1 Evidence-based policy requires researchers to provide the answers to ecological questions that are of interest to policy makers. To find out what those questions are in the UK, representatives from 28 organizations involved in policy, together with scientists from 10 academic institutions, were asked to generate a list of questions from their organizations. 2 During a 2-day workshop the initial list of 1003 questions generated from consulting at least 654 policy makers and academics was used as a basis for (...) generating a short list of 100 questions of significant policy relevance. Short-listing was decided on the basis of the preferences of the representatives from the policy-led organizations. 3 The areas covered included most major issues of environmental concern in the UK, including agriculture, marine fisheries, climate change, ecosystem function and land management. 4 The most striking outcome was the preference for general questions rather than narrow ones. The reason is that policy is driven by broad issues rather than specific ones. In contrast, scientists are frequently best equipped to answer specific questions. This means that it may be necessary to extract the underpinning specific question before researchers can proceed. 5 Synthesis and applications. Greater communication between policy makers and scientists is required in order to ensure that applied ecologists are dealing with issues in a way that can feed into policy. It is particularly important that applied ecologists emphasize the generic value of their work wherever possible. (shrink)

What responsibilities, if any, do we have towards our genetic offspring, before or after birth and perhaps even before creation, merely by virtue of the genetic link? What claims, if any, arise from the mere genetic parental relation? Should society through its legal arrangements allow 'fatherless' or 'motherless' children to be born, as the current law on medically assisted reproduction involving gamete donation in some legal systems does? Does the possibility of establishing genetic parentage with practical certainty necessitate reform of (...) current legal regimes of parenthood? And what limits, if any, should we set on parental procreative choices in the interests of future children, particularly with regard to genetic engineering and related techniques? These are the questions explored in this book by some of the foremost legal, bioethical and biomedical thinkers. Assembled with a view to assisting the reader to reflect critically on the ongoing social experiment which medically assisted reproduction is today, the essays in this collection highlight what are - and what else might in the nearby future become - possible reproductive options and respond to the difficulties we encounter in assessing these practices and possibilities from our traditional ethical vantage points. Philosophy has often been represented by its detractors, and even sometimes by its practitioners, as a subject which, unlike the natural sciences, exhibits a degree of progress far from commensurate with its long history. Many of the questions entertained by the ancients are still very much alive: answers proffered are put forward very tentatively, seldom meet with universal acceptance, and frequently give rise to controversy even more prolific than that which they were intended to lay low.

The moral and political thought of Herbert Spencer is usually associated with some form of evolutionism. This is unsurprising, since Spencer himself thought of his ideas as founded on evolutionary theory. But it is regrettable, because no one believes in Spencer's form of evolutionism any more, and even if they did, they would not think that it supported his views in the way that he confidently believed. And so Spencer has been largely neglected since his death. (...) His libertarianism is thought to be without foundation, and so few have thought it worth study. But in this paper I try to show that Spencer's moral and political conclusions can be based on some of the non-evolutionary arguments that he offered. Although these arguments are not entirely compelling, they have force in a way that his evolutionary claims do not. (shrink)

This article contributes to recent existentialist interventions in critical criminology (see Lippens and Crewe 2009) and offers the existential concept of ‘event’ as a guiding image for critical victimology. Whereas existential criminologists have examined crime and wrongdoing, very little attention has been given to victimization. I utilize the existential phenomenology of Martin Heidegger and Claude Romano to offer a critique of existing approaches to victimization within mainstream criminology and develop an evential analytic to understand the event of victimization. This paper (...) brings together existential philosophy and victimology to offer an alternative approach to victimization. I engage with the ‘problem of number’ in conventional victimology and offer a critique of quantitative approaches to victimization based on the unsubstitutability and singularity of existence. Through a discussion of selfhood and embodiment from an evential standpoint, this paper moves beyond existing victimological approaches to identity. I also consider the relationship between victimization and trauma. In the final section of the paper I carve out an alternative research agenda through a discussion of bearing witness and events of victimization. (shrink)

L'histoire critique des textes bibliques a été conçue par Richard Simon comme un art de juger, selon des règles strictes, des meilleures leçons à conserver. Cette méthode, qui impose dans la traduction de l'Écriture une règle d'uniformité textuelle, aurait fait défaut selon lui dans la version du Nouveau Testament donnée à Port-Royal « selon la Vulgate, avec les différences du grec ». La critique à la manière de Richard Simon n'est cependant pour Antoine Arnauld, qui préfère l'uniformité du sens à (...) celle du texte, qu'un art sans jugement : c'est de l'extension de l'art de penser à une logique pour le contingent, que dépend à ses yeux une définition véritablement générale de la critique. The critical history of biblical texts was conceived by Richard Simon as an ars judicandi, whose rules had to be applied to the discrimination between true and false lessons. Concerning translation, this method required in his view a principle of textual uniformity, so he thought defective the Port-Royal version of The New Testament . Antoine Arnauld, however, gave preference to the semantic uniformity over the literal one, and stated that a real definition of critique in its logical generality ought to be supplied by the extension of the art of thinking to the case of contingent truths. A comprehensive excursion, into anthropology, ethnography, linguistics, social and political science lead me to the conclusion that human societies are ruled by systems of shared concepts, and that these systems of thought function as a kind of public or external mind, which produces and maintain the social forms of life. Taking into account the fact that philosophy originally - in ancient Greece - was a ‘public affair’, I came up with the idea that philosophy should try to map the public (...) mind. In other words, the idea that philosophers should draw up a project for making what I call philosophical maps, i.e. maps of public thought. In what follows, I will give a brief account of this idea in the hope that other philosophers may draw inspiration from it. Of course, all this involves speculation, but it does not interfere with regular philosophy. It simply adds something to it from the outside as it were, that is from a descriptive point of view. As I will make clear, this idea is consistent with the efforts of Wittgenstein to achieve a radical descriptive philosophy. (shrink)

