The concentration of high-frequency controls in a limited period of time constitutes an important feature of many law-enforcement policies around the world. In this paper, we offer a comprehensive investigation on the relative efficiency and effectiveness of various crackdown policies using a lab-in-the-field experiment with real passengers of a public transport service. We introduce a novel game, the daily public transportation game, where subjects have to decide, over many periods, whether to buy or not a ticket knowing that there might (...) be a control. Our results show that concentrated crackdowns are less effective and efficient than random controls; prolonged crackdowns reduce fare-dodging during the period of intense monitoring but induce a burst of fraud as soon as they are withdrawn; pre-announced controls induce more fraud in the periods without control. Overall, we also observe that real fare-dodgers fraud more in the experiment than non-fare-dodgers. (shrink)

Is freedom of research protected at the constitutional level? No obvious answer can be given to this question, as European and Northern American constitutional systems are not unequivocal and the topic has not been discussed deeply enough.Looking at the constitutions of some European and Northern American countries, it is possible to immediately note that there are essentially two ways to deal with freedom of scientific research. On the one hand, in Canada and in the US, constitutions have no specific provisions (...) to protect freedom of scientific research, with the result that such freedom ends up having to be protected as a specific aspect of the wider freedom of thought and expression . On the other hand, other countries’ constitutional systems, mainly European ones, expressly recognise freedom of research and teaching arts and science. For instance, article 5 of the German Constitution states that “Art and science, research and teaching are free”, article 33 of the Italian Constitution1i establishes that “The arts and sciences as well as their teaching are free” and article 59 of the Slovenian Constitution states that “Freedom of scientific research and artistic endeavor shall be guaranteed”.Within this second group, some constitutions limit their protection to the provision of freedom of scientific research, whereas other fundamental laws engage governments in promoting and supporting it. For example, the Italian Constitution, which states that “The Republic promotes cultural development and scientific and technical research” , the Spanish Constitution, according to which “public authorities shall promote science and scientific and technical research for the benefit of general interest” and, also, the Greek Constitution, whose article 16 establishes that art, science, research and their teaching are free, and their promotion is mandatory for the State.2 It …. The paper defends the thesis that future tensed statements have truth values that can change over time. In relativistic approaches to the evaluation of future contingents (MacFarlane, 2003, 2007), only changes in the truth status of such statements from neither-true-nor-false to definitely true (or definitely false) are taken into consideration. More precisely, given the monotonicity property of the model of historical possibilities, for which historical alternatives to a world w at a time t increase moving backward and shrink moving forward (...) in time with respect to t (Thomason, 1984), only such changes are predicted to be possible. I will consider the theoretical possibility of truth value transitions for future contingents from true to false and from false to true, as well as some potential linguistic evidence for such transitions - drawn from certain uses of phase adverbs like still, no longer, and always in English and Romance. To deal with the natural language data, I will propose a situation-based version of Branching Time which accommodates partiality of information, and a revision of the Kaplanian notion of truth-in-context. The passage has been an object of scholarly debate: the lack of independent sources on the mathematical construction described by Aristotle, the terseness of the formulation and the resulting syntactical ambiguities make the exact interpretation of the text quite difficult, as already noted by Philoponus. What does it mean that the gnomons are ‘placed round the one and without’ (περὶ τὸ ἓν καὶ χωρίς)? And in what sense is this an indication of the even being ‘cut off, enclosed (ἐναπολαμβανόμενον), and (...) limited (περαινόμενον) by the odd’? This essay examines the figure of Amadeo Peter Giannini, founder of the Bank of Italy (later Bank of America), as an example of an _alternative_ banking model based on ethical and humanistic principles inspired by Franciscan socio-economic thought. The analysis explores how values such as fraternity, gratuity, simplicity, humility, and service - rarely found in the financial sector - can be integrated into _banking management_ to create a positive and democratic impact. The objective is to fill a gap in research (...) at the intersection of ethics, spirituality, and economics, demonstrating that an approach grounded in _human dignity_ and the _common good_ can be successful even in a profit-oriented context. This vision proved to have a significant impact during critical moments, such as the San Francisco earthquake and the Great Depression, showing Giannini’s deep _trust_ in human resilience and dignity. Furthermore, the _faithful banker_ supported emerging industries like film and wine and invested in infrastructure projects like the Golden Gate, contributing to California’s economic and social development. Through the analysis of historical sources and testimonies, it is highlighted