The thesis of the article is that processes of structural political change can be adequately understood only on the basis of a multi-dimensional concept of political legitimacy. It is argued that the most prominent account of the idea, namely Max Weber's typology of legitimate authority, is misleading because of both its incompleteness and its incoherence (II). Drawing on David Beetham, we instead propose to analytically differentiate between three universal, genetically linked dimensions of legitimacy: (1) a basically pragmatic one, (2) a (...) theoretically re flexive, and (3) a performatively expressive dimension (III). By means of this scheme it becomes possible to capture fundamental, regularly violent processes of legitimation, as well as historically different forms of legitimacy. Empirically, the usefulness of our proposal shall be shown by sketching, on the one hand, the formation of “early states”, and the emergence of modern revolutions on the other (IV). (shrink)

In this work Tim Ingold provides a persuasive new approach to the theory behind our perception of the world around us. The core of the argument is that where we refer to cultural variation we should be instead be talking about variation in skill. Neither genetically innate or culturally acquired, skills are incorporated into the human organism through practice and training in an environment.They are as much biological as cultural.

Many philosophers think that if you're morally responsible for a state of affairs, you must be a cause of it. Ingmar Persson argues that this strand of common sense morality is asymmetrical, in that it features the act-omission doctrine, according to which there are stronger reasons against performing some harmful actions than in favour of performing any beneficial actions. He analyses the act-omission doctrine as consisting in a theory of negative rights, according to which there are rights not to (...) have one's life, body, and property interfered with, and a conception of responsibility as being based on causality. This conception of responsibility is also found to be involved in the doctrine of double effect. The outcome of Persson's critical examination of these ideas is that reasons of rights are replaced by reasons of beneficence, and we are made responsible for what is under the influence of our practical reasons. The argument gives rise to a symmetrical, consequentialist morality which is more demanding but less authoritative than common sense morality, because reasons of beneficence are weaker than reasons of rights. It is also argued that there are no non-naturalist external practical reasons, and all practical reasons are desire-dependent: so practical reasons cannot be universally binding. The question is whether such a morality possesses enough authority to command our compliance. This seems necessary in order for us to cope with the greatest moral problems of our time, such as aid to developing countries and anthropogenic climate change. (shrink)

Anthropology is a disciplined inquiry into the conditions and potentials of human life. Generations of theorists, however, have expunged life from their accounts, treating it as the mere output of patterns, codes, structures or systems variously defined as genetic or cultural, natural or social. Building on his classic work The Perception of the Environment, Tim Ingold sets out to restore life to where it should belong, at the heart of anthropological concern. Being Alive ranges over such themes as the (...) vitality of materials, what it means to make things, the perception and formation of the ground, the mingling of earth and sky in the weather-world, the experiences of light, sound and feeling, the role of storytelling in the integration of knowledge, and the potential of drawing to unite observation and description. This article objects to two arguments that William MacAskill gives in What We Owe the Future in support of optimism about the prospects of longtermism, that is, the prospects of positively influencing the longterm future. First, it grants that he is right that, whereas humans sometimes benefit others as an end, they rarely harm them as an end, but argues that this bias towards positive motivation is counteracted by the fact that it is practically easier to harm than to benefit. For this greater easiness makes it likely both that accidental effects will be harmful rather than beneficial and that the means or side‐effects of the actions people perform with the aim of benefiting themselves and those close to them will tend to be harmful to others. Secondly, while our article agrees with him that values could lock‐in, it contends that the value of longtermism is unlikely to lock in as long as human beings have not been morally enhanced but remain partial in favor of themselves and those near and dear. Ingmar Persson offers an original view of the processes of human action: deliberating on the basis of reasons for and against actions, making a decision about what to do, and implementing the decision in action in a way that makes the action intentional.

