Se apuesta por una reforma a la Carta, la que actualmente opera fuera de los fines de toda Constitución, (...) restringiendo la participación ciudadana. Particular atención merecen las manifestaciones que tienen lugar hoy y que reflejan cómo el régimen constitucional impide poner sobre la mesa de discusión con el Gobierno un ideal de educación que abandone una democracia instrumental y que recoja principios republicanos. The generation of evidence is integral to the work of public health and health service providers. Traditionally, ethics has been addressed differently in research projects, compared with other forms of evidence generation, such as quality improvement, program evaluation, and surveillance, with review of non-research activities falling outside the purview of the research ethics board. However, the boundaries between research and these other evaluative activities are not distinct. Efforts to delineate a boundary – whether on grounds of primary purpose, temporality, underlying (...) legal authority, departure from usual practice, or direct benefits to participants – have been unsatisfactory. BackgroundThe amount of research utilizing health information has increased dramatically over the last ten years. Many institutions have extensive biobank holdings collected over a number of years for clinical and teaching purposes, but are uncertain as to the proper circumstances in which to permit research uses of these samples. Research Ethics Boards (REBs) in Canada and elsewhere in the world are grappling with these issues, but lack clear guidance regarding their role in the creation of and access to registries and (...) biobanks.MethodsChairs of 34 REBS and/or REB Administrators affiliated with Faculties of Medicine in Canadian universities were interviewed. Interviews consisted of structured questions dealing with diabetes-related scenarios, with open-ended responses and probing for rationales. The two scenarios involved the development of a diabetes registry using clinical encounter data across several physicians' practices, and the addition of biological samples to the registry to create a biobank.ResultsThere was a wide range of responses given for the questions raised in the scenarios, indicating a lack of clarity about the role of REBs in registries and biobanks. With respect to the creation of a registry, a minority of sites felt that consent was not required for the information to be entered into the registry. Whether patient consent was required for information to be entered into the registry and the duration for which the consent would be operative differed across sites. With respect to the creation of a biobank linked to the registry, a majority of sites viewed biobank information as qualitatively different from other types of personal health information. All respondents agreed that patient consent was needed for blood samples to be placed in the biobank but the duration of consent again varied.ConclusionParticipants were more attuned to issues surrounding biobanks as compared to registries and demonstrated a higher level of concern regarding biobanks. As registries and biobanks expand, there is a need for critical analysis of suitable roles for REBs and subsequent guidance on these topics. The authors conclude by recommending REB participation in the creation of registries and biobanks and the eventual drafting of comprehensive legislation. (shrink)

There are broad commonalities between the projects of Donald MacKinnon (1913–1994) and Stanley Cavell (1926–) sufficient to make the claim that they struck an analogous pose in their respective contexts. This is not to discount their manifest differences. In the milieu of 1960s and 1970s Cambridge, MacKinnon argued in support of a qualified language of metaphysics in the service of a renewed catholic humanism and Christian socialism. At Harvard, Cavell articulated commitments that made him more at home in the (...) world of North American secular political liberalism. Where Nietzsche, Hume, Freud, Heidegger, Emerson and Thoreau were Cavell’s inspirations, Butler, Kant, G. E. Moore, Collingwood and the New Testament were MacKinnon’s. For all the stark differences, commonalities abound and the reason for this can be traced to a shared appreciation of Austin’s contribution to the ‘lingusitic turn’ together with Wittgenstein’s later work. They both developed projects obsessed with the problem of scepticism together with a commitment to a creative re-animation of moral discourse in light of it, with MacKinnon defending a qualified ‘moral realism’, and Cavell, ‘moral perfectionism’. Seen together, a distinctive post-Kantian and post-Wittgensteinian therapeutic moral philosophy is in evidence. (shrink)

Charles Hartshorne by manner of contrast has not had such a towering presence. Part of the reason this is the case is due to a paucity of introductory literature on the thought of Charles Hartshorne—literature that might contribute to a “starter kit” so to speak in mastering Hartshorne’s massive oeuvre. The Mind of Charles Hartshorne: A Critical Examination by Donald Wayne Viney and George W. Shields, both former students of Hartshorne and experts in process philosophy themselves, have authored a welcome contribution to an introductory literature that will most certainly elevate awareness of Hartshorne’s importance to its rightful place alongside that of Whitehead. The book is successful in its aims of “giving a reasonably comprehensive account of Hartshorne’s philosophy with an eye of presenting his best arguments...” (the “correcting what we see as misunderstandings of his views appearing in the critical literature” part may have been best left out) and “updating Hartshorne scholarship” (viii). There are ten chapters in total, appendix essays, the aforementioned bibliography, endnotes, and name and subject