Background: As actors with the key responsibility for the protection of human research participants, Research Ethics Committees (RECs) need to be competent and well-resourced in order to fulfil their roles. Despite recent programs designed to strengthen RECs in Africa, much more needs to be accomplished before these committees can function optimally.Objective: To assess training needs for biomedical research ethics evaluation among targeted countries.Methods: Members of RECs operating in three targeted African countries were surveyed between August and November 2007. Before implementing (...) the survey, ethical approvals were obtained from RECs in Switzerland, Cameroon, Mali and Tanzania. Data were collected using a semi-structured questionnaire in English and in French.Results: A total of 74 respondents participated in the study. The participation rate was 68%. Seventy one percent of respondents reported having received some training in research ethics evaluation. This training was given by national institutions (31%) and international institutions (69%). Researchers and REC members were ranked as the top target audiences to be trained. Of 32 topics, the top five training priorities were: basic ethical principles, coverage of applicable laws and regulations, how to conduct ethics review, evaluating informed consent processes and the role of the REC.Conclusion: Although the majority of REC members in the targeted African countries had received training in ethics, they expressed a need for additional training. The results of this survey have been used to design a training program in research ethics evaluation that meets this need. (shrink)

John Dewey's analyses of the relationships among ethical theory, intellectual-growth, and the nature of democratic societies are of continuing interest to social and political philosophers, especially those who hold an evolutionary view of these inquiries. The ontological analysis of society and social facts, recently advanced by John Searle, provides us with an alternative way to approach Dewey's thought that is at variance with traditional Deweyan scholarship. Growth, the central concept in Dewey's ethical naturalism, is typically ignored in commentary on his philosophic analyses. When growth is overlooked, as it is by some of Dewey's most competent reviewers, his treatment of other concepts such as democracy and equality cannot be fully appreciated or understood. Underestimating the pivotal role of growth in Dewey's thinking weakens his account of philosophic naturalism, in which there is current interest in the philosophic literature. John Dewey’s analysis of the role of emotion in moral reasoning, presented in the later Ethics, led him to conclude that our development of moral reasoning should be less focused on the secondary interest of attention to ourselves or others, and attend to the more complete interests of the welfare and integrity of the social groups in which we participate. In that analysis, Dewey identified the essential role of empathic understanding in moral decisions, referred to by neuroscientists as social (...) intelligence. Dewey’s discussion of the essential role of emotion in these decisions is further supported by research in neuroscience which has established that general intelligence is located in an area of the brain distinct from the area that supports social intelligence, our capacity for empathic experience. These findings suggest that the presence of individuals with developed social intelligence in the groups in which we participate provide increased opportunities for growth. (shrink)

The ecology of fear has become a common rhetoric in efforts to support climate mitigation. The thesis of the collapse is an extreme version, asserting the inevitable collapse of the world. Fear, then, becomes the ultimate emotion for spurring action. In this article, drawing on the work of the pragmatist John Dewey, we show that fear is an ambiguous emotion. Dewey stressed the quality of an emotion. Following his reasoning, this article draws a distinction between intense and moderate fear. (...) Intense fear annihilates action, while moderate fear fulfils the conditions for an emotion of quality (in the Deweyan sense), which enables action. For this reason, the thesis of the collapse must be rejected, while an ecology of fear, drawing on moderate fear, may be maintained. (shrink)

John Dewey’s famous early twentieth-century account of the relationship between education as growth and democratic societies, presented in Democracy and Education, was later rejected by him, because it failed to properly identify the role of societal structures in growth and experience. In the later Ethics, Dewey attempts to correct that omission, and adumbrates the argument required to reconstruct his theory, which is an appeal to the role of institutions in individual growth and experience. It is the contention of this (...) paper that the inadequacy Dewey finds in his early account is more comprehensively explained by means of recent analyses in philosophy of society, especially John Searle’s ontological analysis. Following in Dewey’s direction, a more complete analysis of the role of society in the theory of growth is presented in terms of the deontological analysis of institutions. It is suggested that the current analyses in philosophy of society provide the means for the completion of Dewey’s views of both growth and experience, making Dewey’s account more useful today than it was a century ago. In the conclusion to this multi-part article I first review the discussions carried out around the six essential questions in psychiatric diagnosis – the position taken by Allen Frances on each question, the commentaries on the respective question along with Frances’ responses to the commentaries, and my own view of the multiple discussions. In this review I emphasize that the core question is the first – what is the nature of psychiatric illness – and that in some manner all further (...) questions follow from the first. Following this review I attempt to move the discussion forward, addressing the first question from the perspectives of natural kind analysis and complexity analysis. This reflection leads toward a view of psychiatric disorders – and future nosologies – as far more complex and uncertain than we have imagined. (shrink)

