With the development of distributed networks, the remote controllability of the distributed energy objects and the vulnerability of user-side information security protection measures make distributed energy objects extremely vulnerable to malicious control by attackers. Hence, the large-scale loads may produce abnormal operation performance, such as load casting/dropping synchronously or frequent and synchronous casting and dropping, and hence, it can threaten the security and stable operation of the distribution networks. First, we analyze the security threats faced by industrial controllable load, civil (...) controllable load, and the gains and losses of attacks on the distribution networks. Considering the factors of cyber attacks, we propose a control model and cyber attack model in active distribution networks. And, three types of attacks that the target suffered are defined on the basis of “on” and “off” modes for control. Then, the controllable load was maliciously controlled as the research object, and a suitable scenario is selected. The impact of malicious control of the controllable load on the power supply reliability and power quality of the distribution networks are simulated and analyzed, and risk consequences for different types of attacks are provided. This essay discusses the history of the "futility debate" and the motives that sometimes prompt health care professionals, health care providers, patients, and surrogates to take different sides in it. Changes in the health care system, financial responsibility shifts, technical medical advances, and medical care rationing are analyzed as contributors to the futility debate. So too are variations in the definition of futility examined as part of the current controversy. The respective attitudes of professionals, providers, patients, and surrogates in accepting (...) the goals, capabilities, and limits of medicine are also explored. In particular, the lack of honest communication between health care professionals/health care providers on the one hand and patients/surrogates on the other is acknowledged as a major roadblock in the building of care-focused futility policies. Finally, various initial attempts of hospitals to create futility guidelines are evaluated in order to detect problem areas and to suggest lines of improvement. This book is a result from a collective study on philosophy of scientific practice, which began around 2002 and still ongoing. There is an apparently increasing interest in scientific practice, influenced by the historicistic philosophy of science and the sociology of scientific knowledge. Prof. WU Tong and his research group believe that it is necessary for PSP to turn from the theory-dominant position to the practice dominance. PSP has also put forward the possibility of reinterpreting the epistemic status of (...) local knowledge in Chinese tradition, which provides the most significant motivation to participate this study. In this book, we have selected three main cases - namely, Chinese medicine, Fengshui, and Ethnobotany - to examine the effect of PSP. In this paper I seek to distinguish a feminist virtue ethics of care from (1) justice ethics, (2) narrative ethics, (3) care ethics and (4) virtue ethics. I also connect this contemporary discussion of what makes a virtue ethics of care feminist to eighteenth and nineteenth century debates about male, female, and human virtue. I conclude that by focusing on issues related to gender - primarily those related to the systems, structures, and ideologies that create and sustain patterns of male (...) domination and female subordination - we can begin to appreciate that true care and bona-fide virtue can flourish only in societies that treat all persons with equal respect and consideration. Critical realism, championed by its proponents as the most promising post-positivist social science paradigm, has gained significant influence in the last few decades. This paper provides a critical evaluation of the critical realism movement in the hope of facilitating more fruitful dialogues between its proponents and rivalling schools of sociologists. Two concerns are raised about contemporary critical realism. First, critical realism is not the only philosophical school against positivism and not necessarily the best. At an early stage of its foundation, new China became clear about the nature of public welfare and quickly developed medical and health services, which was well received by the World Health Organization. The marketization and the reduction of input into medical and health services from the 1980s created severe adverse consequences. After the SARS' outbreak in 2003, China started to give serious consideration to its medical and health system, and to work at developing medical and health services. The new (...) healthcare reform launched in 2009 re-emphasizes fairness and public welfare, and China's achievements have been remarkable. EDITOR’S ABSTRACTThis article argues on the basis of internal and external evidence that chapter 15 “Attracting the people” was written by a follower of Shang Yang in the later years of King Zhao of Qin. While the idea of attracting immigrants can be traced back to Shang Yang himself, the article dates the chapter seventy-eight years after his death.

This article unravels the complex set of financial dealings that are at the heart of the Enron story and follows the story through the highs and lows of Enron share prices. The key players are identified and their roles described. Apart from the financial and accounting issues, the Enron story also raises a wide range of ethical issues including corporate governance, organisational culture and ethical leadership and scrutiny. These are discussed in the article. It might be argued that Enron could (...) never have got away with some of its practices if it had been operating in Europe. The article concludes that this view may be naïve, particularly in the light of recent media disclosures of the UK Labour government's continuing flirtation with business donations. The Enron story raises serious considerations in a whole host of financial, economic, political and ethical areas. As the Enron story continues to unfold, an article of this type can only begin to scratch the surface of some of these issues and to lay them out for further investigation. (shrink)

