Throughout the biological and biomedical sciences there is a growing need for, prescriptive ‘minimum information’ (MI) checklists specifying the key information to include when reporting experimental results are beginning to find favor with experimentalists, analysts, publishers and funders alike. Such checklists aim to ensure that methods, data, analyses and results are described to a level sufficient to support the unambiguous interpretation, sophisticated search, reanalysis and experimental corroboration and reuse of data sets, facilitating the extraction of maximum value from data sets (...) them. However, such ‘minimum information’ MI checklists are usually developed independently by groups working within representatives of particular biologically- or technologically-delineated domains. Consequently, an overview of the full range of checklists can be difficult to establish without intensive searching, and even tracking thetheir individual evolution of single checklists may be a non-trivial exercise. Checklists are also inevitably partially redundant when measured one against another, and where they overlap is far from straightforward. Furthermore, conflicts in scope and arbitrary decisions on wording and sub-structuring make integration difficult. This presents inhibit their use in combination. Overall, these issues present significant difficulties for the users of checklists, especially those in areas such as systems biology, who routinely combine information from multiple biological domains and technology platforms. To address all of the above, we present MIBBI (Minimum Information for Biological and Biomedical Investigations); a web-based communal resource for such checklists, designed to act as a ‘one-stop shop’ for those exploring the range of extant checklist projects, and to foster collaborative, integrative development and ultimately promote gradual integration of checklists. Interpretation in science has gained little attention in the past because philosophers of science believed that interpretation belongs to the context of discovery or must be associated with meaning. But scientists often speak about interpretation when they report their findings. Elsewhere I have argue in favour of a pragmatic-rhetorical theory of explanation, and it is in light of this theory that I suggest we can understand interpretation in the natural sciences.

Despite its prominent role in cognitive psychology, its relevance for the research of consciousness, and some helpful clarification (e.g., Revonsuo 1999), the binding problem is still surrounded by considerable confusion. In this paper, I first give an informal but systematic overview on the diversity of forms the binding problem can assume, and then attempt to extract, on the basis of "working definitions" of various much-discussed types of binding, a common denominator. I propose that at the heart of the binding problem (...) lies the notion of representing an entity as having a certain property, and discuss several objections that could be raised against the proposed analysis, as well its usefulness and implications. According to a common opinion, the word ‘semantics’ , derived from the Greek word semantikos , appeared for the first time, at least in modern times, in the book Essai de semantique, science de significations by M. J. A. Bréal . However, Quine says in his lectures on Carnap:As used by C. S. Peirce, “semantic” is the study of the modes of denotation of signs: whether a sign denotes its object through causal or symptomatic connection, or through imagery, or through (...) arbitrary convention and so on. This sense of semantic, namely a theory of meaning, is used also in empirical philology: empirical semantic is the study of historical changes of meanings of words.1For Bréal, semantics was a branch of general linguistics. In particular, semantics was occupied with so-called lexical meaning and its changes through time. Thus, semantics in this sense belonged to what was called “the diachronic treatment of language”. This tradition is fairly alive in contemporary linguistic theory. Quine’s description of the word ‘semantic’ in Peirce corresponds, which Quine explicitly states, to its use in philology. However, some linguists ascribe a more theoretical role to lingustic semantics. Karl Bühler is an example. In his Sprachtheorie he says that a theory of semantic functions of language is a part of theory of language.2 This account is to be found also among philosophers. It is also rather obvious that Peirce did not limit his semantic only to empirical studies. Linguists also use the word ‘semasiology’ instead of ‘semantics’; Bühler proposed the term ‘sematology’ for a general theory of symbols. (shrink)

