This paper builds on previous work that investigated anticancer drugs as ‘informed materials’, i.e., substances that undergo an informational enrichment that situates them in a dense relational web of qualifications and measurements generated by clinical experiments and clinical trials. The paper analyzes the recent transformation of anticancer drugs from ‘informed’ to ‘informing material’. Briefly put: in the post-genomic era, anti-cancer drugs have become instruments for the production of new biological, pathological, and therapeutic insights into the underlying etiology and evolution of (...) cancer. Genomic platforms characterize individual patients’ tumors based on their mutational landscapes. As part of this new approach, drugs targeting specific mutations transcend informational enrichment to become tools for informing their targets, while also problematizing the very notion of a ‘target’. In other words, they have become tools for the exploration of cancer pathways and mechanisms. While several studies in the philosophy and history of biomedicine have called attention to the heuristic relevance and experimental use of drugs, few have investigated concrete instances of this role of drugs in clinical research. Cet article commence par examiner trois justifications épistémiques de la démocratie, proposées par José Luis Martí, David Estlund et Hélène Landemore. Tous trois cherchent à montrer en quoi la démocratie possède une tendance à engendrer des décisions correctes, mais font face au risque de légitimer une organisation technocratique du politique, en contradiction avec le principe d’égalité politique. Ils estiment donc que l’argument épistémique ne peut pas suffire à justifier des institutions démocratiques. Cependant, si l’on comprend la valeur «épistémique» d’une décision (...) politique à la fois d’un point de vue factuel et normatif, c’est-à-dire qu’on considère à la fois sa rationalité et son impartialité, une justification épistémique de la démocratie beaucoup plus robuste émerge. In the organelles of plants and mammals, recent evidence suggests that genomic instability stems in large part from template switching events taking place during DNA replication. Although more than one mechanism may be responsible for this, some similarities exist between the different proposed models. These can be separated into two main categories, depending on whether they involve a single‐strand‐switching or a reciprocal‐strand‐switching event. Single‐strand‐switching events lead to intermediates containing Y junctions, whereas reciprocal‐strand‐switching creates Holliday junctions. Common features in all the (...) described models include replication stress, fork stalling and the presence of inverted repeats, but no single element appears to be required in all cases. We review the field, and examine the ideas that several mechanisms may take place in any given genome, and that the presence of palindromes or inverted repeats in certain regions may favor specific rearrangements. ABSTRACTMany rich countries are witnessing the rise of xenophobic political parties. The opposition to immigration and global redistributive policies is high. How can we pursue global justice in such non-ideal circumstances? Whatever the way we want to pursue global justice, it seems that a change in the political ethos of citizens from rich countries will be necessary. They must come to internalize some genuine concern for foreigners and relativize national identities. Can education contribute to the promotion of such cosmopolitan ethos? (...) An overtly cosmopolitan educational agenda is not likely to be endorsed in these societies where national ties and national priority may be considered fully legitimate by the majority. Nevertheless, this paper argues, some more achievable educational aims may have desirable cosmopolitan spillover effects although it is not their primary purpose. Decentration, empathy, critical thinking, understanding of social reality and social mix can be defended as necessary for a better domestic society. Yet these aims also make the widespread development of a cosmopolitan ethos more likely. This paper thus considers the arguments that can be made for these educational aims and their potential effects on citizens’ attitudes towards foreigners. Then, it discusses a possible tension with another aspect of national civic education: national integration. (shrink)

Todestags des Baron de La Brède et de Montesquieu veranstaltete die Berlin-Brandenburgische Akademie der Wissenschaften ein Symposion, das auf die Aktualität seines Oeuvres abzielte. Namhafte französische und deutsche Sozial- und GeisteswissenschaftlerInnen diskutierten Potenzen und Grenzen des Operierens mit den Ideen dieses "philosophe" des 18. Jahrhunderts. Montesquieus Vorstellungen von der Teilung der Gewalten, vom Imperium, vom Verhältnis von Individuum und Gemeinschaft, seine Überzeugung von der Bedingtheit sozialer durch natürliche Phänomene oder die Annahme einer notwendigen Relation zwischen politischen Institutionen (...) und der Kultur einer Gesellschaft wurden analysiert unter der Perspektive, wie sich damit Fragen beantworten lassen, vor denen die modernen Gesellschaften heute stehen. Einen besonderen Schwerpunkt bildeten die "Lettres persanes". Ging es zum einen um die Modellwirkung von Montesquieus Bestseller für das Genre des Brief- und Reiseromans, so verfaßten Berliner und Pariser Schüler "Lettres Berlinoises sur la France", in denen sie wechselseitige Vorurteile von Deutschen und Franzosen erörterten. Ergänzt wird der Band durch Dokumente, die Montesquieus Beziehungen zur Académie Royale des Sciences et Belles-Lettres bezeugen, wie z.B. sein Briefwechsel mit dem Akademiepräsidenten Maupertuis oder auch dessen Gedenkrede auf Montesquieu. Beigefügt ist dem Band eine neue deutsche Übersetzung der für die Imperien-Thematik zentralen "Réflexions sur la monarchie universelle en Europe". (shrink)

