ABSTRACT The article presents the federalist thought of Carlo Cattaneo, Giuseppe Ferrari and Alberto Mario and Gaetano Salvemini. Referring briefly to the recognised failures of the federal idea in Italy and the corresponding difficulties with its territorial puzzle’ as well, the author proposes to analyse their argumentation through the prism of their attempts to find a proper federal structure for this country. The article shows that despite their eagerness to make Italy perfectly compatible with its ‘natural’ diversity, they gave different (...) answers to the Italian federalist dilemma: whether to begin the whole process with the communes or with more subnational units or rather somewhat include both elements. As will be seen, it was perhaps Salvemini who outlined the most coherent and Cattanean conception that recognised again the necessity of local initiative. Yet, as will be also seen, his federalism, intertwine from the beginning with his concern about the Italian South, was not free from its own weaknesses. (shrink)

W artykule proponuje się dyskusję z tezami Philipa Pettita zawartymi w książce On the People’s Terms: A Republican Theory and Model of Democracy i artykule „Two Republican Traditions”. Skupiając się na tzw. tradycji włosko-atlantyckiej, Pettit wskazywał na kluczowe dla republikanizmu powiązania etosów sprzeciwu obywatelskiego (contestatory citizenry) i ustroju mieszanego (mixed constitution). Nie jest przypadkiem, że do tak pojętej tradycji republikańskiej Pettit nie zaliczył Jeana-Jacques’a Rousseau, uznanego raczej za prekursora komunitaryzmu. Trudno się jednak zgodzić z prezentowaną przez Pettita klasyfikacją tradycji republikańskiej (...) i — zwłaszcza — jego odczytaniem myśli Rousseau. Przede wszystkim to właśnie ta myśl ukazuje najlepiej, że republikanizm, uosabiający wszak ideę rządów obywatelskich, mógł przyswoić wartości ustroju mieszanego jedynie w sposób doraźny i warunkowy — jedynie dopóty, dopóki sprzyjały one ograniczeniu nieobywatelskich (niewybieralnych) czynników władzy. Trudno też przyjąć tezę Pettita, że zapoczątkowana przez Rousseau teoria zwierzchnictwa ludu musi podważać ideały kultury czujności obywatelskiej. (shrink)

ABSTRACTThe aim of the article is to analyse the most intellectually challenging conceptions of Polish political thought at the time of the Four Year Seym, specifically those of Stanisław Staszic and Hugo Kołłątaj, when viewed from the perspective of the dilemmas of the republicanism of the period. At its heart, it places the issue so provocatively put forward by Rousseau’s Considérations sur le gouvernement de Pologne, that of reforming a previously noble republic against the monarchical tendencies that prevailed in Europe. (...) The analysis shows that, indeed, in both reformers’ advocacy for the hereditary throne, having no other justification but geopolitical reasons, and especially in some Kołłątaj’s later proposals, one can find evidence of their doctrinal compromises. On the other hand, their argumentations revealed an extraordinarily modern approach that could pave the way for new promising prospects of Polish republicanism. Its value lay mainly in the fact that they combined the ideals of more passionate civic patriotism with those of an economically free and active society. At any rate, all their endeavours can confirm, especially when juxtaposed with those of their political adversaries, that that tradition was approaching perhaps one of its most challenging turning points. Critical commentaries on the burgeoning industry of sports betting have focused on either its potential (i) to promote problem gambling or (ii) to encourage betting-related corruption. In this paper we explore a third and distinct line of inquiry according to which sports betting is of considerable moral concern insofar as it undermines the ideals of sport by transforming the manner and modes in which spectators engage with and value sports. Technological, cultural and legal changes have led to greater integration between (...) many sporting leagues and gambling practices. Elite sport has long been commodified; however, we argue that such integration should be understood as a form of ‘hypercommodification’. By analysing sports betting as a form of hyper-commodification, we argue that it may promote objectionable instrumental modes of regard towards sport among individual spectators and fans. We also argue that increasing integration between sports and gambling practices may undermine the social conditions required to express appropriate modes of valuation towards sport. (shrink)

