Advocates of ?deliberative democracy? want citizens to actively participate in serious dialogue over political issues, not merely go to the polls every few years. Unfortunately, these ideals don't take into account widespread political ignorance and irrationality. Most voters neither attain the level of knowledge needed to make deliberative democracy work, nor do they rationally evaluate the political information they do possess. The vast size and complexity of modern government make it unlikely that most citizens can ever reach the levels of (...) knowledge and rationality required by deliberative democracy, even if they were better informed than they are at present. ABSTRACTThe participants in this symposium raise many insightful criticisms and reservations about my book Democracy and Political Ignorance: Why Smaller Government Is Smarter. But none substantially undermine its main thesis: that rational political ignorance and rational irrationality are major problems for democracy that are best addressed by limiting and decentralizing government power. Part I of this reply addresses criticisms of my analysis of the problem of political ignorance and its causes. Part II assesses challenges to my proposed solution.

The paper introduces mathematical encoding for subjective experience and meaning in natural cognition. The code is based on a quantum-theoretic qubit structure supplementing classical bit with circular dimension, functioning as a process-causal template for representation of contexts relative to the basis decision. The qubit state space is demarcated in categories of emotional experience of animals and humans. Features of the resulting spherical map align with major theoreties in cognitive and emotion science, modeling of natural language, and semiotics, suggesting several generalizations (...) and improvements. The developed model bridges psychological, quantum-theoretic, and semiotic perspectives, allowing for an integrative account of subjectivity, agency, and meaning in living Nature.Graphical abstract. Medical doctors arrive at a diagnosis after considering various types of evidence, including the patient's complaints, their outer appearance, talk, and non-verbal behavior. In psychiatry, the role of conversation is more important than in somatic medicine, because it is in the patient's talk that the disease can express itself. Some elements of the conversational machinery have been studied in diagnostic interviews in a psychiatric ward. In the interviews, a recurrent pattern of the doctor’s questions and the patient’s answers was found. (...) Schegloff (2007) showed that “known answer” questions form a distinctive three-part sequence type: question-response-evaluation. In diagnostic interviews in psychiatry, the questions don't address knowledge but the capacity to perform the task. Not all the test questions have a correct answer, and the result of the evaluation is not always announced by the doctor. The doctor consistently repeats the patient’s answer without evaluating it and then adds a follow-up question. At least parts of the repeated cycles in the sequence of doctor-patient interaction exhibit the following pattern: Doctor’s question > Patient’s answer > Doctor’s echo > (optional Doctor's follow-up question). When the doctor's questions seek real information—and do not just test capacity—they sometimes resort to a reformulation of the patient’s answers instead of just repeating it; this reformulation works as a prompt. The questions in the clinical interview appear to follow two lines of accountability: the ordinary conversational order and that which is provided by the professional reasoning aimed at checking diagnostic hypotheses. Abstract If voters do not understand the programs of rival candidates or their likely consequences, they cannot rationally exercise control over government. An ignorant electorate cannot achieve true democratic control over public policy. The immense size and scope of modern government makes it virtually impossible for voters to acquire sufficient knowledge to exercise such control. The problem is exacerbated by voters? strong incentive to be ?rationally ignorant? of politics. This danger to democracy cannot readily be circumvented through ?shortcut? methods of (...) economizing on voter knowledge costs. A truly democratic government must, therefore, be strictly limited in scope. (shrink)

