Driven by technological innovations, newborn screening (NBS) panels have been expanded and the development of genomic NBS pilot programs is rapidly progressing. Decisions on disease selection for NBS are still based on the Wilson and Jungner (WJ) criteria published in 1968. Despite this uniform reference, interpretation of the WJ criteria and actual disease selection for NBS programs are highly variable. A systematic literature search [PubMED search “Wilson” AND “Jungner”; last search 16.07.22] was performed to evaluate the applicability of the WJ (...) criteria for current and future NBS programs and the need for adaptation. By at least two reviewers, 105 publications (systematic literature search, N = 77; manual search, N = 28) were screened for relevant content and, finally, 38 publications were evaluated. Limited by the study design of qualitative text analysis, no statistical evaluation was performed, but a structured collection of reported aspects of criticism and proposed improvements was instead collated. This revealed a set of general limitations of the WJ criteria, such as imprecise terminology, lack of measurability and objectivity, missing pediatric focus, and absent guidance on program management. Furthermore, it unraveled specific aspects of criticism on clinical, diagnostic, therapeutic, and economical aspects. A major obstacle was found to be the incompletely understood natural history and phenotypic diversity of rare diseases prior to NBS implementation, resulting in uncertainty about case definition, risk stratification, and indications for treatment. This gap could be closed through the systematic collection and evaluation of real-world evidence on the quality, safety, and (cost-)effectiveness of NBS, as well as the long-term benefits experienced by screened individuals. An integrated NBS public health program that is designed to continuously learn would fulfil these requirements, and a multi-dimensional framework for future NBS programs integrating medical, ethical, legal, and societal perspectives is overdue. Most of the Latin American population, including in places like Mexico and Brazil, is becoming extremely poor, slipping in the last ten years from poverty to extreme poverty. Native communities are in this condition: to live only to survive, lacking any opportunity to improve or at least meet their basics needs of food and shelter. I practiced P4C in the multicultural community of Juchitán, Oaxaca, to find if P4C overcame the limitations of extreme poverty, respecting the cultural diversity while obtaining (...) positive results. We define proof nets for cyclic multiplicative linear logic as edge bi-coloured graphs. Our characterization is purely graph theoretical and works without further complication for proof nets with cuts, which are usually harder to handle in the non-commutative case. This also provides a new characterization of the proof nets for the Lambek calculus (with the empty sequence) which simply are a restriction on the formulas to be considered (which are asked to be intuitionistic).

The most enigmatic feature of polytene chromosomes is their banding pattern, the genetic organization of which has been a very attractive puzzle for many years. Recent genome‐wide protein mapping efforts have produced a wealth of data for the chromosome proteins of Drosophila cells. Based on their specific protein composition, the chromosomes comprise two types of bands, as well as interbands. These differ in terms of time of replication and specific types of proteins. The interbands are characterized by their association with (...) “active” chromatin proteins, nucleosome remodeling, and origin recognition complexes, and so they have three functions: acting as binding sites for RNA pol II, initiation of replication and nucleosome remodeling of short fragments of DNA. The borders and organization of the same band and interband regions are largely identical, irrespective of the cell type studied. The article links community resilience – the resilience of the political community, with the process of public policy-making. In the argumentation, the study investigates the formation of community resilience and the importance of individual attitudes, compared to the individualism-collectivism scale. The sample research is conducted among 669 respondents in Bulgaria, aged 15 to 77 years old (M=29.3; SD=13.39). The applied methodology is based on the New Ecological Paradigm (NEP) to measure people’s environmental attitudes, and the Ecological Consumer Behaviour Scale to (...) measure eco-anxiety and pro-environmental behavioural intentions. Empirical study measures self-efficacy, Big Five personality traits, and values orientations. The results confirm that there were gender differences on the NEP scale, including that women show higher environmental attitudes. The research findings provide explanations how human values were positively related to one’s awareness of the environmental crisis. Finally, neuroticism correlated positively with realising the limit to growth. Therefore, it is important, that the design and the implementation of public policies and educational programs, consider various psychological aspects of individual human behaviour. This approach may have key implications for engaging in future sustainable behaviour and increasing the degree of resilience. (shrink)

This paper presents two projects concerned with the application of natural language processing technology for improving communication between Public Administration and citizens. The first project, GIST,is concerned with automatic multilingual generation of instructional texts for form-filling. The second project, TAMIC, aims at providing an interface for interactive access to information, centered on natural language processing and supposed to be used by the clerk but with the active participation of the citizen.

