The study of culture and cultural selection from a biological perspective has been hampered by the lack of any firm theoretical basis for how the information for cultural traits is stored and transmitted. In addition, the study of any living system with a decentralized or multi-level information structure has been somewhat restricted due to the focus in genetics on the gene and the particular hereditary structure of multicellular organisms. Here a different perspective is used, one which regards living systems as (...) self-constructing energy users that utilize their genome as a library of information, making the genetic system just another component that adds fitness to the overall integrated unit. In this framework, basic fitness is measured as the ability to gather energy for growth and reproduction, and the fitness of the genetic system is broken down into two aspects: first, the effectiveness in searching for new somatic functional information, and second, the effectiveness in searching for better structures to store and process information. With this more generalized perspective, major evolutionary transitions to higher levels of organization become competitions between different information structures; furthermore the functioning and fitness of cultural systems can be more easily described and compared with other modes of information storage within biological systems. Modern technological societies are self-constructing systems that rely on written (symbolic) information storage and very complex algorithms that effectively search for variation with a high probability of successful selection. These systems are currently competing with traditional organic systems, and this competition constitutes the latest major evolutionary transition. Upon comparison of the energy-gathering potential of symbolic-based systems with DNA-based life, it appears that symbolic systems have a tremendous fitness potential and the current shift to a higher level of selection may be as significant and far-reaching as any of the previous major evolutionary transitions. Scripture tells us that he went on board, to go with them to Tarshish, away from the presence of the Lord (Jon 1,3) Not only was Tarshish quite the wrong way to go, it was a serious attempt to get away from the presence of the Living God. Why was Jonah so frightened? What was it about Nineveh that scared him? We get a clue later, when Jonah gets cross with Nineveh for repenting on cue. He hated Nineveh. He wanted it to be destroyed. He knew it to be wicked. Why go somewhere which should be destroyed and shout at its inhabitants to change their ways? They will probably give the messenger a rough time! Jonah did not appreciate that he was being sent to Nineveh for the good ofthe people there, yes, but also for his own good. A collection of essays on rationality - its scope, its limitations and its failures.

This project evaluates the impact of the National Science Foundation's policy to promote education in the responsible conduct of research. To determine whether this policy resulted in meaningful RCR educational experiences, our study examined the instructional plans developed by individual universities in response to the mandate. Using a sample of 108 U.S. institutions classified as Carnegie “very high research activity”, we analyzed all publicly available NSF RCR training plans in light of the consensus best practices in RCR education that were (...) known at the time the policy was implemented. We found that fewer than half of universities developed plans that incorporated at least some of the best practices. More specifically, only 31% of universities had content and requirements that differed by career stage, only 1% of universities had content and requirements that differed by discipline; and only 18% of universities required some face-to-face engagement from all classes of trainees. Indeed, some schools simply provided hand-outs to their undergraduate students. Most universities had plans that could be satisfied with online programs such as the Collaborative Institutional Training Initiative's RCR modules. The NSF policy requires universities to develop RCR training plans, but provides no guidelines or requirements for the format, scope, content, duration, or frequency of the training, and does not hold universities accountable for their training plans. Our study shows that this vaguely worded policy, and lack of accountability, has not produced meaningful educational experiences for most of the undergraduate students, graduate students, and post-doctoral trainees funded by the NSF. The essays in this volume, first published in 1986, examine the philosophical foundations of social choice theory. This field, a modern and sophisticated outgrowth of welfare economics, is best known for a series of impossibility theorems, of which the first and most crucial was proved by Kenneth Arrow in 1950. That has often been taken to show the impossibility of democracy as a procedure for making collective decisions. However, this interpretation is challenged by several of the contributors here. Other central (...) issues discussed in the volume include the possibility of making interpersonal comparisons of utility, the question of whether all preferences are equally to be valued, and the normative individualism underlying the theoretical tradition. Criticisms of social choice theory are advanced and suggestions for alternative approaches are developed. (shrink)

The article addresses the potential impact of functional brain imaging (functional magnetic resonance imaging and positron-emission tomography) on surrogate end-of-life decision-making in light of varying state-law definitions of consciousness, some of which define awareness behaviorally and others functionally. The article concludes that, in light of admonitions by neuroscientists that functional brain imaging cannot yet replace behavioral evaluation to determine the existence of consciousness, state legislatures, courts and drafters of written advance healthcare directives should consider treating behavior, not function, as the (...) touchstone for end-of-life decision-making. This article discusses the effects of the OECD Convention on Combating the Bribery of Foreign Public Officials, which was signed in 1997 and is due to be implemented by the signatory nation‐states this year. The Convention represents the expansion of legal measures to combat the bribery of foreign public officials by individuals or corporations, and it has been accompanied by the Organisation of American States’ Convention Against Corruption. Previously the Foreign Corrupt Practices Act , which applied only to United States (...) individuals or corporations, ‘stood alone in the world as a legal barrier to transnational bribery’ . This article proceeds in stages to evaluate implications of the Convention. Firstly the Convention is placed in the context of the increased focus on transnational business bribery in recent years. Second, the main points of the Convention are outlined. Third, the issues and problems posed by the Convention for business are discussed. Finally some themes regarding enforcement by the relevant authorities are outlined. (shrink)

