Risk and crisis communication (RCC) is a current ethical issue subject to controversy, mainly due to the tension between individual liberty (a core component of fairness) and effectiveness. In this paper we propose a consistent definition of the RCC process in public health emergencies (PHERCC), which comprises six key elements: evidence, initiator, channel, publics, message, and feedback. Based on these elements and on a detailed analysis of their role in PHERCC, we present an ethical framework to help design, govern and (...) evaluate PHERCC strategies. The framework aims to facilitate RCC, incorporating effectiveness, autonomy, and fairness. It comprises five operational ethical principles: openness, transparency, inclusivity, understandability, and privacy. The resulting matrix helps understanding the interplay between the PHERCC process and the principles of the framework. The paper includes suggestions and recommendations for the implementation of the PHERCC matrix. (shrink)

A general view in philosophy of science says that the appropriateness of an object to act as a surrogate depends on the user’s decision to utilize it as such. This paper challenges this claim by examining the role of surrogative reasoning in high-throughput sequencing technologies as they are used in contemporary microbiome science. Drawing on this, we argue that, in technology-driven surrogates, knowledge about the type of inference practically permitted and epistemically justified by the surrogate constrains their use and thus (...) puts a limit to the user’s intentions to use any object as a surrogate for what they please. Ignoring this leads to a serious epistemic misalignment, which ultimately prevents surrogative reasoning. Thus, we conclude that knowledge about the type of surrogate reasoning that the technologies being used allow is fundamental to avoid misinterpreting the consequences of the data obtained with them, the hypothesis this data supports, and what these technologies are surrogates of. Necesitamos una nueva economía del agua que se atreva a ver y a abordar las cuestiones que son relevantes en el contexto actual con los conceptos que sean adecuados para ese contexto. Ya no estamos en España en una economía agraria expansionista que necesita más embalses y trasvases para satisfacer las “necesidades” de los pobres agricultores. Al contrario, necesitamos gestionar el agua. La razón es que la escasez ya no tiene sólo un origen estrictamente físico (llueve poco) sino que es, (...) fundamentalmente, de carácter económico y social (despilfarramos el agua). El reconocimiento de este diagnóstico, a pesar de toda la confusión creada institucionalmente, exige cambiar las preguntas y los conceptos que son funcionales para la comprensión real y adecuada de las alternativas existentes que no van sólo a ser técnicas sino, también, de organización social. Los científicos suelen diferenciar entre teorías científicas explicativas y descriptivas. Para poder dar cuenta de esta diferencia es necesario contar con un análisis riguroso de las teorías científicas y la concepción estructuralista es una herramienta metateórica de análisis capaz de brindar los elementos metateóricos requeridos para abordar este tipo de estudios. El objetivo del presente trabajo es analizar una teoría que trata de dar cuenta de la actividad cooperativa de las proteínas, la teoría de Hill (tanto la originalmente publicada como (...) la presentada en los libros de texto) con el fin de elucidar el concepto de explicación utilizado en este caso. Usually, scientists differentiate between explanatory and descriptive scientific theories. To be able to analyze this difference is necessary to provide a rigorous analysis of scientific theories - the structuralist point of view is a metatheoretic tool capable of offering the metatheoretic elements needed for this. The aim of the present work is to analyze Hill's theory (both as originally published and as presented in textbooks), a theory about the cooperative activity of the proteins, in order to elucidate the concept of explanation used in it. Comment on Joseph Raz, From Normativity to Responsibility.

