Many people who have reached the age of majority still qualify as financial dependents of their parents, and may be registered as dependents on their parents’ medical schemes. This poses a practical conundrum, because major persons enjoy complete autonomy over their bodies to choose healthcare services as they please, including informational determination. However, their sensitive health information may end up being disclosed in the accounts rendered to their parents, as main members of medical schemes, thereby breaching their informational privacy, medical (...) confidentiality and possibly also damaging personal relationships. On the other hand, medical schemes must ensure that they strictly manage the business of their hospitalisation to ensure that they can adhere to their contractual and legal medical insurance obligations. Both major but financially dependent patients and medical schemes have good legal grounds to defend their respective positions. In this article, we will analyse and clarify the applicable legal and ethical grounds by considering medical confidentiality, the Protection of Personal Information Act, the Consumer Protection Act and the Medical Schemes Act and rules. We shall conclude with recommendations to accommodate the interests of both parties. (shrink)

The transmission of cholera, a highly infectious disease, is closely linked to inadequate access to clean water and sanitation facilities, with resource-poor communities, including refugees, rural communities and temporary displacement camps particularly vulnerable to outbreaks. Any disruption in water and sanitation systems or a sudden surge in community size owing to displacement can spark a humanitarian and health crisis, elevating the risk of cholera transmission and possibly triggering a regional epidemic. Recently, Hammanskraal in Gauteng, South Africa, experienced such an epidemic. (...) A multifaceted approach is essential to minimise fatalities and effectively manage healthcare services in such health emergencies. This approach includes early detection, rapid response to contain outbreaks, and the effective deployment of technical support, advocacy, resource mobilisation and partnerships at local, national, and international levels. This paper explores the responsibilities of individuals, healthcare workers, communities and governments in addressing epidemics. It also delves into the concept of collective responsibility with regard to climate change and cholera, as part of the multifaceted approach for cholera prevention and control. While economic development, equal access to safe drinking water, and adequate sanitation are necessary for cholera control, major challenges persist in achieving the fundamental right to a healthy environment in the long term. We also discuss these obstacles and conclude with practical suggestions and recommendations for future cholera prevention. (shrink)

The COVID-19 pandemic has undoubtedly become an era-defining challenge for the entire world. It has implications not only in the public health sector but also in the global economy and political landscape. The prevention strategy that has been followed in Sri Lanka is unique. Early action taken by the government and the ministry of health, being one of pre-emptive quarantining and isolation of suspected contacts even before they developed symptoms, was vital to contain the spread of the disease. During the (...) early phase, a nationwide lockdown in the form of a curfew was imposed which helped mitigate the spread of the virus. However, due to several lapses, there was a threat of community transmission; this was swiftly brought under control through ongoing government interventions. Thus, strict social/physical distancing measures enforced by the government, together with an increase in testing capacity, prevented widespread community transmission. Strictly containing the outbreaks as and when they were identified made it easier to bring the spread under control through contact tracing. In this article, we give an account of the strategy taken by Sri Lanka to mitigate the pandemic and comment on the lessons learned concerning the ethical responses to the COVID-19 crisis. (shrink)

This is a “bottom-up” paper in the sense that it draws lessons in defining disciplinary categories under study from a series of empirical studies of interdisciplinarity. In particular, we are in the process of studying the interchange of research-based knowledge between Cognitive Science and Educational Research. This has posed a set of design decisions that we believe warrant consideration as others study cross-disciplinary research processes.

Standard models of adolescent risk taking posit that the cognitive abilities of adolescents and adults are equivalent, and that increases in risk taking that occur during adolescence are the result of socio emotional differences in impulsivity, sensation seeking, and lack of self-control. Fuzzy-trace theory incorporates these socio emotional differences. However, it predicts that there are also cognitive differences between adolescents and adults, specifically that there are developmental increases in gist-based intuition that reflects understanding. Gist understanding, as opposed to verbatim-based analysis, (...) generally has been hypothesized to have a protective effect on risk taking in adolescence. Gist understanding is also an essential element of informed consent regarding risks in medical decision- making. Evidence thus supports the argument that adolescents’ status as mature minors should be treated as an exception rather than a presumption, because accuracy in verbatim analysis is not mature gist understanding. Use of the exception should be accompanied by medical experts’ input on the bottom-line gist of risks involved in treatment. (shrink)