Western civilization is over. So begins Jan Zwicky’s trenchant exploration of the root of global cultural and ecological collapse: a way of thinking that is also linked to some of the West’s most noted achievements. The Renaissance merged imperial enterprise with Islamic algebra and recently recovered Greek mathematics to precipitate mechanized industry and resource extraction; these in turn made possible the growth of capitalism, the military-industrial complex, and Big Technology. Despite its self-image as objective, Zwicky argues, the West’s style of (...) thought is not politically neutral, but intensely anthropocentric. It has led those who adopt it to regard the more-than-human world as nothing more than timber licences and drilling sites, where value is not recognized unless it is monetized. Oblivious to context and blind to big-picture thinking, it analyzes, mechanizes, digitizes, and systematizes, while rejecting empathy and compassion as distorting influences. Lyric comprehension, in Zwicky’s view, offers an alternative to this way of thinking, and she provides a wide range of examples. Once upon a Time in the West documents how a narrow epistemological style has left Western thought blind to critical features of reality, and how the terrifying consequences of that blinkered vision are now beginning to unfold. In this study of Robert Boyle's epistemology, Jan W. Wojcik reveals the theological context within which Boyle developed his views on reason's limits. After arguing that a correct interpretation of his views on 'things above reason' depends upon reading his works in the context of theological controversies in seventeenth-century England, Professor Wojcik details exactly how Boyle's three specific categories of things which transcend reason - the incomprehensible, the inexplicable, and the unsociable - affected his conception of what a natural philosopher (...) could hope to know. Also covered in detail is Boyle's belief that God had deliberately limited the human intellect in order to reserve a full knowledge of both theology and natural philosophy for the afterlife. The paper examines the interplays between logic and politics in the Polish School of Logic starting from 1914. The Polish School of Logic flourished between 1920 and 1939. Philosophically, it was influenced by Kazimierz Twardowski (1866–1938). For Twardowski logic is fundamental for every kind of human activity, professional and private and this means that every argument should be formulated and proceed by correct inferential rules. These rules involve semiotics, formal logic and methodology of science. The paper shows how this position (...) was shared by Twardowski’s students, including Jan Łukasiewicz, Stanisław Leśniewski, Kazimierz Ajdukiewicz and Tadeusz Kotrabiński, as well as by the next generation of logicians and philosophers and especially by Alfred Tarski. These authors considered logic, philosophy and science as completely neutral with respect to politics and ideology but they also considered logical skills as indispensable in political activities. Many philosophers accept derivative blameworthiness for ignorant conduct – the idea that the blameworthiness for one’s ignorance can ‘transfer’ to blameworthiness for one’s subsequent ignorant conduct. In this chapter we ask the question what it actually means that blameworthiness would transfer, and explore four distinct views and their merits. On views (I) and (II), one’s overall degree of blameworthiness is determined by factors relevant to one’s ignorance and/or one’s subsequent conduct, and transfer only involves an increase in scope. On views (...) (III) and (IV), one’s overall degree of blameworthiness is determined by factors relevant to one’s ignorance as well as one’s subsequent conduct, and transfer might not only entail an increase in scope, but also in degree. We define a first-order extension LK(CP) of the cutting planes proof system CP as the first-order sequent calculus LK whose atomic formulas are CP-inequalities ∑ i a i · x i ≥ b (x i 's variables, a i 's and b constants). We prove an interpolation theorem for LK(CP) yielding as a corollary a conditional lower bound for LK(CP)-proofs. For a subsystem R(CP) of LK(CP), essentially resolution working with clauses formed by CP- inequalities, we prove a monotone interpolation theorem (...) obtaining thus an unconditional lower bound (depending on the maximum size of coefficients in proofs and on the maximum number of CP-inequalities in clauses). We also give an interpolation theorem for polynomial calculus working with sparse polynomials. The proof relies on a universal interpolation theorem for semantic derivations [16, Theorem 5.1]. LK(CP) can be viewed as a two-sorted first-order theory of Z considered itself as a discretely ordered Z-module. One sort of variables are module elements, another sort are scalars. The quantification is allowed only over the former sort. We shall give a construction of a theory LK(M) for any discretely ordered module M (e.g., LK(Z) extends LK(CP)). The interpolation theorem generalizes to these theories obtained from discretely ordered Z-modules. We shall also discuss a connection to quantifier elimination for such theories. We formulate a communication complexity problem whose (suitable) solution would allow to improve the monotone interpolation theorem and the lower bound for R(CP). (shrink)

