Résumé Les travaux de recherche en cours sous la direction d’Alain Tarrius examinent de nombreux parcours migratoires à la lumière du concept de transmigration. Les parcours des Africains vers l’Europe ne visent plus l’embauche dans une grande entreprise, mais l’institution d’une pérégrination à base commerciale ou religieuse, qui implique le retour fréquent au pays. Le départ d’Afrique se fait lui-même par étapes plus ou moins longues pour trouver les bonnes opportunités de passage. Les femmes migrantes aussi constituent des réseaux d’alliés (...) pour pouvoir se forger des espaces d’autonomie le long de leur route. L’analyse des transmigrations gitanes montre l’importance des réseaux familiaux dans ce parcours de l’espace. (shrink)

We begin this article by delineating the explanatory gaps left by prevailing gene‐focused approaches in our understanding of phenotype determination, inheritance, and the origin of novel traits. We aim not to diminish the value of these approaches but to highlight where their implementation, despite best efforts, has encountered persistent limitations. We then discuss how each of these explanatory gaps can be addressed by expanding research foci to take into accountbiological agency—the capacity of living systems at various levels to participate in (...) their own development, maintenance, and function by regulating their structures and activities in response to conditions they encounter. Here we aim to define formally what agency and agents are and—just as importantly—what they are not, emphasizing that agency is an empirical property connoting neither intention nor consciousness. Lastly, we discuss how incorporating agency helps to bridge explanatory gaps left by conventional approaches, highlight scientific fields in which implicit agency approaches are already proving valuable, and assess the opportunities and challenges of more systematically incorporating biological agency into research programs. The Future of Representative Democracy poses important questions about representation, representative democracy and their future. Inspired by the last major investigation of the subject by Hanna Pitkin over four decades ago, this ambitious volume fills a major gap in the literature by examining the future of representative forms of democracy in terms of present-day trends and past theories of representative democracy. Aware of the pressing need for clarifying key concepts and institutional trends, the volume aims to break down barriers among (...) disciplines and to establish an interdisciplinary dialogue among scholars. The contributors emphasise that representative democracy and its future is a subject of pressing scholarly concern and public importance. IntroductionIn November of 1785, Kant published a highly unsympathetic review of the second part of Johann Gottfried Herder's Ideas for a Philosophy of the History of Mankind. Herder had once been Kant's pupil, and had greatly admired his teacher, but the content of this review shows how profound the philosophical differences between them had by then become. A central area of dispute emerging from the review concerns the nature of happiness, and its place within the ‘destiny’ or ‘vocation’ of the (...) human race. Kant is responding, in particular, to a section of the Ideas entitled: ‘The happiness of human beings is everywhere an individual good; consequently, it is everywhere climatic and organic, a child of practice, tradition, and custom.’ Although Kant is not mentioned by name in this section, it clearly contains critical rejoinders, often quite harsh in tone, to aspects of his practical philosophy and philosophy of history, as Herder understands them. Recent works about ecumenical systems, where connectives from classical and intuitionistic logics can co-exist in peace, warmed the discussion on proof systems for combining logics. This discussion has been extended to alethic modalities using Simpson’s meta-logical characterization: necessity is independent of the viewer, while possibility can be either intuitionistic or classical. Simone de Beauvoir and the Politics of Ambiguity is the first full-length study of Beauvoir's political thinking. Best known as the author of The Second Sex, Beauvoir also wrote an array of other political and philosophical texts that together, constitute an original contribution to political theory and philosophy. Sonia Kruks here locates Beauvoir in her own intellectual and political context and demonstrates her continuing significance. Beauvoir still speaks, in a unique voice, to many pressing questions concerning politics: the values (...) and dangers of liberal humanism; how oppressed groups become complicit in their own oppression; how social identities are perpetuated; the limits to rationalism; and the place of emotions, such as the desire for revenge, in politics. In discussing such matters Kruks puts Beauvoir's ideas into conversation with those of many contemporary thinkers, including feminist and race theorists, as well as with historical figures in the liberal, Hegelian, and Marxist traditions. Beauvoir's political thinking emerges from her fundamental insights into the ambiguity of human existence. Combining phenomenological descriptions with structural analyses, she focuses on the tensions of human action as both free and constrained. To be human is to be a paradoxical being, at once capable of free choice and yet, because embodied, vulnerable to injury from others. Politics is thus a domain of complexly interwoven, multiple, human interactions that is rife with ambiguity, and where freedom and violence too often closely intertwine. Beauvoir accordingly argues that failure is a necessary part of political action. However, she also insists that, while acknowledging this, we should assume responsibility for the outcomes of what we do. (shrink)

Identity politics is important within feminism. However, it often presupposes an overly subjectivist theory of knowledge that I term an epistemology of provenance. I explore some works of feminist standpoint theory that begin to address the difficulties of such an epistemology. I then bring Sartre's account of knowledge in the Critique of Dialectical Reason to bear on these difficulties, arguing that his work offers tools for addressing them more adequately.

