New mechanisms to ensure that counter ter ror ism ac t ivit ies do not contravene international law or ethical values and principles will require careful design. Apart from the ethical and legal grounds, there are good practical rea-sons to design more effective counterter-rorism measures. Preventable harms to population health contribute to mistrust and instability and undermine the stated objectives of the intelligence services.

Thought-intrusions, automatic inferences, and other unintended thought are beginning to play an important role in the study of psychiatric disease as well as normal thought processes. We examine one method for study of task-unrelated imagery and thought . TUIT likelihood was shown to be reliably measured over a wide range of vigilance tasks, to have high short-term and long-term test-retest reliability, and to be sensitive to information processing demands. Likelihood of TUITs was shown to be different as a function of (...) aging, hyperactivity, time of day, and level of depression. Thus, we now can reliably measure the influence of endogenous and exogenous influences on TUITs. In addition, TUIT measurement was proposed as a minimally interfering and natural second task for determining resource utilization in a primary task. Finally, this method was offered as a reliable approach to quantification of such mental states as obsessions and drug craving and addiction. (shrink)

Einfühlung wird ideengeschichtlich an das Konzept der Selbstperfektionierung geknüpft und insofern im Modus der Defizienz verhandelt. Dabei fungieren antike und mittelalterliche Diskurse um Gotteserkenntnis als historisch-konzeptionelle Vorläufer neuzeitlichmoderner Erklärungsfolien zwischenmenschlicher Alterität, mithin als semantische Vorform der zeitgenössischen Einfühlungs-Idee. In diesem Kontext ist eine ethisch-epistemologische Asymmetrie zu konstatieren, die Gott einerseits als den All-Empathischen beschreibt und zugleich die Erkenntnisbemühungen des Menschen als unabgeschlossen und prozessual vorstellt. Einfühlung produziert sich als regulative Idee im doppelten Sinne: Während Gott als empathische Transzendenz erscheint, bedarf (...) es unendlicher Annäherungsbewegungen, damit der Mensch sich in einem Akt transzendenter Empathie in Gott einfühlen kann. This research investigates gender differences in employer-sponsored medical insurance coverage among full-time male and female workers in the United States and assesses the relevance of human capital theory and its compensating differentials corollary in predicting coverage. Data are analyzed from a subsample of the Quality of Employment Survey, a national probability sample of workers in the United States. Results indicate that men were more likely to have medical insurance coverage from their employers than were women; however, gender differences were minimized (...) in a multivariate context when human capital and structural variables were controlled. Furthermore, human capital variables are, overall, weak predictors of whether both women and men received coverage. More generally, the data suggest that structural conditions of the occupation, rather than individual human capital, may be most relevant for future research. (shrink)

Globalization of markets and expanding communication technology networks affect all dimensions of education: curriculum, instructional method, learning environments, and administration. In this article, the author anticipates the impacts upon education in science, technology, and society (STS).

When physical structures resonate in proximity to each other they will under certain circumstances 'sync up' in a shared resonance frequency. This is the phenomenon of spontaneous selforganization. General resonance theory (GRT), a theory of consciousness developed by Hunt and Schooler, suggests that consciousness is a product of various shared resonance frequencies at different physical scales. I suggest a heuristic for calculating the boundaries and resulting capacity for phenomenal consciousness in such resonating structures. Shared resonance results in phase transitions (...) in the speed and bandwidth of information exchange and thus richer and more complex consciousness. This approach is a solution to the 'combination problem' and 'boundary problem' of consciousness. The proposed mathematical heuristic is a practical approach for identifying potential conscious structures and the spatial and temporal boundaries of such structures over time, and also for calculating the capacity for phenomenal consciousness of any putative conscious entity. The slowest-frequency shared resonance -- the 'slowest common denominator'-- is the limiting factor for the spatial extent of any macro-consciousness. Various synchrony indexes are discussed. I describe some limitations of the proposed framework, and how it compares to Tononi's integrated information theory. IIT's constellation- qualia characterization framework is compatible with GRT and may be a useful tool in conjunction with GRT's quantification framework. (shrink)

