This paper is aimed to understand the state of the art and the resulting consequences of the legal framework in Europe, with regard to the protection of children's data. Especially when they interact with networked and robotic toys, like in 'My friend Cayla' case. In order to evaluate the practical implications of the use of IoT devices by children or teenager users, the first part of the paper presents an analysis of the international guiding principles of the protection of minors, (...) a category which enjoys a higher level of protection of their fundamental rights, due to their condition of lack of physical and psychological maturity. Secondly, the focus is moved upon the protection of personal data of children. Only after confronting previous data protection legal instruments and having compared them with the novelties set forth in General Data Protection Regulation, it is reasonable to assume that new provisions such as "privacy by design" principle, adequacy of security measures and codes of conduct, can support data controllers in ensuring compliance in the field of IoT toys. In conclusion, the paper supports a view of Data Protection Authorities as a relevant player in enhancing these renovated tools in order to achieve the protection of children's rights, as to ensure their substantial protection against the threats of the interconnected world. This work deals with obstacles hindering a metaphysics of laws of nature in terms of dispositions, i.e., of fundamental properties that are causal powers. A recent analysis of the principle of least action has put into question the viability of dispositionalism in the case of classical mechanics, generally seen as the physical theory most easily amenable to a dispositional ontology. Here, a proper consideration of the framework role played by the least action principle within the classical image of the world (...) allows us to build a consistent metaphysics of dispositions as charges of interactions. In doing so we develop a general approach that opens the way towards an ontology of dispositions for fundamental physics also beyond classical mechanics. (shrink)

Risk and crisis communication (RCC) is a current ethical issue subject to controversy, mainly due to the tension between individual liberty (a core component of fairness) and effectiveness. In this paper we propose a consistent definition of the RCC process in public health emergencies (PHERCC), which comprises six key elements: evidence, initiator, channel, publics, message, and feedback. Based on these elements and on a detailed analysis of their role in PHERCC, we present an ethical framework to help design, govern and (...) evaluate PHERCC strategies. The framework aims to facilitate RCC, incorporating effectiveness, autonomy, and fairness. It comprises five operational ethical principles: openness, transparency, inclusivity, understandability, and privacy. The resulting matrix helps understanding the interplay between the PHERCC process and the principles of the framework. The paper includes suggestions and recommendations for the implementation of the PHERCC matrix. (shrink)

We argue that the distinction between framework and interaction theories should be taken carefully into consideration when dealing with the philosophical implications of fundamental theories in physics. In particular, conclusions concerning the nature of reality can only be consistently derived from assessing the ontological and epistemic purport of both types of theories. We put forward an epistemic form of realism regarding framework theories, such as Quantum Field Theory. The latter, indeed, informs us about the general properties of quantum fields, laying (...) the groundwork for interaction theories. Yet, concerning interaction theories, we recommend a robust form of ontological realism regarding the entities whose existence is assumed by these theories. As an application, we refer to the case of the Standard Model, so long as it has proved to successfully inform us about the nature of various sorts of fundamental particles making up reality. In short, although we acknowledge that both framework and interaction theories partake in shaping our science-based view of reality, and that neither would do by itself the work we expect them to accomplish together, our proposal for a coherent ontology of fundamental entities advances a compromise between two forms of realism about theories in each case. In this study, we use temporally aligned word embeddings and a large diachronic corpus of English to quantify language change in a data-driven, scalable way, which is grounded in language use. We show a unique and reliable relation between measures of language change and age of acquisition (AoA) while controlling for frequency, contextual diversity, concreteness, length, dominant part of speech, orthographic neighborhood density, and diachronic frequency variation. We analyze measures of language change tackling both the change in lexical representations and (...) the change in the relation between lexical representations and the words with the most similar usage patterns, showing that they capture different aspects of language change. Our results show a unique relation between language change and AoA, which is stronger when considering neighborhood-level measures of language change: Words with more coherent diachronic usage patterns tend to be acquired earlier. The results support theories positing a link between ontogenetic and ethnogenetic processes in language. (shrink)

In this work, we discuss the failure of the principle of truth functionality in the quantum formalism. By exploiting this failure, we import the formalism of N-matrix theory and non-deterministic semantics to the foundations of quantum mechanics. This is done by describing quantum states as particular valuations associated with infinite non-deterministic truth tables. This allows us to introduce a natural interpretation of quantum states in terms of a non-deterministic semantics. We also provide a similar construction for arbitrary probabilistic theories based (...) in orthomodular lattices, allowing to study post-quantum models using logical techniques. (shrink)