Os conceitos que tratam do processo de globalização, originários da economia a partir da década de 1980, se aplicam para a comparação e análise de alguns paradoxos ainda hoje presentes no campo da comunicação internacional. Assim como uma ‘nova ordem econômica’ versou sobre a mundialização dos negócios, na área da comunicação o desequilíbrio na circulação de informação entre países industrializados e em desenvolvimento deu origem a intensos debates internacionais que resultaram no documento oficial que tratava de uma ‘nova ordem da (...) informação e da comunicação’. Assuntos como internacionalização e transnacionalização, analisados inicialmente no domínio dos estudos econômicos e das relações internacionais, migraram para o núcleo das pesquisas comunicacionais na mesma década de 1980. Alguns autores identificam quatro linhas básicas para a interpretação do fenômeno da globalização: “(a) globalização como uma época histórica; b) globalização como um fenômeno sociológico de compressão do espaço e tempo; c) globalização como hegemonia dos valores liberais; d) globalização como fenômeno socioeconômico” (Prado, s/d). É também nos estudos econômicos que está a origem de outro conceito usado para explicar a forma como se estabeleceram as relações entre ‘centro e periferia’, com a divisão do mundo distribuída entre centros econômicos desenvolvidos (como Estados Unidos e países da Europa ocidental) e países periféricos (produtores de economia primária). No setor da comunicação, os primeiros assumiram o papel de geradores de informação e os últimos se transformaram em consumidores da produção midiática dos países industrializados. O impacto da globalização no campo da comunicação é expressivo no âmbito da indústria de mídia, em especial no que diz respeito à propriedade dos meios de massa. Conglomerados midiáticos se expandem em escala global e a audiência cresce de maneira proporcional à padronização gerada pela fusão de empresas que passaram a produzir simultaneamente notícia, entretenimento e conteúdo para a web. O fluxo da informação entre países e culturas se mantém como elemento de pesquisas desenvolvidas pela comunidade internacional de pesquisadores de comunicação. Nesse aspecto se destacam investigadores da Europa e dos Estados Unidos. São poucas as contribuições da América Latina e ainda mais reduzida a participação de pesquisadores do Brasil nessa discussão que é de interesse de todos – produtores, especialistas e público dos meios de comunicação. Os artigos que integram esta edição dedicada ao tema Globalização e Comunicação Internacional expressam o status dos estudos contemporâneos sobre o assunto. Não é por coincidência que os cinco textos, as duas resenhas e os depoimentos dos correspondentes internacionais no Rio de Janeiro, selecionados para este número tragam em comum um mesmo fio condutor: a questão do equilíbrio no fluxo da informação e de produtos midiáticos. A política de comunicação global é o foco do artigo de abertura assinado pelo Dr. Cees Hamelink, da Universidade de Amsterdã, autor com extensa produção teórica, que há vários anos coordena pesquisas e é responsável pela disciplina Comunicação Internacional na sua instituição. A participação da comunidade latino-americana na elaboração do Relatório MacBride no final da década de 1970, representada pelo colombiano Gabriel Garcia Márquez e pelo chileno Juan Somavia, é recuperada no artigo de José Marques de Melo, da Universidade de São Paulo e diretor da Cátedra Unesco no Brasil. A jornalista Sonia Ambrósio de Nelson avalia a influência de poderes políticos, econômicos e culturais na cobertura midiática do terrorismo em três países asiáticos. O artigo do professor Joseph Straubhaar, em co-autoria com estudantes de doutorado na Universidade do Texas em Austin, é uma contribuição importante para os estudos comparados entre o Brasil e os Estados Unidos, ao abordar a questão da inserção digital da população nos dois países. O artigo de Eula Dantas Taveira Cabral, resultados de pesquisa realizada para o doutorado, analisa algumas das estratégias de internacionalização de meios de comunicação brasileiros. A oportunidade de reunir em um único volume a produção científica com autores de origens distintas é uma forma sistematizar uma área de conhecimento que continua dispersa, à espera da contribuição dos investigadores de comunicação no Brasil. This study focuses on retraction notices from two major Latin American/caribbean indexing databases: SciELO and LILACS. SciELO includes open scientific journals published mostly in Latin America/the Caribbean, from which 10 % are also indexed by Thomson Reuters Web of Knowledge Journal of Citation Reports. LILACS has a similar geographical coverage and includes dissertations and conference/symposia proceedings, but it is limited to publications in the health sciences. A search for retraction notices was performed in these two databases using the keywords “retracted”, (...) “retraction” “withdrawal”, “withdrawn”, “removed” and “redress”. Documents were manually checked to identify those that actually referred to retractions, which were then analyzed and categorized according to the reasons alleged in the notices. Dates of publication/retraction and time to retraction were also recorded. Searching procedures were performed between June and December 2014. Thirty-one retraction notices were identified, fifteen of which were in JCR-indexed journals. “Plagiarism” was alleged in six retractions of this group. Among the non-JCR journals, retraction reasons were alleged in fourteen cases, twelve of which were attributed to “plagiarism”. The proportion of retracted articles for the SciELO database was approximately 0.005 %. The reasons alleged in retraction notices may be used as signposts to inform discussions in Latin America on plagiarism and research integrity. At the international level, these results suggest that the correction of the literature is becoming global and is not limited to mainstream international publications. (shrink)

