The COVID-19 pandemic has exposed the many challenges and difficulties of healthcare systems caring for older frail people. This public health crisis has indeed jeopardised the concept of the welfare state, in particular the right of older people to uncompromised healthcare. Together with the clinical challenges facing the geriatric patient and the organisational difficulties of the healthcare systems, sociocultural factors may have also played a substantial role in the strategies that countries have applied in coping with the pandemic. Should mental health insurance cover only disorders found in DSM‐IV, or should it be extended to treatment for ordinary shyness, unhappiness, and other responses to life's hard knocks?

Although leaders in the field of ethics have for many years pointed to the crucial role that organizations play in shaping healthcare ethics, organizational ethics remains a relatively undeveloped area of ethics activity. Clinical ethics committees are an important source of potential expertise, but new skills will be required. Clinical ethics committees seeking to extend their purview to organizational issues will have to respond to three challenges—how to gain sanction and support for addressing controversial and sensitive issues, how to develop (...) an acceptable process, and how to make a difference on the ground. The article presents practical suggestions for how clinical ethics committees meet these challenges. (shrink)

How can health plans make fair determinations about when “experimental” (and costly) treatments such as high dose chemotherapy with autologous bone marrow transplantation should be covered despite lack of clear clinical consensus about their benefits? Different models for managing “last chance” therapies evolving in some health plans offer promising examples of how issues of fairness and legitimacy in decisionmaking can be addressed.

Moral distress is a major problem for nurses, other clinicians, and the health system itself. But if properly understood and responded to, it is also a promising guide for healthcare improvement. When individuals experience moral distress or burnout, their reports must be seen as crucial data requiring careful attention to the individuals and to the organization. Distress and burnout will often point to important opportunities for system improvements, which may in turn reduce the experience of distress. For this potential virtuous (...) cycle to happen, individuals must be able to articulate their concerns without fear of retribution, and organizational leaders must be able to listen in an undefensive, improvementoriented manner. Andrew Hantel’s proposal for dealing with cancer drug shortages exemplifies the kind of clinician-led discussion of rationing the U.S. political process requires. I argue that the U.S. will not get a grip on healthcare cost escalation until we set true budgets for healthcare. We will not be able to do that until the public accepts that rationing, done right, is an ethical necessity, not an ethical abomination. Because endorsing rationing is a third rail for politicians, “top down” leadership is currently (...) impossible. As a result, health professionals must lead a “bottom up” educational process. The central idea behind this book is that we lack consensus on principles for allocating medical resources, and in the absence of such a consensus we must develop and rely on a fair decision-making process for setting limits on health care. The authors provide an analysis of the current situation, reviewing typical solutions, before describing their own approach. In this article, we discuss the potential of wearable structures to provide effective social commentaries and address the political representation of refugees, migrants, and nomads. We take Lucy Orta’s Refuge Wear as an occasion to address a series of socio-political considerations around wearables, textiles, communication, and technology, as well as the role of urban and social environments in determining architectures of mobility. Finally, we provide a critique of framing concepts such as relational aesthetics, heterotopias, nomadology, or deterritorialization—to propose a rethinking (...) of wearables based on the idea of critical habitats and responsible resource-based philosophies. Declaring a cosmopolitan right to scientific progress risks perpetuating many of the inequities it aims to overcome. This calls for a re-imagination of science that directly responds to science’s links to violent nationalist projects and the harms of capitalism.

We review the evolution of domestic animals, emphasizing the effect of the earliest steps of domestication on its course. Using the first domesticated species, the dog (Canis familiaris), for illustration, we describe the evolutionary peculiarities during the historical domestication, such as the high level and wide range of diversity. We suggest that the process of earliest domestication via unconscious and later conscious selection of human‐defined behavioral traits may accelerate phenotypic variations. The review is based on the results of a long‐term (...) experiment designed to reproduce early mammalian domestication in the silver fox (Vulpes vulpes) selected for tameability or amenability to domestication. We describe changes in behavior, morphology and physiology that appeared in the fox during its selection for tameability, which were similar to those observed in the domestic dog. Based on the data of the fox experiment and survey of relevant data, we discuss the developmental, genetic and possible molecular genetic mechanisms underlying these changes. We ascribe the causative role in evolutionary transformation of domestic animals to the selection for behavior and to the neurospecific regulatory genes it affects. (shrink)