It is customary to consider late Imperial historiography as a barren waste of meagre and inaccurate chronicles and incompetent rhetorical epitomes, all overshadowed by the giant figure of Ammianus Marcellinus, the greatest literary genius, as E. Stein has called him , between Tacitus and Dante. In fact, however, the fifth century A.D. produced at least one writer who was, in the words of Niebuhr, ‘second to no historian even of the best ages in talent, good faith and wisdom; elegant and (...) very pure in style, he justly acquired praise and glory both among contemporaries and succeeding ages’. Niebuhr was referring to Priscus of Panium in Thrace, but Priscus was a member of a school of historical writing which had been founded earlier in the fifth century by Olympiodorus, an historian of scarcely less merit than Priscus and author of what J. B. Bury called ‘a highly important work’. Since even Schmid-Stahlin are not able to refer to a single essay or mono-graph on Olympiodorus, it may not be amiss to assemble the facts which are known about him and to try to discover, so far as the scanty materials permit, what sort of man he was and what sort of work he produced. A Few years ago Professor Souter made the suggestion that the curious custom of beginning each page of a MS., or each column of a page, with a large letter might be of African origin. He was struck with this feature while examining a fragment, newly acquired for the British Museum, of the celebrated Codex Palatinus of the Gospels , which is supposed to give us the African text of the New Testament. In reply to the suggestion, the present writer (...) submitted a list of eighteen MSS. in which this usage is illustrated. As most of the MSS. are manifestly Italian, the African origin of the practice was shown to be untenable. Quite recently another theory has been put forward, localizing the practice within still narrower limits. According to Professor Weinberger, the use of a capital at the beginning of each page would seem to be a peculiarity of MSS. coming from Cassiodore's library at Vivarium; and he proceeded to use this feature as a touchstone for detecting Codices Vivarienses. Impressed by the unusual interest attaching to this feature, I began to assemble all the instances I had, and to look for others. I collected a list of nearly fifty items, an inspection of which showed me at once that in registering the phenomenon under discussion I had unwittingly drawn up a list of very ancient MSS. The list does not, to be sure, hold all our oldest MSS., but most of those it holds are, as will be seen, among the oldest. In other words, the use of a large letter at the beginning of each page is clearly a custom of very great antiquity. This being so, it seemed useful to interrogate these MSS. further, in order to ascertain what other practices they have of interest to palaeographers. (shrink)

Bhartṛhari, the famous Indian linguistic philosopher (V CE) in his ‘Vākyapadīya’ discussed different doctrines on the nature of language, tending to demonstrate, that each of the doctrines is justified in a certain context and represents a certain aspect of reality. Modern scholars usually designate Bhartṛhari’s philosophy as perspectivism, though there are also disagreements with this interpretation. E.g. G. Cardona claims that Bhartṛhari’s perspectivism is generally exaggerated, and the true teaching expressed in VP is the monistic theory of the “Pāṇini-darśana”. So, (...) the concept of Bhartṛhari's perspectivism needs to be further eleborated. In this paper two characteristic features of Bhartṛhari’s perspectivism are discussed, in order to clarify the essence of his philosophical strategy: (1) Functional attitude; (2) Relative incompleteness of every single doctrine. These features elucidate the essence of Bhartṛhari's philosophical method and provide us with the key to the problem of the balance between monistic and pluralistic tendencies in the ‘Vākyapadīya’. A formalism is developed which admits particles faster than light and reference frames faster than light and as fast as light. It is fully consistent with the physical principles of special relativity. The necessity of introducing imaginary quantities does not arise. It does not encounter any difficulties with the principle of causality if it is reasonably interpreted.

It is proposed that the controlling system of the nerve cell is a molecular quantum device with an inner point of view. For the description of such a system it is necessary to create new science.

In an article entitled ‘Some Facts about our Oldest Latin Manuscripts,’ which appeared in this journal, the present writer put together a group of forty-seven MSS. which had this one feature in common, that each page or each column of a page they contained began with a large letter, regardless of whether that letter occurred in the middle of a sentence, or even in the middle of a word. It so happened that the list thus drawn up was composed almost (...) entirely of very ancient MSS.; indeed, it contained a very large proportion of the oldest MSS. extant. In the circumstances it seemed useful to note down the behaviour of these MSS. with respect to four other features—namely, the manner of indicating the omission of m and n at the end of lines, the use of running titles in the top margin, the size and arrangement of the written space, and the manner of signing quires.
