The Essential Herman Kahn offers the public for the first time an anthology consisting of the best of Herman Kahn's work. It brings together, out of the several thousands of pages published in his life, the "essential Kahn"—the most relevant, consequential, and interesting themes, ideas, and arguments of his work in areas such as international relations, public policy, environmentalism, strategic thinking, and futurology.

My goal in this paper is to show that two theses that are widely adopted among Kantian ethicists are irreconcilable. The paper is divided into four sections. In the first, I briefly sketch the contours of my own positive view of Kantian ethics, concentrating on the issues relevant to the two theses to be discussed: I argue that agents can perform actions from but not in conformity with duty, and I argue that agents intentionally can perform actions they take to (...) be contrary to duty. Die meisten Philosophen stimmen darin überein, dass Kant sich dem Prinzip „Sollen impliziert Können“, bzw. „ought implies can“ (OIC), verschrieben hat. Allerdings sind sich nur wenige darüber einig, wie die Bedeutung von OIC zu verstehen ist. Außerhalb der Kant-Wissenschaft gibt es Debatten über die Bedeutung von „sollen“, die Bedeutung von „impliziert“ und die Bedeutung von „können“ in diesem Prinzip. Innerhalb der Kant-Forschung besteht kein Konsens darüber, was Kant zu diesen Themen dachte. In diesem Artikel versuche ich, diese Situation zu verbessern. (...) In Abschnitt I überprüfe ich die Sekundärliteratur zu Kants Engagement für OIC und erkläre, wo die Interpretation meiner Meinung nach schief geht. The threat to the survival of humankind posed by nuclear weapons has been a frightening and essential focus of public debate for the last four decades and must continue to be so if we are to avoid destroying ourselves and the natural world around us. One unfortunate result of preoccupation with the nuclear threat, however, has been a new kind of "respectability" accorded to conventional war. This book is an essay on the technique of war: how on army is organized, who make the best soldiers, field manœuvers and battle formations, logistics, internal stability and control of military units, techniques of siege; these are considered both historically with reference to the ancients, as well as the present—the (...) contemporary applications of these techniques in the author's own time. Politicians and engineers are increasingly realizing that values are important in the development of technological artefacts. What is often overlooked is that different conceptualizations of these abstract values lead to different design-requirements. For example, designing social media platforms for deliberative democracy sets us up for technical work on completely different types of architectures and mechanisms than designing for so-called liquid or direct forms of democracy. Thinking about Democracy is not enough, we need to design for the proper conceptualization of these (...) values. As we see it, we cannot responsibly engineer and innovate and shape technology in accordance with our moral values without engaging in systematic and continuous conceptual engineering: This is not only an academic, or theoretical issue, it is also not simply an issue for public policy or politics, or regulators, it has become a central problem for engineering and the world of technology. In this paper, we present a framework for doing the necessary conceptual work in the context of requirement engineering. We draw on the literature on conceptual engineering to lay out a methodology to (1) assess different conceptions and (2) to develop new conceptions. Moreover, we integrate this methodology with extant approaches in the philosophy of technology which aim at designing technological artefacts ethically. In the final section we apply this integrated framework to freedom in the context of social media networks. (shrink)

Are trust relationships involving humans and artificial agents possible? This controversial question has become a hotly debated topic in the emerging field of machine ethics. Employing a model of trust advanced by Buechner and Tavani :39–51, 2011), I argue that the “short answer” to this question is yes. However, I also argue that a more complete and nuanced answer will require us to articulate the various levels of trust that are also possible in environments comprising both human agents and AAs. In defending this view, I show how James Moor’s model for distinguishing four levels of ethical agents in the context of machine ethics :18–21, 2006) can help us to develop a framework that differentiates four levels of trust. Via a series of hypothetical scenarios, I illustrate each level of trust involved in HA–AA relationships. Finally, I argue that these levels of trust reflect three key factors or variables: the level of autonomy of the individual AAs involved, the degree of risk/vulnerability on the part of the HAs who place their trust in the AAs, and the kind of interactions that occur between the HAs and AAs in the trust environments. This article examines the methodology of a core branch of contemporary political theory or philosophy: “analytic” political theory. After distinguishing political theory from related fields, such as political science, moral philosophy, and legal theory, the article discusses the analysis of political concepts. It then turns to the notions of principles and theories, as distinct from concepts, and reviews the methods of assessing such principles and theories (e.g., the reflective-equilibrium method), for the purpose of justifying or criticizing them. Finally, it looks (...) at a recent debate on how abstract and idealized political theory should be, and assesses the significance of disagreement in political theory. [Review] Mieke Roscher, André Krebber, and Brett Mizelle, editors. Handbook of Historical Animal Studies. Berlin: Walter de Gruyter, 2021. 637 pp. In their introduction to the volume under review, ‘Writing History after the Animal Turn? An Introduction to Historical Animal Studies’, which uses Harriet Ritvo’s 2007 article ‘On the Animal Turn’ as a key reference point, the editors describe as follows the main goal of and broader rationale for the book: "the discourses of human-animal studies and historical animal studies, just (...) like all the other disciplines involved in the reevaluation of the lives of animals and our relationship with them, past and present, are not identical. Rather, they inform one another. What we aim at with this handbook, then, is to gather and make accessible the contribution of historical research to the field of human-animal studies as well as the contribution of human-animal studies to the study of history. History as a discipline and scholarly venture, in other words, can no [more] ignore animals than animal studies can history.". As the editors and also a number of the contributors underscore, however, to bring about this rapprochement between animal studies and history, it is not enough to study ‘the lives, experiences, and deaths of animals [as] a powerful lens to understand and explain human histories, ideas, and practices’, even if in the recording and interpretation of history humans remain ‘an omnipresent factor’. Rather, animals’ own histories must take centre stage, to the fullest extent possible – given that the discourse of historiography is inescapably mediated by human perspectives. (shrink)

