Trisomy 18 is a condition with a very high mortality rate and the fetus usually dies in utero or shortly after birth. Parents are usually advised to terminate the pregnancy but in Liam's 1 situation the parents did not want this. They understood that the baby would not survive; however, they wanted to ensure that their baby had all the life that was possible, even in utero. The aim of this paper is to highlight how a lack of communication, inadequate (...) information, thoughtless words and actions resulted in a family experiencing preventable harm. Beneficence is a core value of health professionals; doing good is the foundation of care. However, in certain circumstances this value is challenged by the competing value of non-maleficence ; first, do no harm. The case of Liam is one such situation; the following is a brief discussion on some of the complex issues raised by this case. Medical ethicists often refer to the principle of primum nil nocere as finding a balance of benefits over harms of treatment. Beauchamp and Childress2 state that the obligation of non-maleficence is that one ought not to inflict harm.What was ‘harm’ in this situation? An invasion of rights without justifying useful consequences is one type of ethical harm. If we also take into consideration the Buddhist view of ethical harm where the concept of intentionality emerges, the intent behind clinical actions taken need to be considered. The case of Liam clearly demonstrates that the parents had the right to have compassionate care, understanding of their decisions and adequate information; confusion over these issues caused ethical harm as well as significant physical distress. The embryonic vertebrate face is composed of similarly sized buds of neural crest‐derived mesenchyme encased in epithelium. These buds or facial prominences grow and fuse together to give the postnatal morphology characteristic of each species. Here we review the role of neural crest cells and foregut endoderm in differentiating facial features. We relate the developing facial prominences to the skeletal structure of the face and review the signals and genes that have been shown to play an important role in facial (...) morphogenesis. We also examine two experiments one at the genetic level and one at the signal level in which transformation of facial prominences and subsequent change of jaw identity was induced. We propose that signals such as retinoids and BMPs and downstream transcription factors such as Distal‐less related genes specify jaw identity. Ulrich Beck asserts that global risks, such as climate change, generate a form of ‘compulsory cosmopolitanism’, which ‘glues’ various actors into collective action. Through an analysis of emerging ‘cosmopolitan risk communities’ in Chinese climate governance, this article points out a ‘blind spot’ in the theorization of cosmopolitan belonging and an associated inadequacy in explaining shifting power relations. The article addresses this problem by engaging with the intersectionality of the cosmopolitan space. It is argued that cosmopolitan belonging is a form of (...) performative identity. Its key characteristic lies in a ‘liberating prerogative’, which enables individuals to participate in the solution of common problems creatively. It is this liberating prerogative that forces the state from a position of political monopoly and marks the cosmopolitan moment. (shrink)

It is hard to imagine a threat to international security or a tension within U.S. foreign policy that does not involve the imposition of economic sanctions. The United Nations Security Council has fourteen sanctions regimes currently in place, and all member states of the United Nations are obligated to participate in their enforcement. The United States has some thirty sanctions programs, which target a range of countries, companies, organizations, and individuals, and many of these are autonomous sanctions that are independent (...) of the measures required by the United Nations. Australia, Canada, the European Union, Japan, South Korea, and others also have autonomous sanctions regimes, spanning a broad range of contexts and purpose. Most well-known are those concerning weapons proliferation, terrorism, and human rights violations; but sanctions are also imposed in such contexts as money laundering, corruption, and drug trafficking. States may also impose sanctions as a means to achieve foreign policy goals: to pressure a foreign state to bend to the sanctioner's will, to punish those who represent a threat to the sanctioner's economic or political interests, or to seek the end of a political regime toward which the sanctioner is hostile, to give but a few examples. One of the central issues in political philosophy is the problem of perspective: if there is a dispute as to how justice is to be defined, or a dispute as to whether a particular situation is unjust, how do we determine who is right? I reject the claim that an idealized speech situation or a transcendental perspective can legitimately be invoked to resolve such disputes. In their place, I discuss critical theory's commitment to the position that all perspectives are ideo (...) logical, partial, and rooted in interests. I then discuss Lukács's notion that, given that ideology and interests are ineluctable, certain per spectives are epistemologically privileged (though not transcenden tal). I discuss the notion of the preferential option for the poor in liberation theology, as an instance of such a claim of epistemological privilege. I argue that this has implications for the concept of alterity, and specifically for the role of the Other in a community of discourse. Finally, I discuss Lyotard's notion of incommensurable phrase regi mens, and the particular kind of harm which is done by exclusion from a discursive community. We explain the elementary mistake made by John S. Bell in the proof of his famous ``theorem.''.

