In recruitment, promotion, admission, and other forms of wealth and power apportion, an evaluator typically ranks a set of candidates in terms of their competence. If the evaluator is prejudiced, the resulting ranking will misrepresent the candidates’ actual rankings. This constitutes not only a moral and a practical problem, but also an epistemological one, which begs the question of what we should do—epistemologically—to mitigate it. In a recent paper, Jönsson and Sjödahl in [Episteme 14:499–517, 2017], argue that the epistemic problem (...) can be fruitfully addressed by way of a novel statistical method that changes the products of biased behaviour, i.e. the rankings themselves, rather than the biased persons. Jönsson and Sjödahl’s pioneering proposal is a both a welcome addition to the literature on implicit bias, due the problems with existing implicit bias interventions [see e.g. Lai et al. in J Exp Psychol Gen 143:1765–1785; J Exp Psychol Gen 145:1001–1016, 2014; 2016; Forscher et al. in J Person Soc Psychol 117:522–559, 2019] but also to the literature on prejudice more generally, where many proposed prejudice-reduction strategies enjoy less than adequate empirical support [Paluck and Green in Ann Rev Psychol 60:339–367, 2009]. Their proposal, however, needs supplementation in two ways: the circumstances that must hold in order for it to work needs to be refined, and their claim that it works as intended in these circumstances needs to be validated. We argue that four of Jönsson and Sjödahl’s method’s presumed presuppositions can be weakened, but needs to be supplemented by two additional assumptions, overlooked by Jönsson and Sjödahl. A new theory is taking hold in neuroscience. It is the theory that the brain is essentially a hypothesis-testing mechanism, one that attempts to minimise the error of its predictions about the sensory input it receives from the world. It is an attractive theory because powerful theoretical arguments support it, and yet it is at heart stunningly simple. Jakob Hohwy explains and explores this theory from the perspective of cognitive science and philosophy. The key argument throughout The Predictive Mind (...) is that the mechanism explains the rich, deep, and multifaceted character of our conscious perception. It also gives a unified account of how perception is sculpted by attention, and how it depends on action. The mind is revealed as having a fragile and indirect relation to the world. Though we are deeply in tune with the world we are also strangely distanced from it. (shrink)

Some monothematic types of delusions may arise because subjects have unusual experiences. The role of this experiential component in the pathogenesis of delusion is still not understood. Focussing on delusions of alien control, we outline a model for reality testing competence on unusual experiences. We propose that nascent delusions arise when there are local failures of reality testing performance, and that monothematic delusions arise as normal responses to these. In the course of this we address questions concerning the tenacity with (...) which delusions are maintained, their often bizarre content, the patients' inability to dismiss them, and their often circumscribed character. The free energy principle says that any self-organising system that is at nonequilibrium steady-state with its environment must minimize its free energy. It is proposed as a grand unifying principle for cognitive science and biology. The principle can appear cryptic, esoteric, too ambitious, and unfalsifiable—suggesting it would be best to suspend any belief in the principle, and instead focus on individual, more concrete and falsifiable ‘process theories’ for particular biological processes and phenomena like perception, decision and action. Here, I explain (...) the free energy principle, and I argue that it is best understood as offering a conceptual and mathematical analysis of the concept of existence of self-organising systems. This analysis offers a new type of solution to long-standing problems in neurobiology, cognitive science, machine learning and philosophy concerning the possibility of normatively constrained, self-supervised learning and inference. The principle can therefore uniquely serve as a regulatory principle for process theories, to ensure that process theories conforming to it enable self-supervision. This is, at least for those who believe self-supervision is a foundational explanatory task, good reason to believe the free energy principle. (shrink)