This chapter identifies the problems created by the misfit between a limited human moral nature and globalized, highly advanced technology. It highlights the several ways of addressing the potential catastrophic consequences of this mismatch. The chapter discusses the development of a globally responsible liberalism, with the restriction of traditional liberal neutrality, inculcation of values and “moral education” to achieve restraint, promote cooperation, respect for equality, and other values now necessary for our survival as a global community. Psychedelic Harm Reduction and Integration (PHRI) is a transtheoretical and transdiagnostic clinical approach to working with patients who are using or considering using psychedelics in any context. The ongoing discussion of psychedelics in academic research and mainstream media, coupled with recent law enforcement deprioritization of psychedelics and compassionate use approvals for psychedelic-assisted therapy, make this model exceedingly timely. Given the prevalence of psychedelic use, the therapeutic potential of psychedelics, and the unique cultural and historical context in which psychedelics are placed, (...) it is important that mental health providers have an understanding of the unique motivations, experiences, and needs of people who use them. PHRI incorporates elements of harm reduction psychotherapy and psychedelic-assisted psychotherapy, and can be applied in both brief and ongoing psychotherapy interactions. PHRI represents a shift away from assessment limited to untoward outcomes of psychedelic use and abstinence-based addiction treatment paradigms and toward a stance of compassionate, destigmatizing acceptance of patients' choices. Considerations for assessment, preparation, and working with difficult experiences are presented. (shrink)

This is a reply to Jesse Prinz and Paul Bloom’s skepticism about the moral importance of empathy. It concedes that empathy is spontaneously biased to individuals who are spatio-temporally close, as well as discriminatory in other ways, and incapable of accommodating large numbers of individuals. But it is argued that we could partly correct these shortcomings of empathy by a guidance of reason because empathy for others consists in imagining what they feel, and, importantly, such acts of imagination can be (...) voluntary – and, thus, under the influence of reflection – as well as automatic. Since empathizing with others motivates concern for their welfare, a reflectively justified empathy will lead to a likewise justified altruistic concern. In addition, we argue that such concern supports another central moral attitude, namely a sense of justice or fairness. (shrink)

We contrast two understandings of traditional knowledge: as enframed in the discourse of modernity (MTK), and as generated in the practices of locality (LTK). Where `indigenous knowledge' is opposed to science, it always appears in the guise of MTK. This modernist understanding rests on a genealogical model of transmission that separates the acquisition of knowledge from environmentally situated practice. For local people, by contrast, traditional knowledge is inseparable from the practices of inhabiting the land that both bring places into being (...) and constitute persons as of those places. To illustrate the meaning of LTK, we describe how Saami people in northernmost Finland perceive their environment, focusing on their experiences of the weather. These are shown to be embedded in life-histories, dependent on tasks of travel, multisensory, crucial to spatial orientation and the co-ordination of activities, and seasonally periodic. To regard people's knowledge of the weather as an aspect of tradition means thinking of tradition as process rather than substance, as part of a way of life conceived not as the enactment of a received script but as the continual negotiation of a path through the world. Here there is no contradiction between continuity and change. LTK, we show, is tantamount to skill: a property of the whole organism-person, having emerged through a history of involvement in an environment. From the perspective of LTK, there is no opposition between traditional knowledge and science. For science is itself a form of LTK, differing from other forms in the practices through which it is generated, rather than in the epistemological status of the knowledge itself. (shrink)

There are two fundamental aspects of the notion of a self: it is the owner of one's experiences, that to which one's experiences are properly attributed, and it perceives itself. is a condition on the self's being capable of attributing experiences to itself or being introspectively aware of its experiences, which constitutes a third, higher-order aspect of the self. I claim that it is a common sense assumption, enshrined in the use of 'I', that one's body satisfies the first two (...) aspects. I then argue that these two aspects are not really satisfied by one's body, which is essentially a human organism. Nor are they satisfied by anything of any other kind. So we are not identical to things of any kind, since one can be identical only to that which is one's self or is the referent of one's uses of, 'I'. (shrink)

