OBJECTIVE: To ascertain attitudes to different methods of obtaining informed consent for randomised clinical trials (RCTs). DESIGN: Structured interviews with members of the public, medical secretaries and medical students. SETTING: The public were approached in a variety of public places. Medical secretaries and students were approached in their place of work. SUBJECTS: Fifty members of the public, 25 secretaries and 25 students. MAIN OUTCOME MEASURES: Views on RCTs were elicited, with particular emphasis on how subjects thought the concept of randomisation (...) should be explained. Each participant was presented with descriptions of proposed clinical trials and asked to select his or her preference from a range of options. RESULTS: Written information was preferred over verbal information in 91% of replies. Most respondents (86%) would prefer to sign a consent form. Of the seven statements explaining randomisation, a significant difference was found in favour of explanations that were less explicit about the play of chance (ANOVA; p = 0.0004). Eighty-three per cent of participants thought that randomised trials were morally acceptable when there was no prior medical preference between treatments. However, over half (55%) thought they would find it upsetting to be offered entry in such a trial and a quarter thought the outcome of treatment might be adversely affected. CONCLUSIONS: Our results offer some support for the idea that "economy with truth" is less unsettling than a frank description of the stark reality of what randomisation means. It is a matter of debate as to whether, if we are correct, autonomy should have precedence over beneficence. The offer of entry in a clinical trial is likely to affect the experience of care for many people, especially if the process of randomisation is described explicitly. Potential participants should be given a detailed written explanation of the rationale for the trial and be asked to sign a consent form if they agree to take part. (shrink)

ABSTARCT When people go shopping, they enter a building. But the shop cannot be identified with the building, because it would remain the same shop if it moved to another building or if it became an e-store. Daniel Korman [2019] uses these two observations to argue that establishments are immaterial objects. However, all that follows is that establishments are not buildings. I argue that establishments are organisations or corporate agents that are constituted by people. This entails that they are material (...) objects. Korman’s observations can be accommodated in terms of the further observation that corporate agents can but need not own or rent buildings. (shrink)

Moral bioenhancement, nudge-designed environments, and ambient persuasive technologies may help people behave more consistently with their deeply held moral convictions. Alternatively, they may aid people in overcoming cognitive and affective limitations that prevent them from appreciating a situation’s moral dimensions. Or they may simply make it easier for them to make the morally right choice by helping them to overcome sources of weakness of will. This paper makes two assumptions. First, technologies to improve people’s moral capacities are realizable. Second, such (...) technologies will actually help people get morality right and behave more consistently with whatever the ‘real’ right thing to do turns out to be. The paper then considers whether or not humanity loses anything valuable, particularly opportunities for moral progress, when being moral is made much easier by eliminating difficult moral deliberation and internal moral struggle. Ultimately, the worry that moral struggle has value as a catalyst for moral progress is rejected. Moral progress is understood here as the discovery and application of new values or sensitization to new sources of harm. (shrink)

A main goal of this paper is to complicate “learning loss” as the only, or even the main, thing schools should be concerned about as they respond to the Covid-19 pandemic. While schools have a responsibility to make sure students who are enrolled in school are learning, this cannot come at the cost of ignoring the other substantial losses students are also contending with. Following the work of Jonathan Lear, I make the case that schools should engage students in a (...) process of learning how to mourn for their individual and our collective losses, while also considering ways that school can move beyond narrow conceptions of the purposes of school and to a deeper appreciation for the ways that an education can promote human excellence. As this pandemic wears on, it becomes harder and harder to do anything but endure. One goal of this paper is to serve as a reminder that schools can do more than endure: they can envision new possibilities for schooling that promote conceptions of wellbeing that go beyond fear of learning loss. The COVID-19 pandemic created a situation for the implementation of emergency remote learning. This meant that as a lecturer at a traditionalist University of contact sessions, the pandemic forced us to teach remotely through online methods of communication, using online lectures, narrated powerpoints, voice clips, podcasts, interviews and interactive videos. The assessments were conducted online from assignments to multiple choice questions, which forced the lecturers to think differently about the way the assessments were presented, in order to avoid easy access (...) to answers found in a textbook and online. This meant that more application questions of theory to practice were assessed in a more challenging way to prevent cheating and collaboration with peers. Formal assessments completed during emergency remote learning, have become the past practice, as innovative methods have been adopted for learning and for assessment purposes in order to preserve the integrity and attainment of the degree through online modes of learning. The aim of the paper investigates and explores the methods of teaching, together with the results obtained from the students of 2019 and 2020 in their final year relating to two final year modules against the literature relating to learning processes and methodologies. This note is a postscript to Ramsey's 'Truth and Probability'. It replaces that article's psychological reading of subjective probability with a reading of it as a consistency condition on the theory that we act to maximise expected utility.

