This article examines stakeholder involvement and influence as part of voluntary environmental agreements between regulatory agencies and companies. Ten pilot projects that were part of the U.S. Environmental Protection Agency’s Project XL were examined to evaluate process goals and outcome goals. The ten case studies encompass a range of businesses, locations, and ideas for regulatory “reinvention” projects, and they span a spectrum of stakeholder participation processes and outcomes. Although results point to numerous problems in implementation, they also indicate that in (...) several cases, stake holder groups significantly affected the final project agreement and enforceable permit. The evidence suggests that companies can work collaboratively and constructively with residents of local communities, members of national environmental organizations and other interest groups, and government regulatory officials to craft voluntary environmental agreements that are cooperative and environmentally beneficial. A 2015 experiment by Hanson and Delft colleagues provided further confirmation that the quantum world violates the Bell inequalities, being the first Bell test to close two known experimental loopholes simultaneously. The experiment was also taken to provide new evidence of ‘spooky action at a distance’. Here we argue for caution about the latter claim. The Delft experiment relies on entanglement swapping, and our main claim is that this geometry introduces an additional loophole in the argument from violation of the (...) Bell inequalities to action at a distance: the apparent action at a distance may be an artifact of ‘collider bias’. In the absence of retrocausality, the sensitivity of such experiments to this ‘Collider Loophole’ depends on the temporal relation between the entanglement swapping measurement C and the two measurements A and B between which we seek to infer a causal connection. CL looms large if the C is in the future of A and B, but not if C is in the past. The Delft experiment itself is the intermediate case, in which the separation is spacelike. We argue that this leaves it vulnerable to CL, unable to establish conclusively that it avoids it. (shrink)

Tricycles are one of the most popular, most accessible, and least expensive forms of public transit in the Philippines. In addition to being common modes of transportation, motorcycles, and tricycles also contribute significantly to the livelihoods of millions of Filipinos who rely on them for a living. Hence, this study explores the lived experiences and challenges faced by female tricycle drivers. Employing the Interpretative Phenomenological Analysis, the findings of this study were: The participants strive to assist their husbands in providing (...) for their families. Their motivation comes primarily from their families. They each make every effort to provide a better life for their children. Thus, have faced challenges related to their ability to make ends meet, find time to balance job and family obligations, and encounter discrimination and stereotypes in others, and day-to-day life. Moreover, they evade and disregard the problem and discrimination as a coping mechanism. They feel that if they ignore their problem and focus on achieving their goal of providing for their family, it would eventually disappear. (shrink)

