In Swedish military policy, the concept of kompetens (competence) describes the skills and capability of military personnel. Furthermore, “competence-in-use,” a multidimensional conceptual tool, has been used for decades in Swedish military instruction and training without having ever been empirically proven. In this pilot study, designed as an exploratory case study, we will try to connect theory to practice by examining the actual situations in which military competence is used. This article has two aims: First, to examine the relevance of the (...) concept of competence-in-use in Swedish military practice abroad, and second, to combine and evaluate two methods in an exploratory case study. To capture firsthand experiences of real combat situations, we selected a sample of 28 firsthand narratives from Swedish service members. Our mapping identifies the blurred transition between combat and noncombat situations. By way of conclusion, we suggest that our analysis tool is further tested, for example, in comparative studies between nations. (shrink)

Is the tendency to morally prioritize humans over animals weaker in children than adults? In two pre-registered studies (N = 622), 5- to 9-year-old children and adults were presented with moral dilemmas pitting varying numbers of humans against varying numbers of either dogs or pigs and were asked who should be saved. In both studies, children had a weaker tendency to prioritize humans over animals than adults. They often chose to save multiple dogs over one human, and many valued the (...) life of a dog as much as the life of a human. While they valued pigs less, the majority still prioritized ten pigs over one human. By contrast, almost all adults chose to save one human over even one hundred dogs or pigs. Our findings suggest that the common view that humans are far more morally important than animals appears late in development and is likely socially acquired. (shrink)

Artificial intelligence (AI) governance and auditing promise to bridge the gap between AI ethics principles and the responsible use of AI systems, but they require assessment mechanisms and metrics. Effective AI governance is not only about legal compliance; organizations can strive to go beyond legal requirements by proactively considering the risks inherent in their AI systems. In the past decade, investors have become increasingly active in advancing corporate social responsibility and sustainability practices. Including nonfinancial information related to environmental, social, and (...) governance (ESG) issues in investment analyses has become mainstream practice among investors. However, the AI auditing literature is mostly silent on the role of investors. The current study addresses two research questions: (1) how companies’ responsible use of AI is included in ESG investment analyses and (2) what connections can be found between principles of responsible AI and ESG ranking criteria. We conducted a series of expert interviews and analyzed the data using thematic analysis. Awareness of AI issues, measuring AI impacts, and governing AI processes emerged as the three main themes in the analysis. The findings indicate that AI is still a relatively unknown topic for investors, and taking the responsible use of AI into account in ESG analyses is not an established practice. However, AI is recognized as a potentially material issue for various industries and companies, indicating that its incorporation into ESG evaluations may be justified. There is a need for standardized metrics for AI responsibility, while critical bottlenecks and asymmetrical knowledge relations must be tackled. (shrink)

This paper analyzes three contrasting strategies for modeling intentional agency in contemporary analytic philosophy of mind and action, and draws parallels between them and similar strategies of scientific model-construction. Gricean modeling involves identifying primitive building blocks of intentional agency, and building up from such building blocks to prototypically agential behaviors. Analogical modeling is based on picking out an exemplary type of intentional agency, which is used as a model for other agential types. Theoretical modeling involves reasoning about intentional agency in (...) terms of some domain-general framework of lawlike regularities, which involves no detailed reference to particular building blocks or exemplars of intentional agency. Given the contrasting procedural approaches that they employ and the different types of knowledge that they embody, the three strategies are argued to provide mutually complementary perspectives on intentional agency. _Liberal Utilitarianism and Applied Ethics_ explores the foundations of early utilitarianism and, at the same time, the theoretical bases of social ethics and policy in modern Western welfare states. Matti Hayry sees the main reason for utilitarianism's growing disrepute among moral philosophers is that its principles cannot legitimately be extended to situations where the basic needs of the individuals involved are in conflict. This paper deals with the concept of practical wisdom and its applications in the field of jurisprudence. The starting point is the Aristotelian idea that a skill to understand and apply law is an embodiment of practical sense. racticality of law has many dimensions. One important dimension is contextuality. Contextuality appears as the situation dependence of interpretation. Hence, the ultimate content of law is context dependent, too. I try to elucidate the essence of practicality of law and its interpretation by (...) examining a precedent of the Finnish Supreme Court (KKO 1997: 87). It is a case involving the distribution of an estate among heirs. The main idea of that decision is that the proper values of inheritance‐shares depend on the utilization values of them and the whole economic situation among heirs. What is just depends on a situation. Taken seriously, the practicality and contextuality of law forces us to adopt an unconventional conception of jurisprudence. First, it is doubtful if one can point to any scientific method at all. Second, according to this conception, legal dogmatics is not a description of law. Rather, it is a skill of argumentation, the skill of taking considered steps from different kinds of arguments to conclusions. The purpose of legal dogmatics is to offer valid and useful arguments to be used in different situations. (shrink)

