In recent intervention campaigns sensitizing about harmful practices in eastern Africa, the beliefs and institutions of rural populations are marked out: culture is the culprit. This article concentrates on the most targeted region, Sukuma-speaking communities in Tanzania, to verify the stigmatizing impact of institutions: whether bridewealth treats women as commodities, whether children withnsebudisorder are stigmatized, and why children living with albinism are stigmatized. Complementing the situational analysis of power relations, cultural analysis approaches institutions as established practices in a group and (...) as generated from the palette of experiential frames constituting the cultural system prevailing in that group. The method’s sensitivity to intracultural diversity highlights the local capacity of applying cultural logics, ethically framing situations and creating new institutions, for instance by female healers protecting their clients against stigmatization. The method permits to conclude, for the cases studied, that institutions categorizing people prevent rather than cause the discreditable social status known as stigma. (shrink)

The first “R” from animal research ethics prescribes the replacement of animal experiments with animal-free alternatives. However, the question of when an animal-free method qualifies as an alternative to animal experiments remains unresolved.Drawing lessons from another debate in which the word “alternative” is central, the ethical debate on alternatives to germline genome editing, this paper develops a general account of when something qualifies as an alternative to something. It proposes three ethically significant conditions that technique, method, or approach X must (...) meet to qualify as an alternative to Y: (1) X must address the same problem as Y, under an appropriate description of that problem; (2) X must have a reasonable chance of success, compared to Y, in solving the problem; and (3) X must not be ethically unacceptable as a solution. If X meets all these conditions, its relative advantages and disadvantages determine whether it is preferable, indifferent, or dispreferable as an alternative to Y.This account is then applied to the question of whether animal-free research methods qualify as alternatives to animal research. Doing so breaks down the debate around this question into more focused (ethical and other) issues and illustrates the potential of the account. (shrink)

The article proposes to defend the basic income as a pillar of a socio-cultural revolution. This is done exclusively from a literature review and articulation of different works. The introduction section presents the characteristics of a basic income. Section 2 brings how it would mitigate current capitalism problems, which are: increasing inequality, lack of equality of opportunity, means tested social security and its bureaucracy, narrow definition of paid work and future of labor. On Section 3, the author does a literature (...) review to address two common objections against basic income: the cost, and potential labor decrease. Section 4 presents the author argument on three pillars of the socio-cultural revolution: austerity, active citizenship, and solidarity. The article ends with a general conclusion. (shrink)

SummaryThe aim of this article is to shed light on some elements of the context in which the Dutch translation of the British Merchant of 1728 was published. At first sight the translation appears to be a straightforward mercantile handbook. No additions are made to the English language original of 1721, other than a set of tables. Yet, precisely in this mercantile function lies a different political significance. The argument of this article, built up through contextual reconstruction and analysis of (...) a number of pamphlets, trade handbooks and periodicals, is that the Historie van den algemenen en bijzonderen koophandel van Groot Brittannien provided an instrument to its Dutch readers, presumably consisting to a large extent of merchants and politicians, for coming to grips with the reality of international commerce that had emerged following the War of the Spanish Succession. Understanding, and subsequently being able to react to, the recent history of British trade and Hanoverian commercial politics had by the 1720s become a key factor in the development of Dutch trade and of the new outlooks on international politics that were required to preserve the Republic. The article suggests that the publisher of the Dutch translation of the British Merchant, a Huguenot from Delft, along with other Dutch Huguenot publishers tended to translate and publish specific texts that paved the way for a commercial politics that combined allegiance to Britain and Austria with a vision of European trade that was of French origin and contrasted with British principles of foreign trade. For simplicity, most of the literature introduces the concept of definitional equivalence only to languages with disjoint signatures. In a recent paper, Barrett and Halvorson introduce a straightforward generalization to languages with non-disjoint signatures and they show that their generalization is not equivalent to intertranslatability in general. In this paper,we show that their generalization is not transitive and hence it is not an equivalence relation. Then we introduce the Andréka and Németi generalization as one of the many equivalent formulations for (...) languages with disjoint signatures. We show that the Andréka-Németi generalization is the smallest equivalence relation containing the Barrett–Halvorson generalization and it is equivalent to intertranslatability even for languages with non-disjoint signatures. Finally,we investigate which definitions for definitional equivalences remain equivalent when we generalize them for theories with non-disjoint signatures. (shrink)