A general view in philosophy of science says that the appropriateness of an object to act as a surrogate depends on the user’s decision to utilize it as such. This paper challenges this claim by examining the role of surrogative reasoning in high-throughput sequencing technologies as they are used in contemporary microbiome science. Drawing on this, we argue that, in technology-driven surrogates, knowledge about the type of inference practically permitted and epistemically justified by the surrogate constrains their use and thus (...) puts a limit to the user’s intentions to use any object as a surrogate for what they please. Ignoring this leads to a serious epistemic misalignment, which ultimately prevents surrogative reasoning. Thus, we conclude that knowledge about the type of surrogate reasoning that the technologies being used allow is fundamental to avoid misinterpreting the consequences of the data obtained with them, the hypothesis this data supports, and what these technologies are surrogates of. Necesitamos una nueva economía del agua que se atreva a ver y a abordar las cuestiones que son relevantes en el contexto actual con los conceptos que sean adecuados para ese contexto. Ya no estamos en España en una economía agraria expansionista que necesita más embalses y trasvases para satisfacer las “necesidades” de los pobres agricultores. Al contrario, necesitamos gestionar el agua. La razón es que la escasez ya no tiene sólo un origen estrictamente físico (llueve poco) sino que es, (...) fundamentalmente, de carácter económico y social (despilfarramos el agua). El reconocimiento de este diagnóstico, a pesar de toda la confusión creada institucionalmente, exige cambiar las preguntas y los conceptos que son funcionales para la comprensión real y adecuada de las alternativas existentes que no van sólo a ser técnicas sino, también, de organización social. Comment on Joseph Raz, From Normativity to Responsibility.

In this paper, we present two ways of modelling every epistemic formal conditional commitment that involves (at most) three key epistemic attitudes: acceptance, rejection and neither acceptance nor rejection. The first one consists of adopting the plurality of every mixed Strong Kleene logic (along with an epistemic reading of the truth-values), and the second one involves the use of a unified system of six-sided inferences, named 6SK, that recovers the validities of each mixed Strong Kleene logic. We also introduce a (...) sequent calculus that is sound and complete with respect to both approaches. We compare both accounts, and finally, we suggest that the plurality of Strong Kleene logic as well as the general framework 6SK are linked to formal epistemic norms via bridge principles. (shrink)

In this work we present a dynamical approach to quantum logics. By changing the standard formalism of quantum mechanics to allow non-Hermitian operators as generators of time evolution, we address the question of how can logics evolve in time. In this way, we describe formally how a non-Boolean algebra may become a Boolean one under certain conditions. We present some simple models which illustrate this transition and develop a new quantum logical formalism based in complex spectral resolutions, a notion that (...) we introduce in order to cope with the temporal aspect of the logical structure of quantum theory. Los científicos suelen diferenciar entre teorías científicas explicativas y descriptivas. Para poder dar cuenta de esta diferencia es necesario contar con un análisis riguroso de las teorías científicas y la concepción estructuralista es una herramienta metateórica de análisis capaz de brindar los elementos metateóricos requeridos para abordar este tipo de estudios. El objetivo del presente trabajo es analizar una teoría que trata de dar cuenta de la actividad cooperativa de las proteínas, la teoría de Hill (tanto la originalmente publicada como (...) la presentada en los libros de texto) con el fin de elucidar el concepto de explicación utilizado en este caso. Usually, scientists differentiate between explanatory and descriptive scientific theories. To be able to analyze this difference is necessary to provide a rigorous analysis of scientific theories - the structuralist point of view is a metatheoretic tool capable of offering the metatheoretic elements needed for this. The aim of the present work is to analyze Hill's theory (both as originally published and as presented in textbooks), a theory about the cooperative activity of the proteins, in order to elucidate the concept of explanation used in it. Background Prenatal genetic testing, in particular non-invasive prenatal testing (NIPT), as well as screening for risks associated with pregnancy, and counseling, play pivotal roles in reproductive healthcare, offering valuable information about the health of the fetus to expectant parents. This study aims to delve into the perspectives and experiences of women considering genetic testing and screening during pregnancy, focusing on their decision-making processes and the implications for informed consent. Methods A nationwide qualitative study was conducted in Switzerland, involving in-depth interviews (...) with women who were 1 to 2 years post-partum, covered by basic compulsory Swiss insurance, including women with a migration background. Thematic analysis was employed to identify key themes and patterns in the data. Results The findings underscore the significance of effective communication during prenatal counseling, suggesting that healthcare providers could not only convey technical information but also support women in their decision-making processes. Women need comprehensive information about genetic testing and its implications, as well as the reasons for screening during pregnancy, as there might be a need to bridge knowledge gaps and clarify misconceptions. Furthermore, the study highlights the multifaceted nature of decision-making, with women considering factors such as uncertainty, values, emotional responses, and societal support systems. The concept of acceptance emerged as a crucial theme, with some women expressing their readiness to love and accept their child, regardless of genetic anomalies or disabilities. Conclusion This study offers valuable insights into the perspectives and needs of women regarding prenatal genetic testing, screening, and counseling in Switzerland. It underscores the importance of enhancing the clinical interaction and informed consent process by providing comprehensive information, addressing misconceptions, and supporting women in decision-making about pregnancy management and the management of the child’s health, following prenatal genetic testing, including NIPT. These findings can inform healthcare providers and policymakers in improving the quality of prenatal counseling, ensuring informed consent, and supporting women in making well-informed and meaningful decisions about genetic testing, and on the use of screening during pregnancy.
