The tension between economic policy and health policy is a longstanding dilemma, but one that was brought to the fore with the World Trade Organization’s Trade-Related Aspects of Intellectual Property Rights Agreement in 1994. The pharmaceutical industry has long argued that intellectual property protection is vital for innovation. At the same time, there are those who counter that strong IPP negatively impacts the affordability and availability of essential medicines in developing countries. However, actors on both sides of the debate were (...) in agreement that something needed to be done to address the HIV/AIDS crisis, especially in developing countries. In response to sustained and significant pressure from civil society groups, members of the World Trade Organization agreed to the Declaration on the TRIPS Agreement and Public Health in 2001. The Declaration clarified that countries unable to manufacture the needed pharmaceuticals could obtain more affordable generics elsewhere if necessary. (shrink)

I argue that in order to solve the main difficulties confronted by the classical versions of the causal theory of action, it is necessary no just to make room for intentions, considered as irreducible to complexes of beliefs and desires, but also to distinguish among several types of intentions. I present a three-tiered theory of intentions that distinguishes among future-directed intentions, present-directed intentions and motor intentions. I characterize each kind of intention in terms of its functions, its type of content, (...) its dynamics and the rationality and time constraints that bear on it. I argue that we can reconcile two seemingly incompatible traditions for thinking about concepts. On the one hand, many cognitive scientists assume that the systematic redeployment of representational abilities suffices for having concepts. On the other hand, a long philosophical tradition maintains that language is necessary for genuinely conceptual thought. I argue that on a theoretically useful and empirically plausible concept of 'concept', it is necessary and sufficient for conceptual thought that a thinker be able to entertain many of the (...) potential thoughts produced by recombining her representational abilities apart from a direct confrontation with the states of affairs being represented. Cloth, $168.00.As Defender of the Faith, René Descartes wrote his Meditations to fulfill the request of the Fifth Lateran Council in 1513 (...) "to support with rational demonstrations the Church's teaching on the immortality of the soul" (28). This allowed him to dedicate the Meditations to the Faculty of Theology at the Sorbonne in hopes of obtaining their approbation. The Faculty remained silent, but Descartes could interpret this as consent, although he removed from later editions the notice of approbation. What the Council asked for were demonstrations of the immortality of the soul and of the substantial union of the soul with the body.Mersenne thought the Meditiations were going to provide these demonstrations, so he included in the title of the first edition the promise to demonstrate the immortality of the soul, but in later editions Descartes changed this to a promise to demonstrate the distinction between the human soul and the body, or that the soul is an independent substance that is not destroyed by the death of the body, and so can be immortal. Independent substancehood does not prove that the soul is immortal, however, for Descartes agreed that God can destroy the soul at any time. This conclusion greatly bothered Mersenne and Arnauld. As for the absolute separation of the soul from the body, Descartes was criticized for supporting the Platonic doctrine of their absolute separation, making it impossible to demonstrate that the union between soul and body is substantial and not accidental. And "the central Christian doctrines of the Creation, Incarnation, Redemption, and Resurrection required a union of body and soul much more intimate than that of agent and instrument" (310). But all that Descartes's proof supports is the Platonic model of a sailor piloting a ship. Never mind that Descartes adamantly denies that the soul sits in the body thus—for the soul in union with the body feels the body as the sailor does not feel the ship—his friends and foes alike saw that the absolute difference of soul and body made their substantial union inexplicable. It also goes against the Aristotelian view of the Council of Vienne in 1311-1312 that "defined the rational soul as the forma corporis" (310). It is exactly this view that Descartes opposed by eliminating substantial forms from his philosophy.Arnauld warned Descartes about these problems, while Gassendi, Hobbes, and others attacked him. In response, Descartes expanded his views without altering them, and complained about being misunderstood. The Jesuit Father Bourdin's attacks hurt him most, for as he told Mersenne, this made him think that all the Jesuits (they stick together) were against him. This, Fowler argues, is why Descartes dedicated the Meditations to the Faculty of the Sorbonne, and not to the Jesuits.Fowler carefully presents the entire sweep of Descartes's ideas and arguments concerning the immortality of the soul and its union with the body. Our ordinary and theoretical talk are rife with “framing devices”: expressions that function, not just to communicate factual information, but to suggest an intuitive way of thinking about their subjects. Framing devices can also play an important role in individual cognition, as slogans, precepts, and models that guide inquiry, explanation, and memory. At the same time, however, framing devices are double-edged swords. Communicatively, they can mold our minds into a shared pattern, even when we would rather resist. Cognitively, the intuitive (...) power of a frame can blind us both to known features that don’t fit easily within the frame, and also to “unknown unknowns” we have not yet encountered. Thus, perhaps Locke is right to disavow such “eloquent inventions” as “perfect cheats” that “insinuate wrong ideas, move the passions, and thereby mislead the judgment.” Against this, I argue that while the metaphor of double-edged swords is indeed apt, this is because frames are tools for thought. Like any tool, they can be used well or badly; but they do not fall outside the realm of rationality altogether. I describe how framing devices express open-ended perspectives, which produce structured intuitive characterizations of particular subjects. I argue that frames can make effective, distinctive epistemic contributions in the course of inquiry, and that the cognitive structures that frames produce can contribute to, and constitute, epistemic achievements in their own right, even in highly idealized circumstances at the nominal end of inquiry. Throughout, I focus especially on scientific understanding, because it serves as a paradigm case of rational inquiry, from which frames and perspectives are most likely to be excluded. (shrink)