Attracting philosophers, politicians, artists as well as the educated reader, Edmund Burke’s Philosophical Enquiry, first published in 1757, was a milestone in western thinking. This edited volume will take the 250th anniversary of the Philosophical Enquiry as an occasion to reassess Burke’s prominence in the history of ideas. Situated on the threshold between early modern philosophy and the Enlightenment, Burke’s oeuvre combines reflections on aesthetics, politics and the sciences. This collection is the first book length work devoted primarily to Burke’s (...) Philosophical Enquiry in both its historical context and for its contemporary relevance. Traditionally, Thomas S. Kuhn’s The Structure of Scientific Revolutions (1962) is largely identified with his analysis of the structure of scientific revolutions. Here, we contribute to a minority tradition in the Kuhn literature by interpreting the history of evolutionary biology through the prism of the entire historical developmental model of sciences that he elaborates in The Structure. This research not only reveals a certain match between this model and the history of evolutionary biology but, more importantly, also sheds new light (...) on several episodes in that history, and particularly on the publication of Charles Darwin’s On the Origin of Species (1859), the construction of the modern evolutionary synthesis, the chronic discontent with it, and the latest expression of that discontent, called the extended evolutionary synthesis. Lastly, we also explain why this kind of analysis hasn’t been done before. (shrink)

Tolerance for blood transfusion risks is very low, as evidenced by the implementation of expensive blood tests and the rejection of gay men as blood donors. Is this low risk tolerance supported by the precautionary principle, as defenders of such policies claim? We discuss three constraints on applying the precautionary principle and show that respecting these implies tolerating certain risks. Consistency means that the precautionary principle cannot prescribe precautions that it must simultaneously forbid taking, considering the harms they might cause. (...) Avoiding counterproductivity requires rejecting precautions that cause more harm than they prevent. Proportionality forbids taking precautions that are more harmful than adequate alternatives. When applying these constraints, we argue, attention should not be restricted to harms that are human caused or that affect human health or the environment. Tolerating transfusion risks can be justified if available precautions have serious side effects, such as high social or economic costs. (shrink)

The aim of this paper is to present a new logic-based understanding of the connection between classical kinematics and relativistic kinematics. We show that the axioms of special relativity can be interpreted in the language of classical kinematics. This means that there is a logical translation function from the language of special relativity to the language of classical kinematics which translates the axioms of special relativity into consequences of classical kinematics. We will also show that if we distinguish a class (...) of observers in special relativity and exclude the non-slower-than light observers from classical kinematics by an extra axiom, then the two theories become definitionally equivalent. Furthermore, we show that classical kinematics is definitionally equivalent to classical kinematics with only slower-than-light inertial observers, and hence by transitivity of definitional equivalence that special relativity theory extended with “Ether” is definitionally equivalent to classical kinematics. So within an axiomatic framework of mathematical logic, wee xplicitly show that the transition from classical kinematics to relativistic kinematics is the knowledge acquisition that there is no “Ether”, accompanied by a redefinition of the concepts of time and space. In this essay we will use mind as the term to designate the totality and manner in which our thoughts take place. We use the term brain to refer to the underlying mechanics, the substrate and the manner in which it supports the operations needed to carry out thoughts.