This article discusses the new microhistory of the 1970s and 1980s in terms of the concept of exceptional typical, and contrasts the new microhistory to old microhistory, in which the relationship between micro and macro levels of phenomena was defined by means of the concepts of exceptionality and typicality. The focus of the essay is on Carlo Ginzburg's method of clues, Walter Benjamin's idea of monads, and Michel de Certeau's concept of margins. The new microhistory is also compared with methodological (...) discussions in the social sciences. In the mid-1970s concepts like the micro-macro link or the microfoundations of macrotheory were introduced in sociology and economics. But these largely worked in terms of the concepts of typicality or exceptionality, and this has proved to be problematic. Only historians have developed concepts that escape these and the older definitions of the micro-macro relationship; indeed, the "new microhistory" can best be described in terms of the notion of "exceptional typical." This paper argues for theoretical modeling and model-construction as central (but not necessarily the only) types of activities that philosophers of social ontology (in the analytic tradition) engage in. This claim is defended through a detailed case study and revisionary interpretation of Raimo Tuomela’s account of the we-perspective. My interpretation is grounded in Ronald Giere’s account of scientific models, and argued to be compatible with, but less demanding than Tuomela’s own description of his account as a philosophical theory of the (...) social world. My approach is also suggested to be applicable to many (but not necessarily all) other methodologically naturalist accounts of collective intentionality and social ontology. (shrink)

Doren Recker has criticized the prevailing accounts of Darwin's argument for the theory of natural selection in the Origin of Species. In this note I argue that Recker fails to distinguish between a deductive short argument for the principle of natural selection, and a non-deductive, long argument which aims at establishing that the principle has explanatory power in the various domains of application. I shall try to show that the semantic view of theories, especially in its structuralist form, makes it (...) easy to distinguish between the two arguments and to explain how Darwin's long argument counts as one argument. I also raise a question about Recker's views on Darwin's mid-Victorian background, arguing that Newton's First Rule of Reasoning was not just a constraint on hypotheses involving unobservables, but a general request to keep conjecture and certainty apart. The paper sketches an account of explanatory practice in which explanations are viewed as answers to explanation-requiring questions. To avoid difficulties in previous proposals, the paper uses the structuralist account of theory structure, arguing that theories are complex and evolving entities formed around a conceptual core and a set of intended applications. The argument is that this view does better justice to theories which involve a number of different kinds of theory-elements to give narrative explanations. Theories are, among other things, (...) devices which can be used to turn explanation-requiring questions into a form which allows assessment of potential answers. Evolutionary theory, both in Darwin's and the modern synthetic forms, are used as examples. Detectives and scientists are in the business of reasoning from observations to explanations. This they often do by raising cunning questionsduring their inquiries. But to substantiate this claim we need to know how questions arise and how they are nurtured into more specific hypotheses. I shall discuss what the problem is, and then introduce the so-called interrogative model of inquiry which makes use of an explicit logic of questions. On this view, a discovery processes can be represented as a model-based (...) game in which an inquirer subjects a source of information to a series of strategically organized questions. Strategic principles and why-questions are especially important in heuristical reasoning. Why-questions have their own peculiar nature among questions. They indicate that the inquirer's expectations are somehow disappointed, and that is cognitively challenging. In a finished argument why-questions can be omitted, but in the search for more specific questions they are highly important. As a detetective example I shall analyze Sherlock Holmes reasoning in Silver Blace, the scientific one is A.R. Wallace's discovery of the principle of natural selection. In both of these examples the meaning of questions, especially of well-chosen why-questions, of strategic principles, and of highly structured background knowledge come to the fore. Good questions frequent those who have orderly expectations, based on experience and expertise (detectives!) or highly structured background theories (scientists!). (shrink)

Jaakko Hintikka's Kantianism in philosophy of logic and mathematics is known to go further than Kant's own, for he argues that mathematical reasoning involves the "language-games" of seeking and finding. Therefore, logic mirrors the structure of this activity. But Hintikka also pushes the Copemican Revolution further to epistemology and philosophy of science. He agrees that "reason has insight only into what which it produces after a plan of ist own", but gives the idea a new logical turn. Kant thought that (...) reason imposes certain architectonic constraints on the possible outcome of inquiry, but Hintikka's interrogative model of inquiry also emphasizes the activity of and therefore the strategy in, putting questions to Nature. Finland is internationally known as one of the leading centers of twentieth century analytic philosophy. This volume offers for the first time an overall survey of the Finnish analytic school. The rise of this trend is illustrated by original articles of Edward Westermarck, Eino Kaila, Georg Henrik von Wright, and Jaakko Hintikka. Contributions of Finnish philosophers are then systematically discussed in the fields of logic, philosophy of language, philosophy of science, history of philosophy, ethics and social philosophy. According to what one might call ‘indirect” forms of utilitarian thinking, the proper end of all human action is the greatest happiness of the greatest number of individuals, but due to the fallibility of moral agents this end cannot, and must not, be directly pursued. Instead, according to at least one version of the indirect theory, moral agents have a duty to act in conformity with a set of general rules which, in their turn, have been designed to promote the (...) greatest happiness of humankind. But acts which conform to such general rules can under exceptional circumstances occasion more suffering than happiness. This is clearly problematical to indirect utilitarians. If they follow the rules regardless of the evil consequences, it can be argued that they have abandoned the basic principles of utilitarianism. If, on the other hand, they refuse to follow the rules which normally promote the general good, their view can be seen to collapse into the direct form of the creed. (shrink)