In a couple of recent preprints Moldoveanu has suggested that there are errors in my disproof of Bell's theorem. Here I show that this claim is false. In particular, I show that my local-realistic framework is incorrectly and misleadingly presented in both of his preprints. In addition there are a number of serious mathematical and conceptual errors in his discussion of my framework. For example, contrary to his claim, my framework is manifestly non-contextual. United Nations Security Council resolutions raise distinctive problems of interpretation, particularly in the context of Chapter VII measures. In disputes of interpretation, the stakes are very high, since Chapter VII measures may explicitly or implicitly authorize military action; may override the target nation’s sovereignty; and may put lives at risk. However, there is no direct, binding judicial review of Security Council measures where questions of interpretation can be resolved. Consequently, interpretive disputes are resolved in a highly politicized process. This article (...) considers three situations where the language of the resolutions was ambiguous. Civics and Moral Educationwas implemented as a new moral education programme in Singapore schools in 1992. This paper argues that the underlying theme is that of citizenship training and that new measures are under way to strengthen the capacity of the school system to transmit national values for economic and political socialisation. The motives and motivation for retaining a formal moral education programme have remained strong. A discussion of the structure and content of key modules in Civics and Moral Education (...) shows how curriculum writers have attempted to integrate separate strands of civics and moral education from earlier programmes and present them in a less divisive manner. The paper also assesses the impact of the written civics and moral education programme on teachers and pupils, and the way in which strategies have been used by curriculum agencies to overcome possible obstacles at the curriculum implementation phase. This essay explores the work of both Paul Ricoeur and Luce Irigaray particularly in regard to their appeal to imagination and imaginary constructs as ways of introducing change in thought and action. While metaphor is at the heart of Ricoeur’s theory, Irigaray eschews metaphor – at least consciously. Nevertheless, there are a number of fruitful ways that their work can be compared and contrasted, especially on the question of the other, and the concept of recognition.

From the late 1960s to the early 1980s, a team of U.S. political scientists and computer specialists designed an automated, computerized information system that could ostensibly forecast conflict earlier and more accurately than human analysts. Named the Crisis Early Warning and Monitoring System (EWAMS), it sought to bring international relations scholarship and U.S. national security policy—traditionally qualitative and interpretive domains—under the jurisdiction of a man–machine system. Drawing together the histories of social science, computing, and foreign policy, this essay argues that (...) deep epistemic insecurities led social scientists to apply information technology to the production of policy knowledge. Computers, they hoped, could overcome the innate cognitive limitations that imperiled human decision making. By showing how social scientists’ computational zeal overshadowed their commitment to human agency, this essay also demonstrates that the history of science has an important role to play in contemporary debates about the implications of big data projects for knowledge and policy. This paper draws on research undertaken by the authors in community well woman clinics and hospital settings. Discussion focuses on issues around informed consent and participant observation. The authors are concerned to highlight the complexity of decision-making where researchers hold dual or multiple agendas, which are sometimes in conflict. Further situational factors which affect decision-making in research settings are explored. In particular, the complexity of gaining informed consent throughout the research process is addressed. The intention is not to point to (...) definitive resolutions to the problems posed, but rather to prompt debate about the often taken for granted meaning of 'informed' consent in relationship to participant observation. Over the last decade, successive New Zealand governments have instituted social, political and economic changes that have fundamentally challenged nurses’ sense of themselves and their position in society. Major upheavals in the health service have occurred as a result of reforms promoting competition and contestability. This paper deals with the impact of one aspect of the reforms, that of the deregulation of the labour market through the Employment Contracts Act 1991. More specifically, the way in which discussions and decisions regarding (...) the withdrawal of nursing labour are shaped by the language available to those involved are considered. The intersection of ethics and union discourses may exacerbate feelings of ambiguity and confusion in nurses facing strike action. The result can be unnecessary and unproductive division and conflict: among nurses, between employers and employees, between unions, between nurses and the public, and between nursing organizations and the Government. An examination of some of the discourses of strike action may serve as a tool to elucidate the way nurses see themselves and their clients in the context of social change and social action. (shrink)

In a recent arXiv preprint Richard Gill has criticized an experimental proposal published in a journal of theoretical physics which describes how to detect a macroscopic signature of fermionic sign changes. Here I point out that his worries stem from his own elementary algebraic and conceptual mistakes, and present several event-by-event numerical simulations which expose the vacuity of his claims by explicit computations.