I argue that the imagination was a crucial concept for the understanding of marvellous phenomena, divination and magic in general. Exploring a debate on prophecy at the turn of the seventeenth century, I show that four explanatory categories were consistently evoked and I elucidate the role of the imagination in each of them. I introduce the term ‘floating concept’ to conceptualise the different ways in which the imagination and the related ‘animal spirits’ were understood in diverse discourses. My argument is (...) underpinned with a general discussion of the imagination, after which I focus on a unorthodox tradition which attributed special powers to this internal faculty. Many physicians had explained psychosomatic phenomena by referring to the influence of the imagination on the human body; but some philosophers held that the imagination could also exert power over external objects. During the renaissance these theories acquired negative associations and became linked with illicit magic. Furthermore, I show that the relation between both animal spirits and imagination, and the power of the latter over external bodies, points to the importance of a ‘history of vapours’; and this suggests an adjustment to Keith Hutchison’s argument on occult qualities in mechanical philosophy. Whole brain emulation aims to re-implement functions of a mind in another computational substrate with the precision needed to predict the natural development of active states in as much as the influence of random processes allows. Furthermore, brain emulation does not present a possible model of a function, but rather presents the actual implementation of that function, based on the details of the circuitry of a specific brain. We introduce a notation for the representations of mind state, mind transition functions (...) and transition update functions, for which elements and their relations must be quantified in accordance with measurements in the biological substrate. To discover the limits of significance in terms of the temporal and spatial resolution of measurements, we point out the importance of brain region and task specific constraints, as well as the importance of in-vivo measurements. Welch :263–279, 2017) has recently proposed two possible explanations for why the field of evolutionary biology is plagued by a steady stream of claims that it needs urgent reform. It is either seriously deficient and incapable of incorporating ideas that are new, relevant and plausible or it is not seriously deficient at all but is prone to attracting discontent and to the championing of ideas that are not very relevant, plausible and/or not really new. He argues for the second explanation. (...) This paper presents a twofold critique of his analysis: firstly, the main calls for reform do not concern the field of evolutionary biology in general but rather, or more specifically, the modern evolutionary synthesis. Secondly, and most importantly, these calls are not only inspired by the factors, enumerated by Welch, but are also, and even primarily, motivated by four problematic characteristics of the modern synthesis. This point is illustrated through a short analysis of the latest reform challenge to the modern synthesis, the so-called extended evolutionary synthesis. We conclude with the suggestion that the modern synthesis should be amended, rather than replaced. (shrink)

Relying on the results of the fist paper of this pair (Vermeir, 2004), which argued the importance of theories of the imagination in debates on divination, I unearth the role of the imagination in a discussion on dowsing. References to the imagination often stayed implicit because of its negative associations, but I show in detail how the imagination was used to negotiate between the material and the spiritual, and between the natural, the supernatural and the moral. Natural philosophers, theologians as (...) well as moralists struggled for authority over divinatory phenomena. The debate evolved around the questions whether moral states could be naturalised and whether subtle material vapours could have moral qualities. (shrink)

ABSTRACTWhen Maurice Blondel raised the problem of Christian salvation in his thesis ‘L’Action’, he met with heavy resistance, both from the French University, striving for rationality and from the traditional Catholic philosophers who rejected the ‘modern’ method of immanence. Whereas in the sphere of knowledge Hegel starts the search for Absolute Knowledge from the uncultivated consciousness on, Blondel, exploring the sphere of the will, goes out from the most primitive willing of ‘something’ so as to climb – equally dialectically – (...) towards the object of the ultimate desire of the will. To Blondel, this path presupposes overcoming the position of positivism. Blondel reckons only with the ethical drive of the will’s desire. The way he chooses allows him to penetrate as far as to the natural desire of god, fulfilled by revelation. The act of faith, however, does not belong to philosophy. The fierce discussions after the publication gave Blondel the opportunity to expound his idea of a Christian philosophy... (shrink)

In order to understand the reactions to the publication in 1893 of l’Action by Maurice Blondel, we should investigate the philosophical climate at the end of the 19th century both at French universities and in ecclesiastical circles. In the latter, Blondel was suspected of modernism because he criticised Thomist metaphysics as losing itself in abstractions because of its distance from life. Did this perhaps show contempt of the metaphysical abilities of the intellect? In his own philosophy, moreover, Blondel presented the (...) supernatural as absolutely necessary and yet as absolutely impossible. Was this overrating the intellect? If human reason in explaining human nature deals with the metaphysical level, does not this reduce the metaphysical to the merely natural level? Blondel’s philosophy did indeed owe a debt to the method of immanence, which he thought capable of speaking about what medieval man knew as desiderium naturale Dei . At French universities, on the other hand, the principle of immanence had been raised to a quasi-dogma. The neo-Cartesians agreed with the neo-Kantians that philosophy should limit itself to that part of worldly reality which reason can master. The criticism from both sides were due to a misunderstanding of Blondel’s intentions. He intended to work out a metaphysics of the will. Within this framework, it was his conviction that all forms of thinking are threatened by abstraction as soon as they refuse to acknowledge that thinking is related to the dynamics of the will, albeit different trom the act of volition. Blondel’s metaphysics of the will is based on an extensive phenomenology of action, whose existential impact goes together with a rigorous dialectical line of reasoning. As the dialectics of Hegel’s Phänomenologie searches for the adequacy between consecutive certainties and ultimate truth, so Blondel’s dialectics goes in search of the adequacy between the consecutive aims of the will and the ultimate goal of the will’s dynamics. We discuss this analogy in the awareness that Blondel is not a Catholic Hegel. As to the theological discussion of the supernatural within a philosophical perspective, Bouillard’s interpretation is succinctly presented. (shrink)

