Patients have received experimental pharmaceuticals outside of clinical trials for decades. There are no industry-wide best practices, and many companies that have granted compassionate use, or ‘preapproval’, access to their investigational products have done so without fanfare and without divulging the process or grounds on which decisions were made. The number of compassionate use requests has increased over time. Driving the demand are new treatments for serious unmet medical needs; patient advocacy groups pressing for access to emerging treatments; internet platforms (...) enabling broad awareness of compelling cases or novel drugs and a lack of trust among some that the pharmaceutical industry and/or the FDA have patients’ best interests in mind. High-profile cases in the media have highlighted the gap between patient expectations for compassionate use and company utilisation of fair processes to adjudicate requests. With many pharmaceutical manufacturers, patient groups, healthcare providers and policy analysts unhappy with the inequities of the status quo, fairer and more ethical management of compassionate use requests was needed. This paper reports on a novel collaboration between a pharmaceutical company and an academic medical ethics department that led to the formation of the Compassionate Use Advisory Committee. Comprising medical experts, bioethicists and patient representatives, CompAC established an ethical framework for the allocation of a scarce investigational oncology agent to single patients requesting non-trial access. This is the first account of how the committee was formed and how it built an ethical framework and put it into practice. (shrink)

Aristotelian Actualism is the conjunction of the theses that absolutely everything is actual, that individuals are neither reducible to nor dependent on independently identified properties, and that some individuals are genuine contingent existents. Robert Adams and Gregory Fitch, two prominent proponents of Aristotelian Actualism, have argued that this view has a consequence that any modal logic stronger than M, and so any modal logic in which symmetry and reflexivity are frame conditions, is inadequate. We argue that this is incorrect.

This study investigates the performance of psychopathic individuals on tasks believed to be sensitive to dorsolateral prefrontal and orbitofrontal cortex (OFC) functioning. Psychopathic and non-psychopathic individuals, as defined by the Hare psychopathy checklist revised (PCL-R) [Hare, The Hare psychopathy checklist revised, Toronto, Ontario: Multi-Health Systems, 1991] completed a gambling task [Cognition 50 (1994) 7] and the intradimensional/extradimensional (ID/ED) shift task [Nature 380 (1996) 69]. On the gambling task, psychopathic participants showed a global tendency to choose disadvantageously. Specifically, they showed an (...) impaired ability to show learning over the course of the task. On the ID/ED task, the performance of psychopathic individuals was not significantly different from incarcerated controls on attentional set-shifting, but significant impairments were found on response reversal. These results are interpreted with reference to an OFC and amygdala dysfunction explanation of psychopathy. (shrink)

The symbol is a form composed by man more unconsciously than consciously. With primitive peoples, this form seems to have been born from the desire to penetrate to the kernel of supernatural or magical power by means of a concise formula, all-inclusive or ambiguous, particularly through a magic incantation or a song. This penetration, however, is only possible if one understands the inner structure of such a power. According to primitive belief, the true seat of this power is not found (...) in the world of our direct experience but in a magical area in which it rests in a completely abstract, latent state. In this condition it has not yet spread out into various shapes which it has to assume for concrete manifestation but appears completely homogeneous and solid. Moreover, the innermost substance (kernel) of this power is always organized antinomically. From this fundamental tendency to include opposites in a dualistic way, thunderstorms for example emerge as a dual combination of fire and water. Also dualistic is the “fiery stream of volcano and smithy,” the light-dark, hermaphroditism, etc. Psychologically, the original dual event is expressed in the fusion of love and hatred or the combination of a lust for power with inferiority. This paper describes a network of three interconnected, multidisciplinary research projects designed to investigate environmental health issues faced by First Nations in Canada. These projects, developed in collaboration with academia, used a participatory approach meant to build capacity, raise awareness, and initiate change. The first project, which began in British Columbia in 2008, gathered information on the traditional diet; for example, its composition, nutritional quality, and potential for chemical exposure. This 10-year, Canada-wide project served as a model for two follow-up (...) projects: one on biomonitoring and another on indoor air quality. All three projects provided community ownership over the data and communicated results in a culturally sensitive manner to encourage interest in research and initiate risk reduction activities. The Assembly of First Nations, a national advocacy organization representing over 630 First Nations communities across Canada, participated in all aspects of the research while coordinating communications and arranging timely dissemination of results. These projects showed how properly executed, community-based research can be a valuable tool for stimulating interest in scientific studies while promoting self-reliance, components often missing from academic research. Evaluativism about unpleasant pains offers one way to think about unpleasant pain experience. However, extant Evaluativist views do not pay enough attention to the affective dimension of pain experience and the complex relations between the affective, evaluative and sensory dimensions. This paper clarifies these relations and provides a view which more closely reflects the phenomenology of unpleasant pains. It argues that the intentional structure of paradigmatic unpleasant pain is as follows: unpleasant pains essentially involve a proprietary intentional mode—what I call (...) affective-interoception—and a distinctive kind of evaluatively qualified sensory content. The content ranking system of reddit.com, the English language Internet’s most popular social news website, plays a large but often unnoticed role in shaping what users see and how they think. By pairing informational cascade theory with textual analysis, I argue that the “karma” system elevates particular forms of content over others and generates numerical cues that unconsciously guide users’ judgments about said content and about the world. By drawing on Heidegger’s account of modern technology, I argue that the karma (...) system both symptomatizes and engenders an ontological perspective according to which things in general are taken as available, evaluable, and disposable. Van Fraassen's constructive empiricism is presently the most influential and well-developed alternative to scientific realism. In this paper I argue that a reasonable condition on the distinction between belief and agnosticism prevents van Fraassen from claiming that we can be agnostic about what a theory says about unobservable entities while simultaneously accepting that theory. The upshot is that we must find some other way to do justice both to the argument for constructive empiricism and to van Fraassen's cogent criticisms of (...) scientific realism. I suggest that a highly attractive alternative is founded upon semantic anti-realism, and that empiricists should develop this alternative. (shrink)