Background The ownership status of individual-level health data affects the manner in which it is used. In this paper we analyze two competing models of the ownership status of the data discussed in the literature recently: private ownership and public ownership. Main body In this paper we describe the limitations of these two models of data ownership with respect to individual-level health data, in particular in terms of ethical principles of justice and autonomy, risk mitigation, as well as technological, economic, (...) and conceptual issues. We argue that undifferentiated application of neither private ownership nor public ownership will allow us to resolve all the problems associated with effective, equitable, and ethical use of data. We suggest that, instead of focusing on data ownership, we should focus on the institutional and procedural aspects of data governance, such as using Data Access Committees (DACs) or equivalent managed access processes, which can balance the elements of these two ownership frameworks. Conclusion Undifferentiated application of the ownership concept (private or public) is not helpful in resolving problems associated with sharing individual-level health data. DACs or equivalent managed access processes should be an integral part of data governance. They can approve or disapprove data access requests after considering the potential benefits and harms to data subjects, their communities, primary researchers, and the wider society. (shrink)

As corporate social responsibility involves a voluntary business endeavour to address social and environmental issues beyond legal compliance, governments cannot fall back on hierarchical command-and-control policies to support it. As such, it is complementary with the increasing popularity of public policies known as New Governance policies, where the government is engaged in a horizontal inter-organizational network of societal actors and where public policy is both formed and executed by the interacting and voluntary efforts from a multitude of stakeholders. However, such (...) policies are known to generate substantive uncertainty about the content of CSR and its related issues, strategic uncertainty regarding the behavior of the actors involved and institutional uncertainty related to the interaction process involved in the institutional change. We explore New Governance policy instruments to address these uncertainties in the context CSR and discuss the experiences with these methods in the European Union. (shrink)

This article provides a survey and analysis of recent research in the sociology of emotions. I address theoretical advances by discussing three theories that have been making some inroads into the study of emotions: identity theory, exchange theory, and justice theory. I also address substantive advances including an analysis of specific emotions and emotions as they relate to economic activity and labor. Finally, I discuss some innovative developments that show promise for future research in the area. Overall, the sociology of (...) emotions remains an active area of research; however, there is still work that needs to be done. Throughout this article, I suggest avenues for further research. The mind–body problem is analyzed in a physicalist perspective. By combining the concepts of emergence and algorithmic information theory in a thought experiment, employing a basic nonlinear process, it is shown that epistemologically emergent properties may develop in a physical system. Turning to the significantly more complex neural network of the brain it is subsequently argued that consciousness is epistemologically emergent. Thus reductionist understanding of consciousness appears not possible; the mind–body problem does not have a reductionist solution. The ontologically emergent (...) character of consciousness is then identified from a combinatorial analysis relating to universal limits set by quantum mechanics, implying that consciousness is fundamentally irreducible to low-level phenomena. Biography of the Indian philosopher Aurobindo Ghose, 1872-1950.

Clinicians and administrators have a professional obligation to contribute (OTC) to improvement of healthcare quality. At the same time, participation in embedded research poses risks to healthcare institutions. Disclosure of an institution’s sensitive information could endanger relationships with patients and undermine its reputation. The existing ethical framework (EF) for learning healthcare systems (LHSs) does not address the conflict between the OTC and institutional interests. Ethical guidance and policy regulation are needed to create a safe environment for embedded research. In this (...) article we analyse the EF for LHSs and the concept of professionalism. We suggest that the EF should be supplemented with an obligation to protect provider’s legitimate interests. We define legitimate interests as those that enable providers to discharge their primary duties. We argue that both the OTC and the obligation to protect legitimate interests are grounded in the concept of medical professionalism and can be understood as a matter of contract between a democratic society and medical professionals. The proposed supplemented EF can be implemented into a regulatory system in three different ways: theself-regulating: where providers decide themselves how to balance the ethical claims, the centralised: where a governmental institution decides the right balance between providers’ interests and interests of a health system; and themediating: where medical professionals, the state and patients negotiate their interests. Our article contributes to the discussion on ethical relevance of providers’ interests and the regulatory model for weighing opposite interests in LHSs. (shrink)

