Machine unlearning (MU) is often analyzed in terms of how it can facilitate the “right to be forgotten.” In this commentary, we show that MU can support the OECD’s five principles for trustworthy AI, which are influencing AI development and regulation worldwide. This makes it a promising tool to translate AI principles into practice. We also argue that the implementation of MU is not without ethical risks. To address these concerns and amplify the positive impact of MU, we offer policy (...) recommendations across six categories to encourage the research and uptake of this potentially highly influential new technology. Over the past few years, there has been a proliferation of artificial intelligence strategies, released by governments around the world, that seek to maximise the benefits of AI and minimise potential harms. This article provides a comparative analysis of the European Union and the United States’ AI strategies and considers the visions of a ‘Good AI Society’ that are forwarded in key policy documents and their opportunity costs, the extent to which the implementation of each vision is living up to (...) stated aims and the consequences that these differing visions of a ‘Good AI Society’ have for transatlantic cooperation. The article concludes by comparing the ethical desirability of each vision and identifies areas where the EU, and especially the US, need to improve in order to achieve ethical outcomes and deepen cooperation. As lawmakers produce norms, the underlying normative system is affected showing the intrinsic dynamism of law. Through undertaken actions of legal change, the normative system is continuously modified. In a usual legislative practice, the time for an enacted legal provision to be in force may differ from that of its inclusion to the legal system, or from that in which it produces legal effects. Even more, some provisions can produce effects retroactively in time. In this article we study a simulation (...) of such process through the formalisation of a temporalised logical framework upon which a novel belief revision model tackles the dynamic nature of law. Represented through intervals, the temporalisation of sentences allows differentiating the temporal parameters of norms. In addition, a proposed revision operator allows assessing change to the legal system by including a new temporalised literal while preserving the time-based consistency. This can be achieved either by pushing out conflictive pieces of pre-existing norms or through the modification of intervals in which such norms can be either in force, or produce effects. Finally, the construction of the temporalised revision operator is axiomatically characterised and its rational behavior proved through a corresponding representation theorem. (shrink)

Healthcare systems are grappling with critical challenges, including chronic diseases in aging populations, unprecedented health care staffing shortages and turnover, scarce resources, unprecedented demands and wait times, escalating healthcare expenditure, and declining health outcomes. As a result, policymakers and healthcare executives are investing in artificial intelligence (AI) solutions to increase operational efficiency, lower health care costs, and improve patient care. However, current level of investment in developing healthcare AI among members of the global digital health partnership does not seem to (...) yield a high return yet. This is mainly due to underinvestment in the supporting infrastructure necessary to enable the successful implementation of AI. If a healthcare-specific AI winter is to be avoided, it is paramount that this disparity in the level of investment in the development of AI itself and in the development of the necessary supporting system components is evened out. Introdução: A pressão expiratória final positiva-pressão expiratória final zero (PEEP-ZEEP) é uma técnica fisioterapêutica para desobstrução brônquica. Objetivo: Avaliar os efeitos agudos da PEEP-ZEEP comparada à hiperinsuflação manual (HM) em pacientes críticos traqueostomizados em relação à segurança e eficiência para higiene brônquica. Métodos: Indivíduos submetidos à ventilação mecânica invasiva por cânula de traqueostomia foram aleatorizados em dois grupos, um que recebia a técnica PEEP-ZEEP primeiramente, e outro que recebia HM. A coleta das variáveis cardiorrespiratórias foi realizada antes, 1 minuto e (...) 30 minutos após cada técnica, bem como o peso da secreção pulmonar aspirada. Resultados: Para 18 pacientes com média de idade de 66,4 (17,3) anos, não foram encontradas diferenças entre grupos para nenhuma das variáveis hemodinâmicas e respiratórias. A quantidade de secreção pulmonar removida também foi semelhante entre as técnicas. Conclusão: PEEP-ZEEP e hiperinsuflação manual não diferem entre si em relação à depuração de secreções brônquicas e variáveis cardiorrespiratórias. (shrink)

Luciano Floridi presents an innovative approach to philosophy, conceived as conceptual design. His starting-point is that reality provides the data which we transform into information. He explores how we make, transform, refine, and improve the objects of our knowledge, and defends the radical idea that knowledge is design.