This paper has two main aims. The first is to examine our normative relations to artworks and cultural artefacts threatened by damage or destruction. The second aim is to develop an argument for the notion of aesthetic obligation, offering an alternative model of explanation of our normative relations to artworks and cultural artefacts which relies neither exclusively on the object of appreciation (‘object-oriented approach’) nor on the appreciating subject (‘subject-oriented approach’). Instead, an aesthetic obligation is held to be directed primarily (...) towards the community which appreciates the object on the grounds of its aesthetic value. That which unites an aesthetic community is the practice of valuing an object for its aesthetic character. The notion of aesthetic obligation thus relies both on the community of subjects which holds an object in high aesthetic regard and that same object’s aesthetic value. (shrink)

Current models of delusion converge in proposing that delusional beliefs are based on unusual experiences of various kinds. Identity labels like “woman”, “Black,” “mother,” and “evangelical” are pervasive in both political and personal life, and in both formal and informal classification and communication. They are also widely thought to undermine agency by essentializing groups, flattening individual distinctiveness, and enforcing discrimination. While we take these worries to be well-founded, we argue that they result from a particular practice of using labels to rigidly label others. We identify an alternative practice of playful self-labelling, and argue that it can function as (...) a tool for combating oppression by expressing and enhancing individual and collective agency. In this paper, I explain why people seeking to flourish together fairly in the im- perfect world we share today ought to support a universal carbon tax with no exception for international aviation. The argument proceeds in four steps. First, I provide a free-standing analysis of emissions behavior at the individual moral level. Second, I offer a picture of ideal and non-ideal coordination based mostly on Kantian social contract theory. Third, I argue that in a non-ideal context, moral signals about (...) right relation offer a coordinating fulcrum around which meaningful if only partly coordinated action is possible. Fourth, I apply these conclusions to the case of aviation exceptionalism, focusing especially on instances of incomplete, overlapping, partly coordinated climate actions. I conclude that these arguments together amount to a case for reversing the Chicago Convention and applying a universal carbon tax that does not exclude international flights, ending aviation exceptionalism. This paper defends a ‘noetic’ conception of aesthetic experience whereby such experience is best conceived as a kind of explorative thought process. Although not directly aimed at acquiring knowledge, this process often leads to an enhanced understanding or improved epistemic grasp of the object of appreciation itself and the world. On this conception, aesthetic value acts as an invitation to engage in a series of contemplative and reflective processes during which we rely not only on the perceptual, imaginative, and affective (...) abilities which have occupied such a central role in aesthetic theory, but also on our capacities for sense-making, problem-solving and theory-building. Cases of intelligible beauty or aesthetic value should thus lie at the heart of accounts of aesthetic experience. (shrink)

Here we identify approximately 40,000 healthy human volunteers who were intentionally exposed to infectious pathogens in clinical research studies dating from late World War II to the early 2000s. Microbial challenge experiments continue today under contemporary human subject research requirements. In fact, we estimated 4,000 additional volunteers who were experimentally infected between 2010 and the present day. We examine the risks and benefits of these experiments and present areas for improvement in protections of participants with respect to safety. These are (...) the absence of maximum limits to risk and the potential for institutional review boards to include questionable benefits to subjects and society when weighing the risks and benefits of research protocols. The lack of a duty of medical care by physician–investigators to research subjects is likewise of concern. The transparency of microbial challenge experiments and the safety concerns raised in this work may stimulate further dialogue on the risks to participants of human experimentation. (shrink)

