Simple decency, to say nothing of Matthew's law of love, demands that we allow our neighbors to define themselves rather than to impose a caricature on them ; and to speak today of the utter reprobation of the people of Israel is monstrous and obscene.

Purpose The digital divide has persisted in California and the USA as a whole at approximately the same level for the past decade. This is despite multiple programs being created and billions of dollars being spent to close it. This paper examines why the efforts to date have been ineffective and to offers policy alternatives that might be more successful. Design/methodology/approach Using data from three, variable constrained projects in California, this paper examines the effectiveness of information-based outreach efforts at closing (...) the digital divide. The projects tested various outreach and enrollment methods to see which, if any, could increase broadband adoption in low-income households. Findings This project found that providing low-income households’ information about low-cost broadband offerings was ineffective at closing the digital divide. The findings in this paper were similar to those of two other works that examined the federal Broadband Technology Opportunities Program grants under the American Recovery and Reinvestment Act. Practical implications The findings of this paper along with the works cited that evaluated the BTOP program should be enough to change public policy. For the past ten years, efforts to close the digital divide have focused on providing information to low-income households. However, two independent surveys show broadband adoption has remained virtually flat during that period. Social implications The digital divide brings concomitant economic and education harms and challenges that plague those unable to access information, services, educational and employment opportunities with the same ease, speed and sufficiency as their connected peers and neighbors. Those harms exacerbate the already existing education and income divides. This paper shows that without a change in strategy, those harms will persist. Originality/value This paper breaks new ground and addresses one of the weaknesses identified in existing research. To the best of author’s knowledge, this is the first paper of its type to use programs designed to generate data that can be empirically evaluated for effectiveness. Prior studies attempted to assess program effectiveness by using data generated from fully implemented government programs. However, those programs contained a vast number of unidentified variables and insufficient data collection. They were not designed to facilitate academic evaluation, and as such made a true effectiveness evaluation challenging. (shrink)

ArgumentIn this article, we trace shifting narratives of trauma within psychiatric, neuroscience, and environmental epigenetics research. We argue that two contemporary narratives of trauma – each of which concerns questions of time and psychopathology, of the past invading the present – had to be stabilized in order for environmental epigenetics models of suicide risk to be posited. Through an examination of these narratives, we consider how early trauma came to be understood as playing an etiologically significant role in the development (...) of suicide risk. Suicide, in these models, has come to be seen as a behavior that has no significant precipitating event, but rather an exceptional precipitating neurochemical state, whose origins are identified in experiences of early traumatic events. We suggest that this is a part of a broader move within contemporary neurosciences and biopsychiatry to seelife as post: seeing life as specific form of post-traumatic subjectivity. (shrink)

The surface appeal of the Social Responsibility theory of the press emerging in the report of the Commission on Freedom of the Press in 1947 has made Social Responsibility theory broadly acceptable. Yet, I declare it inconsistent with the American social system. Three concepts are discussed - societal obligation, individual rights, and interpersonal relationships - as necessary for a new moral theory that serves valid societal goals.

Troades has often been thought to lack any coherent structure, and this has been variously attributed to its being the last play of the trilogy and to Euripides' overriding concern to impress the horrors of war upon his fellow Athenians. More recently, however, attention has been drawn to how the constant presence of Hecuba gives unity to the play and to how it is articulated by the striking entries of Cassandra, Andromache, and Helen. Cassandra and Andromache enter in mock triumph, (...) Cassandra waving torches in her ironical wedding song and Andromache on a waggon, while Helen is dragged out by force and her scene marked off by Menelaus' second prologue. All three women emerge from the tent, argue with Hecuba but fail to convince her, and depart for marriage in Greece. Andromache's ideal marriage to Hector contrasts with Cassandra's perverted ‘marriage’ to Agamemnon and with Helen's destructive marriage to Paris. The departure of the Trojan women for marriage in Greece balances Helen's earlier departure from Greece for marriage in Troy. (shrink)

Young men who have sex with men younger than 18 years are often excluded from HIV prevention research in Thailand due to cultural attitudes toward youth sexuality, social stigma, and difficulties obtaining guardian permission. Culturally sensitive focus group discussions conducted with parents and YMSM in Bangkok, Thailand, identified barriers and facilitators related to minors’ participation in HIV prevention research. Although gender and class differences emerged, mothers and fathers were generally accepting of research to reduce HIV risk but not in favor (...) of waiver. Youth’s positive attitude toward parental permission was tempered by concerns about harms posed by disclosing same-sex attraction through permission forms. (shrink)

The tragic or ‘instantaneous’ aorist usually has a paragraph to itself in the grammar books, as a distinct but not especially important use of the aorist. It is most common in Athenian drama of the second half of the fifth century, although there are possible examples in Homer and some learned revivals later. The present article offers an entirely new account of these aorists, and entails a new interpretation of the tone of some 75 lines of tragedy and comedy.

The philosophical mind-body problem, which Chalmers has named the 'Hard Problem', concerns the nature of the mind and the body. Physicalist approaches have been explored intensively in recent years but have brought us no consensual solution. Dualistic approaches have also been scrutinised since Descartes, but without consensual success. Mentalism has received little attention, yet it offers an elegantly simple solution to the hard problem.

It wasn't that hard to be a polymath in ancient Greece. All it meant, when you come down to it, was that you could write a poem, speak classical Greek (not very difficult in the circumstances) and understand the mechanics of the Archimedes' screw. Today it's not so easy. These are the proceedings of the First International Conference on Compu- tional Logic (CL 2000) which was held at Imperial College in London from 24th to 28th July, 2000. The theme of the conference covered all aspects of the theory, implementation, and application of computational logic, where computational logic is to be understood broadly as the use of logic in computer science. The conference was collocated with the following events: { 6th International Conference on Rules and Objects in Databases (DOOD (...) 2000) { 10th International Workshop on Logic-based Program Synthesis and Tra- formation (LOPSTR 2000) { 10th International Conference on Inductive Logic Programming (ILP 2000). CL 2000 consisted of seven streams: { Program Development (LOPSTR 2000) { Logic Programming: Theory and Extensions { Constraints { Automated Deduction: Putting Theory into Practice { Knowledge Representation and Non-monotonic Reasoning { Database Systems (DOOD 2000) { Logic Programming: Implementations and Applications. The LOPSTR 2000 workshop constituted the program development stream and the DOOD 2000 conference constituted the database systems stream. Each stream had its own chair and program committee, which autonomously selected the papers in the area of the stream. Overall, 176 papers were submitted, of which 86 were selected to be presented at the conference and appear in these proceedings. The acceptance rate was uniform across the streams. In addition, LOPSTR 2000 accepted about 15 extended abstracts to be presented at the conference in the program development stream. (shrink)

O'Brien & Opie's vehicle hypothesis is an attractive framework for the study of consciousness. To fully embrace the hypothesis, however, two of the authors' claims should be extended: first, since phenomenal content is entirely dependent on occurrent brain events and only contingently correlated with external events, it is no longer necessary to regard states of consciousness as representations. Second, the authors' insistence that only stable states of a neural network are conscious seems ad hoc.

The common belief regarding contraception is that it leads to reductions in abortion, and many in the pro-life movement hold this belief, some going so far as to support access to contraception as a means to reducing abortion. A review of the abortion industry’s own studies and statistics reveal, however, that the opposite is true—widespread access to contraceptives actually leads to increases in the abortion rate.