Background Prenatal genetic testing, in particular non-invasive prenatal testing (NIPT), as well as screening for risks associated with pregnancy, and counseling, play pivotal roles in reproductive healthcare, offering valuable information about the health of the fetus to expectant parents. This study aims to delve into the perspectives and experiences of women considering genetic testing and screening during pregnancy, focusing on their decision-making processes and the implications for informed consent. Methods A nationwide qualitative study was conducted in Switzerland, involving in-depth interviews (...) with women who were 1 to 2 years post-partum, covered by basic compulsory Swiss insurance, including women with a migration background. Thematic analysis was employed to identify key themes and patterns in the data. Results The findings underscore the significance of effective communication during prenatal counseling, suggesting that healthcare providers could not only convey technical information but also support women in their decision-making processes. Women need comprehensive information about genetic testing and its implications, as well as the reasons for screening during pregnancy, as there might be a need to bridge knowledge gaps and clarify misconceptions. Furthermore, the study highlights the multifaceted nature of decision-making, with women considering factors such as uncertainty, values, emotional responses, and societal support systems. The concept of acceptance emerged as a crucial theme, with some women expressing their readiness to love and accept their child, regardless of genetic anomalies or disabilities. Conclusion This study offers valuable insights into the perspectives and needs of women regarding prenatal genetic testing, screening, and counseling in Switzerland. It underscores the importance of enhancing the clinical interaction and informed consent process by providing comprehensive information, addressing misconceptions, and supporting women in decision-making about pregnancy management and the management of the child’s health, following prenatal genetic testing, including NIPT. These findings can inform healthcare providers and policymakers in improving the quality of prenatal counseling, ensuring informed consent, and supporting women in making well-informed and meaningful decisions about genetic testing, and on the use of screening during pregnancy. Narrativas e imágenes son fundamentales como herramientas de (...) persuasión política. En este sentido también son elementos del _Soft Power_, entre ellas la Historia, que puede ser instrumentada como la mejor de las narrativas. Estas permiten controlar la agenda informativa y, a su vez, la realidad, así como crear los sobreentendidos que sirven a las Relaciones Internacionales y ayudan a la implementación de las políticas. El dominio cultural y, sobre todo, la cinematografía son elementos claves en tal propósito, porque no importan los hechos tanto como su percepción, su memoria y recuerdo. (shrink)

In this work we discuss logical structures related to indistinguishable particles. Most of the framework used to develop these structures was presented in [17, 28] and in [20, 14, 15, 16]. We use these structures and constructions to discuss possible ontologies for identical particles. In other words, we use these structures in order to characterize the logical structure of quantum systems for the case of indistinguishable particles, and draw possible philosophical implications. We also review some proposals available in the literature (...) which may be considered within the framework of the quantum logical tradition regarding the problem of indistinguishability. Besides these discussions and constructions, we advance novel technical results, namely, a lattice theoretical structure for identical particles for the finite dimensional case. This kind of approach was not present in the scarcely literature of quantum logic and indistinguishable particles. (shrink)

Human cerebral organoids are three-dimensional biological cultures grown in the laboratory to mimic as closely as possible the cellular composition, structure, and function of the corresponding organ, the brain. For now, cerebral organoids lack blood vessels and other characteristics of the human brain, but are also capable of having coordinated electrical activity. They have been usefully employed for the study of several diseases and the development of the nervous system in unprecedented ways. Research on human cerebral organoids is proceeding at (...) a very fast pace and their complexity is bound to improve. This raises the question of whether cerebral organoids will also be able to develop the unique feature of the human brain, consciousness. If this is the case, some ethical issues would arise. In this article, we discuss the necessary neural correlates and constraints for the emergence of consciousness according to some of the most debated neuroscientific theories. Based on this, we consider what the moral status of a potentially conscious brain organoid might be, in light of ethical and ontological arguments. We conclude by proposing a precautionary principle and some leads for further investigation. In particular, we consider the outcomes of some very recent experiments as entities of a potential new kind. (shrink)

A Second level Master in “Clinical Bioethics Consultation” has been organized in Italy to offer an opportunity to offer an adequate training to carry out an ethics consultation in different health fields. The master has been promoted and realized by different institutions: Catholic University of Sacred Hearth in Rome, Insubria University in Varese, “Federico II” University in Naples, Lanza Foundation in Padua and the Local Health and Social Care Unit n.7 in Veneto Region. The aim of the master is (...) train ethics consultants to offer help regarding a correct decision, which will take by others. The choice must be as much as possible shared between patient, family and health care team. Ethics consultation can be primarily request by the physicians, nurses and health care staff such as support about a choice that wants to be the most appropriate and to clarify a dilemma between different options. Secondly an ethics consultation can be demand by the patient and the family members to find a clarification about their dilemmas and future choices. Also the administrative staff could ask the consultation, when it need to better explain ad example about a specific clinical case or a question concerned the health policy. (shrink)

