat assumptions of progressive connectivity to ‘the grid’ and formal food retail. Instead we argue how in many urban governance systems, a variety of hybrid mechanisms—on and off the grid, public and private formal and informal—better represent how urban residents, particularly the most marginalised, meet their everyday food and infrastructural needs along a continuum of gridded and off-grid access. Nurses play a key role in the provision of services in relation to sexuality in both primary and sexual and reproductive health‐care. Given the intersection of sexualities with a range of social injustices, this study reviews research on nursing practice concerning sexuality from an emancipatory/social justice perspective. A systematic review of English articles published in nursing journals appearing on the Web of Science database from 2009 to 2014 was conducted. Thirty‐eight articles met the inclusion criteria. Analysis consisted of a descriptive (...) phase (types and location of studies, aspects of sexualities focused on, target health users and aspects of nursing practice focused on) and a critical/emancipatory phase. In terms of practice, our analysis revealed that: barriers exist to the integration of issues relating to sexuality in nursing practice; the social location of nurses and their personal feelings regarding sexuality influence their practice; content that addresses gendered norms and media that assist in communication underpin some emancipatory practices. Few studies locate analyses of nursing practice within gendered, cultural and social norms; consider advocacy as part of the practice of nurses; or analyse the promotion of health user participation in health services and structures. Results: We analyzed 1,402 surveys and 15 in-depth interviews. Many (32%) CL participants reported greater difficulty refilling medications and a minority (14%) reported greater difficulty accessing HIV care during the pandemic. Most (99%) Opt4Mamas participants reported no difficulty refilling medications or accessing HIV/pregnancy care. Among the CL participants, older women were less likely (aOR = 0.95, 95% CI: 0.92–0.98) and women with more children were more likely (aOR = 1.13, 95% CI: 1.00–1.28) to report difficulty refilling medications. Only 2% of (...) CL participants reported greater difficulty managing FP and most (95%) reported no change in likelihood of using FP or desire to get pregnant. Qualitative analysis revealed three major themes: (1) adverse organizational/economic implications of the pandemic, (2) increased importance of pregnancy prevention during the pandemic, and (3) fear of contracting COVID-19. Mercy killing in battle is an illegal activity, yet, the evidence suggests, it happens on battlefields the world over and it has probably done so throughout human history. This may be a ?silent? part of the battlefield that few survivors wish to remember or to report subsequently. The practice is illegal, yet it raises difficult, perhaps sometimes impossible, ethical problems. Mercy is a form of charity towards wrongdoers that justifies punishing them less severely than they deserve according to justice. Three main objections to mercy, or its exercise by organs of the state-that it is irrational, unjust and procedurally unfair-are addressed in the course of defending mercy as a value that has a place in deliberation about criminal punishment. The virtue of mercy is widely admired, but is now marginalized in contemporary public life. Yet for centuries it held a secure place in western public discourse without implying a necessary contradiction with justice. Alex Tuckness and John M. Parrish ask how and why this changed. Examining Christian and non-Christian ancient traditions, along with Kantian and utilitarian strains of thought, they offer a persuasive account of how our perception of mercy has been transformed by Enlightenment conceptions of impartiality (...) and equality that place justice and mercy in tension. Understanding the logic of this decline, they argue, will make it possible to promote and defend a more robust role for mercy in public life. Is mercy more important than justice? Since antiquity, mercy has been regarded as a virtue. The power of monarchs was legitimated by their acts of clemency, their mercy demonstrating their divine nature. Yet by the end of the eighteenth century, mercy had become “an injustice committed against society... a manifest vice.” Mercy was exiled from political life. How did this happen? In this book, Malcolm Bull analyses and challenges the Enlightenment’s rejection of mercy. A (...) society operating on principles of rational self-interest had no place for something so arbitrary and contingent, and having been excluded from Hobbes’s theory of the state and Hume’s theory of justice, mercy disappeared from the lexicon of political theory. But, Bull argues, these idealised conceptions have proved too limiting. Political realism demands recognition of the foundational role of mercy in society. If we are vulnerable to harm from others, we are in need of their mercy. By restoring the primacy of mercy over justice, we may constrain the powerful and release the agency of the powerless. And if arguments for capitalism are arguments against mercy, might the case for mercy challenge the very basis of our thinking about society and the state? An important contribution to contemporary political philosophy from an inventive thinker, On Mercy makes a persuasive case for returning this neglected virtue to the heart of political thought. I offer a solution to an old puzzle about how God can be both just and merciful at the same time—a feat which seems required of God, but at the same time seems impossible since showing mercy involves being more lenient than justice demands. Inspired by two of Jesus’ parables and work by Feinberg, Johnson and Smart, I suggest that following a “principle of merciful justice”—that persons ought to receive what they deserve or better—delivers mercy and justice simultaneously, (...) certainly in cases of distributions of goods, and even in cases of distribution of harms as well, if we can accept some qualifications. Mercy is the defining characteristic of Pope Francis’s leadership. Francis’s words and actions have made visible a discipline of mercy, which does more than illuminate God’s character and purpose; it offers an expansive imaginative framework to spark new possibilities for moral agency and growth. Before Francis, mercy received limited attention in the canon of Catholic social thought. Francis’s signature message of mercy retrieves a central moral duty in Scripture, provides a focal lens for Catholic social thought, (...) and aims to inspire a “revolution of tenderness” capable of inspiring personal conversion and social change. James F. Keenan defines mercy as “the willingness to enter the chaos of another.” Mercy thus defined, he argues, is the distinctive characteristic of Christian morality. This essay asserts that mercy is, in fact, a public virtue, one that can be affirmed across a broad range of religious and moral traditions. As a public virtue, mercy ought to shape both affective and effective responses to the Syrian refugee crisis in the United States.