The most discussed and mysterious column within the Babylonian astronomy is columnΦ. It is closely connected to the lunar velocity and to the duration of the Saros. This paper presents new ideas for the development and interpretation of columnΦ. It combines the excellent Goal-Year method with old ideas and practices from the “schematic astronomy”. Inspired by the old “TU11” rule for prediction of times of lunar eclipses, it proposes that columnΦ, in a similar way, used the sum of the Lunar (...) Four to predict times of lunar eclipses as well as the duration of one, 6, and 12 months by means of what usually is called “R–S” schemes. It also explains fully the structure and development of such schemes, a fact that strongly supports the new interpretation of columnΦ. (shrink)

Nursing Inquiry 2011; 18: 359–368 Promoting the health of Europeans in a rapidly changing world: a historical study of the implementation of World Health Organisation policies by the Nursing and Midwifery Unit, European Regional Office, 1970–2003The World Health Organisation (WHO) was inaugurated in 1948. Formed in a period of post‐war devastation, WHO aimed to develop and meet goals that would rebuild the health of shattered populations. The historical study reported here examined the work of the (...) Nursing and Midwifery Unit (NMU) of WHO’s European Regional Office during the later part of the twentieth century. The study examined archive sources lodged at the NMU archive. The sources included manuscripts relating to important NMU initiatives, reports and papers published by WHO, and a range of secondary sources. The study identified three main driving forces in the work of the NMU of the European Regional Office of WHO. One of the strongest of these was a drive to develop and promote the nursing profession within the countries of the European Region. The second was the promulgation and implementation of the positive public health strategies of WHO, particularly its ‘38 Targets for Health for All by the Year 2000’. The third focussed on securing equity across the European continent and on promoting the development of the nursing professions in poorer and less‐developed countries. The study concludes that the nursing professions in European states grew in strength and influence, and that the health of populations improved throughout the continent between 1970 and 2003. It discusses the extent to which the role of the NMU in these advances may have been significant. (shrink)

Purpose: It has been argued in literature that culture has significant influence on the education implementation. While it is undeniable that education quality is the most important in the education implementation, many attempt to ensure quality assurance at all levels of education. Hence this Study investigates the culture approach in Quality assurance in Elementary School. Design: A Qualitative approach was applied in this study. Using explorative research with a naturalistic phenomenon exposure in Elementary school in Bangkalan city, Madura Island, East (...) Java Province, Indonesia. Data collection using in depth interview while data analysis using descriptive with deductive methods. Findings: Teachers showed a strategic approach with an integrated culture in quality assurance as the students’ good grade is the focus of the teaching. Support system in developing a more cultural, independent, self-reliant approach in teaching to achieve good quality in education is needed. Teachers perceive themselves doing well in their job, however teachers need close guidance and support when undertaking quality assurance assessment. (shrink)

This article describes a descriptive-qualitative method for analyzing and reviewing several textbooks for high school as samples commonly used by teachers and students in their teaching–learning to reveal possible misconceptions. This study focused on the subjects of quantum numbers and electronic configuration. From the advanced literature review to analyze the samples the occurrence of various misconceptions was noted. All textbooks described correctly the four symbols of quantum numbers, but none correlates correctly the magnetic-angular quantum number to the Cartesian labeled orbitals. (...) All textbooks consider mistakenly the meaning of aufbau as the building-up energy of orbitals by following (n + ℓ, n) rules on describing the electronic configuration for all atoms. Only one textbook states that the electronic configuration of transition metal atoms (3d series) can be described in the following order of shell (n), thus giving rise to two types of electronic configurations, [Ar] 3d 4s (Type I) beside [Ar] 4s 3d (Type II), leading further misconception. All textbooks described favorably an unpaired electron of ms = + ½ due to the specific agreement, which is a potential misconception in applying Hund’s rule. In drawing the diagram boxes of orbitals, they are arranged in increasing or decreasing the numeric mℓ, due to the specific agreement, and again leading to a potential misconception on describing the quantum number of electrons issued. Three textbooks introduced the terms of the last and the xth electron associated with the quantum numbers, leading to serious further misconceptions. No books stated that the ordering energy of the (n + ℓ, n) rule is true only for the first twenty atoms. (shrink)

