An increasingly long line of high-profile scientific misconduct cases raises the question of whether regulatory policy ought to incorporate more rigorous sanctions for investigators and their institutions. Broad and Wade graphically describe these cases through the early 1980s. They continue to recent times with the cases of Evan Dreyer, Kimon Angelides and Robert Liburdy, Justin Radolf, and others. In addition, recent Congressional investigation into conflict of interest concerns surrounding consulting by National Institutes of Health scientists has raised further questions about (...) ethical standards. The record of continuing scandal suggests that current policy may not be optimal for controlling scientific misconduct. Would an alternative policy better minimize its incidence and associated costs?What should we expect of public policy governing misconduct by American scientists? Surely the public has a right to presume that its tax money is being spent wisely and that any economic rewards from taxpayer funded research are used prudently and in the public interest. (shrink)

The proportion of research misconduct cases among trainees in the biomedical sciences has risen, raising the question of why, and what are the responsibilities of research administrators and the research community to address this problem. Although there is no definitive research about causes, for trainees the relationship with a research mentor should play a major role in preventing actions that constitute research misconduct. Examination of the limited literature and of the number of cases closed by the US Office of Research (...) Integrity between 2009 and 2013 raises questions about the mentor-student relationship and what it should be accomplishing. But many gaps in policy and its implementation inhibit this role. There is no acknowledgement of mentorship in federal regulations and research on how to teach research integrity is woefully underdeveloped, especially for international trainees. And some institutional research integrity officers may have had little preparation for the role. (shrink)

In the 21stcentury, there is a turn of thinking toward its reorientation first of all to the human as an author of thought and not to the nature, existing independently of us and of the process of scientific knowledge obtaining. It is possible to see the difference of these two types of thinking in the context of dialogue between W. Whewell’s philosophy and the scientific investigations after the scientific revolution in the beginning of the 20thcentury. In the philosophy of 21stcentury, (...) man is a social being and this is the basis of social philosophy. The artificial world around us is created by a human, it has its foundation in the laws of thinking but not the laws of nature. The foundations of both systems are quite different. In what way can we achieve mutual understanding between them? From both sides some aspects can be put forward, for instance, the concept of a mediator of a thought. This concept is studied actively by W. Whewell and by philosophers of our time, and this leads in both cases to some unexpected interpretation of the basic question of philosophy: the border between thing and thought is becoming less noticeable. We can come to the same result, going by different ways. Whewell finds common qualities for some group of things. Social philosophers are interested in what makes things different. Not one of these idealizations corresponds completely to the reality. Always something is not taken into consideration. A thinker chooses out of real world some of its characteristics that become a basis of a thought system, which explains everything but in its own way. I explore some of the ways that assumptions about the nature of substance shape metaphysical debates about the structure of Reality. Assumptions about the priority of substance play a role in an argument for monism, are embedded in certain pluralist metaphysical treatments of laws of nature, and are central to discussions of substantivalism and relationalism. I will then argue that we should reject such assumptions and collapse the categorical distinction between substance and property.

This study is based on the 1983 Rural Health Survey of Ethiopia. Patterns and levels of child morbidity by age, sex, geographic region, and sanitary facilities are examined. Morbidity levels peak in the second year of life. Diarrhoeal diseases are of major importance, especially among infants and toddlers. Parasitic diseases, and respiratory diseases other than pneumonia, become increasingly important with age.There are no significant sex differentials in morbidity except for higher rates of diarrhoeal diseases among female children. Geographic differentials are (...) quite marked with particularly high morbidity levels from all disease types in the western mountainous regions of Ethiopia. Access to high quality drinking water, a latrine, and garbage disposal, are strongly related to reduced overall morbidity levels, though not necessarily to reduced diarrhoeal disease levels. This is the second of four papers to be published in Research Ethics Review in 2009 that address methodological issues of relevance to research ethics committees. It focuses on three issues: the appropriateness of the research question, the different types of study design available, including both qualitative and quantitative, and the need for, and choice of, a control group. The paper argues that these issues are key to ethical consideration since inappropriate design may not be salvageable and can lead to (...) unusable data, in which case the risks and burdens to participants would be unjustified. The present work is motivated by recent experiments aimed to measure the propagation velocity of bound electromagnetic field that reveal no retardation in the absence of EM radiation. We show how these findings can be incorporated into the mathematical structure of special relativity theory that allows us to reconsider some selected problems of classical and quantum electrodynamics. In particular, we come to the conclusion that the total four-momentum for a classical system “particles plus fields” ought to be a present state (...) function of moving charges if EM radiation is negligible. In quantum domain, we analyze novel definition of the momentum operator recently suggested in the study of quantum phase effects. It implies that bound EM field energy and momentum are to be present state functions, too. Being in agreement with reported experiments, these conclusions suggest the necessity to carry out more precise experimental verifications for additional and independent determination of propagation properties of bound EM fields. A scheme of a possible experiment on this subject is also proposed. (shrink)