On the basis of a communicative theory of criminal punishment, I show how mercy has a significant but limited role to play in the criminal law—in particular (although not only) in criminal sentencing. Mercy involves an intrusion into the realm of criminal law of values and concerns that are not themselves part of the perspective of criminal law: a merciful sentencer acts beyond the limits of her legal role, on the basis of moral considerations that conflict with the (...) demands of penal justice. Sometimes, however (but in a decent system of law in a decent society, rarely), that is how citizens should act. Finally, I discuss, and criticise, two attempts to find a place for mercy within a communicative conception of punishment, and argue that repentance is not an appropriate ground for leniency or mercy in sentencing. In this article I argue that mercy does not prevent the imposition of harsh punishment from being morally permissible. This article has two parts. In the first part, I argue that mercy is an imperfect duty, because only such a duty-type explains the attributes that are commonly ascribed to mercy. In the second part, I argue that mercy does not present a sufficient moral reason against the regular imposition of harsh punishment because it neither undermines nor (...) systematically overrides or weakens the retributive duties. This is in part because the imperfect duty to be merciful can be satisfied by actions taken in nonpunitive contexts alone. This is also in part because mercy is not particularly appropriate given the lack of positive desert of and good moral character in most of the culpable wrongdoers who deserve harsh punishment. Recent work on environmental virtue tends to focus on the role of virtues like love, care, respect, humility and wonder for nature. This essay considers the merits of regarding mercy for nature as an environmental virtue. It argues that mercy for nature is neither conceptually confused nor unacceptably anthropocentric, is exhibited by an important exemplar of environmental virtue, and is compatible with virtues of love, care, respect and humility. Forgiveness and mercy are both generous responses to wrongdoing. Forgiveness is a personal reaction to wrongful harm. It can be expressed in emotional, verbal, or relational terms, and it can potentially express a number of important moral values. Controversial topics with regard to forgiveness include the possibility of unforgivable actions and of third-party, self, and group forgiveness. Recent political developments have invited philosophical reflection on public forgiveness. Hanif Abdurraqib is always alert to those moments when ordinary life gets inhabited by the presence of something larger. Perhaps this is why his writing on music and pop culture in the US is furnished with words like grace, mercy, prayer. Consider for instance how an otherwise ordinary domestic scene is transformed into something holy in the poem, 'When We Were 13, Jeff's Father Left the Needle Down on a Journey Record Before Leaving the House One Morning and Never (...) Coming Back'. Abdurraqib recasts this episode from his childhood in Columbus, Ohio, in the 90s, as a religious experience, an exorcism. In the poem's climactic scene, Jeff's mother throws her wedding ring out of the window of the 'powder blue Ford Taurus',1 and instead of a gathering of the faithful sitting in church pews, as witnesses, we have 'four boys packed in/ the backseat tight like the tobacco in them cigarettes';2 and in place of a hymn, we have Journey's 1981 single, 'Don't Stop Believin''. Abdurraqib concludes the poem with an aside on music as a saving grace: and so maybe this is why grandma said a piano can coax even the most vicious of ghosts out of a body. And so maybe this is why my father would stare at the empty spaces my mother once occupied, sit me down at a baby grand and whisper play me something, child. (shrink)