The present paper aims to stress the role that young people play as ‘actual citizens’, actively engaged in constructing the meaning-and-actions that define their own participation in the community. The case examined is the Chiampo Valley, in the North-East of Italy. This area is the most important tannery district in Europe and has serious problems concerning industrial waste management. By means of a questionnaire, we focus on the way 229 secondary school students perceive themselves as members of the local community, (...) on what they see as being priorities in their own context, and on the contributions that they may make to addressing environmental issues. The results suggest that it is important for local institutions to give a voice to young people-as they themselves require-by developing participatory processes in institutional decision-making regarding environmental policies and-in general-the life of the community. This is the first collection of essays focused on the many faceted work of Kendall L. Walton. Walton has shaped debate about the arts for the last 50 years. He provides a comprehensive framework for understanding the arts in terms of the human capacity of make-believe that shows how different arts-visual, photographic, musical, literary or poetic-can be explained in terms of complex structures of pretense, perception, imagining, empathy and emotion. His ground-breaking work has been taken beyond aesthetics to address foundational (...) issues concerning linguistic and scientific representations-for example about the nature of scientific modelling or to explain how what we say is mostly quite different from the literal meanings of our words. Contributions from a diverse group of philosophers probe Walton's detailed proposals and the themes for research they open to provide an overview of important debates that have Walton's work at their core. This book will be of interest to scholars and graduate students working on aesthetics across the humanities, as well as those interested in the topic of representation and its intersection with perception, language, science, and metaphysics. Post-Dobbs abortion restrictions impact access and choice in the context of reproductive genetic medicine, raising serious reproductive justice concerns. The consequences of these restrictions are particularly acute and far-reaching for individuals with genetic conditions and their families.

This paper explores a new understanding of mind or mental representation by arguing that contents at the personal level are not carried by vehicles. Contentful mental states at the personal level are distinctive by virtue of their vehicle-less nature: the subpersonal physiological or functional states that are associated with and enable personal level contents cannot be understood as their vehicles, neither can the sensations or the sensory conditions associated with perceptual contents. This result is obtained by first extending the interpretationist (...) ideas of Donald Davidson and Daniel Dennett to show that subpersonal physiological or functional states cannot be construed as the vehicles of personal level contents. Then the anti-foundationalist arguments of Wilfrid Sellars are extended to show that sensory states cannot stand as vehicles to perceptual contents. The line of argumentation extended from Sellars also provides a critique of the current trend to posit non-conceptual contents. (shrink)

Neste ensaio, busco responder à questão colocada, a partir do texto kantiano A Paz Perpétua, no contexto dos seus escritos políticos, e da sua filosofia moral, aplicada à função do cientista, considerando que um dos maiores desafios da humanidade no ano de 2024 é a manutenção da paz. Inicio minha resposta, expondo a concepção de Kant sobre a guerra como instrumento da natureza necessário à realização do fim da humanidade; na sequência, apresento alguns instrumentos do direito internacional visando à manutenção (...) da paz; por fim, incorporo o direito universal à ciência como elemento indispensável à proposta de Kant na solução do problema analisado, à luz de suas considerações sobre a relação entre moralidade e conhecimento científico. Concluo que é preciso resgatar o papel da ética e da responsabilidade científica, investindo na formação científica e virtuosa de jovens. (shrink)