The search for the neural correlates of consciousness is in need of a systematic, principled foundation that can endow putative neural correlates with greater predictive and explanatory value. Here, we propose the predictive processing framework for brain function as a promising candidate for providing this systematic foundation. The proposal is motivated by that framework’s ability to address three general challenges to identifying the neural correlates of consciousness, and to satisfy two constraints common to many theories of consciousness. Implementing the search (...) for neural correlates of consciousness through the lens of predictive processing delivers strong potential for predictive and explanatory value through detailed, systematic mappings between neural substrates and phenomenological structure. We conclude that the predictive processing framework, precisely because it at the outset is not itself a theory of consciousness, has significant potential for advancing the neuroscience of consciousness. The implication is that delusion formation in some cases involves some kind of bottom-up mechanism—roughly, from perception to belief. Delusion formation may also involve some kind of top-down (...) mechanism. This could be in the shape of a patient's flawed background beliefs, or biases, which somehow modulate perception or ensure delusional interpretations of experience. There is little agreement about what kind of mechanism is primary in delusion formation, or, indeed, what the particular mechanisms and their neural substrates might be.In the evaluation of top-down and bottom-up mechanisms in delusion formation, a number of conceptual questions should be addressed (Davies and Coltheart 2000). For example, if there is an experiential component, why is a hypothesis with a delusional explanation of the unusual experience seen as relevant? Why do the subjects come to believe it tenaciously? I think this is a very important objection because skin conductance data are part of the evidence for the bottom-up hypothesis concerning the Capgras delusion. We could add to this, for example, that it is mysterious how belief in a top-down fashion could cause people with schizophrenia to be worse at fast error correction than normal controls, to be better at tickling themselves than normal controls, and to have an increased response to the sound of their own voice.On the other hand, although the skin conductance response (SCR) evidence suggests a bottom-up approach to the Capgras delusion, it does not explain the character of the subjective experience that is hypothesized to give rise to the delusional belief: reduced SCR is not part of the experience itself (thanks to Ian Gold for discussion of this). Something more is required to give a full account of the type of experience that gives rise to the delusion. It appears that consciousness science is progressing soundly, in particular in its search for the neural correlates of consciousness. There are two main approaches to this search, one is content-based (focusing on the contrast between conscious perception of, e.g., faces vs. houses), the other is state-based (focusing on overall conscious states, e.g., the contrast between dreamless sleep vs. the awake state). Methodological and conceptual considerations of a number of concrete studies show that both approaches are problematic: the content-based approach seems (...) to set aside crucial aspects of consciousness; and the state-based approach seems over-inclusive in a way that is hard to rectify without losing sight of the crucial conscious-unconscious contrast. Consequently, the search for the neural correlates of consciousness is in need of new experimental paradigms. (shrink)

Shaun Gallagher calls for a radical rethinking of the concept of nature and he resists reduction of phenomenology to computational-neural science. However, classic, reductionist science, at least in contemporary computational guise, has the resources to accommodate insights from transcendental phenomenology. Reductionism should be embraced, not feared.