Steels & Belpaeme (S&B) refer to the neural plausibility and evolutionary plausibility of their algorithms. Although this is not central to their goal of effective artificial agents, their algorithms are not neurally or evolutionarily plausible. Their communication games are interesting, and more complex games would lead to more effective agents. However, the algorithms could be improved either by using standard subsymbolic algorithms or by algorithms that are really neurally or evolutionarily plausible.

Al comparar las Lecciones sobre Filosofía de la Religión con el compendio enciclopédico de la Filosofía del Espíritu Absoluto, las variaciones estructurales en el tratamiento de la religión resultan manifiestas. La reducción de la exposición a la concepción de la Religión Cristiana, la correspondencia de la versión enciclopédica con el Manuscrito de 1821 antes que con las Lecciones del ’27 y del ’31, la aparente omisión de la sección sobre la “Comunidad” o “Tercer Elemento”, son algunos de los interrogantes que (...) emergen como resultado de un simple cotejo de estructura. Desde una metodología hermenéutica, el artículo ofrecerá un análisis de tales cuestiones con el objetivo prioritario de esclarecer la articulación interna del desarrollo enciclopédico sobre la religión. La tesis central que orientará el examen defenderá que las divergencias entre la presentación de la Enciclopedia y la de las Lecciones encuentran una explicación suficiente en el lugar sistemático que la religión ocupa en el marco de la Filosofía del Espíritu Absoluto y en su relación vinculante con el arte y la filosofía. IN “CONSTRUCTIVISM, AGENCY, AND THE PROBLEM of Alignment,” Michael Bratman considers how lessons from the philosophy of action bear on the question of how best to construe the agent’s standpoint in the context of a constructivist theory of practical reasons. His focus is “the problem of alignment”: “whether the pressures from the general constructivism will align with the pressures from the theory of agency” (Bratman 2012: 81). He thus brings two lively literatures into dialogue with each other. This is laudable. (...) However, I shall argue that the considerations Bratman brings to bear from the literature on action do not support his conclusion that evaluative judgments are not constitutive of the agent’s standpoint in the context of constructivism. An examination on the one hand of Aristotle's report in Metaphysics A6 of Plato's teachings regarding the One, the dyad of the Great and the Small, and mathematical intermediates and on the other hand of key passages in Plato's Parmenides. I argue that we can find in those passages exhibitions of the teachings Aristotle reports and that these exhibitions help us to understand those teachings.

In a critical discussion, interlocutors can strategically maneuver by shading their expressed degree of standpoint commitment for rhetorical effect. When is such strategic shading reasonable, and when does it cross the line and risk fallacious derailment of the discussion? Analysis of President George W. Bush’s 2002–2003 prewar commentary on Iraq provides an occasion to explore this question and revisit Douglas Ehninger’s distinction between argumentation as coercive correction and argumentation as a person-risking enterprise. Points of overlap between Ehninger’s account and pragma-dialectical (...) argumentation theory suggest avenues for harmonization of rhetorical and dialectical perspectives on argumentation. Out of this conceptual convergence comes theoretical resources for understanding strategic maneuvering, by accounting for ways that discussants exploit gaps between their externalized and actual discussion attitude. As such higher-order strategic maneuvering played a major role in the 2003 Iraq prewar discourse failure, perspicacious understanding of this particular argumentative maneuver carries practical, as well as theoretical import. In diesem Rahmen einer neu erwachenden nationalen Politik entstand der Kult einer »Minerva«, den Luise Kulmus Gottsched als instrumentalisierte »falsche« Frauenpolitik kritisierte. Ihr stellte sie das Ideal einer gebildeten Minerva entgegen, die der Wahrheit dient und »mehr wert ist als tausend Männer«.

