Cross-sector partnerships are currently praised as capitalism’s key governance instrument to address development challenges. Although some concern has been raised about the effectiveness of such partnerships, little is known about their actual impact. Often it is assumed that partnership outputs transform straightforwardly into societal impact such as poverty alleviation. This article problematizes this assumption. Employing a critical micro-level study, which draws on a qualitative case study of a nongovernmental organization (NGO)–business partnership in Ghana, we examine how outputs provided by a (...) partnership are put to use and perceived as beneficial from the point of view of its beneficiaries. The findings show that the partnership results in what we term “competences without agency” since it provides new resources and knowledge to the beneficiaries but fails to generate the conditions for these to be transformed into significant changes in their lives. Drawing on the concept of empowerment, we propose a new framework, which conceptualizes “impact as empowerment” and highlights currently unrecognized dynamics, which contribute to shaping the ability of a partnership to serve as a development agent. Argues that affirming the irreducible differences between men and women can lead to more transformative politics than the struggle for abstract equality between the sexes. In The Symbolic Order of the Mother Luisa Muraro identifies the bond between mother and child as ontologically fundamental to the development of culture and politics, and therefore as key to achieving truly emancipatory political change. Both corporeal development and language acquisition, which are the sources of all thinking, begin in this relationship. However, Western (...) civilization has been defined by men, and Muraro recalls the admiration and envy she felt for the great philosophers as she strove to become one herself, as well as the desire for independence that opposed her to her mother. This conflict between philosophy and culture on the one hand and the relationship with the mother on the other constitutes the root of patriarchy’s symbolic disorder, which blocks women’s (and men’s) access to genuine freedom. Muraro appeals to the feminist practice of gratitude to the mother and the recognition of her authority as a model of unconditional nurture and support that must be restored. This, she argues, is the symbolic order of the mother that must overcome the disorder of patriarchy. The mediating power of the mother tongue constitutes a symbolic order that comes before all others, for both women and men. In honor of William Wainwright, this article takes up his interest in interreligious dialogue. It pursues two goals simultaneously: One is to provide a better model for understanding philosophy of religion. Terrence Tilley claims that there is the standard model which is mistaken in that it takes arguing for religious beliefs to be equivalent to justifying commitment to a religion. He promotes a practical model, which has its ancestry in the writings of Michel de Montaigne and Blaise Pascal. This model (...) begins with the lived practices of religion and justifies its intellectual content as explanation for the rightness of this way of life. Wainwright’s work fits into the practical model, but Tilley provides a description and a stronger basis for it. The second goal is to provide much more adequate epistemological resources than those used by the standard model, with contributions from Catholic modernist theologian George Tyrrell, recent philosopher of science Imre Lakatos, and Alasdair MacIntyre, who became interested in evaluating traditions, in science, in moral reasoning, and finally what he came to call large-scale traditions. The problem he needed to overcome is the fact that such traditions carry their own, often different, concepts of reasoning. The possibility of fruitful rational conversation between religions is illustrated here by an account of dialogue between Christianity and Shi’ia Islam, as exemplified in David Burrell’s ability to use conversation with Islamic thought to clarify for Christians their own doctrines of the Trinity, the mediation of Christ, and original sin. In many ways, we live in propitious times for gay and lesbian people. In 1996, the Supreme Court struck down Colorado law prohibiting any kind of protected status based on sexual orientation. In 2003, the Supreme Court held that states may not criminalize sexual conduct between consenting adults of the same sex in private, so long as no money changes hands. In 2010, the Congress repealed the “Don't Ask, Don't Tell” policy that excluded openly gay men and lesbians from military (...) service. In 2013, the Supreme Court struck down key elements of the Defense of Marriage Act that prohibited any federal recognition of same‐sex marriage. Most states do not allow same‐sex marriage, but more and more states are joining the fold. Likewise, most U.S. states do not forbid discrimination based on sexual orientation, but the number that does is increasing. Arguably, no other social minority has made as much legal progress in so short a time. Despite these advances, the story of gay and lesbian people and the law is not yet finished, and the meaning of homosexuality for bioethics is still being written too. Concerns about gay and lesbian people remain important to bioethics in key domains, especially in seeing to the conferral of optimal health care benefits and in sorting through the priorities and social effects of research. Progress in these domains still involves lifting certain burdens of medical and social misjudgments about same‐sex attraction. (shrink)