Different cognitive functions recruit a number of different, often overlapping, areas of the brain. Theories in cognitive and computational neuroscience are beginning to take this kind of functional integration into account. The contributions to this special issue consider what functional integration tells us about various aspects of the mind such as perception, language, volition, agency, and reward. Here, I consider how and why functional integration may matter for the mind; I discuss a general theoretical framework, based on generative models, that (...) may unify many of the debates surrounding functional integration and the mind; and I briefly introduce each of the contributions. Predictive processing (PP) is now a prominent theoretical framework in the philosophy of mind and cognitive science. This review focuses on PP research with a relatively philosophical focus, taking stock of the framework and discussing new directions. The review contains an introduction that describes the full PP toolbox; an exploration of areas where PP has advanced understanding of perceptual and cognitive phenomena; a discussion of PP's impact on foundational issues in cognitive science; and a consideration of the philosophy of science (...) of PP. The phenomenology of agency and perception is probably underpinned by a common cognitive system based on generative models and predictive coding. I defend the hypothesis that this cognitive system explains core aspects of the sense of having a self in agency and perception. In particular, this cognitive model explains the phenomenological notion of a minimal self as well as a notion of the narrative self. The proposal is related to some influential studies of overall brain function, and to psychopathology. These (...) elusive notions of the self are shown to be the natural upshots of general cognitive mechanisms whose fundamental purpose is to enable agents to represent the world and act in it. An exciting theory in neuroscience is that the brain is an organ for prediction error minimization. This theory is rapidly gaining influence and is set to dominate the science of mind and brain in the years to come. PEM has extreme explanatory ambition, and profound philosophical implications. Here, I assume the theory, briefly explain it, and then I argue that PEM implies that the brain is essentially self-evidencing. This means it is imperative to identify an evidentiary boundary between the brain (...) and its environment. This boundary defines the mind-world relation, opens the door to skepticism, and makes the mind transpire as more inferentially secluded and neurocentrically skull-bound than many would nowadays think. Therefore, PEM somewhat deflates contemporary hypotheses that cognition is extended, embodied and enactive; however, it can nevertheless accommodate the kinds of cases that fuel these hypotheses. The proposed European Artificial Intelligence Act (AIA) is the first attempt to elaborate a general legal framework for AI carried out by any major global economy. As such, the AIA is likely to become a point of reference in the larger discourse on how AI systems can (and should) be regulated. In this article, we describe and discuss the two primary enforcement mechanisms proposed in the AIA: the _conformity assessments_ that providers of high-risk AI systems are expected to conduct, and (...) the _post-market monitoring plans_ that providers must establish to document the performance of high-risk AI systems throughout their lifetimes. We argue that the AIA can be interpreted as a proposal to establish a Europe-wide ecosystem for conducting AI auditing, albeit in other words. Our analysis offers two main contributions. First, by describing the enforcement mechanisms included in the AIA in terminology borrowed from existing literature on AI auditing, we help providers of AI systems understand how they can prove adherence to the requirements set out in the AIA in practice. Second, by examining the AIA from an auditing perspective, we seek to provide transferable lessons from previous research about how to refine further the regulatory approach outlined in the AIA. We conclude by highlighting seven aspects of the AIA where amendments (or simply clarifications) would be helpful. These include, above all, the need to translate vague concepts into verifiable criteria and to strengthen the institutional safeguards concerning conformity assessments based on internal checks. In times of a prevailing sense of crisis and disorder in modern politics, there is a growing sentiment that anger, despair or resignation are more appropriate attitudes to navigate the world than hope. Political philosophers have long shared this suspicion and shied away from theorising hope more systematically. The aim of this article is to resist this tendency by showing that hope constitutes an integral part of democratic politics in particular. In making this argument I draw on Kant’s conceptualisation of (...) hope as a psychological condition on action under circumstances where the chances of making a difference are dim. Given that the Kantian agent avoids the threat of despair in the pursuit of political goals by placing trust in her fellow citizens, hope has the potential to positively transform democratic practices. Most consciousness researchers, almost no matter what their views of the metaphysics of consciousness, can agree that the first step in a science of consciousness is the search for the neural correlate of consciousness (the NCC). The reason for this agreement is that the notion of ‘correlation’ doesn’t by itself commit one to any particular metaphysical view about the relation between (neural) matter and consciousness. For example, some might treat the correlates as causally related, while others might view the correlation (...) as evidence for identity between conscious states and brain states. The common ground therefore seems to be that the scientific search for the NCC is largely independent of the metaphysics of consciousness. (shrink)

According to one theory, the brain is a sophisticated hypothesis tester: perception is Bayesian unconscious inference where the brain actively uses predictions to test, and then refine, models about what the causes of its sensory input might be. The brain’s task is simply continually to minimise prediction error. This theory, which is getting increasingly popular, holds great explanatory promise for a number of central areas of research at the intersection of philosophy and cognitive neuroscience. I show how the theory can (...) help us understand striking phenomena at three cognitive levels: vision, sensory integration, and belief. First, I illustrate central aspects of the theory by showing how it provides a nice explanation of why binocular rivalry occurs. Then I suggest how the theory may explain the role of the unified sense of self in rubber hand and full body illusions driven by visuotactile conflict. Finally, I show how it provides an approach to delusion formation that is consistent with one-deficit accounts of monothematic delusions. (shrink)