This article gives a broad sense of existing debate about Global Citizenship Education to help situate and contextualize a novel case study. Scholars for Syria originated at a small university in southern Indiana. This grassroots response to the turmoil in Syria bridges the gap between a seemingly distant crisis and a midwestern city in the United States. The unique pedagogical and curricular dimensions of the case study work as a helpful framing device for facilitating exploration of debates about the shape (...) of GCE, as well as providing new ways in which to imagine GCE curriculum, pedagogy, and embedding ethics into wider university initiatives. Holophobia can be defined as the 'neurotic' fear that semantic holism, if not instantly extirpated by the most radical means, might be a deadly threat to intentional realism. I contend that Fodor exaggerates the threat that meaning holism poses to intentional realism and to a viable account of narrow content in terms of conceptual roles. He particular, he overestimates the relevance for intentional psychology of Quine's demonstration that a substantial analytic/synthetic distinction is out of reach.I argue that all that is (...) needed to defeat the more radical varieties of meaning holism is a weaker distinction than the full-blown and allegedly inexistent analytic/synthetic distinction - namely, a distinction between what is treated as if it were analytic by a cognitive system and what is treated as if it were synthetic. My main thesis is this paper is that, although Dretske's distinction between simple perception and cognitive perception constitutes an important milestone in contemporary theorizing on perception, it remains too coarse to account for a number of phenomena that do not seem to fall squarely on either side of the divide. I argue that what is needed in order to give a more accurate account of perceptual phenomena is not a twofold distinction of the kind advocated by Dretske but a threefold (...) distinction allowing for an intermediate level of perceptual content that is structured and yet non-conceptual. In the first section, I discuss Dretske's distinction between sensory perception and cognitive perception as well as a number of attendant notions. In section 2, two sets of phenomena that seem neither to constitute instances of sensory perception nor instances of cognitive perception as defined by Dretske are presented. I argue that they are evidence in favor of the existence of an intermediate level of perception. In section 3, I defend the view that this intermediate level of content is a level of structured non-conceptual perceptual content and I attempt to provide criteria for distinguishing among the three levels of content. Girls have much lower mathematics self-efficacy than boys, a likely contributor to the underrepresentation of women in STEM. To help explain this gender confidence gap, we examined predictors of mathematics self-efficacy in a sample of 1,007 9th graders aged 13–18 years (54.2% girls). Participants completed a standardized math test, after which they rated three indices of mastery: an affective component (state self-esteem), a meta-cognitive component (self-enhancement), and their prior math grade. Despite having similar grades, girls reported lower mathematics self-efficacy and (...) state self-esteem, and were less likely than boys to self-enhance in terms of performance. Multilevel multiple-group regression analyses showed that the affective mastery component explained girls’ self-efficacy while cognitive self-enhancement explained boys’. Yet, a chi-square test showed that both constructs were equally relevant in the prediction of girls’ and boys’ self-efficacy. Measures of interpersonal sources of self-efficacy were not predictive of self-efficacy after taking the other dimensions into account. Results suggest that boys are advantaged in their development of mathematics self-efficacy beliefs, partly due to more positive feelings and more cognitive self-enhancement following test situations. Dual Use Research of Concern (DURC) has been well analyzed regarding the life sciences. This article explores the topic of younger fields of medical research and their potential for misuse, especially in the military context. The areas of research considered are artificial intelligence, neurotechnology, and neuroenhancement. Each of these areas have brought forward highly promising new research. However, in light of the current armed conflicts in Europe and in the Middle East, there is a need to consider what the potential (...) harmful consequences of medical research are. Using the example of war, this article demonstrates various instances of how current medical research could be—or is being—misused and discusses various possible solutions to the dual use dilemma. The main finding is that there needs to be a more concise and international effort to prevent the misuse of research. The raising of awareness in the general medical research community for the topic of DURC is one of the simplest steps that should be undertaken in order to ensure the non-maleficence of global research. Additionally, considering the potentially far-reaching consequences of DURC, it is time to consider the introduction of a new intergovernmental agency to monitor research and establish safeguards in order to cover all fields of research. A more recent tradition, based in cognitive science, maintains that any creature who can systematically recombine its representational capacities thereby deploys concepts. But this makes conceptual thought implausibly widespread. I argue for a middle ground: it is sufficient for conceptual thought that one be able to entertain many of the thoughts produced by recombining one’s representational capacities, so (...) long as one can do this apart from a direct confrontation with the represented states of affairs. Endometriosis, a chronic inflammatory condition affecting 10% of biological women, is widely understudied and particularly overlooked in later life. Discussions surrounding endometriosis predominantly centre on medical gender bias during reproductive years, with limited attention to intersecting factors of discrimination and the impact of ageism on affected individuals. As endometriosis is framed as a disease of reproductive age, research is lacking when it comes to the effects of the illness on the older population. Symptoms in (post)menopausal individuals are frequently misattributed to (...) other ailments due to ageist and sexist preconceptions, leading to prolonged diagnoses and mistreatment. This is a social justice issue in which age and sex contribute to the discrimination of a certain population – namely older biological women living with endometriosis. In this paper, we approach this issue from the perspective of epistemic justice. The experiences of the affected persons are shaped by a lack of knowledge about endometriosis among both the healthcare personal and the affected person, as well as a lack of acknowledgement and consideration of the persons experiences. Using the lens of epistemic justice, we develop an analytical model to understand the intersection of age and gender in the experiences of endometriosis patients. This article contributes to ongoing debates on epistemic injustice and intersectionality within medicine and healthcare, offering an analytical model that connects the critical approaches of epistemic injustice and intersectionality to address health injustice. Ultimately, this work advocates for a comprehensive, lifespan approach to endometriosis that acknowledges and addresses intersecting forms of discrimination. (shrink)

The claim that perception and action are commonly coded because they are indistinguishable at the distal level is crucial for theories of cognition. However, the consequences of this claim run deep, and the Theory of Event Coding (TEC) is not up to the challenge it poses. We illustrate why through a brief review of the evidence that led to the motor theory of speech perception.