This paper aims to show how some of Wittgenstein's considerations in the Philosophical Investigations speak to the neo-empiricist tendency to give sensation a purely causal, non-epistemic role. As the foil for Wittgenstein's criticisms, I outline the way Wilfred Sellars rehabilitates sensory impressions from his own diagnosis of the Myth of the Given by construing them as purely causal episodes. Sellars' work shows how it is possible to have a keen appreciation of the incoherence of the empiricist model yet to believe (...) that we ought to maintain that model by modifying our account of the role that sensations play in perception. Sellars and Wittgenstein have the same understanding of what a non-epistemic conception of sensations must involve. Wittgenstein articulates the way this conception manifests itself in ordinary thinking while Sellars gives it a sophisticated theoretical elaboration designed to retain what is key for sensory episodes while avoiding traditional problems of givenness. The instructive difference between Sellars and Wittgenstein is that while Sellars believes we can develop a coherent non-epistemic conception, Wittgenstein’s work suggests that we cannot. (shrink)

This paper explores the role of phenomenology in the understanding of the cognitive processes of coupling/decoupling, defending the Wittgensteinian idea that phenomenology can play a crucial role as a description of immediate (social) experience. We argue that epistemic feelings can provide a phenomenological description of the development of a subject's everyday experience, tracking the transition from the processes of coupling/decoupling and recoupling with the world. In particular, the feeling of familiarity, whose key features can be considered the core of epistemic (...) feelings, signals a novelty in the flow of experience that makes sense and is worthy of remarking on or even articulating. By describing the primary features and sources of the feeling of familiarity, we highlight a conceptual tension related to its sources, which could be based on processing both fluency and discrepancy. We proposed a solution to the conceptual tension by introducing two levels of the feeling of familiarity: epistemic and experiential. (shrink)

Drawing on managerial discretion and conflicting institutional logics literature, this study investigates the relation between the personal sustainability behaviors of owner–managers and the corporate sustainability practices of SMEs. The research proposes a contingency model that assesses the moderating effects of perceived economic advantages and environmental hostility on this relationship. Based on linear hierarchical multiple regression analyses of a cross-sectoral sample of French SMEs, the results suggest a positive influence of the manager's PSB on the SME's CS practices that appears to (...) be differently moderated depending on the type of practice considered. The influence on environmental practices is fostered through the perception of economic advantages. The influence on workplace practices is only effective when the business environment is deemed benign and the influence on community practices is dampened by the perception of environmental hostility. Highlighting the trade-off between the manager's personal values and the SME's economic constraints, these findings contribute to a better understanding of the critical antecedents of sustainability in small businesses. Thus, bipedal- walking and episodic increases in hominine body size probably triggered selection for neonatal skeletal immaturity that led to encephalization.

A “ética teleológica” de Aristóteles, nessa exposição, parece portar componentes deontológicos, o que torna o estudo, além de relevante, também filosoficamente interessante.The Aristotelian ethics is based on a “theory of human action”. For (...) understanding his ethical theory it can be divided in steps, and thus be analyzed in its components, for example, virtue and prudence , which are so clearly exposed. Thus, also, it is possible toevaluate the different roles performed especially by these components. The “teleological ethics” of Aristotle seems, besides, to carry components of a deontological ethics which makes the study presented hear relevant and philosophically interesting. (shrink)

