This paper investigates the application of artificial intelligence (AI) language models in writing policy briefing notes within the context of public administration by juxtaposing the technologies’ performance against the traditional reliance on human expertise. Briefing notes are pivotal in informing decision-making processes in government contexts, which generally require high accuracy, clarity, and issue-relevance. Given the increasing integration of AI across various sectors, this study aims to evaluate the effectiveness and acceptability of AI-generated policy briefing notes. Using a structured evaluation-by-experts methodology, (...) the research scrutinizes and compares the output of three leading AI language models—OpenAI’s ChatGPT, Google’s Gemini, and Mistral’s Le Chat—across ten critical dimensions reflective of policy briefing notes quality. These dimensions encompass both structural and content-related aspects, ranging from linguistic precision to the depth and applicability of the generated information. The discussion is anchored in the technology acceptance model (TAM) theory and its extensions, which offer a theoretical framework for understanding the factors influencing the adoption and usefulness of technology in public administration. Our comparative analysis reveals that while AI models exhibit notable competencies in meeting some structural and linguistic benchmarks, they fail to address the nuances and depth required by policy experts for undertaking informed decision-making adequately. This discrepancy underscores the enduring value of human expertise in synthesizing complex information and navigating ethical considerations, even as AI enhances efficiency in certain aspects of the policy briefing note crafting process. As a follow-up to Stephen Deakin's analysis on the ethics of mercy killing on the battlefield in this journal, this article proposes a moral justification for this type of action, as well as a judicial framework that could clarify what qualifies as such morally permissible action. Based upon contemporary cases, it argues that the current military codes of conduct are incoherent when it comes to the punishment of soldiers who commit mercy killings, and that the military codes of justice should (...) be amended accordingly. When we take a look back at the way Western states have fought terrorist organizations in the last 20 years, it is difficult not to think that these alternatives to war might have been more ethical than the decisions to invade Afghanistan and Iraq in 2001 and in 2003. These cases speak for themselves as they have both led to the death of hundreds of thousands of innocent civilians, which is highly paradoxical in light of the logic that supported these (...) interventions. There is a need to think of alternatives to war that will imply the legitimization of proactive sets of measures that would allow states to effectively prevent terrorist attacks through the use of kinetic force in a limited extent as a way to avoid the terrible and unpredictable effects of wars. Violent Alternatives to War: Justifying Actions Against Contemporary Terrorism engages in a moral discussion of the challenges associated with violent alternatives to war when confronting terrorism and suggests a comprehensive approach to how this form of violence can be legitimized and how it ought to be used against this contemporary threat. Jean-François Lyotard (1924-1998) was one of the most important French philosophers of the Twentieth Century. His impact has been felt across many disciplines: sociology; cultural studies; art theory and politics. This volume presents a diverse selection of interviews, conversations and debates which relate to the five decades of his working life, both as a political militant, experimental philosopher and teacher. Il publia ces Lettres de Jean-Jacques Cart à son retour en Allemagne, en 1798, sous le couvert d’un anonymat qu’il ne leva jamais. Derrière le caractère anecdotique de cette première publication, on peut déceler des enjeux qui conduisirent à l’instauration de l’idéalisme spéculatif. The objective of this study is to analyze the measurability and interfirm comparability of sustainability performance through the qualitative content analysis of 12 sustainability reports of mining firms using the Global Reporting Initiative guidelines. The systematic comparison of information disclosed in 92 GRI indicators sheds light on the reasons underlying the impossibility of rigorously measuring and comparing the sustainability performance of firms from the same sector, which are supposed to be strictly following the same reporting guideline. These reasons include qualitative (...) aspects of sustainability, lack of compliance with GRI protocols, indicator contingency, ambiguous or incomplete information, data heterogeneity, and report opacity. The study makes it possible to return to the very notion of sustainability, its meaning, and flexible application by organizations. The results are discussed from three different theoretical perspectives, each of which proposes possible and complementary explanations of the main findings. (shrink)