Synthetic biology, as an engineering approach to biological systems, has the potential to disruptively innovate the development of vaccines, therapeutics, and diagnostics. Data accessibility and differences in data-usage capabilities are important factors in shaping this innovation landscape. In this paper, the data that underpin synthetic biology responses to the COVID-19 pandemic are analyzed as positional information goods—goods whose value depends on exclusivity. The positionality of biological data impacts the ability to guide innovations toward societally preferred goals. From both an ethical (...) and economic point of view, positionality can lead to suboptimal as well as beneficial situations. When aiming for responsible innovation (i.e. embedding societal deliberation in the innovation process), it is important to consider hurdles and facilitators in data access and use. Central governance and knowledge commons provide routes to mitigate the negative effects of data positionality. (shrink)

This article aims to shed some light on the concepts embedded in the expressions ‘services of general interest’ (‘SGI’), ‘services of general economic interest’ (‘SGEI’), ‘non-economic services of general interest’ (‘NSGI’) and ‘social services of general interest’ (‘SSGI’). It is submitted that the expression ‘SGI’ conveys a general concept which comprises both SGEI and NSGI. SGEI may be distinguished from NSGI in that only the former involve an economic activity. In contrast to SGI, SGEI and NSGI, the expression ‘SSGI’ is (...) nowhere to be found in primary EU law. This means that it is for the EU legislator and, as the case may be, for the Member States to define such expression. Furthermore, this article supports the contention that a definition of the principles and conditions underpinning the operation of SGI must be capable of adapting to changing times and social perceptions, whilst being respectful of the vertical and horizontal allocation of powers set out in the Treaties. Vertically, a definition of SGI must not impinge upon the powers retained by the Member States. In the absence of harmonisation, it is for the Member States to define the services they consider to be of general interest, unless they commit a manifest error of assessment. In the presence of EU harmonising measures, the margin of discretion enjoyed by the Member States is, if still existent, narrowed down, given that national authorities are required to comply with the objectives pursued by the EU legislator. Horizontally, a definition of SGI must not encroach upon the prerogatives of the Commission in the realm of competition law. Moreover, in light of Article 9 TFEU and secondary EU legislation, the specific features of SSGI must be taken into consideration when determining the compatibility with EU State aid rules of public service compensation awarded to the providers of those services. An EU conceptual framework for the SGI must thus be the result of a constructive dialogue between the different levels of governance, as well as of a balanced solution among different policy areas in relation to which the EU enjoys competences. In teaching professional ethics to students of a particular profession , one must start from the actions which are essential within the professional practice which is central to a particular academic training. Although universities do not, as such, provide particular profession-oriented trainings, but are, in the main, inspired by scientific research, most curricula are nevertheless clearly linked to professional careers. First and foremost, we should elucidate the values at stake from an internal perspective, from within the human — and thus (...) socioculturally determined practice which is itself oriented toward particular values.Any profession is situated in a complex field of relationships between its axiological orientation , its etiological interpretation and its therapeutic solutions .Any profession involves a collection — or a system — of problem-solving activities. They all have particular definitions of their problems, their goals and their remedies or solutions, and what is problematic, an aim or a remedy within one particular profession, may not be defined as problematic, an aim or a remedy within another profession. What is more, it is not at all the case that, within most professions, there exists a general consensus about its axiology, its etiology and its therapy. The reasons why this is the case should be the subject of scrutiny as well. (shrink)

