In this chapter, I examine Max Deutsch’s dilemma for the implementation of newly engineered concepts. In the debate over this dilemma, the goal of conceptual engineering tends to be set either too high or too low. As a result, implementation tends to be seen as either very unlikely to succeed or too easily achievable. This chaper aims to offer a way out of this dilemma. I argue that the success conditions for implementation can be better understood if we distinguish between (...) different stages in the implementation process. Implementation is a complex process involving several stages, each of which can be evaluated as a success or a failure. I argue that even if an implementation does not reach the final stage in which a new concept is widely used in the society at large, it may not be a complete failure: conceptual engineers may not even aim for a new concept to be widely used in the society at large; or even if they do and a new concept only circulates in a smaller subgroup, this can still be a significant achievement. The upshot is that we should take more seriously the possibility that conceptual engineering can be implemented locally at the subgroup level. (shrink)

Rudolf Carnap was an Esperantist who also had an active interest in other international auxiliary languages (IALs), and noted a psychological affinity between the construction of IALs and symbolic language systems. This paper provides a detailed reconstruction of Carnap’s engagement with Esperanto and other IALs, drawing on his underdiscussed essay on IALs, “The Problem of a World Language,” and his unpublished material from the Virtual Archive of Logical Empiricism (VALEP). It addresses two questions: the first is about the relationship between (...) his interests in the two forms of language engineering, IALs and symbolic logic, and the second is about the philosophical implications of his engagement with IALs. As for the first question, I argue that underlying Carnap’s interests in both projects is the common idea that natural language is unsuited for some special purposes, which are better served by constructing new special languages. As for the second, I argue that considering Carnap’s views on IALs reveals that despite a utopian tendency, his view of language has several realistic aspects, such as (1) non-perfectionism, (2) experimentalism, and (3) a recognition of the role of psychological factors in language choice. Additionally, this paper also highlights Carnap’s neglected concerns about linguistic injustice suffered by speakers of minor languages and the use of the generic masculine. (shrink)

This paper aims to scrutinize how the notion of risk should be understood and applied to possibly catastrophic cases. I begin with clarifying the standard usage of the notion of risk, particularly emphasizing the conceptual relation between risk and probability. Then, I investigate how to make decisions in the case of seemingly catastrophic disasters by contrasting the precautionary principle with the preventive (prevention) principle. Finally, I examine what kind of causal thinking tends to be actually adopted when we make decisions (...) on emergent cases. Objective: Population based cohort studies involving genetic research have been initiated in several countries. However, research published to date provides little information on the willingness of the general population to participate in such studies. Furthermore, there is a need to discover the optimal methods for acquiring fully informed consent from the general population. We therefore examined the results of a population based genetic cohort study to identify the factors affecting the participation rate by members of the general public and also (...) specifically to examine the impact of different consent procedures on the rate of participation by prospective candidates and their subsequent withdrawal rate from the study.Design: Descriptive analyses.Setting and participants: The study evaluated two non-genetic subcohorts comprising 3166 people attending for a health checkup during 2002, and two genetic subcohorts comprising 2195 people who underwent a checkup during 2003.Main outcome measurements: Analysis endpoints were differences in participation rates between the non-genetic and genetic subcohorts, differences between providing non-extensive and extensive preliminary information, and changes in participation status between baseline and at 6 months.Results: Participation rates in the genetic subcohorts were 4·7–9·3% lower than those in the non-genetic subcohorts. The odds ratios of participation in genetic research were between 0·60 and 0·77, and the OR for withdrawal from the research was over 7·70; providing preliminary extensive information about genetic research reduced the withdrawal risks but worsened participation rates .Conclusions: The general population responded sceptically towards genetic research. It is crucial that genetic researchers utilise an informative and educational consent process worthy of public trust. (shrink)