After the publication in 1809 of On the Essence of Human Freedom, Schelling worked for several years on the near unrealizable project of the Ages of the World. In both these works, the creation of a narrative accounts for the anxiety associated with the birth of the Absolute out of itself. After a discussion of the eternal life of the Absolute, characterized by its ongoing anxious longing toward being, I investigate the narrative dimension of these works and consider the role (...) played by anxiety and anthropomorphism. In this final edition of his classic study of St. Thomas Aquinas, Etienne Gilson presents the sweeping range and organic unity of Thomistic philosophical thought. The philosophical thinking of Aquinas is the result of reason being challenged to relate to many theological conceptions of the Christian tradition. Gilson carefully reviews how Aquinas grapples with the relation itself of faith and reason and continuing through the existence and nature of God and His creation, the world and its creatures, especially human (...) beings with their power of intellect, will, and moral life. He concludes this study by discussing the life of people in society, along with their purpose and final destiny. Gilson demonstrates that Aquinas drew from a wide spectrum of sources in the development of his thought-from the speculations of the ancient Greeks such as Aristotle, to the Arabic and Jewish philosophers of his time, as well as from Christian writers and scripture. Etienne Balibar, one of the foremost living French philosophers, builds on his landmark work 'Spinoza and Politics' with this exploration of Spinoza's ontology. Balibar situates Spinoza in relation to the major figures of Marx and Freud as a precursor to the more recent French thinker Gilbert Simondon's concept of the transindividual. Presenting a crucial development in his thought, Balibar takes the concept of transindividuality beyond Spinoza to show it at work at both the individual and the collective level.

Western European liberal democracies have recently enacted laws that prohibit the diffusion of fake news on social media. Yet, many consider that such laws are incompatible with freedom of expression. In this paper, I argue that democratic governments have strong pro tanto reasons to prohibit fake news, and that doing so is compatible with free speech. First, I show that fake news disrupts a mutually beneficial form of epistemic dependence in which members of the public are engaged with journalists. Second, (...) I contend that laws against fake news enhance rather than thwart personal autonomy. If these suggestions are plausible, then the same considerations about truth and autonomy that underpin the value of free speech give us reasons to prohibit fake news. (shrink)

First published in French in 2010, _Equaliberty_ brings together essays by Étienne Balibar, one of the preeminent political theorists of our time. The book is organized around _equaliberty_, a term coined by Balibar to connote the tension between the two ideals of modern democracy: equality and liberty. He finds the tension between these different kinds of rights to be ingrained in the constitution of the modern nation-state and the contemporary welfare state. At the same time, he seeks to keep rights (...) discourse open, eschewing natural entitlements in favor of a deterritorialized citizenship that could be expanded and invented anew in the age of globalization. Deeply engaged with other thinkers, including Arendt, Rancière, and Laclau, he posits a theory of the polity based on social relations. Attempts to influence people’s beliefs through misinformation have a long history. In the age of social media, however, there is a growing fear that the circulation of false or misleading claims will be more impactful than ever now that sophisticated technological means are available to those who desire to spread them. Should democratic societies worry about misinformation? If so, is it possible and desirable for them to control its spread by regulating it? This chapter offers an answer to these questions. (...) First, I propose a definition of misinformation and explain how it proliferates in online contexts. Second, I consider four reasons to worry about misinformation by discussing its likely impact on people’s political opinions, emotions, physical safety and personal autonomy. Third, I assess three strategies for regulating misinformation—individual self-regulation, platform-based innovations and governmental action—and suggest that the most effective ones are those that spare human agents from having to successively review individual pieces of content. If citizens are to make enlightened collective decisions, they need to rely on true factual beliefs, but misinformation impairs their ability to do so. Although some cases of misinformation are deliberate and amount to propaganda, cases of inadvertent misinformation are just as problematic in affecting the beliefs and behavior of democratic citizens. A review of empirical evidence suggests that this is a serious problem that cannot entirely be corrected by means of deliberation.