Abstact. Although it is generally known that M.M. Bakhtin viewed himself as primarily a philosopher and not a philologist, the overwhelming majority of studies of his work belong to literary criticism. The purpose of this article, relying on the oral testimony of Bakhtin himself and his philosophical texts written in the Nevel-Vitebsk period, is to restore the origin of his philosophical sources and the content of his philosophical ideas of this period. The main idea is the concept of moral philosophy (...) as a philosophical system, whose main subject is participative thinking and an answerable act as an event of being. One of the most important sources of these ideas was probably the philosophy of Neo-Kantianism represented by the teachings of H. Cohen. The article provides four examples of Bakhtin's continuity in relation to the Marburg philosopher - the idea of an answerable act concerning another person as the source of a human's self-consciousness and personal integrity, the idea of a correlative relationship between a person and his neighbor as an expression of a caring participatory being, the idea of distinguishing a moral attitude from an ethical-legal one and the idea of the philosophical system, whose subject is the process of interpersonal relations. In this case, the system consists not only in the integrity of the object but also in its openness. Revealing the continuity of Bakhtin's philosophical ideas regarding Cohen leads to a better understanding of these ideas and Bakhtin's originality of their development. It is also fruitful to compare the perception of Cohen's ideas by Bakhtin and their reception by another philosopher of dialogue, F. Rosenzweig. (shrink)

For decades, scholars have recognized that most citizens have little or no political knowledge, and that it is in fact rational for the average voter to make little or no effort to acquire political information. Rational ignorance is fully compatible with the so‐called “paradox of voting” because it will often be rational for citizens to vote, but irrational for them to become well informed. Furthermore, rational ignorance leads not only to inadequate acquisition of political information, but also to ineffective use (...) of the information that citizens do possess. The combination of these two problems has fundamental implications for a variety of issues in public policy and international affairs. (shrink)

When we say that we understand the language of God with the language of the universe, we mean that we can understand the language of God with the language of the universe and in other ways as well. Therefore, what we really want to say is that when we look at the event from our own point of view, that is, from our own factuality, we must necessarily understand the universe in order to understand the language of God, and for (...) us to understand it can only be possible by understanding the language of the universe. We will present this with some examples. At the same time, we will talk about some styles of understanding in the history of philosophy. Since understanding the language of God is also understanding the language of religion, we will try to briefly show how the language of God or the language of the universe is understood through the language of religion, how this is wrong in Judaism, Christianity, especially in the idea of medieval Christian priests and a number of styles of understanding in the Islamic world. The article considers the logical and philosophical doctrine of sophists, which, according to some modern researchers, was more philosophical than their ancient critics recognized. A comparison of the provisions of Aristotle's hermeneutics with preserved fragments of Protagoras and Gorgias shows that the doctrine of sophists was a kind of holistic philosophy, which anticipated the philosophy of dialogue of the XX century. Despite the fact that the philosophy of Plato and Aristotle tried to overcome the relativism and anti-ontologism of the doctrine (...) of sophists, some elements of its dialogueism were preserved in subsequent philosophy in dialectics and rhetoric. The first thing you should pay attention to is the difference between the dialogical form of the presentation of philosophy in Plato and dialogue as the fundamental basis of thinking that we find among sophists. The dialogueism preserved in the dialectic of Plato and the rhetoric of Aristotle is more a technical method of convincing the interlocutor than a hermeneutical basis, which it is in the philosophy of dialogue and in the method of Socratic discussion. The linguistic turn that occurred in the philosophy of the 20th century includes not only an increased interest in language and accuracy of expression. No less important is the new formulation of the question of the nature of the language. Is language a tool for the formulation of thought as Aristotle believed and followed by representatives of modern analytical philosophy, or does it have its own fundamental status, as representatives of the philosophy of dialogue believe? In this context, it is very important for the philosophy of dialogue to find in the thinking of the pre-Socratics those predecessors who already two and a half thousand years ago charted the paths for modern thought. This article considers aspects of the social imaginary underlying early Russian realist thought and narrative by exploring two canonical novels from the 1840s, Ivan Gončarov’s Obyknovennaja istorija and Aleksandr Gercen’s Kto vinovat?, in light of Vissarion Belinskij’s activist reception of Hegel’s political philosophy. The Russian texts are read symptomatically against their western counterparts as illustrating the intriguing transformations that dominant European models of narrative and sociality undergo as they migrate to Russia.