In The Evolution of Moral Progress Allen Buchanan and Russell Powell advance an evolutionary explanation of moral progress by morality becoming more ‘inclusivist’. We are prepared to accept this explanation as far as it goes, but argue that it fails to explain how morality can become inclusivist in the fuller sense they intend. In fact, it even rules out inclusivism in their intended sense of moral progress, since they believe that human altruism and prosocial attitudes are essentially parochial. We also (...) respond to their charge that the possibility of moral enhancement by biomedical means that we have defended in numerous publications assumes that moral attitudes are biologically hard‐wired to an extent that implies that they are resilient to the influence of cognitive or cultural factors. Routledge, 2022. 252pp.Yesterday evening, much to my satisfaction, I finished reading Bruce Baugh's Philosophers' Walks. The author ends by putting down his pen. It is time, he declares, "to put my boots on and walk out into the world" (236). For me, it was bedtime, but knowing that I was to write this review, I resolved to sleep on (...) it. On waking, I set out, as is my wont, for the short walk I take every morning before breakfast. The walk itself is nothing special: it takes in the streets of my neighborhood and a nearby park. Yet every day is different as the weather changes, trees come in and out of leaf, blooms flourish and wilt in front gardens, children on their way to school throng the streets in term-time only to vanish in vacations. Lately, a nineteenth-century fountain in the park has been lovingly restored, and every morning I am refreshed by its water-jets and tinkly sound. Most days I am writing in my head, on whatever I have on the go at the time. Walking briskly and on my own, I find that words that had tied me in knots the day before miraculously straighten themselves out with a rhythm and fluency matching my pace. I cannot, however, walk and write at the same time. It is physically impossible. So as the words come, I have to keep repeating them to myself, until I make it home. With no time to lose, I seize notebook, pencil, and spectacles to jot them down. Only when I have done so can I finally sit down to breakfast. And that's exactly what happened this morning. With my hastily scribbled notes, some good words, and the odd finished sentence, I am ready to write this review.I am not, of course, the first to have discovered the benefits of thinking-while-walking. Countless predecessors have done so before me, including some of the most celebrated figures of the past four centuries of European intellectual history. And so has Baugh. The idea behind his book is that if by walking, philosophers have arrived at many of their most cherished insights, then perhaps we could better take the measure of these insights not merely by reading their words but by retracing their steps, walking the same paths as they did. And this, precisely, is what [End Page 131] Baugh, often accompanied by his wife Diane Lindsay, set out to do. Each chapter, barring the introduction and conclusion, is devoted to one or sometimes two characters, and each blends reflection on their ideas and life-histories of walking with the author's recollection of attempting to follow in their footsteps, and of the experience and even self-knowledge gained from doing so. Some walks are in verdant countryside, or more spectacular Alpine scenery, others are in big cities like London and Paris. Baugh does not pretend that the walks of his chosen characters can be replicated exactly when so much has changed, in both rural areas and the urban fabric, since their heydays. Nor can we ever know exactly what was going through their heads at the time. It is nevertheless surprising how many echoes you can pick up from the past, so long as you keep your ears to the ground, and Baugh is an astute listener. For us, his readers, the book is an invitation to join in his travels, albeit at a distance, and by doing so, to enrich our understanding not only of his characters and of how they thought, but of ourselves as well.Though the book is called Philosophers' Walks, Baugh has cast his net wide to include characters for whom the epithet "poet," "artist," or "writer" might sooner come to mind than "philosopher." No matter: all such labels are a touch arbitrary, and it's the thought that counts. Creativity is often portrayed as an X-factor that accounts for the spontaneous generation of the absolutely new. Yet the obsession with novelty implies a focus on final products and a retrospective attribution of their forms to unprecedented ideas in the minds of individuals, at the expense of any recognition of the form-generating potentials of the relations and processes in which persons and things are made and grown. In these processes, practitioners are characteristically called upon to copy the works of past (...) masters. However, though they may be guided by a script or score, every practitioner has to improvise his or her own passage through the array of tasks the performance entails. With examples from music, calligraphy and lace-making, I show that the wellsprings of creativity lie not inside people’s heads, but in their attending upon a world in formation. In this kind of creativity, undergone rather than done, imagination is not so much the capacity to come up with new ideas as the aspirational impulse of a life that is not just lived but led. But where it leads is not yet given. In opening to the unknown — in exposure — imagination leads not by mastery but by submission. Thus the creativity of undergoing, of action without agency, is that of life itself. (shrink)

