This paper investigates the application of artificial intelligence (AI) language models in writing policy briefing notes within the context of public administration by juxtaposing the technologies’ performance against the traditional reliance on human expertise. Briefing notes are pivotal in informing decision-making processes in government contexts, which generally require high accuracy, clarity, and issue-relevance. Given the increasing integration of AI across various sectors, this study aims to evaluate the effectiveness and acceptability of AI-generated policy briefing notes. Using a structured evaluation-by-experts methodology, (...) the research scrutinizes and compares the output of three leading AI language models—OpenAI’s ChatGPT, Google’s Gemini, and Mistral’s Le Chat—across ten critical dimensions reflective of policy briefing notes quality. These dimensions encompass both structural and content-related aspects, ranging from linguistic precision to the depth and applicability of the generated information. The discussion is anchored in the technology acceptance model (TAM) theory and its extensions, which offer a theoretical framework for understanding the factors influencing the adoption and usefulness of technology in public administration. Our comparative analysis reveals that while AI models exhibit notable competencies in meeting some structural and linguistic benchmarks, they fail to address the nuances and depth required by policy experts for undertaking informed decision-making adequately. This discrepancy underscores the enduring value of human expertise in synthesizing complex information and navigating ethical considerations, even as AI enhances efficiency in certain aspects of the policy briefing note crafting process. When we take a look back at the way Western states have fought terrorist organizations in the last 20 years, it is difficult not to think that these alternatives to war might have been more ethical than the decisions to invade Afghanistan and Iraq in 2001 and in 2003. These cases speak for themselves as they have both led to the death of hundreds of thousands of innocent civilians, which is highly paradoxical in light of the logic that supported these (...) interventions. There is a need to think of alternatives to war that will imply the legitimization of proactive sets of measures that would allow states to effectively prevent terrorist attacks through the use of kinetic force in a limited extent as a way to avoid the terrible and unpredictable effects of wars. Violent Alternatives to War: Justifying Actions Against Contemporary Terrorism engages in a moral discussion of the challenges associated with violent alternatives to war when confronting terrorism and suggests a comprehensive approach to how this form of violence can be legitimized and how it ought to be used against this contemporary threat. As a follow-up to Stephen Deakin's analysis on the ethics of mercy killing on the battlefield in this journal, this article proposes a moral justification for this type of action, as well as a judicial framework that could clarify what qualifies as such morally permissible action. Based upon contemporary cases, it argues that the current military codes of conduct are incoherent when it comes to the punishment of soldiers who commit mercy killings, and that the military codes of justice should (...) be amended accordingly. Jean-François Lyotard (1924-1998) was one of the most important French philosophers of the Twentieth Century. His impact has been felt across many disciplines: sociology; cultural studies; art theory and politics. This volume presents a diverse selection of interviews, conversations and debates which relate to the five decades of his working life, both as a political militant, experimental philosopher and teacher. Schelling est le moins connu des " grands " philosophes : c'est que, sans doute, dans l'œuvre qu'il nous propose, il n'y a rien justement à connaître, aucun sens ultime et autonome qui puisse désormais se représenter, se résumer pour lui-même, se diffuser dans une quelconque postérité - rien d'autre que l'œuvre elle-même et le travail toujours recommencé de son impossible perfection. Pendant soixante années, de 1794 à 1854, qui sont les plus riches peut-être (parce que les dernières) de l'histoire (...) de la philosophie, une pensée a cherché à se clore, à se comprendre, à s'arrêter, sans cesser de se voir rouverte par l'effondrement (le retournement) des structures où elle avait cru s'équilibrer. Il a semblé à l'auteur de cette étude que ces ruines successives finissaient par présenter un tracé signifiant, comme si le véritable " système " de Schelling s'écrivait peu à peu, hors de la vue du philosophe, dans un autre espace qui est celui de l'histoire même de son œuvre, jusqu'au moment où, dans sa " dernière philosophie ", tout le passé contradictoire se récapitule et redevient contemporain au sein d'une construction qui se présente elle-même comme dédoublée et interminable. On trouvera ici l'histoire de cette formation, de ce destin que Schelling a patiemment enduré sans jamais chercher à l'interrompre de manière prématurée, et qui fait de lui une figure proprement exemplaire. Grâce à cette œuvre en effet, où la pensée apparaît perpétuellement replongée dans la profondeur parfois désespérante de son travail, il devient possible d'approcher d'un peu plus près " l'acte et le lieu " de la philosophie, partout ailleurs masqués par la perfection superficielle de son résultat ; par là même, au-delà de l'individu Schelling, c'est une question plus vaste qui se trouve posée - la question : Qu'est-ce qu'une œuvre philosophique? The objective of this study is to analyze the measurability and interfirm comparability of sustainability performance through the qualitative content analysis of 12 sustainability reports of mining firms using the Global