The article deals with finding finite total equivalence systems for formulas based on an arbitrary closed class of functions of several variables defined on the set {0, 1, 2} and taking values in the set {0,1} with the property that the restrictions of its functions to the set {0, 1} constitutes a closed class of Boolean functions. We consider all classes whose restriction closure is either the set of all functions of two-valued logic or the set T a of functions (...) preserving \. In each of these cases, we find a finite total equivalence system, construct a canonical type for formulas, and present a complete algorithm for determining whether any two formulas are equivalent. In this book, after discussing the fundamental problems of current science and other philosophic concepts, beginning with controversies between Heraclitus and Parmenides, Ilya Prigogine launches into a message of great hope: the future has not been determined. Contrary to globalisation and the apparent contemporary mass culture society, individual behaviour is beginning to increasingly become the key factor which governs the evolution of both the world and society as a whole. It is a message that challenges existing widespread views, implicitly or (...) explicitly, through mass communication, moreover the importance of the individual's actions implies a reflection of each person on the responsibilities that each one assumes when taking or acting upon a decision. This responsibility is associated with the freedom of thought as well as a critical analysis of fashions, customs, preconceived ideas, and ideologies, externally imposed: exactly contrary to the ideas of those who wish us to be "perfect consumers" in a world dominated only by monetary wealth. Challenging this drive towards the elimination of freedom of though in the individual is now imperative if we are to save man and his planet from catastrophe which seems to be ever imminent and (unfortunately) irreversible. This last book of Ilya Prigogine provides a small, disputable, but nonetheless valuable contribution towards that end. (shrink)

Abstract In Politicians Don't Pander, Lawrence Jacobs and Robert Shapiro show that politicians follow public opinion much less slavishly than conventional wisdom suggests. However, the case studies they themselves rely on show that public opinion constrains policy makers more than they claim. Conversely, to the extent that political leaders are able to ignore the public's wishes, Jacobs and Shapiro do not adequately consider the possibility that this is due in large part to severe voter ignorance of public policy. In urging (...) greater obedience to the popular will, the authors also overlook the danger that increased adherence to the often internally contradictory wishes of the electorate may be impossible or undesirable. Assessment in ethics education faces a challenge. From the perspectives of teachers, students, and third-party evaluators like the Accreditation Board for Engineering and Technology and the National Institutes of Health, assessment of student performance is essential. Because of the complexity of ethical case analysis, however, it is difficult to formulate assessment criteria, and to recognize when students fulfill them. Improvement in students’ moral reasoning skills can serve as the focus of assessment. In previous work, Rosa Lynn Pinkus and Claire Gloeckner (...) developed a novel instrument for assessing moral reasoning skills in bioengineering ethics. In this paper, we compare that approach to existing assessment techniques, and evaluate its validity and reliability. We find that it is sensitive to knowledge gain and that independent coders agree on how to apply it. (shrink)

Central among problems in cosmology is the crucial question of the articulation of natural and historical time: how is human history related to natural processes described by science? A deterministic world view in which natural processes are reversible, as emphasized by classical Western science, is obviously not the answer. Recent research in fields such as far‐from‐equilibrium thermodynamics and statistical mechanics reveals irreversibility in natural processes and allows us to explore new forms of dialogue between science and the humanities.

ABSTRACTHélène Landemore's Democratic Reason effectively demonstrates how cognitive diversity may potentially improve the quality of democratic decisions. But in setting out the preconditions that democracy must meet in order for the many to make collectively well-informed decisions, Landemore undermines the case for voter competence more than she strengthens it. The conditions she specifies are highly unlikely to be achieved by any real-world democracy. Widespread voter ignorance and the size and complexity of modern government are severe obstacles to any effort to (...) implement Landemore's vision. Better-informed decision making is more likely to be achieved by allowing a wider range of issues to be decided by “voting with your feet” instead of at the ballot box. (shrink)