This book is an excellent and accessible overview of the position that children learn the meanings of words by applying a variety of nonlinguistic cognitive tools to the problem. We take issue with Bloom's emphasis on Theory of Mind as an explanatory mechanism for language learning; and with his claim that only unitary objects are nameable.

It has been demonstrated that executive functions play a significant role in different aspects of the development of children. Development of language is also one of the most important accomplishments of the preschool years, and it has been linked to many outcomes in life. Despite substantial research demonstrating the association between executive function and language development in childhood, only a handful of studies have examined the direction of the developmental pathways between EF skills and language skills, therefore little is known (...) about how these two constructs are connected. In this review paper, we discuss three possible directional relationships between EFs and language development throughout childhood. First, we discuss how EF might affect language functioning. Next, we discuss how language functioning might affect EF. Lastly, we consider other possible relationships between EF and language. Given that children with better EF and language skills are more likely to succeed in educational settings and demonstrate greater social–emotional competencies, investigating the relationship between EF and language in the preschool period provides insight into mechanisms that have not been extensively studied. Furthermore, it could create new opportunities for designing effective and efficient interventions aimed at addressing EF and language deficits during the preschool period which could in turn influence later development. Se realiza una revisión bibliográfica con el objetivo de analizar los diferentes códigos éticos y deontológicos internacionales, regionales y nacionales de los que se nutre la especialidad de psiquiatría. Se concluye que el comportamiento ético se basa en el sentido de la responsabilidad individual de cada psiquiatra hacia cada paciente y en la capacidad de ambos para determinar cuál es la conducta correcta y más apropiada. Las normas externas y las directrices, tales como los códigos de conducta profesional, las aportaciones (...) de la ética y de las normas legales, no garantizan por sí solas la práctica ética de la medicina, pero constituyen un importante marco referencial. A literature review was performed with the objective of analyzing the various international, regional and national ethical and deontological codes that the psychiatry specialty feeds on. It is concluded that ethical behavior is based on the sense of individual responsibility of each psychiatrist to each patient and the ability of both to determine what the correct and appropriate behavior is. External standards and guidelines, such as professional codes of conduct, the study of ethics and legal standards alone do not guarantee the ethical practice of medicine but are an important framework. The subject of the study is the institution of the ancient Indian dispute, the theoretical understanding of which has become part of the doctrines of all religious and philosophical schools. The “Shraman period” (5th century BC) is considered in detail, during which there was a sharp controversy between religious and philosophical schools, during which effective methods of conducting disputes “crystallized” and developed argumentative normativity. It is shown that the pluralism and diversity of ontological models that existed in the spiritual culture (...) of that time were reflected in the logical and epistemological doctrine - pramana-vada. Thus, in the first (pre-logical) period, epistemological and logical questions were raised within the framework of anvikshika, “the science of conducting public disputes,” and the widespread culture of philosophical disputes and their actual practice were completely determined by the original cultural context. The argumentative canon of the Nyaya school is analyzed, the categories of the