Kant describes a conflict among the different theories of knowledge. A productive conflict whose emergence is the origin of a renewal: it awakens the spirit and it leads it to think critically. Philosophy becomes critique, Kant says, when it is not focused on the doctrines and on their demands, but on the relationship between general rules (the “sense”) that coordinates all the faculties – and their particular expression, that is to say the specific cases. Similarly operates the judge, that, in (...) court, has to invent (ausdenken) the rule capable of corresponding to the single case: a judge that, in order to decide (jus dicere) and utter the decision, tries to compensate the absence of adequate legal rules and often decides without the adapt general rule. The problem of the différend does not concern, thus, anthropology. It concerns language. Exemplary cases provide analoga of the sensitive data and are devices that allow the dialectic between different systems of value by connecting their core meaning, the proper names involved and what Kant defines the Darstellung. Nevertheless, against this background, a change of paradigm becomes necessary – a change that entails the break with hegelian philosophy of law and with a thought built on mediation, that is to say with the kantian Zusammenstimmung. It is not possible, nor desirable, to substitute the battle field with the court and to subordinate the individual interests to the general logic of argumentation, because the synthesis of the different voices might imply totalitarianism and the end of the différend might correspond to the beginning of terror. Cette analyse critique se propose, dans un premier temps, de reconstituer le raisonnement apologétique de l'auteur et, dans un second temps, de l'évaluer critiquement. Ce raisonnement nous semble pouvoir se synthétiser comme suit. L’Église, qui tenait que «tout ce qui est contenu dans l’Écriture doit être cru» tant que des raisons contraignantes n’ont pas été avancées, a démontré, contrairement au seul exemple de condamnation portée au nom de convictions religieuses qui est le fait de l’antiquité païenne, qu’elle a été capable (...) de renoncer à la lettre de l’Écriture, avant l’«affaire Galilée», en acceptant la sphéricité de la Terre et, après cette «affaire», en abandonnant le géo­cen­trisme, qui n’était pas seulement la façon de parler du «vul­gaire», mais celle de tous, au profit de l’héliocentrisme en 1757. Mais elle l’a fait, dans un cas comme dans l’autre, à condition que lui soit donnée une preuve valable, ce qui n’était pas le cas lors des événements de 1616 et 1633, comme en témoigne d’ailleurs le fait que les Coperniciens n’ont pas cessé d’avoir recours à la Bible et à des arguments de convenance. En revanche, en présence de tels arguments, l’Église n’aurait pas hésité à réviser son exégèse. Alors que le conflit entre l’astro­nomie nouvelle et l’Écriture sainte était potentiellement inévi­table dès l’apparition de l’héliocentrisme, car le nouveau sys­tème cosmologique touche indirectement une question aussi essentielle que le géocentrisme anthropocentrique chrétien, l’Église, malgré une première hésitation, a pu laisser libre cours à la nouvelle théorie durant une septantaine d’années. Sa condamnation de l’héliocentrisme copernicien en 1616, qui n’est donc nullement la conséquence ni d’une acte précipité et irréfléchi de la part des Consulteurs du Saint-Office, ni d’une méconnaissance de leur part des connaissances scientifiques de l’époque, ni d’un durcissement consécutif au Concile de Trente et à la Réforme, ni la conséquence d’une attaque de Galilée portée sur le terrain de la Bible à défaut de pouvoir être menée avec efficacité au niveau astronomique, a été rendue nécessaire par l’attitude de Galilée et témoigne du souci de l’Église de sauver «les “tout-petits du Christ” qui pouvaient être atteints dans leur foi». Une telle condamnation, aujourd’hui inimaginable en raison d’une séparation des savoirs dont il faut bien se rappeler qu’elle n’était aucunement de mise lors de ces événements, aurait sans doute pu être évitée si l’Église avait tiré les leçons du premier conflit (celui de la sphéricité de la Terre), en prenant conscience de l’historicité du texte biblique, au lieu d’occulter quelle était la véritable cosmologie biblique. A major figure in the contemporary critical world, Jean-Francois Lyotard originally introduced the term 'postmodern' into current discussions of philosophy. The Postmodern Explained is an engaging collection of letters addressed to young philosophers, including the actual children of some of Lyotard's colleagues, that inform the trajectory of his thinking in the period before The Postmodern Condition through The Differend.

In this paper, we look for the relevance of chaos in the well-known Hicks-Samuelson's oscillator model investigating the endogenous fluctuations of the national income between two limits: full employment income and under-employment income. We compute the Lyapunov exponent, via Monte- Carlo simulations, to detect chaos in the evolution of the income between both limits. In the case of positive Lyapunov exponent and large values of the parameter (i.e. marginal propensity to consume and technical coefficient for capital), the evolution of income (...) is seen to be chaotic. The model also may contain a quasi-periodic attractor that can be chaotic or not. (shrink)