What is the significance of that loose collective enterprise, sprung up in the aftermath of the sixties, known as L=A=N=G=U=A=G=E Writing? To answer this question I will be taking, initially, a somewhat oblique route. And I shall assume an agreement on several important social and political matters: first, that the United States, following the Second World War, assumed definitive leadership of a capitalist empire; second, that its position of leadership generated a network of internal social contradictions which persist to this (...) day ; third, that this postwar period has been characterized, at the international level, by an extended cold war shadowed by the threat of a global catastrophe, whether deliberate or accidental. Whatever one’s political allegiances, these truths, surely, we hold as self-evident.Postwar American poetry is deployed within that general arena, and to the degree that it is “political” at all, it reflects and responds to that set of overriding circumstances.1 In my view the period ought to be seen as falling into two phases. The first phase stretches from about 1946 to 1973 . This period is dominated by a conflict between various lines of traditional poetry, on one hand, and the countering urgencies of the “New American Poetry” on the other. In the diversity of this last group Donald Allen argued for a unifying “characteristic”: “a total rejection of all those qualities typical of academic verse.”2Of course, this representation of the conflict between “tradition” and “innovation” obscures nearly as much as it clarifies. The New American poets were, in general, must moe inclined to experimentalism than were writers like Richard Wilbur, Anthony Hecht, Louis Simpson, or Donald Justice. But Allen’s declaration can easily conceal the academic and literary characteristics of the innovators. Robert Duncan and Charles Olson, for example, key figures in the New American Poetry, can hardly not be called “literary” or even “academic” poets. If they opened certain new areas in the field of poetic style, no less could and has been said of Lowell, even in his early work. And if Frank O’Hara seems the antithesis of academic work, John Ashbery is, in his own way, its epitome. Yet both appear in Allen’s New American Poetry anthology. Moreover, who can say, between O’Hara and Ashbery, which is the more innovative of the two—so different are their styles of experimentation? 1. In face of the multiple controversies surrounding the DSM process in general and the development of DSM-5 in particular, we have organized a discussion around what we consider six essential questions in further work on the DSM. The six questions involve: 1) the nature of a mental disorder; 2) the definition of mental disorder; 3) the issue of whether, in the current state of psychiatric science, DSM-5 should assume a cautious, conservative posture or an assertive, transformative posture; 4) the role (...) of pragmatic considerations in the construction of DSM-5; 5) the issue of utility of the DSM - whether DSM-III and IV have been designed more for clinicians or researchers, and how this conflict should be dealt with in the new manual; and 6) the possibility and advisability, given all the problems with DSM-III and IV, of designing a different diagnostic system. Part I of this article took up the first two questions. Part II will take up the second two questions. Question 3 deals with the question as to whether DSM-V should assume a conservative or assertive posture in making changes from DSM-IV. That question in turn breaks down into discussion of diagnoses that depend on, and aim toward, empirical, scientific validation, and diagnoses that are more value-laden and less amenable to scientific validation. Question 4 takes up the role of pragmatic consideration in a psychiatric nosology, whether the purely empirical considerations need to be tempered by considerations of practical consequence. As in Part 1 of this article, the general introduction, as well as the introductions and conclusions for the specific questions, are written by James Phillips, and the responses to commentaries are written by Allen Frances. If you are anything like me, you may feel yourself unsure of what, as a critic these days, you ought to be talking about—whether literature qua literature, literature as rhetoric, literature as politics or as history, whether about the persistence of romanticism or the waxing of postmodernism, the decline of Yale or the rise of Duke. If, like me, you are puzzled by what we now ought to be about, you may also be like Paul de Man, who bespoke a (...) similar concern: “In a manner that is more acute for theoreticians of literature than for theoreticians of the natural or the social world, it can be said that they do not quite know what it is they are talking about, … that, whenever one is supposed to speak of literature, one speaks of anything under the sun except literature. The need for determination,” de Man concludes, “thus becomes all the stronger as a way to safeguard a discipline which constantly threatens to degenerate into gossip, trivia or self-obsession,”1De Man’s wishes are rarely fulfilled, and this instance is no exception. Despite the critic’s determinations, theory, it turns out, is the story of the failure of safeguards to do the job for which they are designed. There is no better instance of that ironic truth than the career of Paul de Man. No critic has fallen farther despite his determination; from a paragon of analytical rigor, he has become the most gossiped about critic of the late 1980s 1. Volume 23 of _The Annual of Psychoanalysis _departs from its predecessors in offering three lengthy studies of unususal interest. Fred Levin's three-part examination of psychoanalysis and knowledge is a simulating, timely effort to relate "a psychoanalyst's thinking about knowledge" to both the clinical situation and what is now known about learning, memory, and knowledge formation in the neurosciences. The late Roy R. Grinker, Sr.'s history of analysis in Chicago was solicited by _The Annual_ in 1975 but declined for publication at (...) the time as too abrasive in tone and too critical in content. It is published here in unexpurgated form, and emerges as both a provocative historical document and a valuable commentary on the state of psychoanalytic education 20 years ago. Finally, in a fascinating contribution to applied analysis, Carol M. Ravenal reexamines Matisse's artwork in the context of the painter's arrested development and subsequent adult conflicts in "Henri Matisse: Love as Art - A Psychobiographical Study." These major contributions are supplemented by clinical and theoretical papers of characteristic excellence. John Gedo's probing evaluation of the "pragmatics of empathy" highlights how empathic responsiveness obliges analysts "to tailor our manner of discourse to the specific requirements of the analysand's current state." Michael Hoit argues that the hermeneutic point of view is an important addition to clinical theory, allowing analysts to understand phenomena outside the boundaries of specific schools and theories. Otto Kernberg examines the psychoanalytic psychotherapy of eating-disorder patients with borderline personality organization. Alice Rosen Soref proffers a revised understanding of the etiology and treatment of narcissistic pathology on the basis of three decades of infant research. And Samuel Weiss discusses the resistance to child analysis of parents who know their children need help but balk at the actual recommendation for treatment. In all, Volume 23 is a worthy response to the ferment of the present time. Encompassing a key period in psychoanalytic history, a scholarly investigation in applied analysis, and a thoughtful assessment of psychoanalysis and brain research, it offers a fine overview of the major tributaries of contemporary analytic scholarship. Supplement these monographic efforts with a careful selection of clinical and theoretical studies and you have an exemplary contribution to the literature. (shrink)