Departing from popular imaginations around artificial intelligence (AI), this article engages in the I in the AI acronym but from perspectives outside of mathematics, computer science and machine learning. When intelligence is attended to here, it most often refers to narrow calculating tasks. This connotation to calculation provides AI an image of scientificity and objectivity, particularly attractive in societies with a pervasive desire for numbers. However, as is increasingly apparent today, when employed in more general areas of our messy socio-cultural (...) realities, AI- powered automated systems often fail or have unintended consequences. This article will contribute to this critique of AI by attending to Nicholas of Cusa and his treatment of intelligence. According to him, intelligence is equally dependent on an ability to handle the unknown as it unfolds in the present moment. This suggests that intelligence is organic which ties Cusa to more contemporary discussions in tech philosophy, neurology, evolutionary biology, and cognitive sciences in which it is argued that intelligence is dependent on having—and acting through—an organic body. Understanding intelligence as organic thus suggests an oxymoronic relationship to artificial. (shrink)

We use the hierarchical nature of Bayesian perceptual inference to explain a fundamental aspect of the temporality of experience, namely the phenomenology of temporal flow. The explanation says that the sense of temporal flow in conscious perception stems from probabilistic inference that the present cannot be trusted. The account begins by describing hierarchical inference under the notion of prediction error minimization, and exemplifies distrust of the present within bistable visual perception and action initiation. Distrust of the present is then discussed (...) in relation to previous research on temporal phenomenology. Finally, we discuss how there may be individual differences in the experience of temporal flow, in particular along the autism spectrum. The resulting view is that the sense of temporal flow in conscious perception results from an internal, inferential process. (shrink)

On the whole, the US Algorithmic Accountability Act of 2022 (US AAA) is a pragmatic approach to balancing the benefits and risks of automated decision systems. Yet there is still room for improvement. This commentary highlights how the US AAA can both inform and learn from the European Artificial Intelligence Act (EU AIA).

Organisations that design and deploy artificial intelligence (AI) systems increasingly commit themselves to high-level, ethical principles. However, there still exists a gap between principles and practices in AI ethics. One major obstacle organisations face when attempting to operationalise AI Ethics is the lack of a well-defined material scope. Put differently, the question to which systems and processes AI ethics principles ought to apply remains unanswered. Of course, there exists no universally accepted definition of AI, and different systems pose different ethical (...) challenges. Nevertheless, pragmatic problem-solving demands that things should be sorted so that their grouping will promote successful actions for some specific end. In this article, we review and compare previous attempts to classify AI systems for the purpose of implementing AI governance in practice. We find that attempts to classify AI systems proposed in previous literature use one of three mental models: _the Switch_, i.e., a binary approach according to which systems either are or are not considered AI systems depending on their characteristics; _the Ladder_, i.e., a risk-based approach that classifies systems according to the ethical risks they pose; and _the Matrix_, i.e., a multi-dimensional classification of systems that take various aspects into account, such as context, input data, and decision-model. Each of these models for classifying AI systems comes with its own set of strengths and weaknesses. By conceptualising different ways of classifying AI systems into simple mental models, we hope to provide organisations that design, deploy, or regulate AI systems with the vocabulary needed to demarcate the material scope of their AI governance frameworks. Organisations increasingly use automated decision-making systems (ADMS) to inform decisions that affect humans and their environment. While the use of ADMS can improve the accuracy and efficiency of decision-making processes, it is also coupled with ethical challenges. Unfortunately, the governance mechanisms currently used to oversee human decision-making often fail when applied to ADMS. In previous work, we proposed that ethics-based auditing (EBA)—that is, a structured process by which ADMS are assessed for consistency with relevant principles or norms—can (a) help organisations (...) verify claims about their ADMS and (b) provide decision-subjects with justifications for the outputs produced by ADMS. In this article, we outline the conditions under which EBA procedures can be feasible and effective in practice. First, we argue that EBA is best understood as a ‘soft’ yet ‘formal’ governance mechanism. This implies that the main responsibility of auditors should be to spark ethical deliberation at key intervention points throughout the software development process and ensure that there is sufficient documentation to respond to potential inquiries. Second, we frame AMDS as parts of larger sociotechnical systems to demonstrate that to be feasible and effective, EBA procedures must link to intervention points that span all levels of organisational governance and all phases of the software lifecycle. The main function of EBA should, therefore, be to inform, formalise, assess, and interlink existing governance structures. Finally, we discuss the policy implications of our findings. To support the emergence of feasible and effective EBA procedures, policymakers and regulators could provide standardised reporting formats, facilitate knowledge exchange, provide guidance on how to resolve normative tensions, and create an independent body to oversee EBA of ADMS. The notion that the brain is a prediction error minimizer entails, via the notion of Markov blankets and self-evidencing, a form of global scepticism — an inability to rule out evil demon scenarios. This type of scepticism is viewed by some as a sign of a fatally flawed conception of mind and cognition. Here I discuss whether this scepticism is ameliorated by acknowledging the role of action in the most ambitious approach to prediction error minimization, namely under the free energy (...) principle. I argue that the scepticism remains but that the role of action in the free energy principle constrains the demon’s work. This yields new insights about the free energy principle, epistemology, and the place of mind in nature. (shrink)