New developments in the field of communication and information technology will profoundly reshape the answers to questions of deep interest for humanity and philosophy. Who are we and what kind of relationship we establish among us? The boundaries between real life and virtual life tend to evanish. We are progressively becoming part of a global “infosphere”. This candid interview with professor Floridi try to shed some light on these issues, by considering the philosophical framework developed by the “infosphere philosopher”.

The use of “levels of abstraction” in philosophical analysis (levelism) has recently come under attack. In this paper, I argue that a refined version of epistemological levelism should be retained as a fundamental method, called the method of levels of abstraction. After a brief introduction, in section “Some Definitions and Preliminary Examples” the nature and applicability of the epistemological method of levels of abstraction is clarified. In section “A Classic Application of the Method ofion”, the philosophical fruitfulness of the new (...) method is shown by using Kant’s classic discussion of the “antinomies of pure reason” as an example. In section “The Philosophy of the Method of Abstraction”, the method is further specified and supported by distinguishing it from three other forms of “levelism”: (i) levels of organisation; (ii) levels of explanation and (iii) conceptual schemes. In that context, the problems of relativism and antirealism are also briefly addressed. The conclusion discusses some of the work that lies ahead, two potential limitations of the method and some results that have already been obtained by applying the method to some long-standing philosophical problems. Na corrente empirista, David Hume apresenta o caráter cognoscitivo do homem como essencial à compreensão de sua natureza. Distinguindo as percepções em Impressões e Ideias, inicia um complexo sistema epistêmico que culminará nos princípios associativos da mente humana. Um desses princípios, a causalidade, é a responsável pela formação de crenças no homem, devido à influência estabelecida pelo hábito ou costume. Nessa perspectiva, nossas crenças relacionadas à relação de causalidade entre dois objetos não passam de associações mentais, não possíveis de certeza (...) e verificação empírica. Duas correntes de interpretação avaliam a filosofia humeana confirmando-a ora como cética ora como portadora de uma espécie de psicologismo ou naturalismo, sem, contudo, negar sua postura crítica em relação à Metafísica como forma de conhecimento. Analisando a origem das ideias e sua implicação na crítica e reconstrução da teoria da causalidade propostas por Hume abordamos o eixo de sua epistemologia que nos servirá de base para a compreensão de sua filosofia da natureza humana. The article investigates the sceptical challenge from an informationtheoretic perspective. Its main goal is to articulate and defend the view that either informational scepticism is radical, but then it is epistemologically innocuous because redundant; or it is moderate, but then epistemologically beneficial because useful. In order to pursue this cooptation strategy, the article is divided into seven sections. Section 1 sets up the problem. Section 2 introduces Borei numbers as a convenient way to refer uniformly to (the data that individuate) (...) different possible worlds. Section 3 adopts the Hamming distance between Borei numbers as a metric to calculate the distance between possible worlds. In Sects. 4 and 5, radical and moderate informational scepticism are analysed using Borei numbers and Hamming distances, and shown to be either harmless (extreme form) or actually fruitful (moderate form). Section 6 further clarifies the approach by replying to some potential objections. In the conclusion, the Peircean nature of the overall approach is briefly discussed. (shrink)