that the humanistic model of the “_gentle giant_” not only promoted financial inclusion and democratization, inspired by the Monti di Pietà, and access to credit for working-class people and immigrants but also fostered a visionary role for the bank as a _trusted partner_ in social progress. This approach demonstrated that finance could be a tool for _community wealth_, uniting economic growth with human development. The legacy of this _humble banker_ confirms that corporate prosperity is not at odds with social justice and sustainable development. His “_moral_” banking philosophy, rooted in trust, humanity, and fraternity, represents a model for integrating economy and faith, rejecting individualism and promoting inclusivity and fraternity. La teneur d'un ouvrage philosophique dépend à la fois des thèses qui y sont déployées par son auteur et des références dont celui-ci se nourrit. Dans l'oeuvre de Gaston Bachelard, le système référentiel est tout particulièrement abondant : comme si le philosophe redoutait secrètement la vaticination, préférant étayer ses affirmations par des matériaux qu'il puise dans l'univers, pour ainsi dire illimité, de ses lectures. De fait, il n'a jamais caché avoir été un lecteur boulimique, insatiable. Ce faisant, il oublie de (...) dire que toute sa vie est aussi bien un acte d'écriture, dont la table d'existence, c'est-à-dire la table de travail, est le support fondamental. Écriture et lectures s'avèrent pour lui intimement liées. C'est bien pourquoi l'Index que nous proposons ici présente un intérêt majeur. Il dévoile de façon ordonnée l'abondance impressionnante d'une culture qui se met sans arrêt au service d'une pensée. En même temps il agit à la manière d'un spectrographe, qui révèle des zones privilégiées de références et de préoccupations. Dans le cas de Gaston Bachelard, le champ des affinités philosophiques est particulièrement révélateur : il s'y noue un réseau globalement cohérent de références récurrentes, qui apparaît en même temps sur un fond de désaffections implicites : c'est dire qu'il y a de grands absents dans le répertoire bachelardien. In this 2002 book, Anna Elisabetta Galeotti examines the most intractable problems which toleration encounters and argues that what is really at stake is not religious or moral disagreement but the unequal status of different social groups. Liberal theories of toleration fail to grasp this and consequently come up with normative solutions that are inadequate when confronted with controversial cases. Galeotti proposes, as an alternative, toleration as recognition, which addresses the problem of according equal respect to groups as (...) well as equal liberty to individuals. She offers an interpretation that is both a revision and an expansion of liberal theory, in which toleration constitutes an important component not only of a theory of justice, but also of the politics of identity. In this essay, I reconstruct tolerance as a moral virtue, by critically analysing its definition, circumstances, justification and limits. I argues that, despite its paradoxical appearance, tolerance qualifies as a virtue, by means of a restriction of its proper object to differences that are chosen. Since this excludes the most important and divisive differences of contemporary pluralism from the scope of the virtue of tolerance, the moral model of toleration cannot constitute the micro-foundation of the corresponding political practice. However, if (...) the political ideal of toleration must be founded on independent political reasons of justice, the moral model can bridge the gap between private morality and public reason, providing citizens with moral motives to supplement the political obligation to neutrality. The paper analyzes the two types of self-deception, usually labeled straight and twisted self-deception. In straight cases the self-deceptive belief coincides with the subject’s desire. In twisted cases, by contrast, the self-deceptive belief opposes the subject’s desire as in the example of Othello’s conviction of Desdemona’s infidelity. Are both these contrasting types of deceptive beliefs cases of SD? The argument of this paper shall answer this question in the positive, yet in different way from the unitary explanation of straight and (...) twisted SD proposed by Alfred Mele. The causal account of SD claims to provide a unitary and simple explanation for both straight and twisted SD, and considers such a unitary explanation as a specific virtue of the causal view. Within the same causal model, the difference between straight and twisted self-deception is explained by a difference in the motivational state that in twisted cases is dominated by emotions. The paper will critically examine this claim, and advance an alternative explanation based on a different view of self-deception where emotions play a role alongside wishes both in straight and in twisted case. This gives the book a unitary inspiration whose value is clear from the understanding and insights its chapters provide on important theoretical and practical issues such as the social dimension and impact of trust, the management (...) of information in bureaucratic settings, the role of political parties in constitutional evolution, inter-level rivalry and reassignments of powers in federal and unitary systems of government, the impact of ethnicity and nationalism on federal institutions or arrangements, and the response of governments and overarching institutions of globalization. The article replies to the five comments to Political Self-Deception, from the more philosophical and epistemic remarks to the more political and historical ones. In the end, it summarizes the main points of the book as suggested by the discussion with the five comments.