The aim of this paper is to analyze an Intensive Care Unit case that required ethics consultation at a University Hospital in Northern Italy. After the case was resolved, a retrospective ethical analysis was performed by four clinical ethicists who work in different healthcare contexts. Each ethicist used a different method to analyze the case; the four general approaches provide insight into how these ethicists conduct ethics consultations at their respective hospitals. Concluding remarks examine the similarities and differences among the (...) various approaches and offer a reflection concerning the possibility of a shared resolution to the case. The authors’ efforts to come to a tentative consensus may serve as an example for professionals working in medical contexts that reflect an increasing pluralism of values. This article aims to respond to some of these concerns by illustrating how different methods in clinical ethics would be used when considering a real case. The goal is not to establish the best model on a theoretical level, but to learn from actual practice in order to see if there are common elements in the different methods, and to validate their pertinence to clinical ethics consultation. The focus of this paper is the prima facie plausible view, expressed by the principle of Counter-Closure, that knowledge-yielding competent deductive inference must issue from known premises. I construct a case that arguably falsifies this principle and consider five available lines of response that might help retain Counter-Closure. I argue that three are problematic. Of the two remaining lines of response, the first relies on non-universal intuitions and forces one to view the case I construct as exhibiting a justified, true (...) belief to which none of the usual diagnoses of knowledge failure in Gettier cases apply. The second line involves claiming that Fake Barns and its ilk are misdiagnosed by epistemological orthodoxy as Gettier cases. We are thus confronted by a trilemma: either the case I discuss undermines the first-blush plausible principle of Counter-Closure; or the case I discuss instantiates a novel kind of Gettier case; or a popular conception of a key range of alleged Gettier cases must be rejected. No matter which horn we choose, the case points to a philosophically curious conclusion. (shrink)

I show why old and new claims on the role of counterfactual reasoning for the EPR argument and Bell’s theorem are unjustified: once the logical relation between locality and counterfactual reasoning is clarified, the use of the latter does no harm and the nonlocality result can well follow from the EPR premises. To show why, after emphasizing the role of incompleteness arguments that Einstein developed before the EPR paper, I critically review more recent claims that equate the use of counterfactual (...) reasoning with the assumption of a strong form of realism and argue that such claims are untenable. Martínková et al provide an overview of a tendency to use gender terms in key sports contexts, including eligibility criteria and testing, where gender is unintended. They argue that to avoid conceptual confusion and aid clarity, we should disentangle gender and sex, acknowledging that often gender talk should be interpreted as talk of sex. One of their recommendations is that the labels of competitive categories ‘women’s’/’men’s’ should change to ‘female’/’male’. I first make their argument against gendered labelling more precise by (...) showing that important yet neglected moral and practical reasons support their abandonment. I then argue that in the case of WA regulations, those moral reasons also cut against Martínková et al.’s relabelling proposal ‘female’/’male’. I sketch a testosterone-based proposal which circumvents the problem and which WA itself should accept. More generally, I argue we should be more mindful of the risk that competitive category labels unnecessarily harm athletes. (shrink)