indexes.The Preface situates the mind of Charles Hartshorne as spanning the twentieth century and engaging metaphysics even when it was unfashionable to do so. Hartshorne thought about a wide-ranging and diverse range of subjects in both philosophy and science, aesthetics, metaphysics, applied philosophy, and theology. He never questioned modern science or evolution and believed that while metaphysics and empirical science have different methods each ensures its own way to objectivity. One learns that Hartshorne’s process metaphysics is also called “neo-classical” philosophy or speculative philosophy. His thought “gave full weight to the dynamic, relational, processive temporal and creative, affective dimensions of the universe” (vi). Hartshorne was known as much for his “panentheism,” or view that God transcends nature but also may be found immanently within it, as he was for his critique of traditional or scholastic classical theology—especially in his logic of theism where he recreates a modal version of the ontological argument. [End Page 94]Chapter 1, “The Career and Personality of Charles Hartshorne,” discusses just that. What seemed most important to me was the discussion of Hartshorne’s formative background of reading novels and poetry by Emerson, Melville, or Camus as a way of intensely living, his studying under William Ernest Hocking, and his Sheldon Traveling Fellowship where he studied for a time with Husserl and read and reviewed Heidegger. Probably the most important biographical details are that Hartshorne was given the assignment of editing the Peirce papers along with Paul Weiss as a Research Fellow while at Harvard University and he also met and graded for Whitehead, who along with C.S. Peirce, would become the twin pillars of all his thinking as a “Peircean and Whiteheadian” (11). From Peirce, we learn that Hartshorne took “possibility is best conceived of as a continuum with no least member” and from Whitehead, “actuality is discrete and discontinuous (atomistic), composed of momentary flashes of experiences” (11). For Hartshorne process and relativity are metaphysically basic.Chapter 2 begins with Hartshorne’s idea that, “Nature comes to us as constituted by feelings, not as constituted by lifeless, insentient matter” (28). Reality has an affective tone in which there is a layered complexity of feeling and social relation. In other words, contra Locke or Hume, feeling is objectively part of an objective affective continuum and is not nominalistically “painted on bare sense impressions” (46). Such might be described as a doctrine of “panexperientialism”— “the view that the basic constituents of reality are flashes of experience” (46). Experience and feeling stretch in their continuity to meet the bounds of nature. In a series of papers, a many-minds interpretation of quantum theory has been developed. The aim in these papers is to present an explicit mathematical formalism which constitutes a complete theory compatible with relativistic quantum field theory. In this paper, which could also serve as an introduction to the earlier papers, three issues are discussed. First, a significant, but fairly straightforward, revision in some of the technical details is proposed. This is used as an opportunity to introduce the formalism. Then (...) the probabilistic structure of the theory is revised, and it is proposed that the experience of an individual observer can be modelled as the experience of observing a particular, identified, discrete stochastic process. Finally, it is argued that the formalism can be modified to give a physics in which no constants are required. Instead, “constants” have to be determined by observation, and are fixed only to the extent to which they have been observed. (shrink)

If philosophers of science advise government on science policy, it will have to be from a descriptive theory of scientific validity taken as hypothetically normative, as in naturalized epistemology. While logical positivism denied any normative import for the practice of science, in the area of "operational definitions" it had an unfortunate influence in psychology and sociology, and one that persists in the accountability movement. Not all philosophy of science issues have implications for the justificatory practice of scientists. For example, both (...) anti-realists and realists condone scientific quarreling about unobserved particles. Many young philosophers of science are now contributing to a sociology of scientific validity which, taken in a hypothetically normative manner, will produce recommendations on science policy. Part of the project Immortal Literature Series of classic literature, this is a new edition of the classic work published in 1901-not a facsimile reprint. Obvious typographical errors have been carefully corrected and the entire text has been reset and redesigned by Pen House Editions to enhance readability, while respecting the original edition."A Problem in Greek Ethics" is an account of (...) sexuality between men in all its forms, with Greek culture as a backdrop. Perhaps the best description of "A Problem in Greek Ethics" is this one in "Queer Religion" (Praeger, 2012, edited by Donald L. Boisvert and Jay Emerson Johnson, pp. 180-181): "Published at the turn of the century, 'A Problem in Greek Ethics' is a systematic and well-documented exposition of the role of homosexuality in the different historical periods of ancient Greek society. Throughout most of his work, Symonds prefers to use the term 'paiderastia' to 'homosexuality,' the latter a term he only uses in rare instances. Nevertheless, 'paiderastia,' in Symonds's work, amounts to a broad concept of homosexuality rather than to our current concept of pederasty. Whitman and his work are never mentioned by Symonds in 'A Problem in Greek Ethics,' but the conceptual connection had