Self-deception, that is the distortion of reality against the available evidence and according to one's wishes, represents a distinctive component in the wide realm of political deception. It has received relatively little attention but is well worth examining for its explanatory and normative dimensions. In this book Anna Elisabetta Galeotti shows how self-deception can explain political occurrences where public deception intertwines with political failure - from bad decisions based on false beliefs, through the self-serving nature of those beliefs, to (...) the deception of the public as a by-product of a leader's self-deception. Her discussion uses close analysis of three well-known case studies: John F. Kennedy and the Cuba Crisis, Lyndon B. Johnson and the Gulf of Tonkin Resolution, and George W. Bush and the weapons of mass destruction. Her book will appeal to a range of readers in political philosophy, political theory, and international relations. (shrink)

If political fake news is a serious concern for democratic politics, no less worrisome is scientific news with patently distorted content. Prima facie, scientific misinformation partially escapes the definition of fake news provided by empirical and philosophical analysis, mainly patterned after political disinformation. Most notably, we aim to show that people are often unaware not only of disseminating, but also of producing false or misleading information. However, by leveraging the philosophical and psychological literature, we advance some reasons for keeping scientific (...) misinformation under the same umbrella, broadening the definition of fake news in order to account for it as well. In concluding, we shall advance some ideas on how to reform scientific communication, which may help to address the issue of scientific misinformation. (shrink)

This article aims to provide a critical map of toleration as it is displayed in contemporary democracy. It does so by presenting three conceptions of toleration to which current practices of toleration can be traced, and, precisely, these are the standard notion, the political conception based on the neutrality principle, and toleration as recognition. The author argues that the latter is the appropriate conception to address the politically relevant issues of toleration arising in pluralistic democracy, while the first is adequate (...) only for social relations. In order to illustrate this argument, she presents a case of a contested and never solved request for a place of worship by the Muslims of Vercelli which represents an example of a very restricted and minimal interpretation of the standard notion, labeled ‘disrespectful tolerance’. The case is meant to show that unacceptable forms of toleration are still practised, and that the standard notion, here interpreted in the most minimal and negative way, is inappropriate for democratic politics. Fábio Alves dos Santos (1954-2013) cursou Pedagogia, Ciências Sociais e Teologia, era Especialista em Filosofia da Religião (PUC Minas), Advogado (PUC Minas) e Mestre em Direito Constitucional (UFMG). Lecionou na PUC Minas como professor de Cultura Religiosa e depois como professor no Curso de Direito, atuando principalmente no Serviço de Assistência Judiciária – SAJ, especialmente cuidado de causas populares como as da ASMARE (Associação dos Catadores de Papel, Papelão e Material Reaproveitável de Belo Horizonte), da Pastoral de Rua, da Pastoral (...) Carcerária, de movimentos de “Sem Casa”, de ocupações e tantos outros grupos. Fábio sofria de grave problema de visão há mais de 15 anos. Quase ficou cego depois de diversas cirurgias de miopia. Isso, porém, não o impedia de seguir seu constante compromisso com as lutas populares. Na última entrevista que concedeu, menos de um mês antes de sua morte (19 de outubro de 2013), depois de duro sofrimento de quase dois anos, no tratamento de um câncer no pâncreas, conta um pouco de sua vida, sua luta e sua percepção de várias realidades, especialmente da Igreja e da pastoral. Militante formado na Teologia da Libertação, de profunda espiritualidade, marcada por traços da religiosidade popular