A new approach to the 'hard problem'of consciousness, the eons-old mind-body problem, is proposed, inspired by Whitehead, Schopenhauer, Griffin, and others. I define a 'simple subject' as the fundamental unit of matter and of consciousness. Simple subjects are inherently experiential, albeit in a highly rudimentary manner compared to human consciousness. With this re-framing, the 'physical' realm includes the 'mental' realm; they are two aspects of the same thing, the outside and inside of each real thing. This view is known as (...) panpsychism or panexperientialism and is in itself a partial solution to the hard problem. The secondary but more interesting question may be framed as: what is a 'complex subject'? How do simple subjects combine to form complex subjects like bats and human beings? This is more generally known as the 'combination problem'or the 'boundary problem', and is the key problem facing both materialist and panpsychist approaches to consciousness. I suggest a new approach for resolving this component of the hard problem, a 'general theory of complex subjects' that includes 'psychophysical laws' in the form of a simple mathematical framework. I present three steps for characterizing complex subjects, with the physical nature of time key to this new understanding. Viewing time as fundamentally quantized is important. I also suggest, as a second-order conceptualization, that 'information' and 'experience' may be considered identical concepts and that there is no double-aspect to information. Rather, there is a single aspect to information and it is inherently experiential. Tononi's, Chalmers', and Freeman's similar theories are compared and contrasted. (shrink)

HuntIThe position I will be taking here will seem very peculiar to many people. I will be treating a novel as a discussion of the work of a philosopher—namely, Friedrich Nietzsche. Worse yet, I will be treating it as a discussion that is philosophically penetrating and deserves to be taken seriously. Still worse, the novel is Ayn Rand's early novel (...) The Fountainhead. I think it is safe to say that her reputation, among academics who discuss the works of philosophers, is very low. If the reader will only bear with me, though, I think I can make a case that Rand opens a line of inquiry about Nietzsche's ideas and values that is not only quite interesting in itself but one that ought to be pursued further by others.There has always been ample reason to associate Nietzsche with The Fountainhead.1 He is after all, the only philosopher who is more or less directly quoted in the book.2 Beyond that, Rand's novel has many other passages that students of Nietzsche instantly recognize as conscious references to him or deliberate echoes of his style. In addition, she revealed, in an introduction written for the twenty-fifth anniversary edition, that the following quotation from Beyond Good and Evil had originally stood at the head of the book when it was still in manuscript:It is not the works, but the belief which is here decisive and determines the order of rank to—employ once more an old religious formula with a new and deeper meaning—it is some fundamental certainty which a noble soul has about itself, something which is not to be sought, is not [End Page 79] to be found, and perhaps, also, is not to be lost—The noble soul has reverence for itself.—3She said, in the same introduction, that she removed the quotation (evidently, immediately before publication) for philosophical reasons, because of her "profound disagreement with the philosophy of its author." Even her statement of what she likes about this passage is rather constrained: "as a poet [ie., not as a philosopher], he projects at times (not consistently) a magnificent feeling for man's greatness, expressed in emotional, not intellectual terms."4It is of course true enough that Rand does disagree with Nietzsche, and for more or less the reasons that she suggests here, but it is also true that the passage she has quoted expresses some ethical themes—nobility, order of rank, the "pathos of distance," and (most obviously) the idea of self-reverence as a characteristic of the ethically good—which are at least as important in The Fountainhead as they are in Nietzsche's writings. Though Rand's spirited disclaimer serves to remind us of her deep differences with Nietzsche, the quotation itself suggests that there might be an interesting philosophical, not merely literary or emotional, connection between The Fountainhead and Nietzsche's ideas. What I would like to show here is that this connection merits a much closer look than it has ever been given heretofore. Not only is the presence of Nietzschean themes in Rand's novel deep and pervasive, but the book actually contains a very interesting and powerful internal critique of one of Nietzsche's most characteristic ideas, a criticism based in large part on values and assumptions that he shares. It is argued that God cannot be a fitting target of prepositional gratitude. The first premise is that if someone cannot be benefited, then they cannot be a fitting target of prepositional gratitude. The second premise is that God cannot be benefited. Concerning the first premise, it is argued that a necessary component of prepositional gratitude is the desire to benefit one’s benefactor. Then it is argued that such a desire is fitting only if one’s benefactor can in fact be (...) benefited. Concerning the second premise, it is noted that classical theism widely attributes blessedness to God. It is argued that if God is blessed then God necessarily has as much well-being as it is possible for God to have, and hence God cannot be benefited. Also noted are some ways in which God’s blessedness is compatible with less orthodox ideas about God’s passibility. The argument is then defended against eight objections. (shrink)