Indian and Western European traditions are compared, illustrating the discussion, in particular, of the Aristotelian syllogistic and the Nyayak five-term syllogism, the doctrine of the dispute between the ancient Chinese school of the late Mohists and ancient Chrya. The productive methodological ideas of the polemical strategy of conducting philosophical disputes in late Buddhism are revealed, the role of the dual unity of proof and refutation, as well as examples, questions and tricks, as topoi of the ancient Indian culture of dispute is shown. En este trabajo se intentan mostrar algunas tensiones entre el discurso de la conservación, el multiculturalismo y los prejuicios racistas, tomando como punto de referencia el caso de los Montes de María en el Caribe colombiano, donde han tenido lugar proyectos de cooperación a propósito de la biodiversidad y existen iniciativas locales para su conservación. Se describen tres niveles en los que pueden encontrarse los prejuicios racistas en el discurso de la conservación, y las tensiones que los caracterizan, asociadas tanto (...) a las ideas de resistencia y de comunidad, como a la necesidad de corrección de las prácticas por parte de quienes habitan los bosques. El propósito de estas reflexiones es cuestionar el discurso de la conservación y el multiculturalismo para ampliar las perspectivas frente a las apuestas por la conservación y las luchas étnico-campesinas que se llevan a cabo en la alta montaña de los Montes de María, similares seguramente a otros casos en América Latina. The present study focuses on the situation in which mind-reading machines will be connected, initially through the incorporation of weak AI, and then in conjunction to strong AI, an aspect that, ongoing, will no longer have a simple medical role, as is the case at present, but one of surveillance and monitoring of individuals—an aspect that is heading us towards a future techno-panoptic singularity. Thus, the general objective of this paper raises the problem of the ontological stability of human nature (...) which, within the limits of the technological singularity of mind-reading machines, leads to the loss of autonomy and a reduction in freedom when it comes to human thoughts. In this paradigm, the hypothesis of a future era of technological singularity is prefigured to be a cumulation of factors in which artificial intelligence holds a dominant position in relation to the human agent, in a techno-panoptic system of human supervision, in the form of a new world order of manifestation/imposition of power—that of a “singleton.” The theoretical objective analyzes the phenomenon of “deterritorrialization” of the Foucauldian panoptic mechanism —which is based on the “biopolitical” system of “biopower”—and its “reterritorialization” in the “territory” of the techno-panoptic singularity, where the scenario of a strong AI “singleton”, represents the alienation of the Being into a hard technological determinism. Technological augmentation in the field of communication is a new way of controlling and manipulating the interface between current political communications and information. This is because, within the new paradigms of power, political communication is under the influence of netocracy, a new and mythical form of cybertechnological superpanopticism. The general objective of this paper is to analyze the phenomenon of cybertechnological globalization where, according to Alexander Bard and Jan Söderqvist, this new form of political and communicative superpanopticism is the result (...) of netocracy. This is related not just to the undermining of capitalism, but also to the myth of internet transparency as the site for communicational freedom. In theoretical terms, this paper seeks to deconstruct this hypothesis based on Slavoj Žižek’s position on netocracy. He claims this phenomenon is little more than a new and perverse form of capitalism which engages new methods of manipulating political communication. The methodology used in this paper draws on Bard and Söderqvist’s arguments, Žižek’s critique and Gilles Deleuze’s deconstruction. (shrink)

