John Passmore has kindly granted permission for his introduction to be included in this new release. John Anderson (1893-1962) was Challis Professor (...) of Philosophy at the University of Sydney from 1927 until 1958. He is generally regarded as the most important philosopher to have worked in Australia. Since the last ice age, when ice enveloped most of the northern continents, the earth has warmed by about five degrees. Within a century, it is likely to warm by another four or five. This revolution in our climate will have immense and mostly harmful effects on the lives of people not yet born. We are inflicting this harm on our descendants by dumping greenhouse gases into the atmosphere. We can mitigate the harm a little by taking measures to control (...) our emissions of these gases, and to adapt to the changes by, for instance, building sea walls around coastlines threatened by rising sea levels. But these measures will be very expensive, and the costs will be born by us, the present generation, whereas the benefits will come to future generations. How much should we sacrifice for the sake of the future? Economists and philosophers have independently worked on the question of our responsibility to future generations. This book brings their work together and applies it to global warming. It suggests a programme for future research on the economic and ethical issues. John Dillon presents an English translation of Alcinous' Handbook of Platonism, accompanied by an introduction and a philosophical commentary which explain the ideas in the work and show their intellectual and historical context. The Handbook purports to be an introduction to the doctrines of Plato, but in fact gives us an excellent survey of Platonist thought in the second century AD.

This chapter examines John Locke's work entitled Two Treatises of Government. It suggests that this work helped revitalize the social contract tradition by extending the elements of Calvinist political thought, and expanded the modern natural law tradition of Hugo Grotius and Samuel von Pufendorf. The chapter also contends that this work represents Locke's defense of his political philosophy and of the Whig political principles.