The aim of the present study was to investigate the effects of social intentions on action. Participants were requested to reach towards, grasp an object, and either pass it to another person or put it on a concave base . Movements’ kinematics was recorded using a three-dimensional motion analysis system. The results indicate that kinematics is sensitive to social intention. Movements performed for the ‘social’ condition were characterized by a kinematic pattern which differed from those obtained for the ‘single-agent’ condition. (...) Results are discussed in terms of a motor simulation hypothesis, which assumes that the same mechanisms underlying motor intention are sensitive to social intentions. (shrink)

The National Institutes of Health and other federal health agencies are considering establishing a national biobank to study the roles of genes and environment in human health. A preliminary public engagement study was conducted to assess public attitudes and concerns about the proposed biobank, including the expectations for return of individual research results. A total of 141 adults of different ages, incomes, genders, ethnicities, and races participated in 16 focus groups in six locations across the country. Focus group participants voiced (...) a strong desire to be able to access individual research results. Recognizing the wide range of possible research results from a large cohort study, they repeatedly and spontaneously suggested that cohort study participants be given ongoing choices as to which results they received. This text presents and comments on 80 exemplary ethics statements from leading corporations and organizations worldwide. It offers these seven principles to follow in developing such statements: write it; tailor it; communicate it; promote it; revise it; live it; and enforce/reinforce it.

It is often argued that the rule of law is only instrumentally morally valuable, valuable when and to the extent that a legal system is used to purse morally valuable ends. In this paper, I defend Lon Fuller’s view that the rule of law has conditional non-instrumental as well as instrumental moral value. I argue, along Fullerian lines, that the rule of law is conditionally non-instrumentally valuable in virtue of the way a legal system structures political relationships. The rule of (...) law specifies a set of requirements which lawmakers must respect if they are to govern legally. As such, the rule of law restricts the illegal or extra-legal use of power. When a society rules by law, there are clear rules articulating the behavior appropriate for citizens and officials. Such rules ideally determine the particular contours political relationships will take. When the requirements of the rule of law are respected, the political relationships structured by the legal system constitutively express the moral values of reciprocity and respect for autonomy. The rule of law is instrumentally valuable, I argue, because in practice the rule of law limits the kind of injustice which governments pursue. There is in practice a deeper connection between ruling by law and the pursuit of moral ends than advocates of the standard view recognize. The article explores the living legacy of Carla Lonzi for Italian feminism. In so doing, it highlights some key contributions made by Lonzi, in particular focussing on the necessity of taking leave of patriarchy (thanks to the invention of self-awareness), the critique of the universal (beyond the false alternative between female identity and equality with man), and the dogma of the heterosexual couple and clitoral pleasure.

In this paper, we present a Capabilities -based Approach to the acceptability and the tolerability of risks posed by natural and man-made hazards. We argue that judgments about the acceptability and/or tolerability of such risks should be based on an evaluation of the likely societal impact of potential hazards, defined in terms of the expected changes in the capabilities of individuals. Capabilities refer to the functionings, or valuable doings and beings, individuals are able to achieve given available personal, material, and (...) social resources. The likely impact of a hazard on individuals’ capabilities should, we argue, be compared against two separate thresholds. The first threshold specifies the minimum level of capabilities attainment that is acceptable in principle for individuals to have in the aftermath of a hazard over any period of time. This threshold captures the level that individuals’ capabilities ideally should not fall below. A risk is acceptable if the probability that the attained capabilities will be less than the acceptable level is sufficiently small. In practice, it can be tolerable for some individuals to temporarily fall below the acceptable threshold, provided this situation of lower capabilities attainment is temporary, reversible, and the probability that capabilities will fall below a tolerability threshold is sufficiently small. This second, tolerable threshold delimits an absolute minimum level of capabilities attainment below which no individual in a society should ever fall, regardless of whether that level of capabilities attainment is temporary or reversible. In this paper, we describe and justify this Capabilities -based Approach to the acceptability and tolerability of risks. We argue that the proposed theoretical framework avoids the limitations in current approaches to acceptable risk. The proposed approach focuses the attention of risk analysts directly on what should be our primary concern when judging the acceptability and the tolerability of risks, namely, how risks impact the well-being of individuals in a society. Also, our Capabilities -based Approach offers a transparent, easily communicable way for determining the acceptability and the tolerability of risks. (shrink)

In a series of recent works, Ian Hacking has produced a model of social causation in mental illness and begun to sketch in outline how this might be integrated with the medical model of psychiatry. This article elaborates and revises Hacking 's model of social forces, criticizes him for attempting a merely semantic resolution of the tension between the social and the biological, and sketches an alternative approach that builds upon his substantial insights.