Without doubt, the year 2001 will remain identified with the terrorist attacks of september 11. To some extent, this goes for the European Union as well. The events of september 11 left an important mark on the European integration process, of which the development of the European arrest warrant is an important illustration. Nevertheless, as for the European Union, the year 2001 was more than a year of anti-terrorism measures. In the second semester of2001, the Belgian government assumed the presidency (...) ofthe European Union. 2001 was also the year in which, only weeks after street violence disruputed the European Council ofGöteborg, a protester was killed in the margin ofthe G7-G8 Summit in Genova. In 2001, the gap between the European Union and the United States got larger for a number of policy fields, including National Missile Defence and the Kyoto Protocol. Yet, in the autumn of2001, both power blocks reconciliated at the WTO Ministerial Conference in Doha, Qatar. In Doha, a new global round of trade negotiations was launched. As in previous years, in 2001, the enlargement process was high on the European agenda. As for the latter, for the first time, ten candidate countries were mentioned by name, making their accession in 2004 a more realistic scenario. The eastern enlargement will radically change the face of the European Union. The Belgian presidency anticipated this impeding metamorphosis and stimulated the adoption of the Laeken Declaration in december 2001. The Declaration laid the foundation for the Convention on the Future of Europe which started on February 28, 2002. The Declaration of Laeken was one of the European highlights of 2001. The low point was the Irish referendum of June 7, 2001, in which a majority of the Irish population rejected the Treaty of Nice. Both events reflect the situation the European Union is faced with today, as they demonstrate the growing tension between the desires of «widening» and «deepening» the European construction. As we begin to ask how computer technologies and the Internet may affect Christian Education, it is helpful to look back at the ways communication media have affected Christian Education over the past 200 years.

In Four Seminars, Heidegger reviews the entire trajectory of his thought and offers unique perspectives on fundamental aspects of his work. When we spoke a few weeks ago, you expressed some uneasiness with the notion of public art, and I wonder if you could expand on that a bit.Kruger: Well, you yourself lodged it as the “problem” of public art and I don’t really find it problematic inasmuch as I really don’t give it very much thought. I think on a broader level I could say that my “problem” is (...) with categorization and naming: how does one constitute art and how does one constitute a public? Sometimes I think that if architecture is a slab of meat, then so-called public art is a piece of garnish laying next to it. It has a kind of decorative function. Now I’m not saying that it always has to be that way—at all—and I think perhaps that many of my colleagues are working to change that now. But all too often, it seems the case.Mitchell: Do you think of your own art, insofar as it’s engaged with the commercial public sphere—that is, with advertising, publicity, mass media, and other technologies for influencing a consumer public—that it is automatically a form of public art? In his “Noesis and Logos in the Eleatic Trilogy, with a Focus on the Visitor’s Jokes at Statesman 266a-d,” Mitchell Miller explores the interplay of intuition and discourse in the Statesman. He prepares by considering the orienting provocations provided by Socrates’ refutations of the proposed definition of knowledge — namely, “true judgment and a logos” — in the closing pages of the Theaetetus, by the Eleatic Visitor’s obscure schematization at Sophist 253d-e of the kinds of eidetic field discerned by (...) dialectic, and by his discussion at Statesman 277a-278e of the use of paradigms. Miller then seeks to show how the Visitor’s odd medley of geometrical and Homeric jokes at Statesman 266a-d aims, in the language of the Seventh Letter, to “spark” an intuition of the nature of statesmanship, an intuition whose “self-nourishing” motivates the subsequent rejection of the initial definition of the statesman as shepherd of the human herd, the turn to the paradigm of the weaver, and the rejection of bifurcatory division in favor of the non-bifurcatory account of the kinds of art that function as the “limbs” of a well-formed city. Scholars, theologians and lay people are in the midst of a wave of vital conversations about the nature of Christian supersessionism and the possibility of a post-supersessionist theology. This paper seeks to contribute to these conversations by drawing out the presuppositions about evental relationship that underly supersessionistic habits of thought and their alternatives. This effort will proceed primarily through a critique of Alain Badiou’s supersessionistic reading of the Jewish/Christian evental relationship while attempting to salvage his formal concept of evental recurrence (...) as a potential resource for post-supersessionist theology. The bulk of the paper is dedicated to this critique and salvage project. However, it will close with a series of brief reflections on how a non-teleogical metaphysics of evental recurrence might displace some of the teleological thought patterns that drive the dilemmas of supersessionism. How is it that we can visually experience complete three-dimensional objects despite being limited, in any given perceptual moment, to perceiving the sides facing us from a specific spatial perspective? To make sense of this, such visual experiences must refer to occluded or presently unseen back-sides which are not sense-perceptually given, and which cannot be sense-perceptually given while the subject is occupying the spatial perspective on the object that they currently are—I call this the horizonality of visual experience. Existing accounts (...) of these horizonal references are unsatisfactory. In providing a satisfactory account, this paper argues that the content and structure of the visual experience of complete three-dimensional objects is as follows: the object is presented as being perceptible from yet-to-be-determined alternative points of view. As part of the content of visual experience, this motivates non-propositional attitudes of anticipation. Explicating this proposal is the central positive aim of this paper. (shrink)