already been made explicit in Walt Whitman: 'A Study' eight years earlier. In the introductory lines to 'A Problem in Greek Ethics,' the reader is alerted that ancient Greece offers a unique example in history of 'a great and highly developed race not only tolerating homosexual passions, but deeming them of spiritual value, and attempting to use them for the benefit of society.' According to Symonds, while homosexual relations were not prominent in the so-called heroic age of Greece, it was nevertheless the love of Achilles for Patroclus, as narrated by Homer, that conferred in a later age of Greek history an almost religious sanction to the martial form of paiderastia. This episode in the Iliad inspired in later generations an ideal of manly love, which he describes as 'a powerful and masculine emotion, in which effeminacy had no part, and which by no means excluded the ordinary sexual feelings.' To which he adds that the tie created by these relationships was 'both more spiritual and more energetic [than] that which bound man to woman.' While Homer knew not about homosexuality, very early in Greek history paiderastia became a national institution giving rise, according to Symonds, to a distinction between a noble, spiritual, form of masculine passion, which he calls "heroic love," and a base and sensual one, which he identifies as 'vulgar love.'"About the Author: John Addington Symonds was born in Bristol, England, in 1840. He was an English poet, an author of several works, and a literary critic. In 1873 he wrote "A Problem in Greek Ethics," which discussed homosexuality between men. He printed ten copies in 1883, before effectively publishing the book in 1901. He was also known for his work on the Renaissance, as well as for his translations and biographies. He wrote "Our Life in the Swiss Highlands" (1891), biographies of Philip Sidney (1886), Ben Jonson (1886) and Michelangelo (1893), several volumes of poetry and essays, and a translation of the "Autobiography of Benvenuto Cellini" (1887). John Addington Symonds died in Rome in 1893. In 1896, Havelock Ellis published, in German, prepared with the collaboration of Dr. Hans Kurella, "Das konträre Geschlechtsgefühl" (Leipzig, by Georg H. This paper seeks to analyse the effects on Economics of Research Assessment Systems, such as the Research Assessment Exercise (or RAE) which was carried out in the UK between 1986 and 2008. The paper begins by pointing out that, in the 2008 RAE, economics turned out to be the research area which was accorded the highest valuation of any subject in the UK, even though economists were then under attack for failing to predict the global financial crash which had occurred (...) a few months earlier. One aim of the paper is to explain this economics anomaly in research assessment. The paper goes on to point out a key difference between economics and the natural sciences. Most areas of the natural sciences are dominated for most of the time by a single, generally accepted, paradigm, whereas there are always in economics different schools of thought which have different and highly conflicting paradigms. Given this situation, it is argued that the effect of research assessment systems in economics is to strengthen the majority school in the subject (whatever that is), and weaken the minority schools. This conclusion is supported by empirical data collected by Frederic Lee for the UK. It is then shown that the greater the dominance of the majority school, the higher the overall valuation of the subject is likely to be, and this is used to explain the anomaly noted earlier. It is argued that research in economics flourishes better in a situation in which there are a number of different schools treated equally, than in one in which a single school dominates. The conclusion is that research assessment systems have a negative effect on research in economics and give misleading results. Instead of such systems, an attempt should be made to encourage pluralism in the subject. (shrink)

Confused ideas about the weirdness of quantum mechanics have sometimes been blamed for the spread of anti-realist positions in philosophy. In this seminar, I shall re-examine the relation between realism and quantum theory. My goal is to argue that one can remain a realist in a reasonably familiar sense, while adopting a theory which amounts to a form of idealism. After sketching the abstract mathematical structure of quantum theory, I will introduce realism and consider some of its problems and some (...) counter-arguments. Next I will look at why quantum theory needs an interpretation and at some of the features common to many proposed interpretations. Then I will discuss some of the gaps in decoherence theory, when it is considered as an interpretation of quantum theory, and I will end with a sketch of my own realist version of idealism in which the fundamental entities are structures which define minds, and the fundamental laws govern the stochastic developments of those structures. Sein Argument für die Prämisse „Der Gottesbegriff ist ein möglicher Begriff“ ist unverträglich mit einem anderen Stück seiner Metaphysik, und zwar mit seiner Annahme einer Art von Disparata. Leibniz behauptet, der Gottesbegriff sei ein möglicher, d. h. kein inkompatibler Begriff. Er vertritt die These, Gott bestehe aus einfachen Eigenschaften und diese könnten nicht inkompatibel sein, (...) weil einfache Eigenschaften nicht zerlegbar seien. Ich vertrete jedoch die These, daß Leibniz Unverträglichkeiten zwischen einfachen Eigenschaften zuläßt. Diese Art von Unverträglichkeit wird dann betrachtet in Beziehungen zu den Wegen, auf denen wir nach Leibniz Gottes Eigenschaften erkennen können. Es wird gezeigt, daß sein Bemühen, im ontologischen Gottesbeweis nachzuweisen, daß der GottesbegrifF ein möglicher Begriff sei, vergeblich ist. (shrink)