On the issue of abortion, Ireland and Poland have been among the most conservative countries in Europe. Their legal and cultural approaches to this issue have been deeply influenced by the institution of the Catholic Church and its purported role as a defender of an authentic national identity. However, their political climates for abortion reform are increasingly divergent: Ireland has liberalised its abortion law substantially since 2018, while Poland is moving towards further criminalisation with the repeated introduction of restrictive laws (...) in parliament. Both have seen active pro-choice movements who mobilise for reform and widespread non-compliance with their restrictive abortion laws, but the policy impact of these trends varies significantly. What accounts for this difference? This article draws on comparative analysis of Ireland and Poland to assess their divergent trajectories on abortion reform, arguing that the most significant driver of change between the two is the disparity in influence of the Catholic Church on politics and policymaking. Amongst these,many veterinarians have suddenly had to dealwith organic herds in their home district, and,meeting examples of poor animal welfare, theyhave recently started to express some concerns.

This article presents a relatively straightforward theoretical framework about distributive justice with applications. It draws on a few key concepts of Sociological Game Theory. SGT is presented briefly in section 2. Section 3 provides a spectrum of distributive cases concerning principles of equality, differentiation among recipients according to performance or contribution, status or authority, or need. Two general types of social organization of distributive judgment are distinguished and judgment procedures or algorithms are modeled in each type of social organization. Section (...) 4 discusses briefly the larger moral landscapes of human judgment – how distribution may typically be combined with other value into consideration. The article suggests that Rawls, Elster, and Machado point in this direction. Finally, it is suggested that the SGT framework presented provides a useful point of departure to systematically link it and compare the Warsaw School of Fair Division, Rawls, and Elster, among others. An interdisciplinary approach was used to analyse multicomplex issues of the Covid-19 crisis, demonstrated also by the Economics of innovation. The Economics of innovation is useful when analysing a unique feedback of megatrends and the emergence of liminal crisis innovations. The purpose of this paper is, in spite of many statements to the contrary, to prove that innovative activity may serve as the key to unlocking a post-crisis economic development. Analyses presented in the paper are based on the Polish and (...) foreign literature on the subject, reports on research conducted in many research centres and the author’s own observation at the Social Innovation Council. Three research themes are signalled: 1) the reality of the crisis in the aspect of Covid-19 pandemic and other crises in the literature studies and in practice; 2) innovation as the driving force for recovering from the Covid-19 crisis; 3) Coronavirus support: the activity of the state and social expectations. Conclusions and recommendations contained in this paper are, to a large extent, based on hermeneutics; they also stem from statistical data analyses and own research. (shrink)

We demonstrate “economies of experience” in eye-movement patterns—that is, optimization of eye-movement patterns aimed at more efficient and less costly visual processing, similar to the priming-induced formation of sparser cortical representations or reduced reaction times. Participants looked at Mooney-type, degraded stimuli that were difficult to recognize without prior experience, but easily recognizable after exposure to their undegraded versions. As predicted, eye-movement dispersion, velocity, and the number of fixations decreased with each stimulus presentation. Further analyses showed that this effect was contingent (...) on recognition, and the selection of information from the stimulus could be informed by the identity of the presented object. Finally, our study demonstrates that after exposure to the undegraded version of the stimulus, eye-movement patterns associated with its degraded and undegraded versions become more similar. This suggests that eye-movement patterns can evolve to facilitate the optimal processing of a given stimulus via experience-driven perceptual learning. (shrink)

While relations of indiscernibility and their logics have been frequently studied, the situation in the case of relations which distinguish objects is much less clear.
