Este artigo tem como objetivo refletir sobre o racismo institucional que é perpetuado na manutenção da cobrança do Imposto sobre a Propriedade Territorial Urbana (IPTU) aos terreiros no município de Poções, na Bahia, bem como sobre a necessidade da implementação de políticas públicas e de uma hermenêutica jurídica decolonial que valorizem a cultura afrodiaspórica. O estudo se ancorou à luz da Constituição Federal de 1988, trazendo destaque para a discussão do racismo dentro das políticas públicas, os conceitos de tributo e (...) de imunidade tributária como um processo político e de decolonialidade. O percurso metodológico trilhou por uma abordagem qualitativa, de cunho bibliográfico, com base na legislação brasileira e em artigos científicos, dissertações e livros disponibilizados pela Internet. O recorte temporal corresponde aos dois últimos exercícios 2021 e 2022 para cobrança do IPTU dos imóveis urbanos do município de Poções. Por fim, considera-se que a insistente cobrança do IPTU em espaços de culto religioso de matriz africana, contrariando o cumprimento da Constituição federal de 1988 repercute os fortes resquícios patriarcais e racistas em que a sociedade brasileira ainda perpetua em suas práticas cotidianas. El texto ofrece dos propuestas: el cosmopolitismo institucional y el cosmopolitismo de la responsabilidad. El primero, como sugiere el término, confía en el mantenimiento de las instituciones jurídicas y políticas, pero éstas deben reestructurarse para responder a las nuevas exigencias de la sociedad contemporánea. El cosmopolitismo de la responsabilidad subraya la importancia de construir efectivamente deberes y espacios de rendición de cuentas para todos los actores nacionales e internacionales. Como resultado, se vislumbran propuestas como la diligencia debida en el contexto (...) de los desastres climáticos o incluso las violaciones estructurales de los derechos humanos. Además, el concepto de rendición de cuentas se alinea con los estudiosos de las teorías decoloniales, en las que los conflictos raciales y religiosos plantean importantes desafíos al cosmopolitismo crítico. La cuestión central es descubrir si el cosmopolitismo -unido por neologismos que surgen para expandir el campo lingüístico hacia nuevos conceptos para nuevas realidades- puede encontrar alternativas a la falta de efectividad de los derechos y deberes humanos a nivel nacional e internacional. El método utilizado fue la hermenéutica fenomenológica porque no hay interpretación sin comprensión. (shrink)

This work investigates the relationship between goals and mitigation behaviors during the COVID-19 pandemic in Italy. Study 1 identified goals ascribed to following and violating mitigation-related indications. Study 2 investigated the structure of and link between COVID-related goals and behaviors in a large community sample. Our results showed substantial relationships between goals and behaviors. Goals were best described by a bi-dimensional structure, whereas behaviors clustered into a three-component structure. Hierarchical multiple regressions demonstrated the incremental validity of goals in the prediction (...) of behaviors. Network analysis suggested that goals imbued with social content were more directly related to both risky and preventive behaviors. Motivational aspects emerged as important contributors to the organization of behaviors in the context of the COVID-19 pandemic. (shrink)

_Background:_ Breast Cancer susceptibility genes 1 and 2 are implicated in hereditary breast and ovarian cancer and women can test for the presence of these genes prior to developing cancer. The goal of this study is to examine psychological distress, quality of life, and active coping mechanisms in a sample of women during the pre-test stage of the genetic counseling process, considering that pre-test distress can be an indicator of post-test distress. We also wanted to identify if subgroups of women, (...) defined based on their health status, were more vulnerable to developing distress during the genetic counseling process. _Methods:_ This study included 181 female participants who accessed a Cancer Genetic Counseling Clinic. The participants were subdivided into three groups on the basis of the presence of a cancer diagnosis: Affected patients, Ex-patients, and Unaffected participants. Following a self-report questionnaire, a battery of tests was administered to examine psychological symptomatology, quality of life, and coping mechanisms. _Results:_ The results confirm that the genetic counseling procedure is not a source of psychological distress. Certain participants were identified as being more vulnerable than others; in the pre-test phase, they reported on average higher levels of distress and lower quality of life. These participants were predominantly Ex-patients and Affected patients, who may be at risk of distress during the counseling process. _Conclusions:_ These findings highlight that individuals who take part in the genetic counseling process are not all the same regarding pre-test psychological distress. Attention should be paid particularly to Ex-patients and Affected patients by the multidisciplinary treating team. (shrink)