In this paper we reply to the most important objections to our advocacy of moral enhancement by biomedical means – moral bioenhancement – that John Harris advances in his new book How to be Good. These objections are to effect that such moral enhancement undercuts both moral reasoning and freedom. The latter objection is directed more specifically at what we have called the God Machine, a super-duper computer which predicts our decisions and prevents decisions to perpertrate morally atrocious acts. In (...) reply, we argue first that effective moral bioenhancement presupposes moral reasoning rather than undermines it. Secondly, that the God Machine would leave us with extensive freedom and that the restrictions it imposes on it are morally justified by the prevention of harm to victims. (shrink)

To conclude the discussion of breath and breathing in the foregoing contributions, this comment sets out from a critical perspective on embodiment. For a being that breathes out and in, should we not add to embodiment its complement of vaporisation? Breath, after all, is fluid, animate and fundamental to human conviviality. While it can temporarily be put on hold, breath cannot be contained. That is why bodily breathing is unlike the ventilation of buildings. Moreover, breathing in and breathing out are (...) dissimilar movements which cannot be reversed. This presents particular problems for those with breathing difficulties, above all in societies where speech, carried on the outbreath, is modelled on print, and where thought is attributed to a self whose powers of cognition transcend bodily experience. In place of the complementarity of self and body, we posit the soul as a vortex in which breathing, thinking, speech and song all flow into one another. (shrink)

It has been argued that there can be no person‐regarding reasons for practising genetic therapy, since it affects identity and causes to exist an individual who would not otherwise have existed. And there can be no such reasons for causing somebody to exist because existing cannot be better for an individual than never existing. In the present paper, both of these claims are denied. It is contended, first, that in practically all significant cases genetic therapy will not affect the identity (...) of beings of our kind. This is so irrespective of whether, essentially, we are beings with minds or beings of a certain biological species, the human one. Second, it is contended that, even if genetic therapy were to affect our identity, there could be person‐regarding reasons for conducting it, for existence can be better than non‐existence for the individual. The purpose of this paper is to give an explication of the concept of health which does not rely on the concept of disease. The explication is informed by a view of the human individual as an acting subject and it therefore places the abilities of agents in the centre. Abilities may be qualified in different ways. The qualification essential for understanding the dimension of health and illness relates abilities to environmental circumstances and high-ranking projects in the life plan. For (...) this purpose generalized adaptedness is introduced as the overarching construction. The dimension of health and illness is characterized in terms of the adequacy of the repertoire for generalized adaptedness. Some immediate consequences concerning the notion of care are noted. abstract As history shows, some human beings are capable of acting very immorally. 1 Technological advance and consequent exponential growth in cognitive power means that even rare evil individuals can act with catastrophic effect. The advance of science makes biological, nuclear and other weapons of mass destruction easier and easier to fabricate and, thus, increases the probability that they will come into the hands of small terrorist groups and deranged individuals. Cognitive enhancement by means of drugs, implants and biological (including (...) genetic) interventions could thus accelerate the advance of science, or its application, and so increase the risk of the development or misuse of weapons of mass destruction. We argue that this is a reason which speaks against the desirability of cognitive enhancement, and the consequent speedier growth of knowledge, if it is not accompanied by an extensive moral enhancement of humankind. We review the possibilities for moral enhancement by biomedical and genetic means and conclude that, though it should be possible in principle, it is in practice probably distant. There is thus a reason not to support cognitive enhancement in the foreseeable future. However, we grant that there are also reasons in its favour, but we do not attempt to settle the balance between these reasons for and against. Rather, we conclude that if research into cognitive enhancement continues, as it is likely to, it must be accompanied by research into moral enhancement. (shrink)

In his book Rethinking the Good: Moral Ideals and the Nature of PracticalReasoning Larry Temkin contrasts two views of ideals for evaluating outcomes:the Internal Aspects View and the Essentially Comparative View. He claimsthat the latter view can make the relation of being better/worse than all thingsconsidered nontransitive, while the former can’t. This paper argues that theInternal Aspects View can also be a source of nontransitivity. The gist of theargument is that perfect similarity as regards supervenient properties, likevalue, is compatible with (...) differences as regards their subvenient propertiesand that it’s logically possible that such sets of insufficient differences add upto differences that are sufficient for supervenient differences. Thus, perfectsimilarity or identity is nontransitive as regards the supervenient property ofvalue, and this implies that the relation of being better/worse than all thingsconsidered is also nontransitive.