In this paper, we introduce the subject of the special issue Trends in Argumentation Logic. Here we mainly describe two approaches to argumentation logic with explicating monotonic and non-monotonic, or defeasible, reasoning and explain the role of artificial intelligence in applying argumentation logic. Then we give a short overview of the papers contributed to the special issue.

Introduction. The article analyzes the problem of memory of the Great Patriotic War in the story “Quarry” by the Belarusian writer Vasil Bykov. The memory of the War, as the authors of the article demonstrate, has special qualities and characteristics for those who participated in it, for those who really want to remember the War and really remember it. The purpose of the study. The paper shows how it is possible to interpret the phenomenon of memory in mythological and religious (...) modes based on the material of V. Bykov’s novel “The Quarry”. Methods. The article uses the phenomenological method of A. Augustine and M. Heidegger, which leads to the existential time series of the “inner man”, as well as the method of creative hermeneutics, which allows to trace stable semantic structures behind the artistic canvas of V. Bykov’s text. The scientific novelty of the research. The mythological aspect of memory returns the characters to the point and event of the “beginning”, in which the formation of an integral self-aware personality took place, into an ontological event constituting the foundation of human identification. Such an event is a tragic, existential event. This event remains relevant in memory, not transient, not disappeared, and determines the characteristics of the subjectmemory all his life. This aspect of memory is opposed to “historical time”, according to which the past has already passed in memory; one should live and think today-the present and the future. The religious aspect of the story’s memory, as interpreted by the authors of the article, lies in the importance of memory, which it has in overcoming the power of time. Based on Augustine’s analysis, proposed by him in Confessions, the authors bring together the logic of V. Bykov’s memory research in this story and the reasoning of Bishop Hippo. Results. Memory endows the events of the past with living qualities of the present time and, thus, memory as a “memory of the sacrifice-ransom”, on the one hand, constantly encourages a Christian believer to think about death, and on the other hand, it is also an instrument of victory over it. In the matter of salvation, a religious person must remember himself, his deeds/offenses, his loved ones, the sacrifice of those and the One who redeemed this life and life in general with his death. In popular culture, in the religious worldview, in the historical attitude to life, such an attitude to memory is denied and causes misunderstanding. Hence, the attitude to the memory of the War in V. Bykov’s work seems outdated, archaic and irrelevant, which the authors of this article disagree with. Conclusions. The authors of the article conclude that the position of the writer front-line soldier V. Bykov in relation to the memory of the War is the position of “paradoxical evidence” and this position allows the author to really, most reliably and psychologically accurately describe from the “inanimate world” that area of the dead, terrible, inhuman that War creates and produces. And it turns out that it is necessary to remember this and think about it in order to be truly alive. (shrink)

Despite increasing communication, accelerating policy and management responses, and notwithstanding improving ecosystem assessment and endangered species knowledge, conserving biodiversity continues to be more a concern than an accomplished task. Why is it so?The overexploitation of natural resources by our species is a frequently recognised factor, while the short-term economic interests of governments and stakeholders typically clash with the burdens that implementing conservation (...) actions imply. But this is not the whole story. This book develops a different perspective on the problem by exploring the conceptual challenges and practical defiance posed by conserving biodiversity, namely: on the one hand, the difficulties in defining what biodiversity is and characterizing that “thing” to which the word ‘biodiversity’ refers to; on the other hand, the reasons why assessing biodiversity and putting in place effective conservation actions is arduous. The canonization happened on May 19, 1935, conducted by Pope Pius XI at Vatican City. On October 31, 2000, also at Vatican City, Pope John Paul II proclaimed Thomas More "the heavenly Patron of Statesmen and Politicians," praising him for being capable of conciliating the natural and the supernatural. Perhaps it is exactly this capacity of amalgamating the (...) natural and supernatural that made it possible for More to create not only an entirely innovative book but also an entirely new literary form. Tom Moylan's Scraps of the Untainted Sky: Science Fiction, Utopia, Dystopia was first published in the year 2000. Seventeen years later, this work still enlightens discussions and catches the attention of both science fiction and Utopian studies. Still, we have to acknowledge the fact that we are facing a belated translation. This could easily be a problem if the present edition had not provided a new perspective on Moylan's Scraps. This edition, brought together by the Brazilian research group "Literature and (...) Utopia," not only shows the contemporaneity of Tom Moylan's insights but also sheds new light on the original book thanks to the introduction by Ildney Cavalcanti and Felipe Benicio, "Reflections" by Elton... A draft version of Chapter 11 of the edited volume 'Interpreting Bodies. Classical and Quantum Objects in Modern Physics',. The Chapter is devoted to illustrating the group-theoretic approach to the issue of physical objects. In particular, the Chapter discusses the group-theoretic constitution of classical and quantum particles in the nonrelativistic case.