What, if anything, is problematic about gentrification? This article addresses this question from the perspective of normative political theory. We argue that gentrification is problematic insofar as it involves a violation of city-dwellers’ occupancy rights. We distinguish these rights from other forms of territorial rights and discuss the different implications of the argument for urban governance. If we agree on the ultimate importance of being able to pursue one’s located life plans, the argument goes, we must also agree on limiting (...) the impact of gentrification on peoples’ lives. Limiting gentrification’s impact, however, does not entail halting processes of gentrification once and for all. (shrink)

In his book Moral Dimensions. Permissibility, Meaning, Blame , T.M. Scanlon proposes a new account of permissibility, and argues, against the doctrine of double effect (DDE), that intentions do not matter for permissibility. I argue that Scanlon's account of permissibility as based on what the agent should have known at the time of action does not sufficiently take into account Scanlon's own emphasis on permissibility as a question for the deliberating agent. A proper account of permissibility, based on the agent's (...) actual beliefs, will allow us to revise the principle Scanlon proposes for regulating the use of violence in war, and to show that, while the DDE as such might be invalid, its focus on intentions does point toward an important element which Scanlon's proposal lacks, viz. the requirement that the agent believes that her actions will have certain consequences and can be justified for that reason. The involvement of ethicists, philosophers or others who might qualify as ‘moral experts’ in policy-development, where they are sometimes, typically as members of a committee, given an advisory role, is often seen as problematic, for several reasons. First, there may be doubts as to the very existence of moral experts, and it may be hard to know who the moral experts are. Next, even if these problems are solved, giving experts a special role in policy-making might be problematic from a (...) democratic point of view, if it involves politicians deferring to the moral judgements of experts. The paper considers possible replies to this problem of moral deference. One reply is that moral deference is unnecessary, because even moral non-experts are well equipped to assess the arguments offered by moral experts; I argue that this reply underestimates the complexity of moral arguments. Another reply is that if moral experts are simply given the ‘technical’ role of clarifying which concrete positions that follow from the values which decision-makers already accept, deference is not problematic. I will argue that this reply underestimates how a given set of moral values underdetermines which concrete positions follow from it. Finally, I will consider and defend the reply that since policy decisions are subject to a requirement that they be justified within the limits of public reason, and since these limits include a requirement that the justification be accessible, moral experts are barred from providing policy advice which rests on too complex moral arguments. Companies increasingly recognize the importance of communicating corporate social responsibility including their engagement toward employees, the community, the environment and other stakeholder groups to attract applicants. The positive findings on the effect of CSR on applicants’ reactions are commonly based on the assumption that companies send a clear signal about their commitment to CSR. However, communication is always contextualized and has become more ambiguous through the increased availability of information online. External stakeholders including actual and potential applicants are confronted with (...) inconsistencies between the way companies communicate CSR activities and their overall CSR performance. Drawing on signaling theory, this article raises the question of how the interaction between strong CSR communication and low CSR performance influences organizational attractiveness. We propose that low CSR performance dampens the effect of CSR communication on organizational attractiveness. Hence, the inconsistency between CSR communication and CSR performance decreases organizational attractiveness. To test our hypotheses, we scraped 67,189 posts published on corporate Facebook career pages by 58 Fortune 500 companies from the time they began their respective career page until June 2018. Surprisingly, our results show that a low CSR performance strengthens the effect of CSR communication on organizational attractiveness. Thus, inconsistencies between CSR communication and CSR performance seem to lead to positive evaluations among applicants. (shrink)