My work in the philosophy of mind developed out of my early work in the philosophy of language, especially the theory of speech acts, Most of my work in the philosophy of mind has been concerned with the topics of intent ion ality and its structure, particularly the intentionality of perception and action and the relation of the intentionality of the mind to the intentionality of language. I have also written extensively on cognitive science (see cognitive psychology), especially on the (...) limitations Of the COMPUTATIONAL MODEL of the mind. Other work has concerned the mind‐body problem, the nature and structure of consciousness, the relation of consciousness to unconsciousness, the proper form of explanation in the social sciences and in the explanation of human behaviour generally, and the background of intentionality. Late in his life, Hans-Georg Gadamer was asked to explain what the universal aspect of hermeneutics consisted in, and he replied, enigmatically, “in the _verbum interius_.” Gadamer devoted a pivotal section of his magnum opus, _Truth and Method_, to this Augustinian concept, and subsequently pointed to it as a kind of passkey to his thought. It remains, however, both in its origins and its interpretations, a mysterious concept. From out of its layered history, it remains a provocation to thought, expressing (...) something about the relation of language and understanding that has yet to be fully worked out. The scholastic idea of a word that is fully formed in the mind but not articulated served Augustine as an analogy for the procession of the Trinity, and served Thomas Aquinas as an analogy for the procession between divine ideas and human thought. Gadamer turned the analogy on its head by using the verbum interius to explain the obscure relation between language and human understanding. His learned interpretation of the idea of the inner word through Neoplatonism, Lutheranism, idealism, and historicism may seem nearly as complex as the medieval source texts he consulted and construed in his exegesis, but the profoundity of his insights are unquestioned. In unpacking Gadamer's interpretive feat, John Arthos provides an overview of the philosophy of the logos out of which the _verbum interius_ emerged. He summarizes the development of the _verbum _in ancient and medieval doctrine, traces its path through German thought, and explains its relevance to modern hermeneutic theory. His work unfolds in two parts, as an expansive intellectual history and as a close analysis and commentary on source texts on the inner word, from Augustine to Gadamer. ABSTRACTThe historical process underlying Darwin’s Origin of Species did not play a significant role in the early editions of the book, in spite of the particular inductivist scientific methodology it espoused. Darwin’s masterpiece did not adequately provide his sources or the historical perspective many contemporary critics expected. Later editions yielded the ‘Historical Sketch’ lacking in the earlier editions, but only under critical pressure. Notwithstanding the sources he provided, Darwin presented the Origin as an ‘abstract’ in order to avoid giving sources; (...) a compromise he acknowledged and undertook to set right in later editions, yet failed to provide throughout the six editions under his supervision. Darwin’s reluctance to publish the historical context of his theory and his sources, particularly sources which were also ‘precursors’, may be attributed as much to the matter of intellectual ownership as science, or even good literary practice. Of special concern to Darwin were issues of priority or originality over ‘descent with modification’ and especially over Natural Selection. Many later historians have argued that Darwin was unaware of the work of his precursors on Natural Selection. Darwin’s theory was an example of independent discovery, albeit along with such obscure precursors as Matthew or Wells, who were unknown to Darwin until after the publication of the Origin. Both Matthew and Wells had a medical education, like James Hutton or Erasmus Darwin earlier in the eighteenth century, or even Charles Darwin. Evolutionary theory, at least in Britain was a product largely of the medical evolutionists rather than the natural historians which ‘history’ has chosen to select for the focus of attention; and among the medical evolutionists the figure of John Hunter stands out as theorist, experimentalist and teacher: the medical evolutionists were predominantly the product of Hunter’s legacy or of the medical profession and particularly the Scottish Universities. Much recent Darwin scholarship has focused on the private Notebooks, to establish Darwin’s discovery of Natural Selection around 1837–1838 and demonstrate Darwin’s ignorance of his precursors; requiring an explicit acknowledgement by Darwin as the legitimate substantiation of any claim to prior influence. The precursors have been categorized as uniformly obscure or irrelevant to the science of evolution which may be defined exclusively as ‘Darwinian’. The inclination to acknowledge influences, however was not something Darwin was gratuitously given to doing, especially on matters of priority. The Notebooks are not Darwin’s private thoughts; from an early stage he considered them incipient public documents and later sought to protect them as proof of his originality. William C. Wells was not an obscure thinker, but a celebrated scientist whom Herschel, Darwin’s guide to scientific methodology, had recommended as providing a model of scientific method. Darwin discovered Wells through Herschel, and quickly acquired a copy of Wells’ recommended work, no later than 1831, and held it thereafter in his library at Down House. This book, the 1818 edition of Wells’ Two Essays contains a third essay, Wells’ account of Natural Selection. Later, in the Descent of Man Darwin acknowledged his separate discovery of the correlation of colour and disease immunity in man, also earlier recounted by Wells. (shrink)