The article discusses the challenges, benefits, and risks that, from a bioethical perspective, arise because of the the development of eHealth projects. The conceptual framework of the research is based on H. Jonas’ principles of the ethics of responsibility and B.G. Yudin’s anthropological ideas on human beings as agents who constantly change their own boundaries in the “zone of phase transitions.” The article focuses on the events taking place in the zone of phase transitions between humans and machines in eHealth. (...) It is shown that for innovative practices related to digitalization and datafication in medicine, it is needed to rethink central bioethical concepts of personal autonomy and informed consent. In particular, the concept of broad or open informed consent is discussed, which allows the idea of moral responsibility in the field of biomedical technologies to be extended to events of uncertain future. The authors draw attention to the problems associated with the emergence of new autonomous subjects/agents in relationship between doctors and patients. The humanization of machines occurring in eHealth is accompanied by a counter trend – the formation of conceptions and practices of the quantified self. There emerges the practices of self-care and bio-power caused by the datafication and digitization of personality. The authors conclude that bioethics should proactively develop norms for the evolving interaction between doctor and patients. (shrink)

Following a usage-based approach to language acquisition, lexically specific patterns are considered to be important building blocks for language productivity and feature heavily both in child-directed speech and in the early speech of children (Arnon, Inbal & Morten H. Christiansen. 2017. The role of multiword building blocks in explaining L1-L2 differences. Topics in Cognitive Science 9(3). 621–636; Tomasello, Michael. 2003. Constructing a language: A usage-based theory of language acquisition. Cambridge: Harvard University Press). In order to account for patterns, the traceback (...) method has been widely applied in research on first language acquisition to test the hypothesis that children’s utterances can be accounted for on the basis of a limited inventory of chunks and partially schematic units (Lieven, Elena, Dorothé Salomo & Michael Tomasello. 2009. Two-year-old children’s production of multiword utterances: A usage-based analysis. Cognitive Linguistics 20(3). 481–508). In the current study, we applied the method to code-mixed utterances (n = 1,506) of three German-English bilingual children between 2 and 4 years of age to investigate individual differences in each child’s own inventory of patterns in relation to their input settings. It was shown that units such as I see X as in I see a Kelle ‘I see a trowel’ could be traced back to the child’s own previous productions. More importantly, we see that each child’s inventory of constructions draws heavily on multiword chunks that are strongly dependent on the children’s language input situations. (shrink)

We investigated humor as a context for learning about abstraction and disbelief. More specifically, we investigated how parents support humor understanding during book sharing with their toddlers. In Study 1, a corpus analysis revealed that in books aimed at 1‐to 2‐year‐olds, humor is found more often than other forms of doing the wrong thing including mistakes, pretense, lying, false beliefs, and metaphors. In Study 2, 20 parents read a book containing humorous and non‐humorous pages to their 19‐to 26‐month‐olds. Parents used (...) a significantly higher percentage of high abstraction extra‐textual utterances (ETUs) when reading the humorous pages. In Study 3, 41 parents read either a humorous or non‐humorous book to their 18‐to 24‐month‐olds. Parents reading the humorous book made significantly more ETUs coded for a specific form of high abstraction: those encouraging disbelief of prior utterances. Sharing humorous books thus increases toddlers' exposure to high abstraction and belief‐based language. (shrink)

A macroscope is proposed and tested here for the discovery of the unique argumentative footprint that characterizes how a collective manages differences and pursues disagreement through argument in a polylogue. The macroscope addresses broader analytic problems posed by various conceptualizations of large-scale argument, such as fields, spheres, communities, and institutions. The design incorporates a two-tier methodology for detecting argument patterns of the arguments performed in arguing by an interactive collective that produces views, or topographies, of the ways that issues are (...) generated in the making and defending of standpoints. The design premises for the macroscope build on insights about argument patterns from pragma-dialectical theory by incorporating research and theory on disagreement management and the Argumentum Model of Topics. The design reconceptualizes prototypical and stereotypical argument patterns for characterizing large-scale argumentation. A prototype of the macroscope is tested on data drawn from six threads about oil-drilling and fracking from the subreddit Changemyview. The implementation suggests the efficacy of the macroscope’s design and potential for identifying what communities make controversial and how the disagreement space in a polylogue is managed through stereotypical argument patterns in terms of claims/premises, inferential relations, and presentational devices.
