У статті досліджуються питання формування та сутності державного боргу. Визначається місце державного боргу в системі державних фінансів. Окреслено концептуальні засади формування державного боргу в умовах кризового стану економіки. На основі аналізу теоретичних підходів наукових шкіл до реалізації державної боргової політики автор робить висновок, що сучасна теорія державного боргу характеризується як компроміс різних теоретичних поглядів з проблем дефіцитного фінансування державних витрат. Розвивається системний підхід до аналізу державного боргу, заснований на визнанні як його позитивного впливу на розвиток економіки, так і негативних факторів, (...) пов'язаних зі зростанням заборгованості уряду. While the history of Cold War social and human sciences has become an immensely productive line of inquiry and has generated some exciting research, a lot remains still to be done in studying more deeply the known stories, venturing into the unknown ones and, in particular, looking in greater detail at the Soviet side of the Iron Curtain. In our expository introduction to this special issue, we demonstrate how its articles enhance our understanding of the postwar social and human sciences. (...) The special issue invites us to rethink the role of the local intellectual and disciplinary contexts in the postwar cultures of knowledge; to pay more attention to the networks and institutions that fostered communication across the Iron Curtain; to trace various asymmetries at work in the divided academic world and the ambiguous status of many actors who enable the East–West contacts despite the general hostility and ideological cleavages; and finally to arrive at a more differentiated and complex view of the whole intellectual landscape in the history of social and human sciences opening up once all the Cold War protagonists, including the countries of the eastern bloc, are subject to a detailed study. This project, we believe, is worthwhile not just for the sake of historical accuracy but also for understanding and changing the societies we live in, which are often still contaminated by the maladies of the Cold War. Les idéaux et pratiques d’amélioration personnelle visant à atteindre un sens de réalisation de soi ont imprégné la culture populaire depuis le milieu du xxe siècle, en grande partie grâce au travail des psychologues humanistes américains. Cet article explore la popularisation de ces notions, arguant qu’elles découlent en partie d’une appropriation américaine particulière du concept d’« actualisation de soi» du neurologue et psychiatre allemand Kurt Goldstein. Premièrement, l’article examine la rencontre de Goldstein avec la psychologie américaine, retraçant son intérêt précoce (...) pour la psychothérapie, les étapes de sa migration forcée vers l’Amérique, et la réception de son travail au sein de la psychologie américaine. Deuxièmement, il propose une analyse des interprétations et applications de l’approche holistique de Goldstein et de son concept d’auto-réalisation par les praticiens humanistes, notamment la théorie de la motivation d’Abraham Maslow et l’approche centrée sur le client de Carl Rogers en psychothérapie. Enfin, l’article se termine par une discussion critique de la distinction entre l’approche de Goldstein, qui met l’accent sur le processus créatif d’un « débat» entre l’organisme et le milieu, et la psychothérapie humaniste, qui souligne la responsabilité individuelle. The adaptive benefits of individual specialization and how learning abilities correlate with task performance are still far from being well-understood. Red wood ants are characterised by their huge colonies and deep professional specialization. We hypothesized that red wood ants Formica aquilonia form aversive learning after having negative encounters with hoverfly larvae differently, depending on their task specialization. We tested this hypothesis, first, by examining whether hunters and aphid milkers learn differently to avoid the nuisance of contacts with syrphid larvae, and, (...) second, by analysing the difference between learning in ‘field’ and laboratory-reared (naïve) foragers. During the first interaction with the syrphid larva in their lives the naïve foragers showed a significantly higher level of aggressiveness than the members of a natural colony. Naïve foragers applied the ‘mortal grip’, ‘prolonged bites’, and ‘nibbling’ towards the enemy with a significantly higher frequency, whereas members of both ‘field’ groups behaved more carefully and tried to avoid encounters with the larva. The aphid milkers, who had a negative experience of interaction with the larva, being ‘glued’ with its viscous secretion, behaved much less aggressively in the follow-up experiments after ten minutes and even three days, thus exhibiting the shaping of both short- and long-term memories. However, both ‘field’ hunters and naïve foragers demonstrated no signs of aversive learning. These data provide some new insights into the relationship between task specialization and learning performance in ants. Given our previous results, we speculate that scouts and aphid milkers are the most cognitively gifted specialists in red wood ants, whereas hunters and guards are rather brave than smart. (shrink)

