The failure to reconcile views of the past and to address historical injustice has damaged inter-state relations in Northeast Asia. Joint committees, dialogues and the participation of civil society have been used to address historical issues, but scholars in the disciplines of international relations and area studies have largely ignored these dialogues and deliberative forums. At the same time, there is an emergent theoretical literature on how deliberative democracy can address ethnic conflicts and historical injustice. There is a serious disconnect (...) or distance between the theoretical literature on the resolution of conflicts via deliberation on the one hand, and empirical studies of deliberative approach in East Asia on the other. This article aims to address this shortcoming in the study of the politics of historical dispute in Northeast Asia by proposing a deliberative approach to history disputes and highlighting the achievements, limits and dynamics of deliberation. Through mapping and comparative testing, we confirm that deliberation offers some potential for a departure from nationalist mentalities and a shift towards a consciousness of regional history in Northeast Asia. Our empirical test of the utility of the deliberative approach suggests that a new model for addressing regional disputes may be emerging.

Australia has experienced difficulties engaging with Asia-Pacific regional integration. Despite Australian attempts to punch above its weight in regional forums and to be a regional leader, it is still not regarded as a full member or as quite fitting into the region. It is an in the Asian context, and has experienced the of being neither here nor there. The former Rudd government's proposal for an (APC) by the year 2020 was a substantive initiative in Australia's ongoing engagement with Asia. (...) It has, however, attracted a high level of criticism both at home and abroad. The main critical analysis of the proposal has focused on institutional building or architecture, or its relationship with existing regional institutions, but overlooks a host of often fraught questions about culture, norms, identities, and international power relations. The APC concept needs to be scrutinized in terms of these questions with a critical eye. This paper examines the cultural, cognitive, and normative dimensions of Rudd's proposal. Two existing models are used to conceptualize the constrained and limited participation in the communist system. The mobilization model suggests that participation was so mobilized by the party/state that it was largely meaningless, while the disengagement model supports the idea that many communist citizens adopted non-participatory behaviors such as non-voting as a means of protest. This paper is a detailed case study of China's first direct election of the township heads, examining the driving forces for and obstacles to direct township election, and Chinese utilitarian approach toward local democracy. The paper discusses the prospect of direct township election in China and highlights the Chinese paternalist model of democracy being implemented in practice.

Chinese liberals have been searching for a just society, one regulated by democratic institutions and rules—a society where the human potential for evil is properly controlled. It is in this context that Chinese liberal intellectuals such as Yan Jiaqi, Hu Ping, and Liao Xun, drawing on their respective experiences of the tragedies in China, have taken the idea that there is always a potential for evil in human nature as a starting-point for a just society and for designing democratic institutions.

China now faces a national identity problem, that is, sections of the national population do not identify with the Chinese nation-state in which they live. Tibetans, for example, endeavor to create their own political identity through the reconstruction of a Tibetan cultural and ethnic identity. China's national identity problem also involves the question of reunification with Taiwan. In Taiwan, both the Guomindang and the Democratic Progressive Party governments have refused to reunify with China. This study focuses on the static output feedback control of nonlinear Markov jump singularly perturbed systems within the framework of Takagi–Sugeno fuzzy approximation. From a practical point of view, the phenomenon of asynchronous switching between the plant and the controller is considered and characterized by a finite piecewise-homogenous Markov process. Particularly, for facilitating the controller synthesis, the closed-loop system is transformed into a fuzzy Markov jump singularly perturbed descriptor system by adopting descriptor representation. In order to fully accommodate the system (...) features, an appropriate stochastic Lyapunov function is constructed. Afterwards, by combining Finsler’s lemma, the mean square exponential admissibility of the system is analyzed. The conditions ensuring the existence of the predesigned controller are given and further solved by designing a brief search algorithm. Finally, a typical circuit system is used to demonstrate the application potential of the developed control technology and the effectiveness of the control strategy. (shrink)