PI is the philosophical field concerned with the critical investigation of the conceptual nature and basic principles of information, including its dynamics, utilisation, and sciences, and the elaboration and application of information-theoretic and computational methodologies to philosophical problems. This book lays down, for the first time, the conceptual foundations for this new area of research. It does so systematically, by pursuing three goals. Who are we, and how do we relate to each other? Luciano Floridi, one of the leading figures in contemporary philosophy, argues that the explosive developments in Information and Communication Technologies is changing the answer to these fundamental human questions. As the boundaries between life online and offline break down, and we become seamlessly connected to each other and surrounded by smart, responsive objects, we are all becoming integrated into an "infosphere". Personas we adopt in social media, for example, (...) feed into our 'real' lives so that we begin to live, as Floridi puts in, "onlife". Following those led by Copernicus, Darwin, and Freud, this metaphysical shift represents nothing less than a fourth revolution. "Onlife" defines more and more of our daily activity - the way we shop, work, learn, care for our health, entertain ourselves, conduct our relationships; the way we interact with the worlds of law, finance, and politics; even the way we conduct war. In every department of life, ICTs have become environmental forces which are creating and transforming our realities. How can we ensure that we shall reap their benefits? What are the implicit risks? Are our technologies going to enable and empower us, or constrain us? Floridi argues that we must expand our ecological and ethical approach to cover both natural and man-made realities, putting the 'e' in an environmentalism that can deal successfully with the new challenges posed by our digital technologies and information society. The paper argues that the two best known formal logical fallacies, namely denying the antecedent (DA) and affirming the consequent (AC) are not just basic and simple errors, which prove human irrationality, but rather informational shortcuts, which may provide a quick and dirty way of extracting useful information from the environment. DA and AC are shown to be degraded versions of Bayes’ theorem, once this is stripped of some of its probabilities. The less the probabilities count, the closer these fallacies (...) become to a reasoning that is not only informationally useful but also logically valid. (shrink)

As political and economic systems of the world become increasingly globalized, education systems in developed nations have established standardized curriculum. Meanwhile, opposing interpretations of globalization, neoliberalism and progressivism, have inspired the growth of different paradigmatic models for global education. Grounded in neoliberalism, the human capital model views education as a means for preparing a skilled workforce; derived from progressivism, the world systems model focuses on educating individuals for global citizenship and civic participation. The purpose of this document analysis is two-fold: (...) (1) to examine the social studies content standards of the U.S. and other developed countries to determine how globalization is presented in state-mandated curricula, and (2) to evaluate whether the depiction of globalization in each set of standards reflects a human capital or world systems model. Our findings indicate that U.S. state content standards heavily emphasize the economics of globalization; non-U.S. standards present a more holistic picture of globalization. Consequently, U.S. standards are more aligned with a human capital model of education whereas non-U.S. standards reflect a world systems interpretation. These findings suggest that students in the U.S. are prepared differently than their counterparts in other developed countries, which has implications for international relations. (shrink)

This article reports the findings of AI4People, an Atomium—EISMD initiative designed to lay the foundations for a “Good AI Society”. We introduce the core opportunities and risks of AI for society; present a synthesis of five ethical principles that should undergird its development and adoption; and offer 20 concrete recommendations—to assess, to develop, to incentivise, and to support good AI—which in some cases may be undertaken directly by national or supranational policy makers, while in others may be led by other (...) stakeholders. John Locke says that a victim is permitted to kill a Conditional Threat in self-defense. Yet, David Rodin argues that killing is disproportionate to the harm averted and is therefore impermissible. But Rodin mischaracterizes the situation faced by a Conditional Threat victim as analyzed by Locke. In this article, I aim to provide a more satisfactory reading of Locke on self-defense against Conditional Threats, particularly of the thesis that killing involves a proportionate response to the harm averted. In addition to (...) this, I also aim to further elaborate and defend Locke's view. First, I show that a Conditional Threat deprives his victim of her freedom to act as she thinks fit, without having to depend on the Conditional Threat's arbitrary will. Second, I argue that an interest in not being deprived of one's freedom to act as one thinks fit, without having to depend on another person's arbitrary will, by a conditional threat of deadly harm, is of sufficient value to make killing a proportionate act, especially if the person is highly morally culpable. If killing also meets the necessity condition of justified self-defense (admittedly, a big “if”), it follows that Locke, not Rodin, holds the correct view. (shrink)

In 2016, the European Parliament approved the General Data Protection Regulation (GDPR) whose core aim is the safeguarding of information privacy, and, by corollary, human dignity. Drawing on the field of philosophical anthropology, this paper analyses various interpretations of human dignity and human exceptionalism. It concludes that privacy is essential for humans to flourish and enable individuals to build a sense of self and the world.

