The fact that Oswald T. Avery (1877-1955) did not become a Nobel Laureate for his discovery of DNA as the genetic material has frequently been cited as a prime example of a mistake made in the awarding of the Nobel Prizes. The late Nobel Laureate Arne Tiselius explained the oversight away by saying that Avery "was an old man when he made his discovery" (Litell 1967)—although Avery was actually younger than several others who won the Nobel Prize around the same (...) time. Since the mid-sixties an important change in the attitude of local authorities towards cultural infrastructure such as meeting halls, public libraries, sporting accommodation, etc. can be noticed. Induced by the government many state-subsidized initiatives have been taken in this field, implicating an active role of public authorities and contrasting with the former merely supporting policy. However cultural policy also supposes citizen's participation. This involvement has been legally guaranteed: every ideological tendency in the population bas the right to participate in the (...) management of public provisions in the cultural sector. Up to now the scale enlargement of the municipalities had no directimpact on the expansion of the cultural infrastructure. Many options were decided before the mergers and since 1977 the crisis in public finance lead to other priorities. Frank Michelle K. Bolduc Chaïm Perelman's 1949 article, "First Philosophies and Regressive Philosophy," has remained unavailable to readers unable to read French. Our commentary and translation is intended to provide English readers access to the context, influences, and themes that make the article an extraordinarily important work (...) in the history of twentieth-century rhetoric. In this article, Perelman offers a powerful critique of first philosophies and anticipates the problems of radical postmodernity. "First Philosophies" remains a strikingly elegant attempt to foil what Foucault (1984, 41-42) has called the "Enlightenment blackmail of reason," the assumption held by logical positivists and radical skeptics that if reason does not yield absolute and eternal Enlightenment knowledge, there can be no knowledge.Perelman and Lucie Olbrechts-Tyteca's New Rhetoric project avoids Enlightenment blackmail by charting a third way between logical positivism and radical relativism, and "First Philosophies" sets forth the project's philosophical blueprint. John Dewey's Experience and Education is an important book, but first-time readers of Dewey's philosophy can find it challenging and not meaningfully related to the contemporary landscape of education. Jeff Frank's Teaching in the Now aims to reanimate Dewey's text--for first-time readers and anyone who teaches the text or is interested in appreciating Dewey's continuing significance--by focusing on Dewey's thinking on preparation. Increasing complexities facing physicians negotiating the bedside decision continue to fuel the debate over who is the appropriate party to offer ethics consults, should one be needed, during the decision-making process. Some very good arguments have been put forth on behalf of clinical ethicists as being the proper and best party to engage in ethics consultations. However, serious questions remain about the role of the clinical ethicist and his ability to provide the necessary level of objectivity called for in an (...) ethics consult.I argue that the clinician's professional psyche, or mode of thinking as a professional, leaves him little room to maneuver as an objective and detached third party ethics consultant. Several factors are cited and discussed that greatly influence the analyses applied to a case problem by physicians. The most formidable of these factors are habits and the practice of defensive medicine. I conclude that clinical ethicists are less suited for the overall tasks required of an objective consultant in medical cases that appear to involve insurmountable ethical issues. (shrink)

The possibility of euthanasia for patients with incurable mental illness still sparks controversy in Belgium, more than two decades after the introduction of the Euthanasia Law. In recent years, for instance, several relatives of patients have initiated legal actions against physicians who were involved in euthanasia procedures. Furthermore, some ethicists argue that within the context of euthanasia, there is an overemphasis on the principle of respect for patient autonomy. In our article, we delve into the concept of autonomy as outlined (...) in the Belgian Euthanasia Law, compare it with an alternative conception of autonomy, and examine the role of the kinship in the euthanasia procedure. Kinship relationships can become profoundly strained for various reasons, making it generally important to involve relatives in euthanasia procedures in a timely manner.