External regulatory and normative pressures from both the Chinese central environmental protection inspection (CEPI) program and public participation can act together to influence corporate environmental governance behavior. This research uses the multiperiod Difference-In-Differences method to test the compound impact of CEPI and public participation on corporate environmental governance strategies and investigate the underlying influence mechanisms. The results show that CEPI and public participation have a positive compound effect on the corporate “source-control” strategy. A reasonable reduction in pollution charges and increased (...) environmental subsidies are essential to stimulate the green innovation potential of heavily polluting firms. Our research helps clarify the game relationship between the central and the local governments and analyzes how the relationship between the government, the public, and corporates affects environmental governance, thereby advancing principal-agent theory and expanding the current research on institutional pressures and corporate environmental governance. This study investigated whether and how a person's varied series of lexical categories corresponding to different discriminatory characteristics of the same colors affect his or her perception of colors. In three experiments, Chinese participants were primed to categorize four graduated colors—specifically dark green, light green, light blue, and dark blue—into green and blue; light color and dark color; and dark green, light green, light blue, and dark blue. The participants were then required to complete a visual search task. Reaction times (...) in the visual search task indicated that different lateralized categorical perceptions of color corresponded to the various priming situations. These results suggest that all of the lexical categories corresponding to different discriminatory characteristics of the same colors can influence people's perceptions of colors and that color perceptions can be influenced differently by distinct types of lexical categories depending on the context. The information in the working environment of industrial Internet is characterized by diversity, semantics, hierarchy, and relevance. However, the existing representation methods of environmental information mostly emphasize the concepts and relationships in the environment and have an insufficient understanding of the items and relationships at the instance level. There are also some problems such as low visualization of knowledge representation, poor human-machine interaction ability, insufficient knowledge reasoning ability, and slow knowledge search speed, which cannot meet the needs of intelligent and (...) personalized service. Based on this, this paper designs a cognitive information representation model based on a knowledge graph, which combines the perceptual information of industrial robot ontology with semantic description information such as functional attributes obtained from the Internet to form a structured and logically reasoned cognitive knowledge graph including perception layer and cognition layer. Aiming at the problem that the data sources of the knowledge base for constructing the cognitive knowledge graph are wide and heterogeneous, and there are entity semantic differences and knowledge system differences among different data sources, a multimodal entity semantic fusion model based on vector features and a system fusion framework based on HowNet are designed, and the environment description information such as object semantics, attributes, relations, spatial location, and context acquired by industrial robots and their own state information are unified and standardized. The automatic representation of robot perceived information is realized, and the universality, systematicness, and intuition of robot cognitive information representation are enhanced, so that the cognition reasoning ability and knowledge retrieval efficiency of robots in the industrial Internet environment can be effectively improved. This paper reports a study of the key success factors of what have been recognized as successful service enterprises in China, each considered representative of its respective industry. The grounded theory approach was used to analyze information collected from these enterprises, resulting in the identification of the attributes shared by these enterprises: customer-oriented service, service management, service innovation, and corporate social responsibility. Based on these attributes, a survey was conducted to verify the relationships among these attributes and important outcomes, namely (...) customer satisfaction, perceived service quality, and enterprise reputation. The results of the statistical analysis indicate that the four attributes have positive impacts on service outcomes. The findings are of far-reaching importance in view of the vast potential service markets in China. (shrink)

This study introduces destination image, nostalgic feeling, and flow experience into tea estate tourism and constructs a theoretical model that includes destination image, nostalgic feeling, flow experience, cultural identity, and tourists’ behavioral intention. Then, an empirical study is conducted with tourists at Yunling Tea Estate in Anxi, China. The results show that all hypotheses are supported except the hypothesis pertaining to the significance of the influence of flow experience on behavioral intention, which is not supported. Background and ObjectivesAnxiety plays an important role in psychology. An exploration of anxiety and its associated reactions may provide insight into measures for addressing mental health problems caused by the coronavirus disease 2019 pandemic. Data from this study provide potential correlational responses to anxiety.MethodsA cross-sectional study using data collected via an online self-reported questionnaire was conducted in Japan during the COVID-19 pandemic. Using the State-Trait Anxiety Inventory, we assessed anxiety levels and explored the relationship between anxiety STAI-6 score, sources of (...) COVID-19 information, the influences of COVID-19, social anxiety symptoms, discrimination, and evaluation of the government.ResultsA total of 4,127 participants were included in the analysis. The level of anxiety was not equally distributed across the general population with respect to age, gender, educational level, occupation, income, presence of underlying disease, and location. The number of sources of information on COVID-19 had a positive correlation with the STAI-6 score. The influence of the pandemic was correlated with moderate–severe anxiety. A high level of anxiety added to social anxiety and discriminatory behavior. Being female and from a non-emergency area was related to higher STAI scores, and higher education, and income decreased the STAI score. The respondents who had a lower evaluative score of the preventive activities undertaken by the national and local governments had higher STAI-6 scores.ConclusionOur findings provide statistical evidence for the associated reaction of anxiety and that anxiety reactions may vary in predictable ways. Further studies should focus on the strategic interventions that may decrease the associated responses to anxiety, to address mental health issues due to the pandemic. (shrink)
