Die populäre Vorstellung, exzessiver Drogenkonsum sei in der Weimarer Republik ein gesellschaftlich weit verbreitetes Phänomen gewesen, hält einer empirischen Überprüfung nicht stand. Obwohl Mediziner die Öffentlichkeit und die Politik vor einer „Kokainwelle“ warnten, die die „Volksgesundheit“ bedrohe, existieren keine Belege, die auf eine signifikante Zunahme des Kokainkonsums in den Zwanziger Jahren hindeuten. Die entscheidende Ursache für diese moralische Panik lag vielmehr im Krankheitsbild des Kokainismus begründet. Die Sucht trug das Gepräge einer Infektionskrankheit und sollte den Körper, den Willen und die (...) bürgerliche Existenz der Betroffenen vernichten. Gemäß der medizinischen Lehrmeinung erzeugte chronischer Kokainkonsum die Neigung zu abweichenden Sexualpraktiken und kriminellen Handlungen. Daher wurde der Gebrauch der Substanz vor allem mit ohnehin als deviant markierten sozialen Milieus wie der sogenannten Bohème und Halbwelt verknüpft. Tatsächlich zeigen historische Quellen jedoch, das es sich hierbei primär um ein Problem der medizinischen Berufe handelte. Vor dem Hintergrund der desolaten politischen, sozialen und ökonomischen Lage Deutschlands nach dem Ersten Weltkrieg betrachteten viele Mediziner Suchtkrankheiten wie Kokainismus und Morphinismus als Bedrohung für den erhofften politischen und biologischen Wiederaufstieg der Nation. With the rapidly expanding catalogue of scientific publications, especially within the Biomedical Sciences field, it is becoming increasingly difficult for researchers to search for, read or even interpret emerging scientific findings. PubMed, just one of the current biomedical data repositories, comprises over 33 million citations for biomedical research, and over 2500 publications are added each day. To further strengthen the impact biomedical research, we suggest that there should be more synergy between publications and machines. By bringing machines into the realm (...) of research and publication, we can greatly augment the assessment, investigation and cataloging of the biomedical literary corpus. The effective application of machine-based manuscript assessment and interpretation is now crucial, and potentially stands as the most effective way for researchers to comprehend and process the tsunami of biomedical data and literature. Many biomedical manuscripts are currently published online in poorly searchable document types, with figures and data presented in formats that are partially inaccessible to machine-based approaches. The structure and format of biomedical manuscripts should be adapted to facilitate machine-assisted interrogation of this important literary corpus. In this context, it is important to embrace the concept that biomedical scientists should also write manuscripts that can be read by machines. It is likely that an enhanced human–machine synergy in reading biomedical publications will greatly enhance biomedical data retrieval and reveal novel insights into complex datasets. (shrink)

_Learning to Unlearn: Decolonial Reflections from Eurasia and the Americas _is a complex, multisided rethinking of the epistemic matrix of Western modernity and coloniality from the position of border epistemology. Colonial and imperial differences are the two key concepts to understanding how the logic of coloniality creates ontological and epistemic exteriorities. Being at once an enactment of decolonial thinking and an attempt to define its main grounds, mechanisms, and concepts, the book shifts the politics of knowledge from “studying the other” (...) toward “the thinking other”. Addressing areas as diverse as the philosophy of higher education, gender, citizenship, human rights, and indigenous agency, and providing fascinating and little-known examples of decolonial thinking, education, and art, Madina V. Tlostanova and Walter D. Mignolo deconstruct the modern architecture of knowledge—its production and distribution as manifested in the corporate university. This book is an interdisciplinary exploration of the notion of childhood and its place in philosophical education. Childhood is not seen as a developmental state that needs to be overcome, but rather an existential state that constitutes a significant part of being human as well as the (forgotten) dimension of the world itself.