The restructuration of municipalities which has been decided by the Belgian government, is not only a purely technical operatzon but rather, and in the first place, a social problem. The shape and duty-profile of a local authority should not, indeed, be attuned only to fast changing expectations as far as services are concerned, but to consultation and participation as well.Public administration research cannot keep aloof from this debate, but is considerably hampered by the institutional confusion and the insufficient explicitation of (...) the aims of the present reform. A starting-pointcan, however, be found in the mergers of municipalities that were realized in 1964 and in 1970/1971. In 67 of these municipalities an inquiry was held concerning the consequences of the merger, and moreover, in twotest-cases this inquiry grew to a full-scale systematic policy analysis.This research shows that, as a rule, the former municipalities are reasonably represented in the new entity's council, but it also reveals that few efforts are made to give this representation a broader impact along formal or informal participation-channels. Integration of employees has not caused insurmountable problems. However, in large sized municipalities, resulting from mergers, one could notice a drastic increase in municipal personnel, not only with regard to new duties and objectives but to traditional administrative and police duties as well. Such a phenomenon points to the far-reaching changes which a substantial scale-increase provokes in a municipality's structure and policy profile. A large municipality resulting from mergers is no langer a simple sum of component parts, but a completely new entity, wishing to catch up as fast as possible with comparable municipalities that passed through a progressive growth process. Therefore, scale-increase is not only a means of economizing or an intra-administrative matter, but rather a way of creating chances for further development or wealth and well-being. (shrink)