In his target article ‘The Illusions of the Modern Synthesis’, Denis Noble argues that the Modern Synthesis is undermined by the major findings of molecular biology. The supposed falsification of Weisman’s Barrier and of standard interpretations of Francis Crick’s Central Dogma has paved the way for Lamarckian forms of inheritance which are prohibited by that theory of evolution. I argue that August Weismann postulated two barriers against two kinds of Lamarckism. However, his second barrier was speculative. It was made more (...) concrete through the articulation of Francis Crick’s Central Dogma. These two barriers still preclude Lamarckism or Lamarckian forms of inheritance, as understood by Weismann. The discussion about the impact of agricultural biotechnology on Africa is deeply divided and contains widely diverging claims about the impact of biotechnology on African farmers. Building upon literature on the ‘good farmer’ that highlights that farmers identities are an important factor in explaining the success or failure of agricultural change, we argue that the identity of the farmer is an undervalued yet crucial aspect for understanding the debate about the impact of agricultural biotechnology on African farmers. In this article (...) we therefore investigate what farmers’ identities are implicated in the arguments about the impact of biotechnology on African farmers. We aim to identify the main fault lines in different accounts of the African biotechnology farmer by analysing the identities ascribed to them in two prominent cases of controversy: the debates at the 2002 World Summit on Sustainable Development in Johannesburg and the discussion about the impact of biotechnology on smallholder farmers in the Makhathini flats in KwaZulu Natal, South Africa. Our findings demonstrate that arguments about biotechnology are informed by diverging conceptions of who the African farmer is, what is important for the African farmer, and what role the African farmer has in relation to agricultural biotechnology. These findings remain relevant for current discussions on gene editing technologies like CRISPR-Cas. Openly discussing these different views on the identity of smallholder farmers is crucial for moving forward in the biotechnology controversy and can inform future attempts to elicit the farmer’s voice. Civil society organizations (CSOs) have significantly impacted on the politics of health research and the field of bioethics. In the global HIV epidemic, CSOs have served a pivotal stakeholder role. The dire need for development of new prevention technologies has raised critical challenges for the ethical engagement of community stakeholders in HIV research. This study explored the perspectives of CSO representatives involved in HIV prevention trials (HPTs) on the impact of premature trial closures on stakeholder engagement. Fourteen respondents from South (...) African and international CSOs representing activist and advocacy groups, community mobilisation initiatives, and human and legal rights groups were purposively sampled based on involvement in HPTs. Interviews were conducted from February-May 2010. Descriptive analysis was undertaken across interviews and key themes were developed inductively. CSO representatives largely described positive outcomes of recent microbicide and HIV vaccine trial terminations, particularly in South Africa, which they attributed to improvements in stakeholder engagement. Ongoing challenges to community engagement included the need for principled justifications for selective stakeholder engagement at strategic time-points, as well as the need for legitimate alternatives to CABs as mechanisms for engagement. Key issues for CSOs in relation to research were also raised. (shrink)

BACKGROUND: The availability of costly safety measures against transfusion-transmissible infections forces Western countries to confront difficult ethical questions. How to decide about implementing such measures? When are such decisions justified? As a preliminary to addressing these questions, we assessed which concerns shape actual donor blood safety policymaking in five Western countries. STUDY DESIGN AND METHODS: Our qualitative study involved determining which issues had been discussed in advisory committee meetings and capturing these issues in general categories. Appropriate documents were identified in (...) collaboration with local decision-making experts in Canada, Germany, the Netherlands, the United States, and the United Kingdom. The introduction of hepatitis B virus nucleic acid testing and selected measures against variant Creutzfeldt-Jakob disease, West Nile virus, and Q-fever were chosen as cases representing decision-making on safety measures with high costs and low or uncertain added safety. RESULTS: A broad inventory of concerns was established, including: 1) nine categories of advantages and disadvantages of candidate safety policies; 2) six kinds of difficulties in assessing risks and forecasting the effects of safety policies; 3) 13 decision-making principles; and 4) six kinds of practical barriers hampering the translation of candidate policies into decisions. CONCLUSION: Blood safety policymaking involves a wide variety of competing concerns, and approaches to reconcile these considerations are themselves contested. Developing a systematic decision-making approach requires ethical reflection on, among others, reasonable costs of safety and the value of transparency in public policy. (shrink)