The archive of Gustav Shpet contains scattered preparatory materials for his “Lectures on the Theory of Cognition” and his major philosophical work History as a Problem of Logic. Some of these handwritten rough notes are devoted to Kant, indeed some of them have already seen the light of day in the “Kant­ian Journal” (2022, № 3). The notes published below continue to acquaint the reader with Shpet’s creative laboratory. His method of work with the concepts and ideas is instructive in (...) that it enables us to raise questions about the meaning of “positive critique”, its difference from Kant’s own “critical method” and why contemporary historical-philosophical attempts to actualise Kant’s concept of critique have more to do with Shpet’s rather than Kant’s methodology. Of particular relevance today is the authors’ attempt to immerse the Kantian understanding of critique in the context of Shpet’s phenomenologically oriented hermeneutic methodology. (shrink)

This paper introduces and studies a declarative framework for updating views over indefinite databases. An indefinite database is a database with null values that are represented, following the standard database approach, by a single null constant. Typically a database is represented by a single set of facts |$D$| that model what is known to be true. This paper proposes a model of an indefinite extensional database that is more expressive with respect to the closed-world assumption (CWA) adapted for the setting (...) of indefinite databases (Libkin, 1995, A semantics-based approach to design of query languages for partial information. More specifically, in our model, databases are determined by two sets of facts: |$D$| representing, as usual, all facts that are true in the database, and |$E$| that is meant to represent exceptions to the ‘unknown range’, i.e. facts that cannot be unknown. Intuitively, unless they are explicitly implied to be true by the first set, the facts specified as exceptions are assumed false. The semantics is given by means of a two-level CWA tailored to the case of indefinite information. The paper characterizes the semantics of indefinite databases in terms of their possible worlds that are obtained by instantiating occurrences of null values by concrete constants and defines several classes of database repairs that realize view-update requests. Most notable is the class of constrained repairs. Constrained repairs change the database ‘minimally’and avoid making arbitrary commitments. They narrow down the space of alternative ways to fulfill the view-update request to those that are grounded, in a certain strong sense, in the database, the view and the view-update request. We discuss foundational issues of quantum information biology —one of the most successful applications of the quantum formalism outside of physics. QIB provides a multi-scale model of information processing in bio-systems: from proteins and cells to cognitive and social systems. This theory has to be sharply distinguished from “traditional quantum biophysics”. The latter is about quantum bio-physical processes, e.g., in cells or brains. QIB models the dynamics of information states of bio-systems. We argue that the information interpretation of quantum mechanics (...) is the most natural interpretation of QIB. Biologically QIB is based on two principles: adaptivity; openness. These principles are mathematically represented in the framework of a novel formalism— quantum adaptive dynamics which, in particular, contains the standard theory of open quantum systems. (shrink)

We have structured our response according to five questions arising from the commentaries: (i) What is sentience? (ii) Is sentience a necessary or sufficient condition for moral standing? (iii) What methods should guide comparative cognitive research in general, and specifically in studying invertebrates? (iv) How should we balance scientific uncertainty and moral risk? (v) What practical strategies can help reduce biases and morally dismissive attitudes toward invertebrates?

