Parties are back, and many are cheering. Party polarization has voters seeing stark differences between Democrats and Republicans and demonstrating more ideological constraint than previous generations. But these signs of a more “responsible” electorate are an illusion, because the public is no more knowledgeable than ever about the type of “information” it needs if it is to exercise effective control over the public‐policy outcomes it cares the most about. Indeed, polarization has produced a political environment where both voters and policy (...) makers may be less likely to learn about the potential consequences of their governing choices. The result is that holding elected politicians to account for policies treated as divisive ends in themselves has become easier—but that holding them accountable for policies intended as means to the achievement of consensual ends has become harder. Do people tend to disagree over political issues because of conflicting values? Or do they disagree about which policies will most effectively promote shared values? In a previous article, I argued that the issues most people think are most important tend to fall into the latter category. On the issues of greatest importance to the mass public, most citizens agree about the ends that are desirable, but disagree about which policy means would best effectuate those ends. Consequently, disputes about facts—disputes (...) about the actual effects of proposed public policies—lie at the heart of the most important divisions in contemporary American public opinion. However, people do not necessarily interpret their political disagreements this way. If they fail to recognize that facts that they see as self-evident are disputed by their opponents, they may see their opponents as having different values, since there could be few other explanations for their opponents' disagreement with them. However, evidence that disagreements about facts are really driving public opinion can be found by using conditional surveys, which ask respondents if they would support a given policy if they believed that it would cause specific negative consequences. In Arrovian social choice theory assuming the independence of irrelevant alternatives, Murakami (1968) proved two theorems about complete and transitive collective choice rules that satisfy strict non-imposition (citizens’ sovereignty), one being a dichotomy theorem about Paretian or anti-Paretian rules and the other a dictator-or-inverse-dictator impossibility theorem without the Pareto principle. It has been claimed in the later literature that a theorem of Malawski and Zhou (1994) is a generalization of Murakami’s dichotomy theorem and that Wilson’s (1972) impossibility theorem (...) is stronger than Murakami’s impossibility theorem, both by virtue of replacing Murakami’s assumption of strict non-imposition with the assumptions of non-imposition and non-nullness. In this note, we first point out that these claims are incorrect: non-imposition and non-nullness are together equivalent to strict non-imposition for all transitive collective choice rules. We then generalize Murakami’s dichotomy and impossibility theorems to the setting of incomplete social preference. We prove that if one drops completeness from Murakami’s assumptions, his remaining assumptions imply (i) that a collective choice rule is either Paretian, anti-Paretian, or dis-Paretian (unanimous individual preference implies noncomparability) and (ii) that adding proposed constraints on noncomparability, such as the regularity axiom of Eliaz and Ok (2006), restores Murakami’s dictator-or-inverse-dictator result. Receptor‐mediated stimulation induces massive actin polymerization and cyto‐skeletal reorganization. The activity of a potent actin‐modulating protein, gelsolin, is regulated both by Ca2+ and polyphos‐phoinositides, and it may have a pivotal role in restructuring the actin cytoskeleton in response to agonist stimulation. Structure‐function analysis of gelsolin has (1) indicated that its NH2‐terminal half is primarily responsible for modulating actin filament length and polymerization; and (2) elucidated mechanisms by which Ca2+ and phospholipids may regulate such functions. Gelsolin is functionally and structurally similar (...) to villin, another Ca2+‐activated actin‐severing protein found in microvilli, suggesting that gelsolin may be a prototype of this family of actin‐modulating proteins. A molecular variant of gelsolin is secreted and may be involved in the clearance of actin filaments released during tissue damage. The two forms of gelsolin are encoded by a single gene, and distinct messages are derived by alternative message splicing. (shrink)

Commentators are divided on the interpretation of Metaphysics Z4 1029b13–22. For one thing, it is unclear whether the passage rejects a claim about the essence of surface, or about the essence of pale. It is usually thought that the claim is disavowed because it involves a circular definition. However, this is conjectural, since Aristotle does not explicitly say anything about circularity in the lines in question. I argue here for an alternative account, which reads the disputed lines as an extension (...) of the immediately preceding remarks. If correct, this also solves the problem as to just what Aristotle is denying. As will emerge, my story is helped by St. Thomas’ reading of lines 21–22, an account that has been curiously ignored in the recent literature. (shrink)

The challenge in maintaining patient autonomy regarding medical decision-making and confidentiality lies not only in control over information transferred to and regarding patients, but in the ambiguity of autonomy itself. post-modernity is characterized by the recognition of not just numerous accounts of autonomy, but by the inability in a principled fashion to select one as canonical. Autonomy is understood as a good, a right-making condition, and an element of human flourishing. In each case, it can have a different content, depending (...) in part on whether it is given a nomological or a volitional construal. Different accounts of autonomy can lead to strikingly different understandings of appropriate behavior, including the argument that one ought on behalf of autonomy to liberate individuals from the sense of autonomy they themselves affirm. In the face of competing accounts of moral probity, autonomy in a secular morality and bioethics must by default be understood in terms of the permission of patients, which makes space for numerous moral accounts and different communal construals of free choice, which in turn will legitimate different practices of informing patients and maintaining confidentiality. If James has a latent tuberculosis infection , he is at risk of developing active tuberculosis disease but he is not yet sick. LTBI is a liminal space between health and illness. Diagnosed with LTBI, James could be conceptualised as having a liminal body. Treatments for LTBI are available, but why would a person seek treatment for a disease he does not yet have? One thing is definite: James needs to be educated about the symptoms and severity of active tuberculosis (...) disease. (shrink)

OBJECTIVES: To determine the relationship between ethical reasoning and gender and occupation among a group of male and female nurses and doctors. DESIGN: Partialist and impartialist forms of ethical reasoning were defined and singled out as being central to the difference between what is known as the "care" moral orientation (Gilligan) and the "justice" orientation (Kohlberg). A structured questionnaire based on four hypothetical moral dilemmas involving combinations of (health care) professional, non-professional, life-threatening and non-life-threatening situations, was piloted and then mailed (...) to a randomly selected sample of doctors and nurses. SETTING: 400 doctors from Victoria, and 200 doctors and 400 nurses from New South Wales. RESULTS: 178 doctors and 122 nurses returned completed questionnaires. 115 doctors were male, 61 female; 50 nurses were male and 72 were female. It was hypothesised that there would be an association between feminine subjects and partialist reasoning and masculine subjects and impartialist reasoning. It was also hypothesised that nurses would adopt a partialist approach to reasoning and doctors an impartialist approach. No relationship between any of these variables was observed. (shrink)