La manifestation artistique Mothership (Nantes, 2010), conçue par Michaël Sellam, artiste invité à l'école des beaux-arts de Nantes, autour d'un scénario inspiré du cinéma de science-fiction et de " mondes parallèles ", nous a permis de mener un questionnement inédit portant sur le travail d'artistes émergents faisant appel aux techniques du numérique (son, multimédia...) Si les oeuvres ont été abordées sous l'angle classique de l'analyse voire de la psychanalyse, et de la déconstruction, elles ont surtout été le point de départ (...) de discussions et réflexions philosophiques originales prenant appui sur une théorie des appareils - à distinguer des simples dispositifs et systèmes de communication - visant à appréhender les enjeux actuels de l'art et de la culture, innervés par une techno-science qui se voudrait porteuse d'espoir et d'utopie, quand elle se trouve bien souvent emportée dans des dérives commerciales, totalitaires et sectaires : l'individu, pris dans une temporalité vide, effrénée, et dépossédé d'une technique qu'il n'a pu intérioriser, se retrouve prolétarisé (Stiegler). Quelles seraient les alternatives à un tel phénomène? Comment, par l'expérience, matérialiser les immatériaux. La figure polymorphe - à la fois fantastique, imaginaire, sociale et politique - de l'extraterrestre (étranger, handicapé, hérétique, parasite, fou, génie, monstre, ange ou sauveur...) s'est progressivement imposée, nous conduisant à interroger les problématiques portant sur la différence et sur les différends qu'elle suscite, sur l'errance, la spectralité, l'événement et l'univers infini, l'archaïque et l'ultramoderne... Le rapport entre art et croyance, science et idéologie, foi et savoir (Derrida) s'est révélé déterminant dans notre réflexion, la pierre angulaire se situant dans la technique, potentiellement aliénante du fait des normes qu'elle met en jeu, ou au contraire émancipatrice, quand elle parvient à dépasser sa condition hylémorphique. Continuing the investigation in his earlier Individuals and individuality, Martine (philosophy, U. of Alabama) demonstrates that indeterminacy in our experience is logically bound to the determinate dimensions of thought and practice.

The new word “beme” is an adaptation of the linguist’s word “morpheme,” which means the smallest unit of meaning. A “beme” is the smallest unit of being, or existence. Being is usually defined as a state of existing, or as somebody’s essential nature or character. Hence, a beme is the smallest unit of someone’s essential nature or character. For example, the image of one’s mother, a predilection toward honesty and the ways one smiles are all examples of bemes. “Bemes” are (...) similar to “memes,” units of cultural transmission that were first explicated in 1976 by Richard Dawkins[1]. Memes parallel without biochemistry the replication and mutation characteristics of genes. An idea such as “war is bad” is a meme that can be passed from person to person the way genes are passed from parents to children. The meme “war is bad” can also be mutated into “war is always bad” or “war is good” just as genes for growth can be mutated into gigantism or dwarfism. “Memes” span a broader field than the linguistic-bound morphemes , and are studied more for their transmissibility characteristics than for their inherent meaning. By analogy, a beme is a unit of existence, nature or character that can behave like a gene. Hence, a beme can produce behaviors like a gene can produce proteins. Also, a beme can be replicated or combined or mutated either within a being or in an offspring . In certain instances, bemes might be thought of as very specific kinds of memes. But most small units of existence are not units of cultural transmission. In any event, the growing public familiarity with the concept of memes is helpful in gaining understanding of the new concept of bemes. (shrink)

The present volume contains a selection of papers presented at the conference Mapping Parameters of Meaning, an event organized by the GReG (Groupe de Rèflexion sur les Grammaires) linguistics research group in the Language Department of the University of Paris Ouest Nanterre on November 19-20, 2010. The book addresses the description of meaning construction processes, and the necessity for new linguistic interface-tools to analyze it in its dynamic and multi-dimensional aspect. Syntax, grammar, prosody, discourse organization, subjective and situational filters are (...) not considered as autonomous systems; on the contrary, they are shown to systematically converge in the process of meaning construction and interpretation. The notion of context is discussed throughout the volume, a major concern being to try and define the precise nature of the link between variable contextual parameters and stable linguistic systems. The book will be of value to anyone interested in the interaction between syntax, semantics and pragmatics in the gradual construction and interpretation of meaning in natural languages, including researchers, students and scholars of formal linguistics, cognitive linguistics and discourse analysis.