The European Union stepped into the year 2002 with mixedfeelings. On the one hand, the anthraxcrisis and the war in Afghanistan remembered of the terrorist attacks of 11 September 2001. On the other hand, the introduction of the euro notes and coins created a EU-wide feeling of euphoria. In the following twelve months, EU activity was mainly dominated by the impeding eastern enlargement. Moreover, in 2002, the institutional foundations were laid ofwhat will turn out to be one of the mostfundamental (...) transformations ofthe European construction in EU history. As most of these activities will be settled in the years to come, asfor 2002, especially the starting point - the introduction of the euro coins and notes -and the end point- the decision ofthe Copenhagen European Council to welcome Cyprus, Estonza, Hungary, Latvia, Lithuania, Malta, Poland, Slovenia, the Czech Republic and the Slovak Republic in 2004 into the European family - will remain printed in the European memory. ABSTRACT In this paper, we will highlight the correspondences between the Socially Engaged Buddhism movement, especially as defined in the practice of the late Thich Nhat Hanh, and the core principles of humanity, impartiality, neutrality and independence originally adopted by the International Red Cross and Red Crescent Movement. These principles also underpin the neutral, impartial and independent approach to humanitarian action, used by agencies working under the auspices of the United Nations’ Inter-Agency Standing Committee and Office for the Coordination of (...) Humanitarian Affairs, along with those who have signed the Code of Conduct for the International Red Cross and Red Crescent Movement and Non-Governmental Organizations in Disaster Relief. We hope this paper is a modest but useful contribution to create better understanding and to generate dialogue among different stakeholders in the humanitarian field, particularly in the context of armed conflict. A appreciation and critical discussion of RE Allen's Plato's Parmenides. I argue that, contra Allen, the Parmenides is not an aporetic dialogue and that the eight hypotheses are not governed by the so-called "dilemma of participation." Rather, the apparent contradictions between and within the hypotheses function to elicit from the reader a distinction in kind between the sorts of one that forms, on the one hand, and their sensible participants, on the other, are and to illumine the 'relation' of participation.

When Augustus inherited the kingdom of Amyntas in or about 25 B.C. and created the Roman province of Galatia, he also inherited a substantial military problem. Despite Amynatas' efforts in a decade of warfare the tribes of the Isaurian and Pisidian Taurus, above all the Homonadenses, were still not finally conquered and posed a serious threat both to lacal security and to the routes of communication across southern Asia Minor.

One of four laws passed by Clodius early in 58 b.c. in some way modified the regulations governing obnuntiatio, the right possessed by magistrates and augurs to obstruct proceedings of the popular assemblies through announcement of unfavourable omens. The precise nature of the change is obscured by the fact that our main source, Cicero, describes it, as he does all of Clodius' legislation, in hyperbolic and polemical terms, alleging that it wholly abolished the right of obnuntiatio, a claim contradicted by (...) other evidence in his writings, which provide many examples of its continuing use. The later ancient sources repeat the substance of Cicero's main allegations and, accordingly, do little to help disentangle the facts from the hyperbole. Inadequate information about the earlier regulations relating to obnuntiatio, which were contained in two laws of the mid-second century, the Leges Aelia et Fufia, further hampers the search for the precise terms of Clodius' amendment. None of this, however, has discouraged speculation. The problem has exerted a peculiar fascination and has generated a succession of careful studies. Five main hypotheses have emerged: that the right of obnuntiatio was taken from curule magistrates; that it was taken from curule magistrates, but only in relation to legislative comitia; that it was taken from both curule magistrates and tribunes, but only in relation to legislative comitia; that it was abolished entirely, but soon restored by senatorial annulment of the reform; that it was left intact, but the assemblies were empowered to disallow it on any given occasion.
