In this paper I apply a suitably developed version of Joseph Raz’s service conception of authority to the debate over the legitimacy of state action aiming to fulfill cosmopolitan moral obligations. I aim to advance two interrelated theses. First, viewed from the perspective of Raz’s service conception of authority, citizens’ moral duties to non-compatriots are an appropriate ground for authoritative intervention by agents of the state. Second, international law based on these duties can also enjoy moral authority over government decision (...) makers. An important source of the moral force of international law is derived from the power of international law to improve officials’ ability to recognize and conform to the totality of their reasons, which contributes to their states’ legitimacy. The evidence for the effectiveness of rehabilitation of three types of attention—selectivity, sustained attention, and attentional switching—is reviewed. Limited but significant effects in all three domains are observed, though evidence for generalization to wider everyday life functions remains relatively sparse. In the case of sustained attention and also in the case of spatial selectivity, the modulating effects of arousal are shown to be important, and higher level executive deficits may at times be exacerbated or even caused by lowered levels of (...) arousal. Conversely, methods of modulating arousal may be used to improve sustained attention and executive functions in a range of clinical conditions. Attentional functions are key to other cognitive domains such as attention and perception, and so the promising evidence for attentional rehabilitation may contribute to the rehabilitation of other cognitive domains also. In 1935, the Russian linguist Prince Nicolai S. Trubetskoi and the French mythologist Georges Dumézil engaged in a vicious debate over a seemingly obscure subject: the structure of Northwest Caucasian languages. Based on unknown archival material in French, German, and Russian, this essay uses the debate as a pathway into the 1930s scientific and political stakes of IndoEuropeanism – the belief that European cultures emerged through the spread of a single IndoEuropean people out of a single “motherland.” Each of the (...) two authors held strong commitments to visions of European order and its origins – in “Eurasia” for Trubetskoi and a Northern European Heimat for Dumézil. The North Caucasus, long a privileged site for Russian and European scholars, now became key to the renegotiation of the origins and reach of imagined prehistoric IndoEuropean conquerors, but also the 1930s’ debate over the value of different disciplines for the origins of language, myth, and the European deep past. As a moment in the history of modern speculations about prehistory, pursued in the shadow of Nazi scholarship, the debate transformed fields of research – notably linguistics, comparative mythology, and structuralism – and the assumptions about the shape of Europe. ‘Globalization’ has become in recent years one of the central themes of social scientific debates. Social theories of globalization may be regarded as specific academic and analytic manifestations of wider forms of ‘global consciousness’ to be found in the social world today. These are ways of thinking and perceiving which emphasize that the whole world should be seen as ‘one place’, its various geographically disparate parts all being interconnected in various complex ways. In this article we set out how both (...) a general ‘ecumenical sensibility’ involving such ways of thinking, and its specifically academic variant, an ‘ecumenical analytic’, are simultaneously responses to ‘globalizing conditions’ and also products of the latter. We demonstrate how social theories of globalization, locatable in the overall set we call the ‘ecumenical analytic’, are reflexive thought-products, in that they both seek to investigate, and are made possible by, ‘globalizing conditions’. Rejecting the view that both an ecumenical sensibility and an ecumenical analytic are solely products of modernity, we show how such modes of consciousness and analysis were present in the period of Greek history between the death of Alexander the Great and the rise of the Roman Empire. We show how at that period a socio-political situation akin in certain ways to modern ‘globalizing conditions’ generated both an ecumenical sensibility and an ecumenical analytic, the latter most forcefully represented by a revolutionary new genre in historiography called Universal History. By examining the ideas of its most famous practitioner, the historian Polybius, we demonstrate that Universal History both provided a framework for understanding what we today would call ‘globalization’, and exhibited a remarkable degree of reflexive awareness about its own conditions of possibility. We seek to show that an attentiveness to ‘global’ processes and a reflexive understanding of what makes that form of thinking possible in the first place, are not solely confined to modernity but were identifiable features of intellectual production in the Hellenistic period of ancient Greece. In this way we argue that scholars today should not imagine that the contemporary ‘global turn’ in social thought is either unique or wholly historically unprecedented. (shrink)

Faces are complex stimuli that can be described via intuitive facial features like the eyes, nose, and mouth, “configural” features like the distances between facial landmarks, and features that correspond to computations performed in the early visual system (e.g. oriented edges). With regard to this latter category of descriptors, adult face recognition relies disproportionately on information in specific spatial frequency and orientation bands: Many recognition tasks are performed more accurately when adults have access to mid-range spatial frequencies (8-16 cycles/face) and (...) horizontal orientations (Dakin & Watt, 2009). In the current study, we examined how this information bias develops in middle childhood. We recruited children between the ages of 5-10 years old to participate in a simple categorization task that required them to label images according to whether they depicted a face or a house. Critically, children were presented with face and house images comprised either of primarily horizontal orientation energy, primarily vertical orientation energy, or both horizontal and vertical orientation energy. We predicted that any bias favoring horizontal information over vertical should be more evident in faces than in houses, and also that older children would be more likely to show such a bias than younger children. We designed our categorization task to be sufficiently easy that children would perform at near-ceiling accuracy levels, but with variation in response times that would reflect how they rely on different orientations as a function of age and object category. We found that horizontal bias for face detection (but not house detection) correlated significantly with age, suggesting an emergent category-specific bias for horizontal orientation energy that develops during middle childhood. These results thus suggest that the tuning of high-level recognition to specific low-level visual features takes take place over several years of visual development. (shrink)

Stigma marks both surrogacy and abortion. Legal change lessens stigma but may not remove it altogether. Post-legalization regulation may reinstall stigma by surrounding a legalized practice with barriers that make exercise of that right more difficult. As a result, law may reenact stigma even as it purports to take it away.

Except Goldbacher and Dee, most critics have held the latter part of the last book of the Metamorphoses of Apuleius to be almost entirely autobiographical; and many have taken the same view of the first chapter of the first book. Rohde, in particular, has championed this theory, and incidents of the last book are freely included in biographies of Apuleius.

The development of moral ideas in world history as evidenced in ancient Egypt, Greece, & Rome.

This contribution consists in an attempt to make sense of one central aspect of the present worldwide turbulence, one which might well be called the contemporary, perfect, global storm. A pivotal problem that will be interrogated is the issue of the circumstances that have produced this phenomenon in most parts of the world, although it should be emphasized that the term populism is, more often than not, applied to the Western world rather than the East or, for the most part, (...) the global South. However, this reservation does not amount to a severe caveat, since all the contemporary signs are that what is here called populism is sweeping across the entire world as a whole, even though it is not necessarily given this name in non-Western regions. To this generalization it should be added that there are, rather obviously, parallels to what has become known as populism in the West. Examples of this are anarchism in nineteenth century Russia and the movement known as the Long March under the leadership of Mao Zedong in the years 1934 and 1935 particularly, as well as al Qaeda and its various offshoots. This paper argues that underlying Leo Strauss's interpretation of Early Modern political thought as premised on a break with nature as a moral standard is a contemporary moral and political phenomenology which inhibits the understanding of that period in its own terms.