Hilbert's axiomatization program of physical theories met an interesting challenge when it confronted the rise of quantum mechanics in the mid-twenties. The novelty of the mathematical apparatus of the then newly born theory was to be matched only by its substantial lack of any definite physical interpretation. The early attempts at axiomatization, which are described here, reflect all the difficulty of the task faced by Jordan, Hilbert, von Neumann and others. The role of von Neumann is examined in considerable detail (...) as he can be viewed here as the most outstanding of Hilbert's heirs. Von Neumann, especially in his work devoted to the proof of the impossibility of hidden variables, not only continued Hilbert's program but pushed it to its very limits, blending axiomatic rigor and interpretative commitment. For the Critical Theory tradition of the Frankfurt School, rationalisation is a central concept that refers to the socio-cultural closure of capitalist modernity due to the proliferation of technical, ‘instrumental’ rationality at the expense of some form of political reason. This picture of rationalisation, however, hinges on a separation of technology and politics that is both empirically and philosophically problematic. This article aims to re-conceptualise the rationalisation thesis through a survey of research from science and technology studies and the conceptual (...) framework of Niklas Luhmann's systems theory. It argues that rationalisation indeed exhibits a logic of closure, namely the ‘operational closure’ of sociotechnical systems of measurement, but that this closure in fact produces the historical logics of technical reason and, paradoxically, also generates spaces of critical-political openness. This opens up the theoretical and practical opportunity of connecting the politically just to the technically efficient. (shrink)

This paper outlines the history of logic in Poland in the years 1918–1939 . The disciplinary and social history of logical investigations in Poland is widely described. The author stresses topics characteristic for Polish logic, namely prepositional calculus, many-valued logic, Lezśniewski's systems, Chwistek's systems and the works in the history of logic.

Objectives To determine the frequencies and types of limitation of medical treatment performed by physician members of the German Society for Palliative Medicine and to analyse the findings with respect to clinical and ethical aspects of end-of-life practices. Design Cross-sectional postal survey. Setting Data collection via the secretary of the German Society for Palliative Medicine using the German language version of the EURELD survey instrument. Subjects All 1645 physician members of the German Society for Palliative Medicine. Main outcome measures Types (...) and frequencies of limitation of treatment and possible determinants. Results 901 physicians participated in the study (response rate 55.8%). Participants reported limitation of treatment in 69.1% of cases. These decisions most often affected artificial nutrition (19%), chemotherapy (14%), antibiotics (11%) and medication other than antibiotics (11%). In the majority of eligible cases, physicians estimated the life-shortening effect of limitation of treatment to be <7 days. However, estimations differ depending on the medical measures in question. Bivariate statistical analysis indicated that withholding of treatment was performed significantly more frequently for patients aged ≥65 years (p=0.019). In addition, there were significant associations between the incidence of limitation of treatment and the different diseases reported by respondents as the underlying cause of death. Conclusion The findings of this study provide information on the current state of an ethically and clinically challenging aspect of clinical practice and can serve as a starting point for further interdisciplinary research on normative and empirical aspects of treatment decision-making at the end of life. Justin Holt argues that the Rawlsian requirements for justice are, contrary to Rawls’ own pronouncements, better met by socialism than ‘property owning democracy’, both of them preferring both to just plain capitalism, even with a welfare state tacked on. I suggest that Rawls’s ‘requirements’ are far less clear than most think, and that the only clarified version prefers the capitalist welfare state.

The Republic of Fiji Islands has been under military rule since December 2006. Yet, the regime of Frank Bainimarama is not really like any other military regime in the world, nor does the 2006 coup resemble the earlier military interventions in the country. It is attempting development without freedom, but can it succeed? It is important to recognize that dictatorships can be of very different kinds. What happens with the Bainimarama regime will have a major impact upon the Pacific scene, (...) not only for the Fiji Islands but also for the Pacific Forum and the role of China in regional integration. And the course of future events will depend much upon what strategy Fiji's strongman chooses and what kind of constitution is put in place. (shrink)