Artificial agents (AAs), particularly but not only those in Cyberspace, extend the class of entities that can be involved in moral situations. For they can be conceived of as moral patients (as entities that can be acted upon for good or evil) and also as moral agents (as entities that can perform actions, again for good or evil). In this paper, we clarify the concept of agent and go on to separate the concerns of morality and responsibility of agents (most (...) interestingly for us, of AAs). We conclude that there is substantial and important scope, particularly in Computer Ethics, for the concept of moral agent not necessarily exhibiting free will, mental states or responsibility. This complements the more traditional approach, common at least since Montaigne and Descartes, which considers whether or not (artificial) agents have mental states, feelings, emotions and so on. By focussing directly on mind-less morality we are able to avoid that question and also many of the concerns of Artificial Intelligence. A vital component in our approach is the Method of Abstraction for analysing the level of abstraction (LoA) at which an agent is considered to act. The LoA is determined by the way in which one chooses to describe, analyse and discuss a system and its context. The Method of Abstraction is explained in terms of an interface or set of features or observables at a given LoA. Agenthood, and in particular moral agenthood, depends on a LoA. Our guidelines for agenthood are: interactivity (response to stimulus by change of state), autonomy (ability to change state without stimulus) and adaptability (ability to change the transition rules by which state is changed) at a given LoA. Morality may be thought of as a threshold defined on the observables in the interface determining the LoA under consideration. An agent is morally good if its actions all respect that threshold; and it is morally evil if some action violates it. That view is particularly informative when the agent constitutes a software or digital system, and the observables are numerical. Finally we review the consequences for Computer Ethics of our approach. In conclusion, this approach facilitates the discussion of the morality of agents not only in Cyberspace but also in the biosphere, where animals can be considered moral agents without their having to display free will, emotions or mental states, and in social contexts, where systems like organizations can play the role of moral agents. The primary cost of this facility is the extension of the class of agents and moral agents to embrace AAs. (shrink)