In the area of the foundations of quantum mechanics a true industry appears to have developed in the last decades, with the aim of proving as many results as possible concerning what there cannot be in the quantum realm. In principle, the significance of proving ‘no-go’ results should consist in clarifying the fundamental structure of the theory, by pointing out a class of basic constraints that the theory itself is supposed to satisfy. In the present paper I will discuss some (...) more recent no-go claims and I will argue against the deep significance of these results, with a two-fold strategy. First, I will consider three results concerning respectively local realism, quantum covariance and predictive power in quantum mechanics, and I will try to show how controversial the main conditions of the negative theorem turn out to be—something that strongly undermines the general relevance of these theorems. Second, I will try to discuss what I take to be a common feature of these theoretical enterprises, namely that of aiming at establishing negative results for quantum mechanics in absence of a deeper understanding of the overall ontological content and structure of the theory. I will argue that the only way toward such an understanding may be to cast in advance the problems in a clear and well-defined interpretational framework—which in my view means primarily to specify the ontology that quantum theory is supposed to be about—and after to wonder whether problems that seemed worth pursuing still are so in the framework. Riassunto : Nonostante le difficoltà teoretiche ed epistemologiche nell’affrontare il fenomeno della coscienza, l’autore individua una metodologia pragmatica e sperimentalmente consistente, fondata sull’approccio neurocognitivo bidimensionale: per evitare di rimanere incagliati nel “problema complesso” della coscienza, è preferibile infatti concentrarsi sul “problema reale”, ovvero sui meccanismi empiricamente rilevabili, lasciando in secondo piano le caratteristiche epistemiche e fenomenologiche degli stati mentali coscienti. Dall’analisi della relazione gerarchica tra stato di veglia e contenuto di coscienza emerge un’interessante interpretazione che tenta di rendere ragione dell’unitarietà (...) della coscienza e, al contempo, della sua varietà fenomenica. Indeed, in order to avoid the hard problem of consciousness, it would be better to focus on the real problem, i.e. on mechanisms that can be empirically observed, leaving out all of the epistemic and phenomenological features of conscious states. The idea of a hierarchical relationship between the level and the content of consciousness could give rise to an interpretation which justifies both the unity and, at the same time, the phenomenal variety of consciousness. However, studies on sleep, REM phase and nightmares might challenge at least the strong version of this hypothetical relationship between different features of consciousness. Furthermore, it is important to consider whether a two-dimensional perspective, rather than a three-dimensional one, would be sufficient to exhaustively define all the objective features of consciousness. According to the received view in epistemology, inferential knowledge from non-knowledge is impossible – that is, in order for a subject to know the conclusion of their inference, they must know the essential premises from which that conclusion is drawn. In this book, Federico Luzzi critically examines this view, arguing that it is less plausible than intuition suggests and that it can be abandoned without substantial cost. In a discussion that ranges across inference, testimony and memory he analyses the (...) full range of challenges to the view, connecting them to epistemological cases that support those challenges. He then proposes a defeater-based framework which allows the phenomenon of knowledge from non-knowledge across these three epistemic areas to be better understood. The Rovelli relational interpretation of quantum mechanics is based on the assumption that the notion of observer-independent state of a physical system is to be rejected. In RQM the primary target of the theory is the analysis of the whole network of relations that may be established among quantum subsystems, and the shift to a relational perspective is supposed to address in a satisfactory way the general problem of the interpretation of quantum mechanics. Here I discuss two basic issues, that (...) I take to be serious open problems of the interpretation. First, I wish to show—mainly through an analysis of the so-called third person problem—that it is far from clear what a relativization of states to observers exactly achieves and in what sense such an approach really advances our understanding of the peculiar features of quantum phenomena. Second, I argue that the claim, according to which RQM is able to preserve locality, is at best dubious. I conclude that further work needs to be done before RQM may aspire to become a satisfactory interpretational framework for the main foundational issues in quantum mechanics. (shrink)