Quadruple Helix Collaborations (QHCs) is a cooperation model in which industry, government, academia, and the public interact to innovate. This paper analyses the impact of a training intervention to provide specific knowledge, skills, and attitudes to deal with barriers commonly found in the progress of QHCs. We designed, implemented, and evaluated three training programs in Austrian, Colombian, Danish, and Spanish institutions. We analysed trainees’ (n = 66) and trainers’ (n = 9) perceptions to identify the competencies acquired with the intervention (...) and the approach’s limitations. We used online questionnaires (35 trainees; 9 trainers), semi-structured interviews (10 trainees), and a focus group (6 trainers). Trainees answered positively regarding their self-perception about the impact of the course and highlighted the acquisition of inspiration for their practice (score 4.1 out of 5.0) and knowledge (3.7). In contrast, they perceived that a deeper interaction with other participants (2.7) was challenging. After the courses, 74% of respondents indicated that they know more about how QHCs work in practice, and 86% about collaboration or engagement methods. Moreover, participants plan to be more sensitive towards setting common goals (71%) and power imbalances (63%). Trainers’ perceptions align with those expressed by participants, except that they considered that the interaction amongst participants during the course was higher. Qualitative analysis of interviews with participants and the focus group with trainers provides more detail about the strengths and weaknesses of the intervention. Our study shows that the collaborative design and implementation of training impact the participant’s learning competencies, with potential implications in their medium- to long-term practice. A fierce debate about civic education in American public schools has erupted in response to the terrorist attacks of September 11, 2001. Many liberals and conservatives, though they disagree strongly about which civic virtues to teach, share the assumption that such education is an appropriate responsibility for public schools. They are wrong. Civic education aimed at civic virtue is at best ineffective; worse, it is often subversive of the moral purpose of schooling. Moreover, the attempt to impose these partisan conceptions (...) of civic virtue on America's students violates the civic trust that underpins vibrant public schools. (shrink)

To become fully aware of the original and radical character of his transcendental phenomenology Edmund Husserl must be located within the historical tradition of Western philosophy. Although he was not a historian of philosophy, Husserl's his torical reflections convinced him that phenomenology is the necessary culmination of a centuries-old endeavor and the solution to the contemporary crisis in European science and European humanity itself.l This teleological viewpoint re quires the commentator to consider the tradition of Western philosophy from Husserl's own (...) perspective. Husserl maintained that the Cartesian tum to the "Cogito" represents the crucial breakthrough in the historical advance of Western thought toward philosophy as rigorous science. Hence 2 he concentrated almost exclusively on the modem era. Much has been written of Husserl's relationship to Descartes, Kant, and the neo-Kantians. His connections with Locke, Berkeley, and Hume have not been examined as closely despite his fre quent allusions to these British empiricists. Among these thinkers David Hume gained from Husserl the more extensive considera tion. Commentators have pointed out correctly that Husserl always criticized unsparingly Hume's sheer empiricistic approach to the problem of cognition. Such an approach, in Husserl's view, can only result in the "naturalization of consciousness" from which stem that "psychologism" and "sensualism" which lead Hume inevitably into the contradictory impasse of solipsism 3 and skepticism. Michael J. Almeida offers two criticisms of the argument of my ‘A trilemma for divine command theory’. The first criticism is that I mistakenly assume the validity of the following inference pattern: property A is identical to property B; property B supervenes on property C; therefore, property A supervenes on property C. The second criticism is that I have misinterpreted the moral-supervenience thesis upon which I rely in making this argument. The first of Almeida's criticisms is completely untenable. The aim of this paper is to take the first steps toward providing a refurbished consent theory of political authority, one that rests in part on a reconception of the relationship between the surrender of judgment and the authoritativeness of political institutions. On the standard view, whatever grounds political authority implies that one ought to surrender one's judgment to that of one's political institutions. On the refurbished view, it is the surrender of one's judgment – which can plausibly be considered (...) a form of consent – that makes political institutions practically authoritative. (shrink)