Ethics regulation for human-subject research (HSR) has been established for about 20 years in Brazil. However, compliance with this regulation is controversial for non-biomedical sciences, particularly for human and social sciences (HSS), the source of a recent debate at the National Commission for Research Ethics. We hypothesized that for these fields, formal requirements for compliance with HSR regulation in graduate programs, responsible for the greatest share of Brazilian science, would be small in number. We analyzed institutional documents (collected from June (...) 2014 to May 2015) from 171 graduate programs at six prestigious Brazilian universities in São Paulo and Rio de Janeiro, the states that fund most of the science conducted in Brazil. Among these programs, 149 were in HSS. The results suggest that non-compliance with standard regulation seems to be the rule in most of these programs. The data may reflect not only a resistance from scientists in these fields to comply with standard regulations for ethics in HSR but also a disciplinary tradition that seems prevalent when it comes to research ethics in HSR. However, recent encounters between Brazilian biomedical and non-biomedical scientists for debates over ethics in HSR point to a changing culture in the approach to research ethics in the country. Aesthetic properties figure prominently in our daily lives, our conversations and many actions we take. Yet theoretical disagreement prevails over their nature, their variety, their epistemic and metaphysical status. This overview highlights the heterogeneity of aesthetic properties and examines repercussions for explanation. Aesthetic properties belong to natural objects or scenes, to artworks in any medium, to artefacts and built environments across historical eras; and they draw a wide variety of responses such as our perceptions, emotions or imaginative thought. Historicism about (...) artworks carries over to at least some aesthetic properties that depend on facts of their broader historical context just as works do. One issue is whether aesthetic properties can be demarcated solely in terms of non-aesthetic properties. If not, explanations of aesthetic properties need to draw on other aesthetic notions such as aesthetic experience, attention, judgement or value. The paper examines several accounts of aesthetic value to show how they extend to aesthetic properties. The paper concludes with an overview of the current metaphysical debate between realists and non-realists about aesthetic properties. (shrink)

Beauty and the End of Art shows how a resurgence of interest in beauty and a sense of ending in Western art are challenging us to rethink art, beauty and their relationship. By arguing that Wittgenstein's later work and contemporary theory of perception offer just what we need for a unified approach to art and beauty, Sonia Sedivy provides new answers to these contemporary challenges. These new accounts also provide support for the Wittgensteinian realism and theory of perception that (...) make them possible. -/- Wittgenstein's subtle form of realism explains artworks in terms of norm governed practices that have their own varied constitutive norms and values. Wittgensteinian realism also suggests that diverse beauties become available and compelling in different cultural eras and bring a shared 'higher-order' value into view. With this framework in place, Sedivy argues that perception is a form of engagement with the world that draws on our conceptual capacities. This approach explains how perceptual experience and the perceptible presence of the world are of value, helping to account for the diversity of beauties that are available in different historical contexts and why the many faces of beauty allow us to experience the value of the world's perceptible presence. -/- Carefully examining contemporary debates about art, aesthetics and perception, Beauty and the End of Art presents an original approach. Insights from such diverse thinkers as Immanuel Kant, Hans-Georg Gadamer and Arthur Danto, Alexander Nehamas, Elaine Scarry and Dave Hickey are woven together to reveal how they make good sense if we bring contemporary theory of perception and Wittgensteinian realism into the conversation. With the shift toward online environments due to COVID-19 pandemic, particularly for educational sector, employees’ performance has been affected by an array of different factors. Personal aspects as well as organizational focus on individuals’ wellbeing are the main focus of this study through inclusion of job autonomy and work-life conflict alongside other factors, such as informational support that can aid academic staff regarding their wellbeing during times of crisis. In response to the effects of COVID-19 on employees, this study aims (...) to provide tangible data to protect university teachers during crises and establish key points that can improve their wellbeing. For this purpose, we used interviews to provide in-depth understanding of the subject. A total of 16 teachers as interviewees have provided qualitative data that was analyzed with MAXQDA. This study highlights the importance of work-life conflict and vitality of job autonomy on academic staffs’ performance and overall wellbeing through a conceptual analysis. We emphasize the role of organizations in maintaining a work environment where university teachers’ wellbeing is prioritized and various elements such as training and support are used to help stabilizing work-life balance. The current findings can be beneficial for both scholars and decision-makers in schools and universities to enhance elements of remote work for their staff. (shrink)

How should socially privileged white feminists address their privilege? Often, individuals are urged to overcome their own personal racism through a politics of self-transformation. The paper argues that this strategy may be problematic, since it rests on an over-autonomous conception of the self. The paper turns to Simone de Beauvoir for an alternative account of the self, as “situated,” and explores what this means for a politics of privilege.