In The Healer's Power, Howard Brody placed the concept of power at the heart of medicine's moral discourse. Struck by the absence of “power” in the prevailing vocabulary of medical ethics, yet aware of peripheral allusions to power in the writings of some medical ethicists, he intuited the importance of power from the silence surrounding it. He formulated the problem of the healer's power and its responsible use as “the central ethical problem in medicine.” Through the prism of power he (...) refracted a wide range of ethical problems, from informed consent to truth-telling, from confidentiality to futility, from the physician's fantasies to the physician's virtues. At times this prism shed new light on old problems, enabling us to see from an unexpected angle the elements of which the problem was composed. The paper investigates whether imaginative states about propositions can be assessed in terms of fittingness (also known as correctness, appropriateness, aptness). After characterizing propositional imaginings and explaining the idea of fittingness, I present some considerations in favour of the no conditions view: imagining seems to be the sort of action that cannot be done unfittingly, and imaginings have no external cognitive nor conative goals in light of which they could be unfitting. I then examine the local conditions view, that there (...) can be fittingness conditions on imaginings, but that these are inherited from the mental projects in which imaginings can play a role. Given that there are virtues of the imagination such as creativity and spontaneity, and given that imaginings are subject to purposive mechanisms, and given that there are cases in which it is unfitting to fail to imagine, I endorse the general conditions view, on which imaginings have a goal, and therefore fittingness conditions, even outside the context of mental projects. I then examine 4 versions of the general conditions view and argue that imaginings aim to make contents available to mental projects. (shrink)

Its foraging tools show clear signs of diversification and progressive refinement, and it seems likely that at least some tool-related information is passed across generations via social learning. Here, we explain how these remarkable birds can help us uncover the basic biological processes driving technological progress.

Comtrary to general assumption, subjective reports of immediate ordinary consciousness and non-ordinary alterations of consciousness can provide unique evidence concerning the bases of the human symbolic capacity. Evidence from classical introspectionism, the meditative traditions, and descriptions of synaesthesias suggests that thought, rests on a cross-modal synthesis or fusion of the patterns from vision, audition, and touch-kinesthesis. This would provide a holistic, non-reductionist explanation of our capacity for reflective self awareness and recombinatory creativity. The approach is consistent with Geschwind's and Luria's (...) models of neocortical operation and Jackendoff's and Yates' recent emphasis on symbolic thought as a "neutral" or "amodal" synthesis. This article probes the relationship among constitutionalism, extra-legal prerogative power, and citizen judgment. While much has been written about the nature of Lockean prerogative, and while his theory serves as a direct inspiration for contemporary "normative extra-legalists," key participants in the debate over emergency powers, less attention has been paid to how the people judge prerogative. Attention to this issue is useful because an examination of the process of political judgment of extra-legalism in Locke leads to a complication of the (...) current extra-legalist vision of democratic mechanisms of accountability. The author argues that the extra-legal approach is right to consider the role of democratic publics in potentially constraining the exercise of emergency powers but wrong to formulate that role as one extra-constitutional power checking another extra-constitutional power. The author situates both prerogative power and citizen judgment of it at the threshold of the constitutional order. (shrink)