In October 2015 the UK enacted legislation to permit the clinical use of two cutting edge germline-altering, IVF-based embryonic techniques: pronuclear transfer and maternal spindle transfer. The aim is to use these techniques to prevent the maternal transmission of serious mitochondrial diseases. Major claims have been made about the quality of the debates that preceded this legislation and the significance of those debates for UK decision-making on other biotechnologies, as well as for other countries considering similar legislation. In this article (...) we conduct a systematic analysis of those UK debates and suggest that claims about their quality are over-stated. We identify, and analyse in detail, ten areas where greater clarity, depth and nuance would have produced sharper understandings of the contributions, limitations and wider social impacts of these mitochondrial interventions. We explore the implications of these additional considerations for the protection of all parties involved, should the techniques transfer to clinical applications; the legitimacy of focussing on short-term gains for individuals over public health considerations, and the maintenance and improvement of public trust in medical biotechnologies. We conclude that a more measured evaluation of the content and quality of the UK debates is important and timely: such a critique provides a clearer understanding of the possible, but specific, contributions of these interventions, both in the UK and elsewhere; also, these additional insights can now inform the emerging processes of implementation, regulation and practice of mitochondrial interventions. The average age of women nursing students in Australia is rising. With this comes the likelihood that more now begin university with family responsibilities, and with their lives structured by the roles of mother and partner. Women with more traditionally gendered ideas of these roles, such as nurturing others and self‐sacrifice, are known to be attracted to nursing as a profession; once at university, however, these students can be vulnerable to gender role stress from the competing demands of study. A (...) qualitative research design, guided by Gadamer's hermeneutic philosophy, explored the gendered behaviours and experiences of 22 women nursing students, all of whom had children and began university in a heterosexual intimate relationship. The findings reveal traditional ideas of gender were almost universal among participants, and these ideas had a significant influence on the nursing degree experience. Participants commonly prioritised family over the university and practiced maternal gatekeeping (prevention of male partner involvement in domestic work). These traditionally gendered behaviours, coupled with experiences of gender role stress, had a detrimental impact on participants' capacity to study and their personal wellbeing. The importance of these findings to the burgeoning nursing workforce shortage nursing is considered in terms of student retention and the supply of graduates into the profession. The implications to the nursing profession are also explored against the evidence that nursing students with traditional gender beliefs are less likely to develop as autonomous, critical thinking nurses compared to their gender‐egalitarian peers. The introduction of gender theory via critical pedagogy in the undergraduate nursing degree curriculum is recommended to enlighten and empower women nursing students and promote the competence, agility, and sustainability of the nursing profession. This text discusses aspects of Human-Machine Interaction from the perspectives of an engineer and a philosopher. Machines are viewed not so much as tools, but more as complex socio-technical systems. On this basis, the relation between production and use of such systems and its influence on the interaction between human and machine is examined. The concept of intentionality serves as a common thread, and its close connection with the concepts of usefulness, purpose, and functionality as well as the more socio-culturally (...) shaped concept of destination is shown. We also discuss the connection of these considerations to current philosophical debates around Floridi’s “Onlife Manifesto”. The core of our argumentation is the significance of the unintended in the interplay between justified expectations, the intended, and experienced results of real-world cooperative action. We extend the meaning of this term up to the negatively intended as harmful effect in order to highlight the prominent position of problem solving in the socio-cultural development of humankind. We focus on information processes in that Human-Machine Interaction and the concept of unintended information. With the advancing digital transformation and the growing possibilities of digital monitoring, the importance of information processes as forms of description is growing, too. We show how the concept of non-intended information is linked to such concepts of control of development, in which the non-intended is marginalised and thus an essential driver of socio-cultural development is deactivated. We compare this with Floridi’s reflections on “fears and risks in a hyperconnected era”. (shrink)

Using historical data from the Utah Population Database, this analysis finds significant, consistent, but small adverse mortality effects for mothers after age 50 who had mostly sons. Examination of age-dependent effects indicates that this association increases with mother’s age. Additionally, mothers who had mostly daughters faced mortality risks that increased with age. Offspring sex composition did not have a significant effect on paternal mortality. Interaction analyses were conducted to examine the effect of offspring sex composition with regard to historical period, (...) residential location, socioeconomic status, and childhood survival. No other interactions were found to be statistically significant. Having mostly boys remained detrimental to maternal mortality regardless of childhood survival. (shrink)

Knowledge was traditionally held to be justified true belief. This paper examines the implications of maintaining this view if justication is interpreted algorithmically. It is argued that if we move sufficiently far from the small worlds to which Bayesian decision theory properly applies, we can steer between the rock of fallibilism and the whirlpool of skepticism only by explicitly building into our framing of the underlying decision problem the possibility that its attempt to describe the world is inadequate.

The nature of this restriction is an asyntactic constant function that picks out individuals to the context of utterance (following Kaplan, 1989)). Constant function pronouns do not require an antecedent, neither an operator nor an argument, although this does not prevent them from participating in bound readings if an (...) appropriate antecedent is introduced. The notion that agents of contexts and agents of propositional attitudes are versions of the same operator-variable relation is thus rejected, along with certain less fine-grained versions of the nature of de se interpretation. Consequently, indexical pronouns such as first person ones contrast with logophoric pronouns, which are necessarily operator-bound by perspectival operators introduced by propositional attitude verbs. Scope-sensitive properties of operator-binding and the perspectival interpretations that are imposed on logophoricity distinguish the latter from constant function phenomena, which are sensitive neither to scope, as it is usually treated, nor perspectival shifts. Constant function phenomena are also detectable as restrictions on third person forms, and two such examples are lightly explored: the English generic pronoun one and the proximate/obviative distinction in languages like Fox. It is widely held that Bayesian decision theory is the final word on how a rational person should make decisions. However, Leonard Savage--the inventor of Bayesian decision theory--argued that it would be ridiculous to use his theory outside the kind of small world in which it is always possible to "look before you leap." If taken seriously, this view makes Bayesian decision theory inappropriate for the large worlds of scientific discovery and macroeconomic enterprise.