This introductory article provides an overview of the historiography of scientific secrecy from J.D. Bernal and Robert Merton to this day. It reviews how historians and sociologists of science have explored the role of secrets in commercial and government-sponsored scientific research through the ages. Whether focusing on the medieval, early modern or modern periods, much of this historiography has conceptualized scientific secrets as valuable intellectual property that helps entrepreneurs and autocratic governments gain economic or military advantage over competitors. Following Georg (...) Simmel and Max Weber, this article offers an alternative interpretation of secrecy as a tool to organize and to hierarchically order society. In this view, the knowledge content of secrecy is less important than its social-psychological effects. The authors argue that, in many instances, entrepreneurial researchers and governments use scientific secrets as an effective tool to manipulate the beliefs of their competitors and the larger public, and not necessarily to protect the knowledge that they hold. ArgumentThis article highlights the epistemic concerns that have permeated the historical discourse around charlatanism. In it, I study the term “charlatan” as a multivalent actor’s category without a stable referent. Instead of defining or identifying “the charlatan,” I analyze how the concept of the charlatan was used to make epistemic interventions about what constituted credible knowledge in two interconnected controversies. Focusing on these controversies allows me to thematize how the concept of “the charlatan” expanded beyond medical contexts and to bring (...) a history of knowledge perspective to the history of medicine.The title of the article, “Charlatan Epistemology,” indicates a historical epistemological approach to charlatanism as well as the existence of a charlatan’s embodied epistemology. On the one hand, I historicize the epistemic characteristics of charlatanism, focusing on virtues as well as vices, knowledge as well as ignorance, by addressing the historical and contextual specificities of two case studies and the larger epistemic concerns at play. On the other hand, I show how references to charlatanism implied the existence of specific embodied knowledges, special skills and techniques to manipulate either natural secrets or the human psyche, and I explore the similarities and differences between charlatan epistemology and artisanal epistemology. This book examines how legal systems and mechanisms give shape to the capitalist economic system. In this regard, it focuses on the most important of these systems, such as monetary and financial law, company law, fiscality, contract and labour law. Further, the book provides a thorough analysis of the underlying ethical values of said legal systems and mechanisms. It also gives an overview of several potentially devastating related effects, such as poverty, the increasing polarisation between rich and poor, climate change, (...) and mounting debts at both the public and private level. The book concludes by presenting proposals for change. Given its critical analysis of legal systems and mechanisms in connection with the value choices dictated by economic ideologies, the book will be of particular interest to legal and economic academics, researchers and students, but also to policymakers, and, more generally, to anyone with a genuine concern for how the socio-economic order will evolve. Hematopoiesis unfolds within the bone marrow niche where hematopoietic stem cells (HSCs) play a central role in continually replenishing blood cells. The hypoxic bone marrow environment imparts peculiar metabolic characteristics to hematopoietic processes. Here, we discuss the internal metabolism of HSCs and describe external influences exerted on HSC metabolism by the bone marrow niche environment. Importantly, we suggest that the metabolic environment and metabolic cues are intertwined with HSC cell fate, and are crucial for hematopoietic processes. Metabolic dysregulation within the (...) bone marrow niche during acute stress, inflammation, and chronic inflammatory conditions can lead to reduced HSC vitality. Additionally, we raise questions regarding metabolic stresses imposed on HSCs during implementation of stem cell protocols such as allo‐SCT and gene therapy, and the potential ramifications. Enhancing our comprehension of metabolic influences on HSCs will expand our understanding of pathophysiology in the bone marrow and improve the application of stem cell therapies. (shrink)

There is a tendency in the literature on local digital media use and neighborhood outcomes to conceptualize Social Network Sites as mere transmission channels, thereby ignoring SNSs’ dynamics and limiting the understanding of their role in neighborhood life. Informed by Communication Infrastructure Theory and social media literature, we propose and test a model to investigate the association between the use of SNSs, appropriated as online neighborhood networks, and neighborhood sense of community. We administered a survey to Flemish online neighborhood network (...) users and found that active localized SNS use brings about an online sense of community and community awareness, which both independently lead to a neighborhood sense of community. Based on these findings, we argue that SNSs, appropriated as online neighborhood networks, function simultaneously as neighborhood hotspots in a neighborhood’s communication action context as well as community awareness media in a neighborhood’s storytelling network.