Las investigaciones recientes sobre el impacto de las tecnologías digitales sobre la música, desde una perspectiva social, resaltan la apropiación por parte de los músicos de esas tecnologías y sus efectos democratizadores en términos de acceso a la producción y circulación de las obras.Este artículo se propone indagar en las relaciones entre nuevas tecnologías digitales y músicos participantes (...) de un festival de rock en el distrito de Avellaneda, ubicado en el conurbano sur de la ciudad de Buenos Aires, y presenta las particularidades de esa relación en términos de representaciones y usos, así como dialoga con la bibliografía revisada.Metodológicamente la investigación adopta un carácter cualitativo basado en la realización de encuestas, entrevistas y observaciones durante talleres compartidos con los actores sociales, que los interpreta desde una mirada crítica. A partir del abordaje de las particularidades locales, este trabajo pretende ser una contribución a los estudios sociológicos de las industrias culturales y su relación con las nuevas tecnologías en Argentina que permita establecer cercanías y diferencias con otros estudios recientes sobre el tema en Latinoamérica y España. Notwithstanding, _T__S_ _ω_ is not as empty—i.e., uninformative—as it gets, because it has many antivalidities. We will later introduce the two-standard logic [_T__S_ _ω_, _S__T_ _ω_ ], a logic without validities and antivalidities. Nevertheless, [_T__S_ _ω_, _S__T_ _ω_ ] is still informative, because it has many contingencies. The three-standard logic [ \(\mathbf {TS}_{\omega (...) }, \mathbf {ST}_{\omega }, [{\overline {\emptyset }}{\emptyset }, {\emptyset } {\overline {\emptyset }}]\) ] that we will further introduce, has no validities, no antivalidities and also no contingencies whatsoever. We will also present two more validity-empty logics. The first one has no supersatisfiabilities, unsatisfabilities and antivalidities ∗. The second one has no invalidities nor non-valid-nor-invalid (meta)inferences. All these considerations justify thinking of logics as, at least, three-standard entities, corresponding, respectively, to what someone who takes that logic as correct, accepts, rejects and suspends judgement about, just because those things are, respectively, validities, antivalidities and contingencies of that logic. Finally, we will present some consequences of this setting for the monism/pluralism/nihilism debate, and show how nihilism and monism, on one hand, and nihilism and pluralism, on the other hand, may reconcile—at least according to how Gillian Russell understands nihilism, and provide some general reasons for adopting a multi-standard approach to logics. We argue that microbiome research should be more reflective on the methods that it relies on to build its datasets due to the danger of facing a methodological problem which we call “epistemic misalignment.” An epistemic misalignment occurs when the method used to answer specific scientific questions does not track justified answers, due to the material constraints imposed by the very method. For example, relying on 16S rRNA to answer questions about the function of the microbiome generates epistemic misalignments, due (...) to the different temporal scales that 16S rRNA provides information about and the temporal scales that are required to know about the functionality of some microorganisms. We show how some of these exist in contemporary microbiome science and urge microbiome scientists to take some measures to avoid them, as they may question the credibility of the field as a whole. The theory describes only the way systems affect each other in the course of physical interactions. We will present a three-valued consequence relation for metainferences, called CM, defined through ST and TS, two well known substructural consequence relations for inferences. While ST recovers every classically valid inference, it invalidates some classically valid metainferences. While CM works as ST at the inferential level, it also recovers every classically valid metainference. Moreover, CM can be safely expanded with a transparent truth predicate. Nevertheless, CM cannot recapture every classically valid meta-metainference. We will afterwards develop a hierarchy of consequence relations (...) CMn for metainferences of level n. Each CMn recovers every metainference of level n or less, and can be nontrivially expanded with a transparent truth predicate, but cannot recapture every classically valid metainferences of higher levels. Finally, we will present a logic CMω, based on the hierarchy of logics CMn, that is fully classical, in the sense that every classically valid metainference of any level is valid in it. Epistemic diversity is the ability or possibility of producing diverse and rich epistemic apparati to make sense of the world around us. In this paper we discuss whether, and to what extent, different conceptions of knowledge—notably as ‘justified true belief’ and as ‘distributed and embodied cognition’—hinder or foster epistemic diversity. We then link this discussion to the widespread move in science and philosophy towards monolingual disciplinary environments. We argue that English, despite all appearance, is no Lingua Franca, and we give (...) reasons why epistemic diversity is also deeply hindered is monolingual contexts. Finally, we sketch a proposal for multilingual academia where epistemic diversity is thereby fostered. (shrink)

Decision-makers in institutional and non-institutional contexts are sometimes confronted with the issue of whether to use generalisations expressing the statistical incidence of a negative trait in a disadvantaged and discriminated-against social group in order to draw an inference concerning a member of that group. If a criminal court were confronted with such a question, what answer should it give? First, the article argues that, our qualms notwithstanding, morality does not demand that these generalisations be disregarded. In doing so, the article (...) addresses the relationship between factual accuracy and the demands of morality in criminal trials. Second, the article considers the implications of this conclusion for the legal question as to whether the evidence at issue should be excluded, in particular, on grounds of unfairness — pursuant to section 78 of the Police and Criminal Evidence Act 1984.