nordestina e comprometida com a libertação, Fábio Alves também buscou em sua vida abrir-se à teologia do pluralismo religioso, especialmente com o Santo Daime, em cuja tradição religiosa chegou a ser “fardado”, mantendo uma profunda atitude espiritual aberta ao diálogo inter-religioso. Sua primeira publicação foi “Começo de mundo novo: sofrimento, luta e vitória dos posseiros de Santana dos Frades”, Sergipe, numa versão popular em 1981 e outra pela Editora Vozes (1990). Fruto de sua dissertação de mestrado, publicou o livro “Direito Agrário: política fundiária no Brasil (1995). Em 2001 saiu seu último livro, uma coletânea de artigos publicados em diversos jornais: “Em defesa da vida”. Num artigo em Horizonte (2004), juntamente com o advogado, amigo e colega Prof. Cristiano de Melo Bastos, discutiu “A prática jurídica na missão da PUC Minas”. Rainer Forst's Toleration in Conflict is a significant contribution to the important topic of toleration. Its critical survey of various arguments for and around toleration is thorough and rigorous. However, although Forst's argument for the respect concept of toleration is persuasive, the claim that this is a tolerant theory of toleration located at a higher level than other arguments is perhaps less so.

Focused on city-scale automation, and using self-driving cars (SDCs) as a case study, this article reflects on the role of AI—and in particular, computer vision systems used for mapping and navigation—as a catalyst for urban transformation. Urban research commonly presents AI and cities as having a one-way cause-and-effect relationship, giving undue weight to AI’s impact on cities and overlooking the role of cities in shaping AI. Working at the intersection of data science and social research, this paper aims to counter (...) this trend by exploring the reverse perspective: how do cities affect the development, and expose the present limits, of SDCs? The contribution of this paper is threefold. First, by comparing urban and nonurban environments and thoroughly examining the relationship between computer vision and city-specific sociality and form, it defines machine autonomy/automation as a function of the sociotechnical milieu in which an AI system operates. Second, and related, the paper problematizes the notion of SDCs as autonomous technologies and the role it plays in envisioning contending policy arrangements and technical solutions for achieving full driving automation. Finally, the article offers insight into a materialist and spatialized understanding of AI—namely, not as an abstract quality susceptible to replication within discrete machines, but rather as a distributed property emerging through embodied interactions among a multiplicity of agents (human, non-human, and technological) within/with their environments. We present a sound and complete Fitch-style natural deduction system for an S5 modal logic containing an actuality operator, a diagonal necessity operator, and a diagonal possibility operator. The logic is two-dimensional, where we evaluate sentences with respect to both an actual world (first dimension) and a world of evaluation (second dimension). The diagonal necessity operator behaves as a quantifier over every point on the diagonal between actual worlds and worlds of evaluation, while the diagonal possibility quantifies over some point (...) on the diagonal. Thus, they are just like the epistemic operators for apriority and its dual. We take this extension of Fitch’s familiar derivation system to be a very natural one, since the new rules and labeled lines hereby introduced preserve the structure of Fitch’s own rules for the modal case. People argue to reconcile differences of opinion, but reconciliation may fail to happen. In these cases, most theorists assume arguers are left with the same disagreement from which they started. This is too optimistic, since disagreement might instead escalate, and this may happen because of the argumentative practice, not in spite of it. These dangers depend on epistemological, pragmatic, and cultural factors, and show why arguers should be careful in picking their dialogical fights.