The conversations range over the whole of Illich's published work and public career as a priest, vice-rector of a university, founder of the Centre for Intercultural Documentation in Cuernavaca, Mexico, and author of such classics as Tools for Conviviality, Medical Nemesis, and Deschooling Society.".

An overview on archaeological evidence, provided by Colagè and d’Errico, reveals that the timing, location, and pace of cultural innovations are more consistent with scenarios that take culture, rather than genetic evolutionary processes, as the key driving force for human cognition. The authors elaborate on those mechanisms by which cultural evolution operates, with a specific focus on cultural exaptation and cultural neural reuse.

This collection of essays represents an interdisciplinary approach to some contemporary issues in the philosophy of science and the theory of knowledge. It is also an attempt to place art in the context of human cognition in general and also to relate it to science and philosophy. Its conception is such that it accords with the view that our creativity is not separable from a humanistic orientation. Iatrogenesis, the name for this new epidemic, comes from iatros, the Greek word for physician, and genesis, meaning origin. Discussion of the disease of medical progress has moved up on the agendas of medical conferences, researchers concentrate on the sick-making powers of diagnosis and therapy, and reports on paradoxical damage caused by cures for sickness take (...) up increasing space in medical dope-sheets [...] The public has been alerted to the perplexity and uncertainty of the best among its hygienic caretakers [...] This book argues that panic is out of place. During the 1980s Illich added another dimension to his thought through the study of Medieval history. In the current volume he aims to demonstrate the extent to which the groundwork for the institutions that characterize our world today was laid in the twelfth century.

Naïve realists have a motive to but have thus far been unable to offer compelling reasons for positing an external constraint on the occurrence of the consciousness involved in perfect hallucinations. If the occurrences of such consciousness were confined to abnormal perceptual contexts, the possibility of perfect hallucinations would have no bearing on the nature of the consciousness involved in cases of perception. On the other hand, it is unclear why the character of the perceptual context should matter constitutively to (...) the occurrence of the sort of consciousness involved in perfect hallucinations. Supposing (reasonably) that such consciousness does not consist in an awareness of the environment, it is puzzling why the latter should be a certain way for the former to occur. I propose a solution to this puzzle, which helps secure the naïve realist approach to perception. Perfect hallucinatory experiences issue from exercises of the perceptual system operating in a second, defective mode – complementary to the normal one, whose exercises issue in an awareness of the environment. En dicho curso, el filósofo francés propuso un abordaje crítico de la economía política al que denominó crítica política del saber. Por lo tanto, el foco de este artículo es la crítica política del saber económico que despliega en el curso mencionado. Is property-awareness constituted by representation or not? If it were, merely being aware of the qualities of physical objects would involve being in a representational state. This would have considerable implications for a prominent view of the nature of successful perceptual experiences. According to naïve realism, any such experience—or more specifically its character—is fundamentally a relation of awareness to concrete items in the environment. Naïve realists take their view to be a genuine alternative to representationalism, the view on which the (...) character of such experiences is constituted by representation. But naïve realists must admit qualities or property instances as items of awareness if they are to remain wedded to common sense, and the nature of property-awareness may smuggle constitutive representation into the naïve realist account of character. I argue that whether property-awareness involves representation, and consequently whether naïve realism is distinct from representationalism or not, depends on what qualities are fundamentally. On universalist and nominalist accounts, property-awareness turns out to involve representation. Not so under tropism. (shrink)