In recent decades, advances in the life sciences have created an unprecedentedly detailed picture of heredity and the formation of the phenotype where clusters of simplistic reductionist and deterministic views and interpretations have begun to lose ground to more complex and holistic notions. The developments in gene regulation and epigenetics have become a vivid emblem of the ongoing ‘softening’ of heredity. Despite this headway, the outlook and rhetoric widely popular in the twentieth century favoring the ‘gene’ in the ‘genegenetic plasticityphenotypeenvironment’ (...) tetrad have not been successfully tackled but continue to exist in parallel with a new, equally monochromatic, viewpoint championing genetic plasticity. An examination of epigenetics and its presentation in the public sphere, open to a conversation with the social disciplines and philosophy, could address this dichotomy and contribute to the discourse. This article outlines key biological aspects of epigenetics and discusses the language, presentation and wider resonance of this field of life science research. (shrink)

Posner's “pragmatic” defense of broad judicial deference to legislative power still reflects the shortcomings noted in my review of his Law, Pragmatism, and Democracy. His pragmatism still fails to provide meaningful criteria for decision making that do not collapse into an indeterminate relativism; and his argument that strict constraints on judicial power are required by respect for democracy underestimates the importance of two serious interconnected weaknesses of the modern state: widespread voter ignorance, and interest‐group exploitation of that ignorance.

No es posible hablar del pensamiento de Hegel acerca de la inclusión sin hacer, al mismo tiempo, un balance de la alienación que pretende disolver. Ante ello, el pensamiento de la inclusión no deja de ofrecer una salida siempre demasiado apresurada, iluminada por el sectarismo y el esoterismo que lo caracterizan. En virtud de ello, la exclusión de uno —no como exclusión del otro, sino como elevación de la exclusión de sí a condición de libertad para los otros— se convierte (...) en el verdadero paradigma del entusiasmo del espíritu. La formación o Bildung de un individuo refiere esta tensión entre la operación de autoenajenación y el esfuerzo por forjar comunidad, en la base de todo el proceso. Intento aquí exponer la manera en que Hegel se interrogó acerca de la inteligibilidad universal de la ciencia como conclusión de la lucha entre estos dos polos. El sistema de posibilidad de la experiencia, que conforma la Fenomenología del espíritu, ejemplifica así una superación del sectarismo inclusivo inspirada en la enigmática promesa de una ilusión de libertad absoluta, alcanzada por medio del conocimiento. Philosophical hermeneutics is a style of hermeneutics that focuses on the ontology of understanding and interpretation. One of the leading exponents of philosophical hermeneutics is Hans-Georg Gadamer. Gadamer explained that the prejudice and historical aspects that accept the dialectics of the past, the present and the future are crucial in understanding religious language related to COVID-19. This concept then underlies Gadamer’s thoughts on the idea of the fusion of horizon. This idea indicates that understanding religious texts must be done by (...) bringing together the text’s horizon, author and reader to reach a meaningful knowledge in interpreting a text. Suppose this view applies in understanding religious language related to the COVID-19 pandemic protocol. In that case, interpreter must consider all dimensions associated with the social situation to find a substantive meaning and a complete understanding of all dimensions related to the interpreter’s current position to apply the substantive meaning contextually in actual cases. Bu yazıda, en eski felsefe disiplini ve bilimlerin kraliçesi olan metafizik konusunda, onun aklın sınırları içerisinde niçin anlaşıla-maz olduğu hakkında Kant’ın çözümlemelerinin kavramsal zemini üzerinde durulacaktır. Kant’a göre, metafiziksel yargılar, kendilerini mantıksal diye ifade ederek gerçekliğin bilgisini verdikleri savını dile getirirler. Yine de bu durum, yanılsama mantığından başka bir şey değildir. Metafizikle mantık arasındaki ilişkinin gerçek değil de kavramsal yapıya sahip olması, onun bir yanılsamadan oluştuğunu ifade eder.