In a recent contribution to conceptual ethics, Joshua Habgood-Coote argues that philosophers should refrain from using the term “fake news,” which is commonly employed in public discussions focusing on the epistemic health of democracies. In this short discussion note, I take issue with this claim, discussing each of the three arguments advanced by Coote to support the conclusion that we should abandon this concept. First, I contend that although “fake news” is a contested concept, there is significant agreement among contemporary (...) philosophers about its key feature. Second, I argue against the claim that “fake news” is an unnecessary concept by underlying that it is not reducible to other terms we customarily use to describe the epistemic dysfunctions of democracies. Lastly, I suggest that using the term “fake news” need not serve propagandistic aims, and that philosophers can use this concept without engaging in epistemic policing, that is, commanding their interlocutors not to believe specific news stories or sources. By distinguishing between aesthetics, which promotes art as a form of knowledge, and philosophy, which focuses on the presence of the artist's own talent or genius, Gilson maintains that art belongs to a different category entirely, the category of "making." Gilson's intellectually stimulating meditation on the relation of beauty and art is indispensable to philosophers and artists alike.

Je suis celui qui suis : tel est le Nom de Dieu révélé par le livre de l'Exode. " Dieu est Amour " affirme par ailleurs saint Jean. Comment concilier l'Etre suprême et la Miséricorde infinie, la transcendance du Dieu de Moïse et sa proximité en Jésus-Christ? Telle est la question abordée par Etienne Gilson dans ce livre méconnu, réédité pour la première fois depuis sa parution à Montréal, en 1947. Prenant appui notamment sur les Confessions, les Sermons 6 (...) et 7, le Traité 38 sur Jean, ainsi que le Commentaire du Psaume 51, Etienne Gilson montre que pour saint Augustin, Dieu n'est pas " que " l'Etre pur, subsistant comme intouchable : Il est encore le " Dieu d'Abraham, d'Isaac et de Jacob ", comme le révèle également le récit de l'Exode, le Dieu qui Est, mais " qui est avec toi ". En Dieu, le nom de la substance et le nom de la miséricorde coïncident. Ce n'est plus seulement la tradition aristotélicienne qui voit son entreprise philosophique confirmée, mais aussi la voie platonicienne, pour laquelle Dieu est le Bien. Etre et Bien que saint Augustin voit réunis dans une Personne : le Verbe divin ; dans un Nom : Jésus-Christ. Deux textes de saint Augustin viennent compléter cet essai d'Etienne Gilson : la Lettre 18, traduite par Marie-Anne Vannier, et le sermon Contre les païens, retrouvé par François Dolbeau en 1990 à Mayence, traduit ici pour la première fois en français par Eric Rebillard, chercheur au CNRS. In this contribution, Balibar follows his seminal 1993 work applying the notion of the transindividual to Spinoza’s work, to produce a broader history of thinking the transindividual that brings both Karl Marx and Sigmund Freud into relation with Spinoza, devoting a section to each of these thinkers. Balibar positions the notion of the transindividual, here, as a solution to the opposing ontological errors of philosophical individualism that fails to attend to the social constitution of the individual, and the social organicism (...) that reduces the individual to the effect of larger forces. For Balibar, following Gilbert Simondon, the individual is to be understood as always already extending beyond themselves. (shrink)

Kant’s discussion of the highest good is subject to continuous disagreement between the proponents of two interpretations of this concept. According to the secular interpretation, Kant conceived of the highest good as a political ideal which can be realized through human agency alone, albeit only from the Critique of the Power of Judgement onwards. By way of contrast, proponents of the theological interpretation find Kant’s treatment of the highest good in his later works to be wholly coherent with the discussions (...) of this concept found in the second Critique. In their view, however, Kant never conceived of the highest good as a political ideal, and some go as far as to argue that it is the work of God alone. In this article, I defend a theologico-political account of the highest good that avoids the pitfalls of both readings. (shrink)