This article starts, on the one hand, with a consideration of the paradoxical way in which, namely when he wanted to evoke those intellectual figures that have decidedly contributed to the revelation of the "true Pascal", i. e., of the Pascal that had known the good usage of reason, Fortunat Strowski comes to the idea of putting side by side Pierre Duhem and Leon Brunschvicg. On the other, a reference is made to the fact that Duhem only published two articles (...) and a preface on Pascal while Brunschvicg is the author of a major work on the great figure of the XVIIth -Century. Hence, the question raised is about the consideration that shall be given to a paradoxical affirmation that seems to place on equal terms the few pages that Duhem has written on Pascal with the imposing contributions of Brunschvicg. For the author of the article, it would not be very consequent to take such affirmations as if they were unreflected ones, since it is clear that Strowski knew exactly what he was writing as we can see from the very good knowledge he had of the writings of both Blaise Pascal and Pierre Duhem. Indeed, and more than anyone else, Strowski was in a very good position to enlighten us about these two thinkers and to write about them in the terms he effectively did. The goal of the article, therefore, is to justify that assertion, which on its face is quite paradoxical, by showing in concrete terms the extent to which Pierre Duhem was truly influenced by Blaise Pascal. ––– O presente artigo começa por realçar o modo paradoxal como, uma vez que ele se dá ao trabalho de evocar aqueles autores que contribuíram para a revelação do verdadeiro Pascal, ou seja, daquele que conheceu o bom uso da razão, Fortunat Strowski não hesita em colocar o nome de Pierre Duhem lado a lado com o de Léon Brunschvicg. O facto, porém, é que Pierre Duhem não fez mais do que publicar dois artigos e um prefácio sobre Blaise Pascal, ao passo que Brunschvicg lhe dedicou uma obra que haveria de ficar famosa. O problema, portanto, consiste em saber qual o valor que se deve atribuir a uma tal afirmação desconcertante, a qual parece simplesmente equalizar as poucas páginas de Duhem sobre Pascal com as imponentes contribuições de Brunschvicg. Nesse sentido, a estratégia do autor do artigo consiste em não tomar de forma ligeira uma tal afirmação, como se Strowski não tivesse considerado bem as consequências e o alcance daquilo que escrevia, pois a verdade é que ele conhecia não só a obra de Pascal mas também a de Duhem. Ou seja, mais do que ninguém, ele estava perfeitamente à altura de nos comunicar algo de substancial acerca de cada um destes pensadores e de escrever a seu propósito aquilo que ele efectivamente escreveu. Em suma, o presente artigo não tem outra pretensão que não a de justificar essa afirmação aparentemente paradoxal segundo a qual Pierre Duhem foi um verdadeiro pascaliano. (shrink)

A collection of 15 fables from a founding figure of postmodernism that ask in the words of Jean-Francois Lyotard, "how to live and why?" It provides attention to issues of justice and ethics, and aesthetics and judgement - unravelling and reconfiguring idealistic notions of subjects.

Unusual atmospheric phenomena (UAPs) were observed in daylight by multiple observers on board two civil aircraft in widely separated locations. We summarise results of an investigation based on radio communications reporting events in real time to Air Traffic Control (ATC), ATC radar and weather radar recordings, Civil Aviation Authority (CAA) documents, witness interviews and statements, and other sources. We describe attempts to explain the phenomena with the help of expert specialist advisers and professional resources in the fields of meteorology, atmospheric (...) optics, oceanography and geophysics. We are able to show that widespread media stories describing enormous phenomena up to a mile wide and detected by radar were based on speculation and misunderstandings. Many news reports were grossly exaggerated and inaccurate. However, we are unable to conclusively identify the UAPs observed. It proves possible to eliminate a number of theories with a fairly high level of confidence, leaving us with two types of phenomena—a rare atmospheric-optical effect or an earthquake precursor—both of which have the potential to explain at least some, although not all, features of the reports. Prenant pour fil conducteur les écrits de Jean-Marie Vaysse et de Bernard Mabille, l’article examine la manière dont le « retournement » heideggérien de l’hégélianisme a pu lui-même être « retourné » grâce à une lecture de Hegel libérée des préjugés qui l’affectent usuellement, et dont Heidegger lui-même ne s’est pas complètement libéré. De la sorte se dessine la voie d’une autre Kehre, plus radicale, en un sens, que celle de Heidegger.

Si les interprétations de ce qu'il est convenu de nommer la « dernière philosophie » de Heidegger sont aujourd'hui monnaie courante, non sans risque d'inflation parfois quand on les lie sans précaution à l'engagement politique de l'auteur de Sein und Zeit, personne pourtant n'avait jusqu'ici pris le risque d'aborder la question controversée du « tournant » de front. Les différences évidentes entre un Heidegger I, parti de la phénoménologie pour revenir à une « ontologie fondamentale », et relevant encore à (...) ce titre de la philosophie, et un Heidegger II, voué désormais à une « autre pensée » réfractaire à l'élaboration conceptuelle, sinon à une sorte de mysticisme poétique, paraissent si tranchées à la plupart des commentateurs qu'ils entérinent sans plus attendre une telle division. Celle-ci a d'ailleurs été accréditée par l'auteur lui-même qui, le premier, mentionna l'existence d'un « tournant » de sa propre pensée, en termes réservés toutefois, sinon énigmatiques. (shrink)