This paper substitutes a structural hermeneutics for the sequential approach to the Tractatus and its manuscript, which leaves the manuscript completely unexplained. All the pieces come together only if we recognise that Wittgenstein's book is a hierarchical object that was composed following a top-down strategy. Therefore, we realise that the “summary on scattered sheets” represents the perspicuous version of the manuscript, the correlations with the Notebooks become obvious and the “supplements” can be reconstructed. A correct dating of the composition allows (...) us to understand how it was possible, without digital technologies except from an ingenious application of the decimal system, to achieve this formal masterpiece. Pensare l’infosfera: La filosofia come design concettuale di Luciano Floridi è la traduzione, rivista e parziale, di un libro pubblicato in inglese sulla logica dell’informazione (The Logic of Information, Oxford University Press, Oxford 2019). All’interno della riflessione sul digitale che il filosofo italiano sta conducendo ormai da qualche decennio, questo saggio si colloca come terza parte di una tetralogia legata alla filosofia dell’informazione. I primi due volumi, The Philosophy of Information e The Ethics of Information, sono già stati pubblicati (...) rispettivamente nel 2011 e nel 2013 mentre l’ultimo, riguardante la politica dell’informazione, è in corso di stesura. Come esplicitato dallo stesso Floridi nell’introduzione, l’oggetto di indagine del testo è la filosofia stessa, precisamente rispetto al suo metodo e alla sua natura. Ciò che a essa manca è proprio uno spazio fuori di sé in cui si possa avere un dibattito su cosa sia la buona filosofia. Floridi prova a crearlo definendo la filosofia come «passione per il sapere e il capire». Questo significa che per fare buona filosofia non basta porre domande o cercare risposte ma bisogna «avere coraggio nel porre le domande giuste al momento giusto e offrire le risposte corrette, anche se spiacevoli e impopolari». La situazione in cui la riflessione è situata si potrebbe sintetizzare così: «La filosofia oggi è un po’ come un computer che ha perso memoria a causa dei bachi del sistema. Bisogna riavviarla». La base da cui far ripartire la filosofia, per Floridi, si fonda su quella che lui stesso chiama «la quarta rivoluzione», ovvero quella delle tecnologie digitali che sempre più «influenzano il modo in cui concepiamo il mondo e ci rapportiamo a esso, così come il modo in cui concepiamo noi stessi e interagiamo tra noi». AI, especially in the case of Deepfakes, has the capacity to undermine our confidence in the original, genuine, authentic nature of what we see and hear. And yet digital technologies, in the form of databases and other detection tools also make it easier to spot forgeries and to establish the authenticity of a work. Using the notion of ectypes, this paper discusses current conceptions of authenticity and reproduction and examines how, in the future, these might be adapted for use in (...) the digital sphere. This article develops an axiomatic theory of induction that speaks to the recent debate on Bayesian orgulity. It shows the exact principles associated with the belief that data can corroborate universal laws. We identify two types of disbelief about induction: skepticism that the existence of universal laws of nature can be determined empirically, and skepticism that the true law of nature, if it exists, can be successfully identified. We formalize and characterize these two dispositions toward induction by introducing novel axioms (...) for subjective probabilities. We also relate these dispositions to the axiom of σ-additivity. This study examines how multinational corporations (MNCs) from the retail sector deal with four challenges they face when adopting Corporate Social Responsibility (CSR) policies: the challenge of developing well-performing CSR projects and programs, building competitive advantages based on CSR, responding to local stakeholder issues in the host countries and learning from different CSR experiences on a worldwide basis. Based on in-depth case studies of two globally leading retail MNCs (with strong operations in Latin America), the concept of Transverse CSR Management (...) emerged. Transverse CSR Management is defined as a distinctive form of organizational configuration that crosses different functional areas, country operations, and the boundaries of the firm. In particular, this article makes three main contributions: (1) we identify four central challenges faced by MNC managers when developing their CSR strategies; (2) we propose the concept of Transverse CSR Management to face these central challenges (together, at the same time) and identify its key elements (top management, external stakeholders, functional areas, and country subsidiaries); and (3) we propose four mechanisms (hierarchical, relational, cultural, and collaborative) through which the concept of Transverse CSR Management can be implemented by practicing managers. This study provides valuable insights for MNC managers in headquarters and subsidiaries on the issues they need to address in order to successfully deal with the four CSR-related challenges. Direct Informational Semantics, according to which [X]s represent X if ‘Xs cause [X]s’ is a law, and Fodorian naturalistic semantics both suffer from double disjunctivitis. I argue that robustness, properly construed, characterizes both represented properties and representing symbols: two or more properties normally regarded as non-disjunctive may each be nomologically connected to a non-disjunctive symbol, and two or more non-disjunctive symbols may each be nomologically connected to a property. This kind of robustness bifurcates the so-called disjunction problem into a Represented-Disjunction (...) Problem, of which Fodor was aware, and a Representer-Disjunction Problem, of which he was on the whole oblivious. Fodor fails to solve these problems: his solution to the former, the Asymmetric Dependence Condition, presupposes a successful solution to the latter, while possible responses that Fodor might make to the latter either beg the former or cannot be met or else flout the Naturalistic Requirement and the Atomistic Requirement. Even setting the Representer-Disjunction Problem aside, the Represented-Disjunction Problem does not get solved, because the robustness involving phonological/orthographic sequences guarantees that nothing can meet the Asymmetrical Dependence Condition. Indeed there is a serious problem of individuating phonological/orthographic tokens and types in a manner that satisfies Fodor’s expectations. This is made manifest by the presence of orthographic tokens embedded in larger tokens. (shrink)

A IMPORTÂNCIA DA AJUDA HUMANITÁRIA AOS REFUGIADOS.

An intelligent model of the incremental capacity curve of an automotive lithium-ferrophosphate battery is presented. The relative heights of the two major peaks of the IC curve can be acquired from high-current discharges, thus enabling the state of health estimation of the battery while the vehicle is being operated and in certain cases, aging mechanisms can be suggested. Our model has been validated using a large dataset representing different degradation scenarios, obtained from a recently available open-source database.

This paper presents a belief revision operator that considers time intervals for modelling norm change in the law. This approach relates techniques from belief revision formalisms and time intervals with temporalised rules for legal systems. Our goal is to formalise a temporalised belief base and corresponding timed derivation, together with a proper revision operator. This operator may remove rules when needed or adapt intervals of time when contradictory norms are added in the system.