Zusammenfassung: Städte zeichnen sich durch das Zusammenspiel von gebauter und sozialer Welt aus. In der Stadtforschung wird durch die Rezeption der Actor-Network- Theorie seit einigen Jahren versucht, diese Erkenntnis zur Erweiterung der Handlungsperspektiven für die Stadtplanung zu nutzen. Dabei soll mit dem Rückgriff auf den Begriff der Assemblage der offensichtliche Gegensatz zwischen Materialität und Gesellschaft überwunden werden. In diesem Beitrag soll anhand von vier internationalen Studien aus der angewandten Stadtplanungsliteratur diskutiert werden, inwieweit sich durch die Urban-Assemblage-Forschung neue Perspektiven für die (...) Stadtplanung gewinnen lassen. Anhand von vier thematischen Handlungsfeldern soll aufgezeigt werden, in welcher Weise ANT rezipiert wird und ob sich tatsächlich neue Perspektiven für die Stadtplanung ergeben können. Im Ergebnis wird aufgezeigt, dass es in der Tat durch eine veränderte Sicht auf Stadtplanung, die Beziehungen zwischen der sozialen und nichtmenschlichen Stadt integriert, in diesen Studien gelingt, neue Optionen für eine demokratisierende Stadtpolitik anzudeuten. Allerdings wird zugleich deutlich, dass diese empirischen Studien auch auf Defizite des Urban-Assemblage-Ansatzes hinweisen und insbesondere die Berücksichtigung der politischen und materiellen Dimension des Städtischen noch weiter verbessert werden muss. This article tries to provide a dynamic interest group theory. Using the economic method of the 'homo economicus' demand for and supply of policy catering to the needs of pressure groups are analysed. Central are the notions of information and organisation costs that face latent groups treatened by already existing groups. These notions permit to integrate the existing theories on pressure group into one global dynamic theory. In light of recent empirical data, many psychologists and philosophers have turned away from rationalism about moral judgment and embraced sentimentalism. In the process, they have rejected the classical “moral signature” as a way of distinguishing moral from conventional norms in favor of a sentimentalist approach to carving out the moral domain. In this paper, we argue that this sentimentalist turn has been made prematurely. Although we agree that the experiments reveal that the classical approach is flawed, we propose to (...) replace it with an alternative, according to which a norm is moral precisely if it is justifiable to all. This does not hold for most norms based on disgust or loyalty to a particular community. We accommodate the fact that such norms are not merely conventional by introducing a third domain, the domain of ethics. Our proposal reveals that (psychological) rationalism is still a viable option, as a lot of the experimental evidence that features emotions concerns the domain of ethics rather than morality. According to an important analogy between knowledge and action, as proposed by Timothy Williamson, intention aims at action just as belief aims at knowledge. This paper investigates the analogy and discusses three difficulties that it has to face. The key is to distinguish between two different norms of intention and to see that the knowledge-action analogy is concerned with one of them only, namely, the realization norm: one ought to intentionally act if one intends to act in a certain way. A modification will be proposed that replaces intention by correct intention, and some work will be done with the aim of uncovering a frame for how to properly understand the analogy and what it ultimately is grounded on, namely, the normativity of capacities that are in the business of generating various states and of realizing one’s correct intentions. Stand-up specials seem to resemble news reporting and documentary film in that they appear prima facie to be mere documentation of an event designed to give viewers the sense of what happened at a place at a time. Closer examination, however, throws doubt upon this transparency claim and it is argued that filmic realism is not the proper lens through which to understand stand-up specials, that they represent a more artistic medium in which the director of the special needs to (...) be seen as an artist along with the comedian. Like many governments in this COVID-19 pandemic, the Nigerian government imposed a lockdown on the country. As a consequence of the lockdown, many businesses shutdown and effectively had no source of revenue. Yet, without receiving any bailout or palliatives from the government, these businesses are required to meet their tax obligations to the government. Bearing in mind that this time (COVID-19 era) is different, one wonders what is required of businesses in view of the taxation problem and the social contract (...) between the businesspersons and the government. In view of social contract obligations, in this COVID-19 pandemic should businesses pay tax to a government that seems to have delegitimised itself by its exploitative actions in terms of taxation and delinquent omission in terms of the provision of public goods and social services? The Nigerian government at all tiers (federal, state and local) seldom respect the essence of taxation. Therefore, businesses often pay tax for nothing. For many businesses, as far as taxation is concerned, to pay or not to pay? that is the question. This article is aimed at teasing out this taxation problem that may or may not be a moral dilemma. In view of certain ethical considerations, this article shows why in spite of social contract obligations, there is no consensus or canonical agreement on whether, as law-abiding citizens and juridical persons (legal entities), businesspersons and businesses ought to or ought not to pay tax to the Nigerian government in this COVID-19 pandemic. Psychological experirnents have repeatedly shown that in judging the likelihood of uncertain events people do not follow the principles of probability theory. A notorious example is given by the so called conjunction fallacy. In this paper I argue that this fallacy is not really a fallacy when it is analysed in the light of a dynamic theory of default reasoning. Research on corporate social responsibility has traditionally focused on managerial discretion and stakeholders’ influence. This study extends current research by addressing the effect of family firms and institutional owners on CSR performance, namely, CSR strengths and concerns. Based on stewardship theory and the socioemotional wealth perspective, we propose that family firms are more likely to value CSR performance. Next, drawing from multiple agency theory, we predict that institutional owners, unlike family owners, will influence a firm’s CSR performance differently. We tested (...) our hypotheses using a sample of 153 firms from 1994 to 2006 and found general support for our hypotheses. A higher percentage of family owned equity and the presence of a family CEO are found to increase CSR strengths, whereas transient institutional owners have an opposite effect. The presence of a family CEO and founding family are found to reduce CSR concerns. Contrary to our predictions, dedicated institutional owners are positively associated with CSR concerns. (shrink)

Ethical decision theory may not be sufficiently well developed to furnish reliable guidelines to people involved in complex decision making that involves conflict between ethical considerations and business imperatives such as making a profit. In conditions of ethical uncertainty hindsight bias may occur, and this study reports on an exploration of hindsight bias effects among participants in continuing education in business programmes. We present an introductory survey of temporal and dynamic logics: logics for reasoning about how environments change over time, and how dynamic processes affect their environments.We begin by introducing the historical development of temporal and dynamic logic, starting with the seminal work of Prior. This leads to a discussion of the use of temporal and dynamic logic in computer science. We describe LTL, CTL, and PDL; three key formalisms used in computer science for reasoning about programs, and illustrate how these (...) formalisms may be used in the formal specification and verification of computer systems.We then discuss interval temporal logics.We conclude with some pointers for further reading. We present empirical evidence from social psychological research which suggests that standard methods employed when teaching the heuristics and biases program in the context of critical thinking instruction are likelier to facilitate the discernment and correction of biases in others’ reasoning than to have a similar effect in the self-monitoring case. Exemplified by the social phenomenon of false polarization, we suggest that CT instruction may be improved by fostering student’s abilities at counterfactual meta-cognition, and present a corresponding teaching and learning (...) activity.