Reporting Initiative guidelines. The systematic comparison of information disclosed in 92 GRI indicators sheds light on the reasons underlying the impossibility of rigorously measuring and comparing the sustainability performance of firms from the same sector, which are supposed to be strictly following the same reporting guideline. These reasons include qualitative (...) aspects of sustainability, lack of compliance with GRI protocols, indicator contingency, ambiguous or incomplete information, data heterogeneity, and report opacity. The study makes it possible to return to the very notion of sustainability, its meaning, and flexible application by organizations. Les philosophes anciens ont ecrit sur le rapport de la cite et du monde et c'est a eux que l'on doit les premieres theses cosmopolitiques. Les grecs anciens qui ont invente la formule citoyen du monde ont quelque chose a nous dire de la mondialisation. Ils nous rappellent avec une certaine simplicite que la vie humaine, qui est une vie politique, c'est-a-dire une vie qui n'est possible que dans les limites instituees d'une communaute civique, ne peut atteindre la tranquillite ou le bonheur sans apprecier a sa juste mesure la place qui lui convient dans le monde. Il est nefaste et finalement impossible de vivre sans se faire une certaine idee de ce monde et de son ordre, sans se representer, ne serait-ce que de maniere vraisemblable, ce qu'est l'univers et la place qui nous revient en son sein. BackgroundThe advent of learning healthcare systems (LHSs) raises an important implementation challenge concerning how to request and manage consent to support secondary use of data in learning cycles, particularly research activities. Current consent models in Quebec were not established with the context of LHSs in mind and do not support the agility and transparency required to obtain consent from all involved, especially the citizens. Therefore, a new approach to consent is needed. Previous work identified the meta-consent model as a promising (...) alternative to fulfill the requirements of LHSs, particularly large-scale deployments. We elicited the public’s attitude toward the meta-consent model to evaluate if the model could be understood by the citizens and would be deemed acceptable to prepare for its possible implementation in Quebec.MethodsEight focus groups, with a total of 63 members of the general public from various backgrounds were conducted in Quebec, Canada, in 2019. Explicit attention was given to literacy levels, language spoken at home and rural vs urban settings. We assessed attitudes, concerns and facilitators regarding key components of the meta-consent model: predefined categories to personalized consent requests, a dynamic web-based infrastructure to record meta-consent, and default settings. To analyse the discussions, a thematic content analysis was performed using a qualitative software.ResultsOur findings showed that participants were supportive of this new approach of consent as it promotes transparency and offers autonomy for the management of their health data. Key facilitators were identified to be considered in the implementation of a meta-consent model in the Quebec LHSs: information and transparency, awareness campaigns, development of educational tools, collaboration of front-line healthcare professionals, default settings deemed acceptable by the society as well as close partnerships with recognized and trusted institutions.ConclusionsThis qualitative study reveals the openness of a sample of the Quebec population regarding the meta-consent model for secondary use of health data for research. This first exploratory study conducted with the public is an important step in guiding decision-makers in the next phases of implementing the various strategies to support access and use of health data in Quebec. There is a sort of natural closeness between Sartre and violence. Many have claimed that Sartre was fascinated by violence. Authors as diverse as Michel-Antoine Burnier and Mohamed Harbi have criticised the violence in Sartre, and even Bernard-Henri Lévy sees in Sartre's preface to Fanon's Les Damnés de la Terre a 'Sartre possédé'. Unlike these authors, we claim that Sartre was in no way fascinated by violence. In his eyes, violence was an historical fact that was characteristic of his time (...) and which he, personally, discovered at an early age. What is more, Sartre's violence is situational. If he discovered the world in books, it was also in books that he discovered violence. Books and history were the melting pots of a violence that haunts Sartre's work. The historical situations in which he found himself explain the omnipresence of violence in his work. (shrink)

La démesure de l'homme, ensuite, puisque ces crimes ont été commis au nom d'idéologies abstraites qui, pour sauver l'humanité, ont sacrifié sans remords les hommes réels. La démesure du monde, enfin, avec une science prométhéenne qui a tenté de percer les secrets de l'univers, (...) une technique déchaînée qui a cherché à asservir la nature et une économie mondialisée dont les échanges ont imposé le prix des choses au détriment de la dignité des hommes. Nietzsche avait clairement établi le diagnostic : "La mesure nous est étrangère, reconnaissons-le; notre démangeaison, c'est justement la démangeaison de l'infini, de l'immense. " Le sens de la démesure semble être une fatalité, aussi n'est-il pas étonnant que, déjà chez les Grecs, dans le mythe, la tragédie, la physique, l'éthique ou la politique, il se situe au coeur de la réflexion. Au travers de la tentation de la raison d'abolir toute limite, de remettre en cause la finitude humaine, la démesure témoigne du tragique de notre condition. Les Grecs, et c'est l'enseignement de ce livre, se sont attachés à la comprendre pour la convertir en cette mesure qui permet de redonner un sens à notre existence. (shrink)