The Swiss photographer and filmmaker Rudolph Burckhardt came to New York City in 1935 and experienced the awe that many first-time visitors to the city share. The grandeur, the energy, the vitality, the sheer movement of this American metropolis all drew Burckhardt in, and he made New York his home for the rest of his life. Equally inflecting his career as a photographer and filmmaker, the city and its vibrant cultural life became Burckhardt's muse. Rudy Burckhardt—New York Moments is a (...) rare collection of his photographs from the 1940s and 1950s. It includes not only street scenes and details of city life—“The tremendous difference in scale between the soaring buildings and the people in the street astonished me,” he wrote—but also the portraits he made of the New York School painters, most notably Jackson Pollock, Mark Rothko, and Willem de Kooning. As a photographer for ArtNews in the 1950s, Burckhardt had an insider’s view of the burgeoning art scene. But he also recognized the limits of photography—“a photograph, when it gets printed and comes out a picture, becomes like a fact, you know”—and turned his hand to filmmaking. For the rest of his career, photography and film would work together to capture his unique vision. Including photographs, film stills, and interpretive essays, Rudy Burckhardt accompanies an exhibition of Burckhardt's work at the Kunstmuseum Basel in Basel, Switzerland, and is a fitting tribute to the Swiss photographer who most poignantly captured the energy of mid-century New York. This paper provides a general account of what nonconceptual content is, and some considerations in favor of its existence. After distinguishing between the contents and objects of mental states, as well as the properties of being conceptual and being conceptualized, I argue that what is phenomenologically distinctive about conceptual content is that it is not determined by, and does not determine, the intuitive character of an experience. That is, for virtually any experience E with intuitive character I, there is no (...) conceptual content C such that undergoing E entails that one is entertaining C, and that for virtually any conceptual content C, there is no experience E with intuitive character I such that entertaining C entails that one is undergoing E. I then argue that while perceptual states and conceptual states can, and in certain cases must, have the same objects, they have different sorts of intentional contents. Perception, I argue, has two kinds of mutually dependent contents that can be varied independently of any conceptual content: intuitive content and horizonal content. I finish by distinguishing between the manner in which intuitive contents “fulfill” conceptual contents in epistemic fulfillment, and the manner in which they fulfill empty horizonal contents in intuitive fulfillment. A general survey of Aristotle's contributions to physics (in the Ancient sense of the word), including his "De anima" but leaving out his zoological works, with some attention for the differences between his science and modern science.

It has been claimed by Diana Raffman, that atonal (and in particular serial) music can have no aesthetic value, because it is in an important sense meaningless. This worthlessness is claimed to result from cognitive/psychological facts about human listeners that have been confirmed by empirical investigations such as those conducted by Lerdahl and Jackendoff. Similar assertions about the necessary inferiority of 12-tone music have been made by, among others, Taruskin, Cavell, and Goldman, some of whom echo Raffman’s suggestion that both (...) composers and performers of atonal music are committing a kind of fraud. This paper responds to all of those allegations. In particular, it points out that even if the empirical claim about human cognitive capacities with respect to the discernment of “local structure” in atonal works is assumed to be correct (which is actually quite doubtful), all the arguments brought by the “prosecution” against atonal music that rely on this claim are invalid. It is noted that such arguments by tonality advocates somewhat ironically rely on their own variety of what Taruskin has called “the poietic fallacy,” a gaff which he has frequently accused serialists (and perhaps alea supporters) of committing. Readers are reminded that the main basis for claims of aesthetic worth (or worthlessness) can never be primarily theoretical, but must be principally based on the experiences of beholders. (shrink)

In his classic paper on social costs, social scientist R. H. Coase has argued that in a world without transaction costs in the "buying and selling," of social benefits and damages, resource allocation would be unaffected by a change in the apportioning of liabilities. That is, whether or not a social nuisance-causer must pay damages to those to whom he is a nuisance, will not, in an efficient economy with no transaction costs, have any effect on resource allocation. In this (...) paper, the author intends to show that there is a certain class of nuisances that are not amenable to Coasean solutions even if one grants Coase 's intuitive notions of prudence and rationality, it is considered these situations only in the short term, and considerations of equity are ignored. This class of nuisances comprises certain of those instances in which the interests of a tenant are not identical with those of his landlord. The article also purposes to shed light on the merits of an "unearned increment" tax on the value of land. (shrink)