Even after Willard Quine’s critique of the analytic-synthetic distinction in “Two Dogmas of Empiricism,” Wilfrid Sellars maintained some forms of analyticity or truth in virtue of meaning. In this article, I aim to reconstruct (a) his neglected account of the analytic-synthetic distinction and the revisability of analytic sentences, (b) its connection to his inferentialist account of meaning, and (c) his response to Quine. While Sellars’s account of the revisability of analytic sentences bears certain similarities to Carnap’s and Grice and Strawson’s (...) accounts, it is still striking in that it is part of his broader picture of how our language develops dynamically in our ongoing inquiry. I aim to show how it relates to his account of how the diachronic continuity in meaning, language, or conceptual framework can be preserved through a revision of analytic sentences and to his evolutionary account of the development of our language or conceptual framework. Fundamental notions Husserl introduced in Ideen I, such as epochè, reality, and empty X as substrate, might be useful for elucidating how mathematical physics concepts are produced. However, this is obscured in the context of Husserl’s phenomenology itself. For this possibility, the author modifies Husserl’s fundamental notions introduced for pure phenomenology, which found all sciences on the absolute Ego. Subsequently, the author displaces Husserl's phenomenological notions toward the notions operating inside scientific activities themselves and shows this using a case study (...) of the construction of noncommutative geometry. The perspective in Ideen I about geometry and mathematical physics includes points that are inappropriate to modern geometry and to modern physics, especially to noncommutative geometry and to quantum physics. The first point relates to the intuitive character of geometrical objects in Husserl. The second is linked to the notion of locality related to the notion of extension, by which Husserl characterizes the essence of physical things. The points show that the notion of empty X as a substrate, developed in “Phenomenology of Reason” in Ideen I, is helpful for considering the notions of physical reality and of geometrical space, especially reality in quantum physics and space in noncommutative geometry. The salient conclusions include the proposition that aphilosophical study of the relationship between the physical object X, which imparts a unity to what is given to sensibility, and the geometrical space X, which imparts a unity of sense to various mathematical operations, opens a reinterpretation of Husserl’s interpretation, supporting an epistemology of mathematical physics. Since Japan adopted the concept of informed consent from the West, its inappropriate acquisition from patients in the Japanese clinical setting has continued, due in part to cultural aspects. Here, we discuss the current status of and contemporary issues surrounding informed consent in Japan, and how these are influenced by Japanese culture.

In his 1975 paper “The Meaning of ‘Meaning’”, Hilary Putnam famously argued for semantic externalism. Little attention has been paid, however, to the fact that already in 1973, Putnam had presented the idea of the linguistic division of labor and the Twin Earth thought experiment in his comment on Wilfrid Sellars’s “Meaning as Functional Classification” at a conference, and Sellars had replied to Putnam from a broadly inferentialist perspective. The first half of this paper aims to trace the development of (...) Putnam’s semantic externalism, situate his debate with Sellars in it, and reconstruct the two arguments he presented against Sellars. The second half of this paper aims to reconstruct how Sellars replied to Putnam. I argue that Sellars not only accepts the social character of language but also suggests how inferentialists can accommodate the contribution of the world. Sellars’s key idea is that substance terms have a “promissory note aspect” which is to be cashed out in a successor conceptual framework. I reconstruct Sellars’s position as ideal successor externalism, and compare it with temporal externalism. (shrink)

This paper discusses how to refine a given initial legal ontology using an existing MRD (Machine-Readable Dictionary). There are two hard issues in the refinement process. One is to find out those MRD concepts most related to given legal concepts. The other is to correct bugs in a given legal ontology, using the concepts extracted from an MRD. In order to resolve the issues, we present a method to find out the best MRD correspondences to given legal concepts, using two (...) match algorithms. Moreover, another method called a static analysis is given to refine a given legal ontology, based on the comparison between the initial legal ontology and the best MRD correspondences to given legal concepts. We have implemented a software environment to help a user refine a given legal ontology based on these methods. The empirical results have shown that the environment works well in the field of Contracts for the International Sale of Goods. (shrink)