Two different versions of the ending of the first additament to C. S. Peirce's 1908 article, "A Neglected Argument for the Reality of God," appear in the Collected Papers but were omitted from The Essential Peirce. In one, he linked the hypothesis of God's Reality to his entire theory of logic as semeiotic, claiming that proving the latter would also prove the former. In the other, he offered a final outline of his cosmology, in which the Reality of God as (...) Ens necessarium is indispensable to both the origin and order of our existing universe of Signs. Exploring these passages, as well as the unpublished manuscript drafts of the article, provides important insights into the key concepts of instinct and continuity within Peirce's comprehensive system of thought. This chapter first outlines some of Foucault' s conceptualizations of forms of power, focusing on discipline and biopower. The first section explores the extent to which Foucault understood modern power relations to be constraining limits, inhospitable to freedom. The second section focuses on some of Foucault's general conceptualizations rather than specific historical analyses of power and resistance. The third section follows Foucault's conceptualization of power relations as more expansive and complex than domination. In the final section Foucault's affirmative conceptualization of (...) power relations in the forms of liberty and freedom, not only resistance, comes to light. The section argues that Foucault's theorization and practice of resistance and liberty illustrate that, under contemporary conditions, resistance is the most viable way to practice freedom. Most of Foucault's work on ethical concern for the self focuses on the Classical Greek and Hellenistic eras, as Greek ethics turns power relations on the self. (shrink)

In this paper I want to discuss a well-known but poorly understood problem: how can socialists reconcile the observed paucity of cooperatives in capitalist societies with their alleged superiority on normative grounds? If cooperatives are so desirable, why don't workers desire them? If one's ideal of socialism is central planning, it is clear enough that it cannot emerge gradually within the womb of the capitalist economy. If instead it is something like market socialism, it is not clear that a discontinuous (...) transformation of society is required. If workers want socialism, they can start up here and now. If they don't, doesn't it prove that they do not want it? I shall proceed as follows. Section I argues that the usual explanation - that cooperatives are not economically viable or that workers prefer working in capitalist firms – is not necessarily correct. The explanation may lie elsewhere, in endogenous preference formation, adverse selection, discrimination, or externalities. Section II is concerned with the variety of cooperative arrangements. Only rarely do we find cooperatives in their pure form, with all workers and only workers having equal ownership rights. Non-working owners, non-owning workers and unequal distribution of shares are frequent. When the deviations become sufficiently large, the firms cease to become cooperatives in any meaningful sense. Section III extends the argument of Section I by surveying the causes of cooperative failure. Some fail by success: profitable cooperatives often attract or turn into private ownership. Others fail outright, partly because they tend to be established under unfavorable circumstances and partly because of intrinsic difficulties of management. (shrink)

The basic perspective is that logic flows in virtue of constraints and that constraints classify channels connecting particulars In this paper we explore some logics intended to model reasoning in the case of idealized information flow, that is, where the constraints involved are exceptionless. We look at this as a step toward the far more challenging task of understanding the logic of imperfect information flow, that is where the constraints (...) admit of exceptional connections. This paper provides a game-theoretic analysis of contrastive focus, extending insights from recent work on the role of noisy communication in prosodic accent placement to account for focus within sentences, sub-sentential phrases and words. The shared insight behind these models is that languages with prosodic focus marking assign prosodic prominence only within elements which constitute material critical for successful interpretation. We first take care to distinguish the information-structural notion of focus from an ontologically distinct notion of givenness marking, and then (...) outline the core properties of focus. We then introduce a signaling game between a speaker and hearer in which the goal is to transmit semantic content with the smallest signal possible. We apply the Iterated Best Response method of Franke to find equilibrium strategies in this game, where a unique equilibrium strategy in this case picks out the “critical information” of an utterance, which by hypothesis constitutes its focus. We show that iterating this game at different syntactic levels of a sentence makes correct predictions about the role of contrast in determining stress within words and phrases, and can be extended to account for association and second occurrence focus effects. I argue that Newtonian-style deduction-from-the-phenomena arguments should only carry conviction when they yield unexpectedly simple conclusions. That in that case they do establish higher rational probabilities for the theories they lead to than for any known or easily constructible rival theories. However I deny that such deductive justifications yield high absolute rational probabilities, and argue that the history of physics suggests that there are always other not-yet-known simpler theories with higher rational probabilities on all the original evidence, and that these (...) later turn out closer to the truth. My analyses rely on the modern Solomonoff-Levin solution to the problem of constructing a mathematically and philosophically acceptable inductive logic. (shrink)

Abstract:By combining normative philosophy and empirical social science, we craft a research framework for assessing differential expectations embodied in normative conceptions of the economic social contract in the United States. We argue that there are distinct views of such a contract grounded in individualist and communitarian philosophical ideologies. We apply this framework to organizational downsizing, postulating that certain human resource practices, in combination with the respective ideological orientations, will affect perceptions of the justice of downsizing policies.

This paper considers the correspondence theory from modal logic and obtains correspondence results for models as opposed to frames. The key ideas are to consider infinitary modal logic, to phrase correspondence results in terms of substitution instances of a given modal formula, and to identify bisimilar model-world pairs.

Aldo Leopold’s land ethic calls for an extension of ethical consideration to nonhuman components of the complex system he called “the land.” Although the basis for this extension was holistic, interpretations of Leopold’s holism leave one baffled at how he could see his land ethic as an extension of a system which recognizes individual human rights. Leopold’s critics and exponents alike have focused on the holism expressed in his definition of right and wrong. Both regard it as a working criterion (...) of morality to be applied directly to conduct, act by act. Both are mistaken. Leopold was an indirect holist, not a direct one. That is, he applied his holistic definition of right and wrong not as a role for judging conduct directly, case by case, but as a principle for judging conduct only indirectly by judging the roles, tastes, predilections, practices, and attitudes which influence it. The symposiasts have acutely singled out a number of statements in my book that are wrong, incomplete or ambiguous.