Bernard Lavor and John Kadvany argue that Lakatos’s Hegelian approach to the philosophy of mathematics and science enabled him to overcome all competing philosophies. His use of the approach Hegel developed in his Phenomenology enabled him to show how mathematics and science develop, how they are open-ended, and that they are not subject to rules, even though their rationality may be understood after the fact. Hegel showed Lakatos how to falsify the past to make progress in the present. A (...) critique based on normal standards of fairness and honesty finds this argument an attack on rationality. The similarity of the methods Lakatos used as a Stalinist politician and those he used as a philosopher are pointed out. The Hegelian interpretation of his philosophy is an excuse for his misdeeds. KRONEN The University of St. Thomas St. Paul, Minnesota EVERY SUBSTANCE metaphysician must answer several difficult questions peculiar to his or her ontology. In this paper I will examine John Poinsot's answer to two of these questions, one concerning the nature of the form of substantial composites, and one concerning which material objects are (...) substantial composites. I shall argue that Poinsot's answers to these questions show the untenability of a structuralist view of substantial form and of a reductive materialist view of living beings. But before considering these questions I must briefly outline Poinsot's view of what the general nature of substance is, as explained in his treatise on material logic.1 Poinsot's Account of Substance in General In the section of his Material Logic concerned with the categories Poinsot gives a succinct account of the nature of substance 1 Cursus Philosophicus thomisticus; vol. It should be noted that I am not concerned in this paper with describing either the psychological origin of the notion of substance, or of justifying it against phenomenalism. My only aim is to show how such a view of substance leads to a certain notion of form when it is applied, so to speak, to material objects. For an interesting account of the origin of the concept of substance in Poinsot see John Deely, Tractatus De Signis: The Semiotic of John Poinsot (Los Angeles, Berkeley, and London: The University of California Press, 1985), p. 86, n. 16. Deely takes it that Poinsot has a deeper categorial scheme than that of Aristotle from which the latter's scheme "emerges," as it were. In this article, then, I am not concerned with that deeper scheme which Deely refers to in this interesting note. 599 600 JOHN D. KRONEN in general and of its relation to the supposit and to the act of existing. He notes that by " substance " narrowly considered is meant that kind of essence to "which it is due to exist in itself as opposed to that kind to which it is due to exist in another" (i.e., an accident).2 He defends this as the primary " definition " 3 of substance against the other definition of it which is " that which stands under accidents," on the grounds that a thing must exist in itself, at least ontologically speaking, before it can support accidents 4 and that to define substance as that which supports accidents is to define it in relation to other things, not itself. This point is important because many modern and contemporary philosophers who have attacked the notion of substance have done so by arguing that there are no beings which stand under accidents. For Poinsot this attack, even if successful, would show that there are no accidents, not that there are no substances. Poinsot insists that " substance " connotes a quiddity to which to exist in itself is due since actual existence does not belong to the essence of any created thing.5 Further, Poinsot insists that to exist in itself " connotes more than a mere negation of existing in another; rather it connotes a positive perfection." This is because to exist in a dependent way is to exist in an imperfect way, so to exist independently must be to exist in a more perfect way.6 Finally, Poinsot distinguishes between the substance and the supposit. John Stuart Mill is the philosopher of liberalism. Or so some people think. Others disagree; they may give that status to Locke, or (perhaps) to Kant. Or they may think the question frivolous and insist – boringly but, I cannot deny, sensibly – that no one thinker is the philosopher of liberalism.

The controversy over the prescription drug, alosetron, is examined in order to investigate what is permitted to count as ‘therapeutic advance’ and ‘therapeutic breakthrough’ within pharmaceutical innovation and regulation. It is argued that those official accounting categories can mask very modest efficacy of some drugs by reference to the official techno-scientific evidence, thus leading to questionable acceptance of risks to public health. This is explained by: the drug availability options set by the commercial interests of manufacturers; the FDA management's need (...) to demonstrate rapid approval of therapeutic advances to their budgetary masters, especially in the context of patient demands for access to new drugs; and the increasing capacity of patient groups, sometimes in collaboration with pharmaceutical manufacturers, to challenge techno-scientific expertise and evidence with experiential testimony. It is concluded that regulatory policy-makers need much more sophisticated accounting systems for differentiating between drugs defined as significant therapeutic advances, and between drugs (‘therapeutic breakthroughs’ fast-tracked to treat serious or life-threatening conditions. Contrary to some STS analyses, the desirability of an ascendancy of patients’ anecdotal evidence in regulatory decisions for public health is questioned. (shrink)

Drawing on case studies from the modern era of pharmaceutical regulation in the UK, US and Europe, I examine how the extent and distribution of trust between regulators, the pharmaceutical industry, and the medical profession about drug testing and monitoring influences knowledge and regulatory judgements about the efficacy and safety of prescription drugs. Introducing the concepts of ‘acquiescent’ and ‘investigative’ norms of regulatory trust, I demonstrate how investigative norms of regulatory trust—which deter pharmaceutical companies from assuming that their data analyses (...) will be accepted without independent de-construction—drive up bioethical and regulatory standards of drug assessment in the interests of health. By contrast, acquiescent norms of regulatory trust, which are associated with industrial capture and professional closure of interests, promote permissive standards allowing patients to take pharmaceuticals with greater risks to health and less evidence of therapeutic efficacy.