In recent years, a number of news stories were reported worldwide involving brain-dead pregnant women. Debates over providing life support to braindead pregnant women and delivery of their children have been around for some decades. Maintaining a woman’s life solely for fetal viability has become a major controversial social issue. Opposing opinions exist where one side supports the woman and her child should be left to die in dignity and the other side claims to protect the unborn child’s right to (...) live. Each group has strong beliefs. This paper addresses main aspects when considering the continuation of somatic support to the brain-dead pregnant woman for the purpose of fetus delivery including; human death, dignity of the woman, rights of the fetus, proportionality of acts, and the woman’s donor status, and independence of mother and fetus. Then, the authors present several diverse opinions and positions concerning the legitimacy of life support for brain-dead women based on them and critically evaluate them. We show that each and every claim can be ethically refuted. This paper also approaches to those claims from three different points of views, which are that of the brain-dead woman, her fetus and her family. We believe that the brain-dead woman’s wish and dignity, the child’s predicted wellbeing after birth, and the family’s beliefs and welfare should all be counted equally when making the final decision. In conclusion, we argue that the decision can be ethically justified only when the interests of all parties are appropriately taken into consideration and protected. (shrink)

Abstract:Many scientists argue that the world is becoming increasingly dominated by human activity, much to the detriment of the natural world. In what scholars have dubbed the Anthropocene, the current geological epoch during which time human activity has been the dominating force over climate and the environment, many questions of environmental ethics have arisen. Who does the earth belong to? What is the relationship between humans and the environment? What is the moral standing of non-human life? Locke and Rousseau provide (...) varying answers to these questions, which are central to discussions of environmental ethics. In many ways, Locke and Rousseau's answers are opposed to each other, suggesting a differing world view when it comes to environmental ethics. Locke's understanding of environmental ethics seems to dominate, and perhaps even cause, the onset of the Anthropocene, but Rousseau's response, and a potential turn toward his understanding of environmental ethics marks an ideological shift in the way that humans understand their relationship with the world around them. This paper argues that the writings of Locke and Rousseau correspond to different stages of the Anthropocene with significant effects on both environmental ethics and environmental governance and policy. This paper delves into the dispute surrounding “overcoming modernity” in Japanese philosophy, which arose before and during Japan’s Pacific War (the “Greater East Asia War”) in the late 1930s and its impact on the postwar period. Nishida Kitarō’s philosophy provided the foundation for “overcoming modernity,” and the “Oriental” logic of “nothing” emerged as a counterpoint to the rationalist spirit of the West. This logic has persisted from the postwar period to the present day via postmodernism. Takeuchi Yoshimi and Hiromatsu Wataru, (...) both discussed in this paper, played a crucial role in the discussions about this issue in the postwar era. Mainly, this paper focuses on the state of philosophy in Japan during the 1970 and 1980 s, highlighting the divergence in thinking about “nothing” by examining Nakamura Yūjirō and Karatani Kōjin. Focusing on these two thinkers shows that “nothing” transformed into a diverging movement in this period. Additionally, this paper explores the intellectual continuity between the 1930 and 1960 s that paved the way for this era. Through these historical reflections, the paper sheds light on the divergence between the ideas of “nothing” relating to capitalism and those relating to life systems, which occurred in the deeper layer of the intellectual culture of this period (1970-1980 s). This divergence is generally overlooked as a resistance of the “postmodernist” or “new academism” in Japan against the modernist intellectual tides. The purpose of this paper is to offer a fresh perspective on the historical evolution of Japanese philosophy in terms of “nothing”. (shrink)

In 2005 Japan completed its first census after the Personal Information Protection Law went into force in April 2005. The debate about the new law raised privacy concerns for the first time among the public. The news-media also provided several examples of possible lack of safeguards in the data collection of sensitive personal information required for the census. The result was the highest non-response rate ever for the Japanese census. Consequently, its accuracy and role as a source for the reliable (...) national statistics for health/welfare policy-making is now critically threatened. In this paper we argue the necessity to adopt specific safeguards to protect personal data in any future census if the trend of increasing non-response rates is to be reversed. We provide some suggestions for such safeguards, and criticize the Japanese government’s response of focusing exclusively on the mechanism of data collection as a means of meeting the privacy challenge.