Thomas Scanlon and Derek Parfit have recently defended a meta-ethical view that is supposed to satisfy realistic intuitions about morality, without the metaphysical implications that many find hard to accept in other realist views. Both philosophers argue that truths in the normative domain do not have ontological implications, while truths in the scientific domain presuppose a metaphysical reality. What distinguishes Scanlon and Parfit’s approach from other realistic meta-ethical theories is that they maintain that normative entities exist in a way that (...) is different from (some) non-normative entities. Moreover, they think that this view about the way normative entities exist helps to answer the metaphysical worries that are often thought to plague non-naturalism. To make sense of this idea, I develop their view as a version of alethic pluralism: the position that there is more than one truth property. I argue, however, that when their view is developed in this way it fails to satisfy realistic intuitions about morality. This shows that on a plausible and initially promising reading of what it takes for a normative entity to exist in a way that is different from non-normative entities, Parfit’s and Scanlon’s non-metaphysical moral realism fails to be more realistic than contemporary versions of anti-realism. The archival turn in 19th-century historical scholarship – that is, the growing tendency among 19th-century historians to equate professional historical studies with scholarship based on archival research – not only affected the profession’s epistemological assumptions and day-to-day working manners, but also changed the persona of the historian. Archival research required the cultivation and exercise of such dispositions, virtues, or character traits as carefulness, meticulousness, diligence and industry. This article shows that a growing significance attached to these qualities made the archival (...) turn increasingly contested. As the case of the German-Austrian historian Theodor von Sickel and his critics shows, it was not the necessity of archival research as such on which historians in late 19th-century Europe came to hold different views. Sickel’s critics were rather concerned about the potentially detrimental effects that the increasingly philological ethos of archival studies could have on the historian’s character. What was primarily at stake in late 19th-century debates on the gains and losses of increased commitments to archival study was the persona of the historian – his character traits, his dispositions and the virtues and skills in which he excelled. Much work in the philosophy of language assumes that a semantic theory T, for a language L should assign p as the semantic content of an utterance u, by A, of a sentence S in L, if and only if “A said that p” is true. This assumption is mistaken. More generally, the aim of semantics cannot be to capture the extension of English expressions such as “meaning” or “what was said”. This provides support for Davidson’s paratactic theory of indirect (...) speech and for the view that a semantic theory should take the form of a truth-theory. (shrink)

How can the history of research ethics be expanded beyond the standard narrative of codification—a story that does not reach back beyond World War II—without becoming so broad as to lose all distinctiveness? This article proposes a history of research ethics focused on the “scientific self,” that is, the role-specific identity of scientists as typically described in terms of skills, competencies, qualities, or dispositions. Drawing on three agenda-setting texts from nineteenth-century history, biology, and sociology, the article argues that the “revolutions” (...) these books sought to unleash were, among other things, revolts against inherited conceptions of scientific selfhood. They tried to redefine the scientific self in their respective fields of inquiry by advocating particular catalogs of virtues or character traits. These ideals of selfhood, their contested nature notwithstanding, translated into practice in so far as they influenced hiring and selection policies and found their way into educational systems. The project of reclaiming the scientific self as an important subject of study in the history of research ethics is not an antiquarian pursuit, but related to an ethical question faced by scientists today: How are their scientific selves being shaped by funding schemes, research evaluation protocols, and academic hiring policies? However, pleasure, in the Epicurean tradition, seems to be the interface o/eros and aisthèsis, of a erotetic and an aesthetic, because the living body is at the same time a body-desire and a body-sensation. Lucretius, as a good Epicurean and announcing Merleau-Ponty, writes in his genial poem about the truth of the senses, the truth of body-sensation defined from the point of view of the " global sensation " of the body.