The essays in this focus issue each insist on an integral connection between mercy and justice, yet each reconfigures that relationship by arguing that mercy is best understood as a normative response to others in their need. Shakespeare’s Merchant of Venice provides a dramatic setting for thinking about the relationship of mercy to justice, a topic of great concern to contemporary ethical and political thought. Traditionally classified as among Shakespeare’s comedies, the play can also be analyzed as a tragedy in which Shylock is the protagonist. The tragedy is driven by the relatively weak conception of mercy in relationship to justice that informs Portia’s famous soliloquy “the quality of mercy.... ” The mercy she (...) praises is closely related to the stoic conception of mercy that Seneca urges upon Nero, a mercy that is bound within the confines of justice. Examining Aquinas’ discussion of misericordia in relation to justice and forgiveness provides a more robust conception of mercy that is closely associated with friendship, particularly the friendship Aquinas argues is owed by all human beings to all human beings. This concept of mercy can rightly be said to be a mercy beyond justice, a mercy that justice strives to attain. (shrink)

This paper raises an uncommon question: What can studying Thomas Aquinas and Critical Race Theory teach us about failures to promote mercy across the color-line? I answer this question in five stages. After locating Thomas’s teachings on mercy and its impediments within his masterwork, the Summa theologiae, I excavate Thomas’s account of mercy’s impediments. In the late twelfth and early thirteenth century, increasingly sophisticated ethical thought made its way out of the theology texts and into pastoral guides and sermons, making it possible for a greater number of ethically informed lay people to share pastoral responsibility. One exercise of this responsibility was fraternal correction, through which a person, motivated by charity, rebukes a neighbor for his or her wrongdoing. This essay argues that the practice of fraternal correction is in fact a sort of blaming, (...) since it includes a judgment of blameworthiness and opprobrium for the offender’s bad choice, moral address directed to the offender, the demand for a response, and holding the offender accountable. However, in contrast to other forms of blame, the source of the offender’s accountability to the corrector in fraternal correction is the social system created by the exercise of mercy. (shrink)

The concept of forgiveness is analyzed as a moral gesture toward the offender designed to help restore that individual's moral standing. Jewish sources on the conditions under which forgiveness is obligatory are explored and two contrasting positions are presented: one in which the obligation to forgive is conditional on the repentance of the offender and another in which people are required to forgive unconditionally. These two positions are shown to represent different ways of framing the offending behavior that rest, in (...) turn, on different ways of balancing the need for justice and for mercy respectively. In the final analysis, Judaism's two contrasting attitudes toward forgiveness are rooted in different theological assumptions and different ways of construing the very goals of the moral life. Aphrodite, Athena, Mercury, and Hercules are all interesting characters from Greek Mythology, and William Moulton Marston makes it clear that their powers now "fight for America" in World War II. Wonder Woman's "Merciful Minerva!" uses the Roman name for Athena, and it is clear that her physical power and skill with weaponry is based on the ancient goddess. Wonder Woman's origin story uses the ancient Greek in exactly the same way the philosopher Georg Wilhelm Friedrich Hegel does in his Philosophy (...) of History. Hegel outlined his theory of history as a threefold progression. In the first stage, only the despot was free; in the second stage, the Greeks discovered that some are free; and in the third stage, the stage of the modern world, we know that all are free. The Wonder Woman origin story goes through the same three major stages, and uses the Greeks in that crucial second stage. (shrink)