The image of perception as openness to fact is best understood as the claim that the contents of perception are mind-independent facts. However, I argue against John McDowell that this claim, which he accepts, is incompatible with his conceptualism, namely the thesis that the contents of perception are fully conceptual. If we want to give justice to the image of perception as openness to facts, we have to acknwoledge that perception relates us to a non-conceptual world.

Teachers and critics have much to learn from [Harold] Bloom's work, and in this paper I want to try to show what it is we can learn from him and how we might go about it. In doing so, I also mean to analyze his attack upon formal criticism and to consider the merits of that attack. In the end, I propose an assessment of what in my view is the crucial weakness of both formal and dialectical criticism alike. This (...) will involve an explication of the meaning of critical care and an enlargement of our customary understanding of critical method and procedure. . . . In The Anxiety of Influence Bloom presents theory based frankly upon Freudian models, or what Bloom calls Family Romance. Every new poet is caught up in a struggle with his forebears, or precursors. Being Freudian forebears, they naturally both teach the poet and threaten him as teachers. The problem for the poet is to learn from his forebearing family without losing his integral self. If he succeeds he becomes what Bloom calls a "strong poet," and, hence, again quite naturally, he lives to present much trouble to coming generations, who have their own paths to go. Volume 24 of _The Annual_ opens with a memorial tribute to the late Merton M. Gill, a major voice in American psychoanalysis for half a century. Remembrances of Gill by Robert Holt, Robert Wallerstein, Philip Holzman, and Irwin Hoffman are followed by thoughtful appreciations of Gill's final book, _Psychoanalysis in Transition: A Personal View_, by John Gedo, Jerome Oremland, Arnold Richards and Arthur Lynch, Joseph Schachter, and Bhaskar Sripada and Shara Kronmal. Section II offers four papers from a (...) major conference on "Mind/Brain" held in Osaka, Japan. In addition to publishing two clinical papers by the Chicago analyst John Gedo, _The Annual_ introduces readers to two prominent Japanese neuroscientists whose work is relevant to psychoanalysis. Hiroshi Utena links brain development to the individual's freedom to make optimal adaptive choices, whereas Makoto Iwata outlines the modular organization of vision in the brain and then illustrates each modular potential by examining the paintings of four artists: Mondrian, Duchamp, Seurat, and Rothko. Kenneth Newman's sensitive consideration of analyst self-discourse as the outcome of successful management of the countertransference and Frank Summers' astute assessment of the place of self psychology in the history of psychoanalytic ideas are followed by three engaging and instructive studies in applied analysis: Elaine Caruth and Milton Eber's examination of Woody Allen's _The Purple Rose of Cairo _as a metaphoric depiction of the blurring of boundaries in psychotherapy; Frank and Annette Lachmann's study of the creative process of Henrik Ibsen as a self-transformational response to narcissistic injury; and W. W. Meissner's exploration of the role of shame in Vincent van Gogh's life and art. The volume concludes with a provocative contribution to psychoanalytic history: J. Bos's social-constructivist rereading of the _Minutes of the Vienna Psycho-Analytic Society_ with an eye to illuminating why and how psychoanalysis changed during its early years. True to its distinguished lineage, volume 24 of _The Annual_ continues to broaden the conceptual, clinical, and historical vistas of its readers. Moreover, with its revealing reminiscences and substantive appraisals of Merton Gill, this volume becomes a fascinating marker in the very psychoanalytic history it helps recount. (shrink)

L’influence du pragmatisme sur l’institutionnalisme, et notamment sur celui de John Commons, est désormais largement reconnue. En particulier, l’importance des règles et des habitudes dans les comportements a été bien mis en évidence dans le pragmatisme. Néanmoins, l’importance, dans ce courant de pensée, de la réflexion sur la bifurcation ou la rupture par rapport aux règles et aux habitudes a été minorée. Cet article souligne que John Dewey, un des pragmatistes les plus influents, a pensé ces transformations. Celles-ci (...) sont analysées chez lui à partir de trois concepts clés : l’expérience, la transaction et l’émotion. Il en découle une nouvelle piste de réflexion pour l’analyse économique, en particulier dans le rôle que les émotions peuvent jouer dans les changements par rapport aux règles et aux habitudes de comportement.