BackgroundIn the early phase of the COVID-19 pandemic, many restrictions hit people in ways never seen before. Mental wellbeing was affected and burden was high, especially for high-risk groups such as parents. However, to our knowledge no research has yet examined whether being a parent was not only a risk for psychological burden but also a way to cope with the COVID-19 pandemic.MethodsAn online survey was used to collect data from 1,121 participants from April to June 2020. In addition to (...) demographic variables, risk factors and protective factors were collected. The dataset was divided into three groups: parents whose children lived at home, parents whose children did not live at home, and people who were not parents.ResultsA linear mixed effect model showed that parents had no higher burden than non-parents, and even less when children did not live at home. Expected risk factors were generally less important, and there were no differences between parents and non-parents. In contrast, parents had advantages in protective factors.ConclusionIn the early phase of the COVID-19 pandemic, it was shown that parents were not necessarily at risk due to additional burden, but also had prospects of coping better with the situation than people without children. The purpose of this study is to discover the ambivalent nature of the idea of optiman in the concept of the problem of new humanism. The essence of ecological and anthropological crises is the subject of analysis by the authors of this article. The given problematics is revealed through the reference to the analysis of the idea of optiman. Methodology of research are general lofical research methods, method of historical and philosophical reconstruction, method of comparative analysis, method of system analysis. (...) The scientific novelty of the research is the synthetic approach to solving the anthropological crisis, taking into account both ecological, biological and existential problems. Anthropological crisis has shown not only existential, but also biosocial problems of human existence and preservation of his biological bases. In this context, the idea of the possibility of purposeful intervention in human genetics and creation of an optiman or a superman dominates. The concept of «optiman» implies an attempt of harmonization of human innings, but not the replacement of natural givenness with something else. The «control over evolution» in such transcription assumes conscious work of many generations on creation of an opriman. However, technocratic attitudes of modern society demarcate this sense, emphasizing that the nature of an individual is determined not so much by the natural capabilities of the organism as by the technological achievements of modern civilization, which allow overcoming the natural barriers. The ambivalent nature of the idea of optiman appropriately constituents the search for new meanings in the notions of human nature. In this article two approaches to understanding optimen: transhumanism and existentialism are considered. The first approach is based on the positions of the expediency of transformation of human nature by technology, the second understands the ideal of the human as his ability to self-overcome. Conclusions. It is noted that transhumanism without recourse to the existentials of human existence can lead to increased alienation of a person and his technical suppression. This paper presents data on the representation of women at 98 philosophy departments in the United States, which were ranked by the Philosophical Gourmet Report (PGR) in 2015 as well as all of those schools on which data from 2004 exist. The paper makes four points in providing an overview of the state of the field. First, all programs reveal a statistically significant increase in the percentage of women tenured/tenure-track faculty, since 2004. Second, out of the 98 US philosophy departments (...) selected for evaluation by Julie Van Camp in 2004, none in 2015 has 50% women philosophy faculty overall, while one has 50% women who are tenured/tenure track. Third, as of 2015, there is a clear pyramidal shape to the discipline: Women are better represented as Assistant than Associate and as Associate than Full professors. Fourth, women philosophy faculty, especially those who are tenured/tenure track, are better represented at Non-PGR ranked programs than at PGR ranked and PGR Top-20 programs in 2015. (shrink)

Stephen Jay Gould argued that the shape of animal life as we know it is a radically contingent accident of history determined more by fortune than comparative functional merit. Acknowledging the formative role of contingency in macroevolution is crucial, Gould believed, to vanquishing the lingering vestiges of progressivism that continue to buttress anthropocentric views of life. Gould’s contingency thesis has come under fire in recent years by proponents of convergent evolution who argue that not only is replication ubiquitous in evolution, (...) but also that it indicates an evolutionary process charging inexorably toward ever more complex and human-like outcomes. We argue here that although convergentist approaches are widely seen as inimical to the Gouldian view of life, in fact the two are indispensable allies in the anti-progressivist crusade, particularly in relation to the evolution of mind. We illustrate this by examining the progressivist foundations of comparative cognition science and the ongoing resistance to attributions of convergent minds. (shrink)

Mitchell et al.'s claim, that their propositional theory is a single-process theory, is illusory because they relegate some learning to a secondary memory process. This renders the single-process theory untestable. The propositional account is not a process theory of learning, but rather, a heuristic that has led to interesting research.

The specificity of eukaryotic DNA organization into loops fixed to the nuclear matrix/chromosomal scaffold has been studied for more than fifteen years. The results and conclusions of different authors remain, however, controversial. Recently, we have elaborated a new approach to the study of chromosomal DNA loops. Instead of characterizing loop basements (nuclear matrix DNA), we have concentrated our efforts on the characterization of individual loops after their excision by DNA topoisomerase II‐mediated DNA cleavage at matrix attachment sites. In this review (...) the results of applying this mapping approach are compared with the results and conclusions from studies of nuclear matrix DNA. An attempt is also made to reconsider all data about the specificity of DNA interactions with the nuclear matrix and to suggest a model of spatial organization of the eukaryotic genome which resolves apparent contradictions between these data. The topic of abortion has been extensively researched, and the research has produced a large number of arguments and discussions. Missing in the literature, however, are discussions of practices in some areas of the Developing or Third World. In this paper, we examine the morality of sex selection abortions in Kazakhstan's Kazakh culture, and argue that such abortions can be ethically justified based, in part, on the unique perspectives of Kazakh culture.