Bizim bu yazıda bahsetmeye çalıştığımız konu, daha çok metaontolojik ya da metafizik alan üzerinde yoğunlaşacaktır. Nesnelerin kendinde varlığını bilemesek bile, en azından, dile gelmeyen bir şeylerden bahsediyoruz. Öyleyse bilemediğimiz alana ait yargılarımızın, bildiğimiz olgular alanıyla ilişkisi dolayısıyla az çok yorumlanabileceğini göz ardı etmememiz gerekir. Kendinde dünyanın yani numenin anlamını somut dünya tasarımıyla elde etmeye çabalamanın boşuna olacağı kesindir. Ancak bu durum, numen dünyasının araştırılmaması ve kendinde varlık alanının ne olduğu konusunda düşünmeye son verilmesi gerektiği manasını taşımaz. Çünkü somut dünya tasarımımızda (...) sürekli değişen ve her değiştiğinde de anlamını değiştiren bir durum söz konusudur. (shrink)

Anaksagoras, yaratıcı kaostan mevcut düzenlere geçiş sürecindeki ortamların açıklamasını vermeye çabalamıştır. Soğuk hava ile sıcak eter arasındaki bölümleme, birarada olmanın büyüsünü bozmuştur. Soğuğun artmasıyla birlikte, biçimlendirici suyu, yeri ve kayaları meydana getirmiştir. Havada yüzmeye devam eden yaşam tohumları yağmurlarla nakledilmişler ve bitkileri oluşturmuşlardır. İnsanda içinde olmak üzere canlılar, sıcak ve nemli topraktan ortaya çıkmışlardır. Varlıkların en saygın olanı, öyleyse nous yani zihindir.

Hiçbir bilim dalında, yazar, felsefe ve mantıkta yapabildiği kadarıyla, güvenilir araştırma sonuçlarını böylesine fütursuzca hiçe sayamaz. Bu durum için, Bay Coffey’in Mantık Bilimi gibi böyle bir kitabın yayınlanmasına borçluyuz: ve yalnızca, günümüzün pek çok mantıkçısının eserinin tipik bir örneği olarak, bu kitap saygıyı hak ediyor. Yazarın mantık anlayışı Skolastik filozoflarınki gibidir, ve onların bütün hatalarını yapıyor – elbette Aristoteles’e alışılageldik gönderilerle.. Yazar, modern matematiksel mantıkçıların büyük eserini hiç dikkate almamış – mantık konusunda bir ilerleme kaydeden eser, ancak astrolojisiz astronomi ve (...) simyasız kimya yapan bir şeyle karşılaştırılabilir. The article summarizes the main developments in virtue epistemology and reacts to the challenges faced by the discipline. This new trend in analytic epistemology emerges as a synthesis of a number of directions (metaethics, social epistemology, metaphilosophy and experimental philosophy). On the one hand, it attempts to overcome some weaknesses of classical epistemology and, on the other hand, it performs this on the same basis, retaining the classical understanding of knowledge as justified true belief. It was dubbed “virtue epistemology” since (...) it focuses on restoration of the normative approach and on the opposition to Quine’s naturalism. It explores intellectual virtues like epistemology explores knowledge claims though emphasizing their subject-dependent nature. It is the cognitive agent who provides a foundation for intellectual virtues no matter whether they are understood as cognitive ability or mental traits. However, the most researchers take epistemic virtues as individual mental states available through introspection, and the entire analysis in fact boils down to the articulation of virtue intuitions in the cognitive process. For those intuitions, thought experiments serve as a test simulating everyday cognitive situations. Still, in the context of virtue epistemology some alternative approaches arise, contributing significant revisions to the subject matter and the methods of analytical epistemology. A collective agent replaces an individual one, and knowledge engages in an integral subject-object and subject-subject context. Normativism mitigates its opposition to naturalism, enabling the utilization of the empirical data from the social sciences and humanities. As a result, a dialogue of virtue epistemology with the philosophy and ethics of science gets the chance. (shrink)