Why are enthymemes so frequent? Are we dumb arguers, smart rhetoricians, or parsimonious reasoners? This paper investigates systematic use of enthymemes, criticizing the application of the principle of charity to their interpretation. In contrast, I propose to analyze enthymematic argumentation in terms of parsimony, i.e. as a manifestation of the rational tendency to economize over scant resources. Consequences of this view on the current debate on enthymemes and on their rational reconstruction are discussed.

Enthymemes are traditionally defined as arguments in which some elements are left unstated. It is an empirical fact that enthymemes are both enormously frequent and appropriately understood in everyday argumentation. Why is it so? We outline an answer that dispenses with the so called "principle of charity", which is the standard notion underlying most works on enthymemes. In contrast, we suggest that a different force drives enthymematic argumentation—namely, parsimony, i.e. the tendency to optimize resource consumption, in light of the agent's (...) goals. On this view, the frequent use of enthymemes does not indicate sub-optimal performance of arguers, requiring appeals to charity for their redemption. On the contrary, it is seen as a highly adaptive argumentation strategy, given the need of everyday reasoners to optimize their cognitive resources. Considerations of parsimony also affect enthymeme reconstruction, i.e. the process by which the interpreter makes sense of the speaker's enthymemes. Far from being driven by any pro-social cooperative instinct, interpretative efforts are aimed at extracting valuable information at reasonable costs from available sources. Thus, there is a tension between parsimony and charity, insofar as the former is a non-social constraint for self-regulation of one's behaviour, whereas the latter implies a pro-social attitude. We will argue that some versions of charity are untenable for enthymeme interpretation, while others are compatible with the view defended here, but still require parsimony to expose the ultimate reasons upon which a presumption of fair treatment in enthymeme reconstruction is founded. Artificial Intelligence (AI) systems are ubiquitous. From social media timelines, video recommendations on YouTube, and the kinds of adverts we see online, AI, in a very real sense, filters the world we see. More than that, AI is being embedded in agent-like systems, which might prompt certain reactions from users. Specifically, we might find ourselves feeling frustrated if these systems do not meet our expectations. In normal situations, this might be fine, but with the ever increasing sophistication of AI-systems, this (...) might become a problem. While it seems unproblematic to realize that being angry at your car for breaking down is unfitting, can the same be said for AI-systems? In this paper, therefore, I will investigate the so-called “reactive attitudes”, and their important link to our responsibility practices. I then show how within this framework there exist exemption and excuse conditions, and test whether our adopting the “objective attitude” toward agential AI is justified. I argue that such an attitude is appropriate in the context of three distinct senses of responsibility (answerability, attributability, and accountability), and that, therefore, AI-systems do not undermine our responsibility ascriptions. The focus of this paper is the discussion between supporters of the intentional account of SD and supporters of the causal account. Between these two options the author argues that SD is the unintentional outcome of intentional steps taken by the agent. More precisely, she argues that SD is a complex mixture of things that we do and that happen to us; the outcome is however unintended by the subject, though it fulfils some of his practical, though short-term, goals. In (...) her account, SD is produced after a fashion similar to those beneficial social phenomena which serve some collective purpose, are the product of human action, but not of human design, such as money, language and many social conventions; and similarly SD can be accounted by invisible hand explanation. The paper will critically analyze both the intentional and the causal accounts, and then present the invisible hand explanation which avoids the most puzzling aspect of the intentional view, while keeping the distinctiveness of SD in the realm of motivated irrationality. A brief discussion of the issue of responsibility for SD will conclude the paper. (shrink)

This article thinks about the relation among identity, difference, and toleration in the context of political theory. It analyses the connections between ways of considering differences and corresponding views of toleration. It identifies the four different conceptions of toleration will: the view of tolerance as a moral virtue, tolerance as recognition, and two liberal views of toleration according to perfectionist and neutralist perspectives. The article suggests that the toleration as recognition view acknowledges differences as features of collective identity.