Johannes Drerup schlägt für normativ-politische Kontroversen ein Kriterium vor, anhand dessen bestimmt werden soll, wann diese Kontroversen legitime Unterrichtsthemen sind und in Folge dem Kontroversitätsgebot unterliegen. Dies ist dann der Fall, wenn für kontroverse Fragen „auf Basis politischer Grundwerte und -prinzipien, die als konstitutiv gelten können für die Ermöglichung eines guten persönlichen und politischen Lebens in liberal-demokratischen Staaten, keine eindeutige Antwort abgeleitet werden kann.“ Zu diesen Grundwerten und -prinzipien zählt Drerup auch „Grund- und Menschenechte“. Mein kurzer Beitrag möchte zeigen, weshalb (...) Drerups an sich fruchtbarer Ansatz die Komplexität des Maßstabes „Grundund Menschenrechte“ tendenziell unterschätzt und insbesondere das Verhältnis von Demokratie und Menschenrechten zu wenig als potenzielles Spannungsverhältnis ernst nimmt. Ich schlage daher weitere Differenzierungen vor, um Drerups Kriterium konzeptionell zu schärfen. Zudem rege ich an, Kontroversen, die Drerups Kriterium nicht genügen, aus didaktischen Gründen dennoch eine gewisse Anfangs-Kontroversität zuzugestehen, um die Bedeutung der betreffenden Grundprinzipien, die als „rote Linien“ fungieren, deutlicher herausarbeiten zu können. This paper´s aim is to outline the foundation of Paul Ricœur´s ethics, which we believe to be a hermeneutical experience of recognition of existence´s original claim, a thesis that he takes from his master Jean Nabert. Although the question of recognition appears only in the last work of Ricœur, we hold that it is already present since the earliest works, particularly in The Symbolism of Evil , insofar as, through symbolic language, the contrasting experience of evil leads to the whole (...) hermeneutical process of recognition and interpretation of an original affirmation, despite evil. The very theme of man´s capability, including the issue of self-esteem, shall be understood on the basis of this original affirmation, which reveals his plural condition in the plan of responsibility in the context of applied ethics. Murphy reconsiders the classic formulations of the avant-garde and investigates the relationship between art and politics via a discussion of Marcuse, Adorno and Benjamin. In this paper, I examine the frame of reference in Aristotle's Politics within which he makes claims about women and their place in his conception of politics.

In paragraph 162 of Cato’s De agricultura there is an inconsistency between the topic announced in the headline - Salsura pernarum ofellae Puteolanae - and the subsequent text, as it is solely concerned with the salsura pernarum. All recent discussions assume that the text deals with two different recipes. In my paper, I suggest that, given Cato’s usus scribendi as well as the form of other recipes, Cato presents one recipe only: The headline specifies its name and alludes to the (...) process of its production (in reversed order) so that neither et nor a comma should be inserted between pernarum and ofellae (as most editors have done ever since Merula’s editio princeps). Finally, I offer an explanation for the inconsistency between the different forms of the title in the rubrica and in the summarium that correspond to this paragraph. (shrink)

La investigación que se presenta es mixta. El objetivo fue describir las emociones generadas en contextos virtuales de profesores de instituciones educativas en países de habla hispana. La recolección de datos fue a través de un cuestionario con escala de tipo Likert La muestra fue de 37 profesores de países de habla hispana. Los resultados mostraron la existencia de emociones positivas, negativas y ambiguas. Las emociones fueron generadas por experiencias y creencias de si mismos, de sus estudiantes y sobre la (...) tecnología. Se concluyó la importancia de generar recursos educativo digitales que permitan la identificación y gestión emocional. (shrink)

Hospitals are paying increasing attention to the delivery of humanized care. The purpose of this study was to explore from the nursing perspective what hospital managers might do to facilitate this. A secondary analysis from a primary ethnographic study regarding dignity in nursing practice was conducted. Twenty interviews of internal medicine nurses from four hospitals were analyzed, and three main themes were identified: Management of nursing teams, Management of ethical values, and Management of the context. It is important for institutional (...) values to be closely aligned with those of the nursing profession, and nurse managers play a key role in ensuring that the latter are applied in practice. The proposed actions offer a cost‐effective framework through which nurses and managers may promote the delivery of humanized care. (shrink)