The role that trust plays in blockchain-based systems is understood and portrayed in various manners. The blockchain technology is said to enable and establish trust as well as to redirect it, to substitute for it, and to make it obsolete. Furthermore, there is disagreement on whom or what users have to trust when using the blockchain technology: code, math, algorithms, and machines, or still human actors. This paper hypothesizes that the divergences of the depictions largely rest on implicitly adhering to (...) different accounts of trust. Thus, the goal of this paper is to outline how the current lack of a shared understanding of the term “trust” leads to diverging interpretations of the blockchain technology’s core features. Furthermore, it shows how this lack of common understanding obstructs scholars from referring to one another meaningfully in the discourse on blockchain technology. To do so, this paper outlines the most prominent depictions of the setup of relevant trust relationships within blockchain-based systems and traces their roots to different underlying assumptions on the nature of trust. Intentionality and the individuation of cognitive states presupposes cultural constraints that let socially constructed information flow. Fred dretske's information-Theoretical account of intentionality is criticised for ignoring the cultural constraints of human cognition.

There is a growing feeling in many Western countries that every human being has a right to health, or a right to health care. This feeling is reflected in a declaration of the World Health Organization (WHO) from 1976, which states: The enjoyment of the highest attainable standard of health is one of the fundamental rights of every human being without distinction of race, religion, political belief, economic or social condition. Our intention in the following is to use the WHO (...) declaration as a basis for considering the allocation of resources in health care. We shall first argue that most of the criteria suggested as grounds for fair allocation of scarce medical resources have their difficulties if one tries to apply them one by one to medical practices. We shall then go on to claim that, if we take the right of all human beings to health or health care even moderately seriously, increasing the resources would in most cases be more ethical than attempting to allocate them ‘fairly’. You are having your regular medical checkup, when, all of a sudden, the physician turns to you and says: “Oh, did I remember to mention that you can now live forever?” You look at the doctor enquiringly and she goes on: “Well, it’s not actual immortality, you know, but they’ve invented this treatment—I don’t have the full details—that stops aging, getting physically older. It might not be for everyone, but you seem to be a suitable candidate. You could (...) still die of accidents and illness, of course, but they’ve calculated that with care and any luck you should live to be a thousand, as opposed to the hundred or so that you would now have. And in a millennium, techniques will advance further, so there could be more in store for you after that.”. (shrink)

Governmental reactions to crises like the COVID-19 pandemic can be seen as ethics communication. Governments can contain the disease and thereby mitigate the detrimental public health impact; allow the virus to spread to reach herd immunity; test, track, isolate, and treat; and suppress the disease regionally. An observation of Sweden and Finland showed a difference in feasible ways to communicate the chosen policy to the citizenry. Sweden assumed the herd immunity strategy and backed it up with health utilitarian arguments. This (...) was easy to communicate to the Swedish people, who appreciated the voluntary restrictions approach and trusted their decision makers. Finland chose the contain and mitigate strategy and was towards the end of the observation period apparently hesitating between suppression and the test, track, isolate, and treat approach. Both are difficult to communicate to the general public accurately, truthfully, and acceptably. Apart from health utilitarian argumentation, something like the republican political philosophy or selective truth telling are needed. The application of republicanism to the issue, however, is problematic, and hiding the truth seems to go against the basic tenets of liberal democracy. (shrink)

Antinatalism is an emerging philosophy and practice that challenges pronatalism, the prevailing philosophy and practice in reproductive matters. We explore justifications of antinatalism—the arguments from the quality of life, the risk of an intolerable life, the lack of consent, and the asymmetry of good and bad—and argue that none of them supports a concrete, understandable, and convincing moral case for not having children. We identify concentration on possible future individuals who may or may not come to be as the main (...) culprit for the failure and suggest that the focus should be shifted to people who already exist. Pronatalism’s hegemonic status in contemporary societies imposes upon us a lifestyle that we have not chosen yet find almost impossible to abandon. We explicate the nature of this imposition and consider the implications of its exposure to different stakeholders with varying stands on the practice of antinatalism. Imposition as a term has figured in reproductive debates before, but the argument from postnatal, mental, and cultural imposition we launch is new. It is the hitherto overlooked and underdeveloped justification of antinatalism that should be solid and comprehensible enough to be used even by activists in support of their work. (shrink)