The neural basis of binocular rivalry has beenthe subject of vigorous debate. Do discrepantmonocular patterns rival for awareness becauseof neural competition among patternrepresentations or monocular channels? In thisarticle, I briefly review psychophysical andneurophysiological evidence pertaining to boththeories and discuss important new neuroimagingdata which reveal that rivalry is fullyresolved in monocular visual cortex. These newfindings strongly suggest that interocularcompetition mediates binocular rivalry and thatV1 plays an important role in the selection ofconscious visual information. They furthersuggest that rivalry is not a unitaryphenomenon. (...) Meritocracy claims to reward the meritorious with more resources, thereby achieving social efficiency and justice in a level playground. This article argues that the rise of meritocracy in a society is the institutional consequence of adopting progressive humanism, an ideal-type worldview that advocates the harmonious co-realization of individual achievement and social contribution. However, meritocracy is a self-defeating illusion because, even in a level playground, it only rewards conspicuous and wasteful display of ‘merit’ rather than genuine contributions to society. Similar to (...) the promise of an afterlife to Catholicism, the illusion of meritocracy constitutes an indispensable theodicy to progressive humanism. For societies holding such worldviews, meritocracy is a necessary illusion that cannot be dispelled by institutional reforms or political movements. (shrink)

The purpose of this commentary on James Nelson's article [1] is to advocate introducing the ethics of care into the arena of gestational conflict. Too often the debate gets stalled in a maternal versus fetal rights headlock. Interventionists stress fetal over maternal rights: they believe education, post-birth prosecution or pre-birth seizure of pregnant women may be permissible. In contrast to interventionists, other philosophers stress that favoring fetal rights treats women like fetal containers. I question whether we should really consider issues (...) of moral/parental obligations to children in terms of rights. Rather, the language of care should guide moral conduct vis-a-vis children/fetuses. The particularity of each woman's story — the particulars of her human relationships — inform her story. An individual's ability to care is largely a function of whether community cares for her. We must care for others to enable them to care for themselves and their loved ones — born or unborn. By 1999, the Falun Gong religious movement had spread widely and broadly throughout China. While on the surface its ideology of spiritual and physical cultivation did not seem threatening, the Chinese government felt otherwise. That year, the government cracked down hard on the movement, and its successful repression of it over a six year period is a textbook example of how the Chinese state operates in the face of perceived internal threats. Its success in containing the movement speaks volumes about (...) the regime's resilience as well. Revenge of the Forbidden City is the definitive account of China's response to Falun Gong. As James Tong shows, the episode also tells us a great deal about the Chinese state's political institutions, its media apparatus, and its formidable ability to crush dissent. It is still hard to ascertain when the landlord economy (in the exploitation form of a tenancy system) in China got started. At least, however, it was during the middle of the Warring States period, that is, the time of Mencius, that the earliest land issue in China was brought up. Raising the issue was a reflection of how the phenomenon of uneven distribution of wealth surfaced and developed in ancient times. The landlord economy based on the exploitation form of (...) a tenancy system came into existence in the wake of the widening of the uneven distribution of wealth in society. Therefore, we can presume that the landlord economy began to emerge during the middle of the Warring States period at the latest. It seems certain that the landlord economy was already an established fact toward the end of that period. For example, Han Fei noted in his representative writing "On Outstanding Schools": "When discussing the problem how to rule, most of the contemporary scholars propose: ‘Divide the land among the poor to provide resources for the have-nots.’" This shows the problem of uneven distribution of wealth, and the issue of land grew quite serious by that time. This was the first instance that the ruling class advanced the policy of "even distribution of land" in order to mitigate class contradiction. (In the time of Mencius, it seemed the system of "granting land" had not been totally abolished in the eastern states. Therefore Mencius proposed the land policy, aside from maintaining the system of "nine squares," of "restricting the people's property." From this phenomenon we can presume that the landlord economy had, it seemed, already begun to gain ground.) In consequence, out of the Confucians representing the reformists among the patriarchal nobilities emerged such intellectuals as Xun Zi who basically represented the interests of the landlord class. From that time onward, the Confucians gradually integrated themselves with the landlord class. Following the emergence and growth of the landlord economy, it became increasingly evident for China to move toward a unified country. There was the necessity for the small-sized centralized feudal states which arose during the early years of the Warring States period to merge toward the end of the period into a centralized feudal monarchy which stood for the landlords' interest. Han Fei's doctrine was precisely a set of ideas that fitted in with the situation toward the end of the Warring States period and served the autocratic feudal country. (shrink)