Recently quantum probability theory started to be actively used in studies of human decision-making, in particular for the resolution of paradoxes (such as the Allais, Ellsberg, and Machina paradoxes). Previous studies were based on a cognitive metaphor of the quantum double-slit experiment—the basic quantum interference experiment. In this paper, we report on an economics experiment based on a triple-slit experiment design, where the slits are menus of alternatives from which one can choose. The test of nonclassicality is based on the (...) Sorkin equality (which was only recently tested in quantum physics). Each alternative is a voucher to buy products in one or more stores. The alternatives are obtained from all disjunctions including one, two or three stores. The participants have to reveal the amount for which they are willing to sell the chosen voucher. Interference terms are computed by comparing the willingness to sell a voucher built as a disjunction of stores and the willingness to sell the vouchers corresponding to the singleton stores. These willingness to sell amounts are used to estimate probabilities and to test both the law of total probabilities and the Born Rule. Results reject neither classical nor quantum probability. We discuss this initial experiment and our results and provide guidelines for future studies. (shrink)

This paper is devoted to clarification of the notion of entanglement through decoupling it from the tensor product structure and treating as a constraint posed by probabilistic dependence of quantum observable _A_ and _B_. In our framework, it is meaningless to speak about entanglement without pointing to the fixed observables _A_ and _B_, so this is _AB_-entanglement. Dependence of quantum observables is formalized as non-coincidence of conditional probabilities. Starting with this probabilistic definition, we achieve the Hilbert space characterization of the (...) _AB_-entangled states as amplitude non-factorisable states. In the tensor product case, _AB_-entanglement implies standard entanglement, but not vise verse. _AB_-entanglement for dichotomous observables is equivalent to their correlation, i.e., \(\langle AB\rangle _{\psi} \not = \langle A\rangle _{\psi} \langle B\rangle _{\psi}.\) We describe the class of quantum states that are \(A_{u} B_{u}\) -entangled for a family of unitary operators (_u_). Finally, observables entanglement is compared with dependence of random variables in classical probability theory. (shrink)

The study relevance lies in understanding strategic objectives' content concerning intelligent technologies’ application. The development and application of artificial intelligence in various branches of human activity carry the potential for global changes in society, which, in methodological terms, increases the relevance of considering these problems. The study of ethical problems of artificial intelligence in the concept of sustainable development of society is connected with the dynamic development of innovative artificial intelligence (AI) technologies, which are considered a process of becoming a (...) new technosubject in the context of neuroscience development. The article emphasizes that the development of artificial intelligence acts as an innovative form of technology development when a new kind of human-machine technosubject is formed. The authors identify social problems of artificial intelligence application as the digitalization of life becomes a global anthropological challenge. Innovations of artificial intelligence are directly related to a number of ethical problems, as they contribute not only to the sustainable development of society but also cause dehumanization of relations between people and society. Based on the analysis of qualitative changes in scientific and technological research, using human-machine devices is becoming inevitable. Humankind must develop ethical guidelines for the application of AI systems. (shrink)

In this paper, we study the genesis and evolution of geometric ideas and techniques in investigations of movable singularities of algebraic ordinary differential equations. This leads us to the work of Mihailo Petrović on algebraic differential equations and in particular the geometric ideas expressed in his polygon method from the final years of the nineteenth century, which have been left completely unnoticed by the experts. This concept, also developed independently and in a somewhat different direction by Henry Fine, generalizes the (...) famous Newton–Puiseux polygonal method and applies to algebraic ODEs rather than algebraic equations. Although remarkable, the Petrović legacy has been practically neglected in the modern literature, although the situation is less severe in the case of results of Fine. Therefore, we study the development of the ideas of Petrović and Fine and their places in contemporary mathematics. (shrink)