This book sets stories of morally decent actions in a wider context of the essential barbarism of war. It charts the wider path of obscenity and atrocity in war to highlight moments of moral grace, of goodwill toward the enemy and civilians inside a frame of jarring ugliness and malice. It does not seek traditional war heroes or elevate anyone to secular sainthood. It presents ordinary people caught up in the extraordinary swirl of war, who did not see themselves as (...) saints or heroes at the time yet showed rare courage, notwithstanding. It presents portraits of everyday folk who reacted in a moment of crisis with mercy and sensitivity, with empathy for shared humanity with an enemy or the innocent. The goal is to recognize those brave few who refused immoral acts and orders, even at grave personal risk. Who in the midst of degradation and dehumanization saw common humanity, then chose not to pull the trigger. And others who put themselves outside suffocating conformity, to help rather than kill a wounded enemy or stop an atrocity. And those who made a simple gesture of kindness to a suffering enemy that had no larger consequence. Uninterested in saints, it looks to map a more modest, achievable and relatable lesson taken from the annals of war: an accounting best captured in a simple yet compelling word 'decency.'. (shrink)

A theory of punishment should give some account of mercy and yet it is true to say that very little has been said about it at all. It is commonly regarded as a praiseworthy element in moral behaviour—something to be practised occasionally both for the good of the one who punishes and the one who is punished. The suffering that punishment involves is unpleasant for all concerned, and if it is possible to avoid it or lessen it without moral (...) injustice, then it is desirable to do so. We condemn as hard and unbending the judge who never shows mercy and the suggestion is that the poor unfortunates whose lot it is to be judged by him are poor unfortunates indeed. This is reflected in the fact that the opposite of merciful—merciless—means cruel. Presumably there are occasions when it is appropriate to show mercy to an offender, and other occasions when it is not. What are the conditions for the appropriate exercising of mercy, how do we decide how much mercy is appropriate, and when is a judge morally obliged to be merciful, if ever? (shrink)

A pardon is an act of mercy according to the law, but is a pardon mercy in an ordinary or genuine sense? What distinguishes a pardon from a lenient judicial sentence, which is not mercy by the law’s lights? These are questions about what mercy as it is understood in law has to do with mercy as it is understood outside of law, and about who in government acts mercifully and when, if indeed anyone in (...) government ever does. Here I propose a general analysis of mercy, then bring that analysis to bear on government action. Three features of my analysis are noteworthy. First, almost all existing analyses say that mercy is unconstrained in a normative sense, but I argue that mercy is unconstrained in the way that arbitrary power is unconstrained. Second, although it’s often assumed that mercy must be motivated by compassion, I show that mercy only requires acting with the intention to benefit the recipient. Third, my analysis says that mercy requires the giver of mercy to overcome a motivation to treat the recipient harshly. Given this analysis, few government acts are merciful, but pardon is an institutional approximation or analog of mercy. -/- . (shrink)

Ethicists and activists have joined forces in recent years to address the problem of “epistemic injustice,” the unjust treatment of people as knowers and, by extension, as communicators. After highlighting the difficulties that come with applying their work to the hard case of the incarcerated individual, I turn from the ambiguities of justice to Christian views of mercy. In doing so, I aim to show the contributions religious ethics makes to discussions of epistemic responsibility and vice versa. More concretely, (...) I also aim to show that if and when disbelief is justified—even deserved—incarcerated individuals can and often should receive what I’m calling “epistemic mercy,” a view that revives longstanding debates about mercy and moral obligation.