Due to the influence of Nathan Salmon’s views, endorsement of the “flexibility of origins” thesis is often thought to carry a commitment to the denial of S4. This paper rejects the existence of this commitment and examines how Peacocke’s theory of the modal may accommodate flexibility of origins without denying S4. One of the essential features of Peacocke’s account is the identification of the Principles of Possibility, which include the Modal Extension Principle (MEP), and a set of Constitutive Principles. Regarding (...) their modal status, Peacocke argues for the necessity of MEP, but leaves open the possibility that some of the Constitutive Principles be only contingently true. Here, I show that the contingency of the Constitutive Principles is inconsistent with the recursivity of MEP, and this makes the account validate S4. It is also shown that, compatibly with the necessity of the Constitutive Principles, the account can still accommodate intuitions about flexibility of origins. However, the account we end up with once those intuitions are consistently accommodated may not be satisfactory, and this opens up the debate about whether or not artefacts allow for some variation in their origins. Recent research on young children's morality has stressed the autonomous and internal nature of children's moral motivation. However, this research has mostly focused on implicit moral motives, whereas children's explicit motives have not been investigated directly. This study examined children’s explicit motives for why they want to engage in prosocial actions and avoid antisocial behavior. A total of 195 children aged 4 to 12 years were interviewed about their motives for everyday prosocial-moral actions, as well as reported on their relationship (...) with their parents. Children's explicit motives to abstain from antisocial behavior were found to be more external and less other-oriented than their motives for prosocial action. Motives that reflected higher levels of internal motivation became more frequent with age. Moreover, positive parent-child relationships predicted more other-oriented motives and greater explication of moral motives. Overall, the study provides evidence that children’s explicit moral motivation is far more heterogeneous than prominent theories of moral development (past and present) suggest. (shrink)

The idea of nonconceptual contents proposes that there are mental contents at the level of the experiencing person that are individuated independently of ‘anything to do with the mind.’ Such contents are posited to meet a variety of theoretical and explanatory needs concerning concepts and conceptual mental contents which are individuated in terms having to do with the mind. So to examine the idea of nonconceptual content we need to examine whether we really need to posit such content and whether (...) there is a coherent, viable way of doing so. I will examine the idea of nonconceptual contents by considering Christopher Peacocke's attempt, in his Study of Concepts, to posit such contents.Three principal kinds of considerations motivate positing non-conceptual content: epistemological, phenomenological, and explanatory-psychological. A theory of knowledge might posit nonconceptual content in order to show that our experience contains the justificatory base for empirical thought as its own proper part. Non-conceptual content might also be posited in order to account for the finely detailed or determinate phenomenological character of perceptual experience. (shrink)

El objetivo de este capítulo es analizar el presunto despliegue de la «democracia sin alternativas» en Europa y sus consecuencias para la calidad de las democracias nacionales, especialmente las de la periferia de la zona euro –giips: Grecia, Irlanda, Italia, Portugal y España. El argumento principal es que la falta de receptividad de los gobiernos nacionales de los países giips hacia los deseos de sus ciudadanos constituye el reverso de la moneda de un exceso de atención de los gobiernos de (...) los países núcleo del euro, en especial de Alemania, a las preferencias de su ciudadanía. En todas las democracias representativas los políticos se enfrentan a un dilema fundamental entre receptividad a las demandas ciudadanas y responsabilidad ante terceros. Enfrentados a este dilema, los países núcleo del euro han optado claramente por lo primero –la receptividad ante las demandas de los electorados nacionales–, mientras que los países de la periferia de la zona euro se han visto forzados a ser responsables –ante sus socios de la ue y ante la ue en su totalidad. Como resultado, la crisis financiera de 2008 ha conducido a una ruptura en tres frentes dentro de la Unión Europea entre el núcleo y la periferia: con relación al ritmo de la recuperación económica, a los grados de autonomía gubernamental y, lo más importante, a la legitimidad democrática. Los países de la periferia de la eurozona se encuentran en el bando perdedor en los tres frentes.The objective of this article is to analyze the alleged unfolding of ‘democracy without choices’ in Europe and its consequences for the quality of national democracies, particularly those of the Eurozone periphery –giips: Greece, Ireland, Italy, Portugal and Spain. The argument is, in a nutshell, that the lack of responsiveness of giips national Governments to their respective national constituencies is the reverse of the medal of an excess of responsiveness in core Euro countries, particularly Germany. Governments are trapped between the pressure to be responsive at home and the need to be responsible to their European partners and the European project. If the trade-off of all democratic politics is between responsiveness and responsibility, Euro core countries have clearly opted for responsiveness –to domestic constituencies– and Eurozone peripheral countries have been forced to be responsible –towards their eu partners and the eu as a whole. As a result, the 2008 financial crisis has led to a three-fold breach inside the eu between core and periphery concerning the pace of economic recovery, the degrees of governmental autonomy and, most important of all, democratic legitimacy. Eurozone peripheral countries are at the losing side of this three-fold breach. (shrink)
